Abstract

One of goverments efforts to improve village’s capability to be self help is the establishment of “Desa Mandiri” program. Assertion of “Desa Mandiri” program as one of goverment’s policy is based on consideration that there is a need to reduce village’s dependency on central goverment. Goverment cannot be expected to wholly help, subsidize, and facilitate village community anymore, and village community has to start to learn to be independent. There are some models of “Desa Mandiri” program, one of them is “Desa Mandiri Sehat” or “Healthy Self-Help Village”. Jabangsari and Banjarharjo in Salaman Sub-district are amongst those that are successful in implementing “Desa Mandiri Sehat”. Although there is difference in term of implementation, the success of these villages are relevant to be used for lesson learning and drawing.

Abstract

Dalam perjalanan sejarah, birokrasi selalu memiliki posisi yang sangat strategis serta memiliki kekuatan besar dalam menentukan pencapaian tujuan negara. Dengan demikian, birokrasi dalam menjalankan tugas dan fungsinya harus profesional dan Netral yaitu  tidak memihak kepada salah satu kekuasaan. Sedangkan pada kenyataannya Birokrasi Indonesia sampai saat ini masih belum netral dari berbagai intervensi kepentingan. Pada Pilgub Jateng 2013, ternyata birokrasi juga belum bisa netral, misalnya terlihat dari adanya aparat desa yang tidak netral, dan adanya PNS yang menjadi anggota partai politik; Gejala tidak netral itu terjadi pada 20 wilayah kabupaten/kota di Jawa Tengah. Sehingga untuk menjamin agar birokrasi bisa netral pada ajang semua pemilu, maka “birokrasi sebaiknya tidak diberi hak pilih”.

Abstract

The press is often referred to as the fourth pillar of democracy after the executive, legislative, and judicial branches. Press in Indonesia have ups and downs in the roles and functions in respect of some period or era he went through. Prior research found that Era before the Reformation Er , the press in Indonesia fettered by laws and regulation, such as press license , which is a threat to the existence of a publishing company, which at times can be banned publishing business; idealism press shackled to the interests of the state; professional organizations only PWI , as well as the position of the press against the state is weak , the press is acting as agent only government propaganda. Meanwhile, after the Reformation Er , the press in Indonesia experienced its heyday because of laws and regulations in favor of the press; idealism of the free press, as well as professional organizations whose number is infinite, and the position of the state is Strong press , because the press can be a producer for the decision - political decisions. Thus in the Era Before the Reformation , the role and function of the press is limited, fettered, and threatened. After the Reformation Era while the role and function of the press can be realized significantly due to a very large gain freedom.

Abstract

Abstract:The acceptance of remuneration allowance for civil servants or members of bureaucracy has disturbed people's sense of justice. It is due to services performances that still unwell managed, and many of our people still live in bad condition, such as malnutrition, unemployment, broken school buildings, and poverty. Therefore, civil bureaucrats should balance it with real actions. In particular they must be friendly, uncorrupt, and unpicky. While in general,  civil bureaucrats should improve their performances in each functions and duties, either as village or sub-dictrict apparatus, police, military, in legal, and so forth. Abstract

Indonesian society is now in a hard condition. One of the causes of this hardship is the rise of oil price which causes the ability of people to buy goods and services goes down sharply. Because of this matter, inflation cannot be avoided, as well as malnutrition, which threats the people, particularly who live in poverty. In relation to this, it is the government’s responsibility to tackle this problem. It is not an easy task since the government has to deal with some obstacles, including the narrow perception of food which is focused only on rice, the decreasing number of land area available for farming for the massive infrastructure building, the climate change, and the corrupt bureaucracy. If the government wants to overcome this problem, they have to think about the solution, involving all part of society in order to maintain the food availability.

Abstract

The development of an increasingly complex society trigger problems such as employment issues are minimal and inadequate as the population is increasing , consequently people competing for work with any media for survival , as an example of the phenomenon of the above problems is the existence of street vendors ( Street Vendor ) that mushroomed in big cities is the goal of the people to look for work . Therefore , the City of Tegal make local regulation No. 3 of 2008, which contains the settings hawkers in Tegal .The purpose of this study is to investigate the implementation of Regulation 3 of 2008 on regulation of street vendors in the city of Tegal . To explain the implementation of local regulations No. 3 of 2008 used a descriptive - qualitative method . The data was collected using interview techniques , observation and literature review .

Abstract

Indonesian political parties are institutions that considered an institution withmodern democratic system. Therefore, political parties are obliged to conductrecruitment for Legislative Candidates, mostly party cadres that would be placed inParliament. Partai Demokrasi Indonesia Perjuangan (PDI Perjuangan) prior to theelection of 2014 has a policy of recruiting Candidate Legislatif through a mechanismeand more rigorous process according to Letter of Decree No.: 061 / TAP / DPP / III /2013. Thus, it can be expected to form best representatives in 2014 election, at anylevel of national Parliament, Provincial and City / District.This study aims to determine the pattern of recruitment conducted by PDIPerjuangan in Semarang. The method used in this study is qualitative method. Thedata is collected by in-depth interview to several representative in formants anddocumentation. Analyzes of the data based on the interview.The result showsd that the recruitment pattern of legislative candidate for2014 election conducted by the DPC PDI Perjuangan Semarang was bya on ordersDPP. Based on party rules that have been listed in the Letter of Decree No: 061 / TAP/ DPP / III / 2013. The regulation stated that the recruitment pattern of legislativecandidates must go through the process of registration, networking, administrationtest (psychological, and understanding of party ideology), screening as well asassignments.It can be concluded, that the members of legislative candidates must followthe rules of the party in the recruitment process. Start of the registration process,networking and filtering. While the constraints experienced by DPC PDI Perjuanganin recruiting members of the legislature are in the process of screening for adiscussion of this process is difficult for the parties to determine the names of thecandidates according to the criteria of the party.Keywords: Party Regulation, Registration, Networking, Filtering, Determination

