Abstract

 This article begins with the historiographic condition of teacher and teacher education which are still rare in demand in Indonesia. The purpose of this article is to describe historically the condition of teacher education, teacher welfare, and teacher status in Indonesia since the Dutch East Indies era to the Reformation era. The sources of the data for this paper are mostly from documents concerning on teacher policies in the past. Oral sources are also used as the complement to the research data. The important findings in this research are (i) there were differences in teacher education between the Dutch East Indies era and independence era that in the colonial era, teacher welfare and status were guaranteed by the government, but the education was still exclusive and very difficult to access by Bumiputera; (ii) teachers in the Japanese colonial era functioned as a means to make Japan win in the Greater East Asia war, welfare was not taken into account; and (iii) during the independence era, the improvement of the teacher status and welfare until reformation era was still becoming a perpetual problem, one of which fulfilled the public discourse was the problem of non-permanent teachers. Historical factors should be considered in managing teacher education and teacher as profession. Therefore, teachers must be seen as historical objects which can enrich Indonesian historiography.Keywords: historiography of teacher, teachers’ welfare, teachers’ dilemma, non-permanent teacher. Artikel ini berangkat dari kondisi historiografi guru dan pendidikan keguruan yang masih jarang diminati di Indonesia. Tujuan penulisan artikel ini adalah mendeskripsikan secara historis kondisi pendidikan keguruan, kesejahteraan, dan status guru di Indonesia sejak masa Hindia Belanda hingga Reformasi. Sumber data tulisan ini lebih banyak berasal dari dokumen-dokumen seputar kebijakan tentang guru di masa lalu. Digunakan pula sumber lisan sebagai pelengkap data penelitian. Temuan penting penelitian ini adalah (1) terdapat perbedaan pendidikan keguruan sejak masa Hindia Belanda hingga kemerdekaan, pada masa kolonial, masalah status dan kesejahteraan guru telah dijamin oleh pemerintah, namun pendidikan masih bersifat eksklusif dan sangat sulit diakses oleh kalangan Bumiputera; (2) guru di masa Jepang berfungsi sebagai alat untuk memenangkan Jepang di dalam perang Asia Timur Raya, masalah kesejahteraan tidak terlalu diperhitungkan; dan (3) pada masa kemerdekaan, perbaikan status dan kesejahteraan guru hingga reformasi masih menjadi masalah yang tidak kunjung selesai, salah satu yang memenuhi dikursus publik adalah masalah guru honorer. Faktor historis harusnya dipertimbangkan dalam mengelola pendidikan keguruan dan profesi guru. Oleh sebab itu, guru harus dipandang sebagai objek sejarah yang dapat memperkaya historiografi Indonesia.Kata kunci: historiograi guru, kesejahteraan guru, permasalahan guru, guru tidak tetap

Abstract

This study examines the problems of non-permanent teachers from two sides. First, non-permanent teachers from the perspective of public policy. The focus of this study is on the government's reaction to the demands of non-permanent teachers formulated in legislation. Second, the government's strategy to accommodate the aspirations of non-permanent teachers and efforts to resolve the problems of non-permanent teachers through various public policies that are risen. This study is a follow-up to the implementation of research on non-permanent teachers in Semarang city. The data is taken based on the rules of qualitative research with in-depth interviewing techniques to obtain data in the field, especially primary data types. The results of this study find several interesting things. First, there is a change in orientation of non-permanent teachers from service to a struggle in improving social status and welfare. Second, the income of being a non-permanent teacher is not feasible to meet the minimum living needs of non-permanent teachers and their families. Third, public policy as the government's reaction to the demands of non-permanent teachers can be categorized into 5 models, they are: (1) Political Lobbying Model; (2) Blessing Amendment Model; (3) Impartial policy model; (4) Partial Policy Model; and (5) Response Policy Model. From these findings, it can be seen that the uniqueness of this study is the finding of the models of public policy which are a form of government reaction to the demands of non-permanent teachers.