Abstract

The eruption of Mount Merapi in 2010 in Distric of Sleman has resulted in many victims who died due to heat clouds and cold lava flood. Lack of prevention (mitigation) in minimizing the impact of a disaster gives poor disaster management in District of Sleman. Slowness in handling the victim becomes one of the results of the lack of coordination in the field, coordination which should be run by unstructured organization ​​SATLAK PB in disaster prevention and handling is not running smoothly. This is caused by lack of understanding of the chairman and members of the SATLAK PB towards disaster management cycle, so that efforts to handling the victims in the first week after disaster are in chaos. Those occurrences made ​​the victims and refugees become neglected, victims and refugees who are supposed to get all their rights such as shelter, health care and assistance are totally not obtained. According those descriptions, then it is conducted a research in order to determine the issues occurred in the efforts to handling disaster victims especially in the implementation of coordination and also to determine factors that are influencing the coordination. In this research, the type of research used is description research to describe, explain and analyze the data from the result of coordination happened. This research is aimed to assess the process of coordination between institutions and actors in the handling and mitigation of disaster. Based on the analysis of the data obtained that the disaster handling, particularly in disaster handling  in the district of Sleman, especially in coordination goes not so well. One of the causes of slowness in the evacuation of the victims and provision of relief at the beginning of disaster is lack of coordination in the field. Lack of coordination due to the absence of leaders of SATLAK PB making parties or other actors take over the tasks of SATLAK PB. The alteration are strongly felt since the military and other actors involved in the handling of the disaster victims, but communication which is established  does not go so well, especially in the distribution of relief. Where parties who want to provide relief to victims immediately are not allowed giving directly regarding the procedure. From the analysis, it is time SATLAK PB should fix both of the structures, personnel, and leadership which is prohibited to be done by a bureaucrat. This is to avoid overlapping of work and for the efficiency goals of the organization which are as coordinator of disaster management and in the field

Abstract

The purpose of this study is to analyze the political strategy used by Partai Demokrasi Indonesia Perjuangan in the Central Java Governor Election 2013. In that election, PDIP carried its main cadres, Ganjar Pranowo and Heru Sudjatmoko, without a coalition with another party because they believed they could win the Central Java governor election (Pilgub Jateng) by themselves, and most importantly, they thought that if they win that election, they will be able to run the Central Java governance with their own ideology, without considering another ideology from the coalition party. And then, what about PDIP political strategy in the Central Java Governor and Deputy Governor Election 2013, in order to be able to win the vote? Although Central Java is the PDIP mass base, but2we need to realize that both opponent candidates of Ganjar-Heru were the incumbent government in Central Java.In this study, the researcher uses “the descriptive-narrative” qualitative research methods. Hopefully, this study will be able to describe the strategy that was used by PDIP in chronological way, so it will be easy to read and able to give a deeper assessment and discussion. The data were obtained through observations, interviews with all their supporting team and PDIP cadres who were involved in the process of succeeding Ganjar-Heru in the Central Java Governor Election, as well as the data obtained from the documents.Political strategies that were used by Partai Demokrasi Indonesia Perjuangan in the Central Java Governor Election 2013, conducted in the form of political campaign strategy, image/figure strategy, the mass-base strategy, pairing the prominent candidate with fellow popular PDIP cadre, community approach strategy, and general strategy. The strategies combination eventually could make Ganjar-Heru win the election with 6,962,417 votes or 48.82 % of the vote. Ganjar-Heru beat HP-Don and Bibit- Sudijono each with 20.92 % and 30.26 % of the vote.

Abstract

ABSTRACTThe study entitled “The Role of Local Government in Land Dispute Resolution in the Land of Mall Pacific Tegal City” aims to know the process of land right resolution that is used as Mall Pasific by the government through the court.This study used qualitative approach with descriptive type. Research data were obtained from interview, and observation. analyze of data is done qualitatively through data reduction suitable with subject matter, focused on the study and refers to the principal problem that wished to be answered on this study.Based on the result of the study , it shows that the cause of land dispute in Mall Pasific Tegal land is at government with land owner due to the presence of the right of land management certificate (HPL) owned by tegal local government 16.250 m2 wide on behalf of tegal city government which the right is changed to certificate of proprietary right Number M.613, M.667 and M.704. In the process of land dispute resolution, it revealed truth that the land right published as management right certificate on behalf of Tegal city government by Tegal city land affairs office and the absence of interior minister decision that referred on extending the right of management in the process of publishing the certificate, with the result that judge comitee of Tegal country court detect lie indication and engineering sign from land affairs office official in publishing the right of management certificate, then land certificate was canceled and ask to land affairs office official to return land right to land owner.In addition, another problem related to land dispute is the presence of contract agreement which state, second party (city government) can use the certificate of HGB number 596 Pekauman district and the owned right certificate number M.613, M.667, and M.704 Pekauman District at bank with the agreement of first party (gatot) and obviously it was a land dispute known yet the owner who has the right of the land.Keywords: Role of local government, Land dispute resolution