Abstract

This study aimed to understand the role of local migrants in urban economic development. A qualitative case study approach was used to examine the characteristics and role of the social capital of migrants from Wamena in Jayapura, Indonesia. The data used in this study were collected through in-depth interviews and field observation as well as statistical data from the Central Statistics Agency of Jayapura. The results indicate that the social capital of migrants reconstructed cultural values through an intensification of multi-ethnic relations within the domestic economic system of urban areas. Wamena migrants contributed to the economic growth in urban areas because of the correlation between norms, beliefs and social networking as forms of local wisdom. Local wisdom was able to strengthen the internal and external social relations of the Wamena migrant community in various economic activities as coping and survival strategies. Specifically, the findings of this study offer an additional view to the conceptual framework of sustainable livelihoods from Robert Chambers and Gordon Conway (1991), namely that local wisdom integrated with forms of social capital can be utilized to create sustainable livelihoods. Thus, this study shows that the local migrants from Wamena have formed a community-based economic system integrated with local wisdom to maintain a livelihood in urban areas, in this case Jayapura, Indonesia.Abstrak. Artikel ini bertujuan untuk memahami peran migran lokal dalam pembangunan ekonomi perkotaan. Pendekatan studi kasus kualitatif digunakan untuk memeriksa karakteristik dan peran modal sosial migran dari Wamena di Jayapura, Indonesia. Data yang digunakan dalam penelitian ini dikumpulkan melalui wawancara mendalam dan observasi lapangan serta data statistik dari Badan Pusat Statistik Jayapura. Hasil penelitian menunjukkan bahwa modal sosial yang dibentuk telah merekonstruksi nilai-nilai budaya yang konservatif ke liberal, melalui intensifikasi hubungan multi-etnis yang terintegrasi dalam sistem ekonomi domestik di daerah perkotaan. Migran Wamena memainkan peran penting dalam pertumbuhan ekonomi di perkotaan karena korelasi antara norma, kepercayaan, dan jejaring sosial sebagai bentuk kearifan lokal. Kearifan lokal mampu memperkuat hubungan sosial internal dan eksternal komunitas migran Wamena dalam berbagai kegiatan ekonomi sebagai strategi koping dan bertahan hidup. Secara khusus, temuan ini menawarkan ide baru dalam kerangka konseptual pendekatan penghidupan berkelanjutan oleh Robert Chambers dan Gordon Conway pada tahun 1991, bahwa kearifan lokal yang diintegrasikan dengan bentuk modal sosial dapat digunakan untuk mempertahankan strategi penghidupan. Dengan demikian, penelitian ini menunjukkan bahwa para migran lokal dari Wamena telah membentuk sistem ekonomi berbasis masyarakat yang terintegrasi dengan kearifan lokal untuk mempertahankan mata pencaharian di daerah perkotaan, yang dalam hal ini adalah Jayapura, Indonesia.Kata kunci. Abstract

This study aims to describe and analyze the charcteristics of poverty that are faced by Sasur’s people in Sahu district, West Halmahera. The method used is qualitative descriptive with sample data from 188 families. The results showed that 90% of poor villagers are categorized as working-age and 100% of people are working in the informal sector. Survival strategies they use include: make loans to some traders, including coconut, nutmeg, cloves and cocoa traders, sell sopi and become laborers in the city. When it rains, they shift from rice farming activity to planting cassava and taro and this effort helps them survive.

Abstract

With a qualitative approach, this study intends to describe in depth the socio-cultural background and challenges of agriculture in Southwest Sumba Regency (SBD) which cause the problem of high levels of poverty in the area despite having a wealth of great agricultural potential. This research found that the world of SBD agriculture faces challenges in the form of a high level of agricultural vulnerability and not optimal management of agricultural potential. These two challenges are difficult to overcome due to the lack of farming capital caused by debt bondage due to high-cost customary practices and the characteristics of subsistence farmers. On the other hand, the trade-oriented model of commercial farming of SBD while not leaving cultural values and local knowledge has been proven to be able to overcome the challenges of agricultural vulnerability and not optimal management of SBD agricultural potential.

Abstract

Traditional agriculture has a relationship with the culture of the local community that is the norms agreed upon by the ancestors related to the use of natural resources to meet the needs of daily life. This article aims to describe the traditional agricultural process of the Wamena people in Jayapura, Indonesia. The perspective used in analyzing traditional agricultural processes was the perspective of sustainable livelihoods of traditional communities in a development context. This research was done in a descriptive-qualitative manner by using primary and secondary data. The primary data was obtained from in-depth interviews. Meanwhile, the secondary data was obtained from observations and document studies. The results indicate that the traditional agricultural process of the Wamena Tribe in Jayapura was able to maintain the livelihoods of traditional communities based on the principles of sustainable development. This could be seen from several stages, such as access to land resources, land ownership, agrarian social relations, and gender issues in the division of traditional agricultural work of the Wamena people in Jayapura. This shows that the local wisdom in the cultural norms of the Wamena people could be used in environmentally friendly agricultural activities that did not have a conflict with the perspective of sustainable development.

Abstract

Sasur adalah salah satu desa pesisir di Kabupaten Halmahera Barat Provinsi Maluku Utarayang sumber penghidupan utama masyarakatnya adalah dari hasil laut, laut juga menjadi satu-satunya jalur transportasi untuk keluar-masuk desa.Dengan keterbatasan tingkat Pendidikan dan pengetahuan, maka pengolahan hasil tangkapan laut di desa Sasur belum dapat meningkatkan pertumbuhan ekonomi masyarakat desa Sasur, hal ini terlihat dari tingkat pendapatan dan pengeluaran rumah tangga masyarakat desa Sasur per bulan yang tidak berimbang, bahkan minus (dililit hutang bahan bakar minyak) jika tidak mendapatkan hasil tangkapan. Berdasarkan hasil wawancara, observasi dan analisis data baik data sekunder maupun data primer, terungkap bahwa masyarakat desa Sasur perlu sentuhan dari pemerintah berupa bantuan modal usaha, bantuan peralatan tangkap moden dan pelatihan pengolahan hasil tangkapan laut untuk peningkatan kehidupan ekonomi masyarakat desa Sasur, penelitian ini juga menyimpulkan bahwa aksi kolektif antara masyarakat desa Sasur yang dapat meningkatan pendapatan rumah tangga per bulan.
