Abstract

Kota Lama Semarang shows rapid changes where leadership is one of the factors of its success. Based on this, the researchers conducted research related to sustainable leadership as well as inhibiting and supporting factors for the success of the sustainable leadership model in the revitalization of Kota Lama Semarang phase 1. The results showed that the leader succeeded in taking his leadership so that there was rapid development. This is evidenced by analysis through the 5I Model for Sustainability Leadership and analysis of inhibiting and supporting factors. The rapid changes made the Kota Lama area have new challenges, so that the leader in this matter must be able to maintain the cultural values that exist in the Kota Lama Semarang.

Abstract

The sprawl covid-19 pandemic that is spreading and difficult to control has made college in the red zone covid-19 and affected areas mandatory online lecture. Diponegoro university rector issued a bill of rector number 20 / un.7. P/ se /2020 asa basis for the implementation of online college and subsequent release of letter number 23/ un7. P/ se /2020 as standard operating procedure (SOP) in implementing online lectures at diponegoro (undip). In the online college implementation using two platforms Ms. Brushes and undip. The purpose of the study is to analyze the implementation of online lectures at diponegoro university and analyze the host factors from the implementation of online lectures at diponegoro university. The study employed a decadent qualitative study method, attributing the informer to the custodian method of sampling and snowball sampling. Although the implementation of online lectures at diponegoro university is consistent with the established standard procedure (SOP), it is not going to be a success, because student LPS is not offset by student competence by its scientific discipline. That is because in the implementation of online lectures at diponegoro university, they still meet some obstacles that are a hindrance to learning achievement. Abstract

The sensitive nutrition intervention policy is one of the policies of the Indonesian government as an effort to overcome the stunting problem, the implementation of which involves various parties. The policy is considered capable of overcoming the stunting problem by 70%. In Semarang City, even though this policy has been implemented, the stunting rate in Semarang City still shows an increase. So there is still a question about the role of stakeholders in the implementation of sensitive nutrition intervention policy in the Semarang City. The purpose of this research is to identify stakeholders in implementing sensitive nutrition intervention policy in Semarang City and analyzing its role. This research uses qualitative research methods with data collection techniques through interview and literature study. The theory used in this research is role of stakeholders by Nugoroho. The results showed that the stakeholders in implementing sensitive nutrition intervention policy in Semarang City were the Health Office, Fisheries Service, Education Service, Food Security Service, Population Control and Family Planning Service, DP3A, Bappeda, Puskesmas, Posyandu, IDI, physiotherapist, psychologist, community and private. StakeholdersThese roles are divided into five, namely policy creator, implementor, coordinator, facilitator, and accelerator. The recommendations given are coordination among stakeholders is to be increased, formulate regulations specifically discussing stunting, stakeholders must considered the program objective.

Abstract

The Semarang City Government implemented a residential relocation policy for the Tambakrejo community by preparing Rusunawa Kudu. However, some people choose to stay because Rusunawa Kudu is far from the sea and has the potential to jeopardize the income of fishermen. To that end, the government built row houses. The goal of this research is to assess the relocation policy and examine the elements that support and hinder it. The research method is descriptive qualitative, while the determination of informants uses the purposive sampling method. The findings revealed that an effective relocation policy was defined by a clear knowledge of the objective, as well as clear and easy implementation instructions. The relocation policy in Rusunawa Kudu has been efficient in terms of the ease of the relocation implementation process. However, the relocation of row houses is considered inefficient because additional government efforts are ranging from mediation, communication, to the construction of row houses. The relocation policy of Rusunawa Kudu has the potential to cause population problems even though it has met the need for decent housing. Meanwhile, the relocation of row houses has not provided a maximum solution to the problem seen from the incomplete public facilities. The relocation policy of Rusunawa Kudu and row houses have been considered justice for the people of Tambakrejo. The relocation policy is considered to be appropriate with the distribution of Tambakrejo residents who have been relocated. In the implementation of the settlement relocation policy, there are supporting factors, namely the resources that are used properly, and the powers, interests, and strategies of the actors are applied systematically. The incompatibility of interests that affect the settlement relocation policy is one of the policy's stumbling blocks, as well as the level of compliance and low capture power.

Abstract

Marketing is often equated with branding. However, in fact, marketing and branding are two different concepts, although both of them are strongly related. Branding is an effort to build and communicate the identity and character of brand into society. Branding is not only applied toward product and service but also toward corporate, event, somebody (personal branding), and place. The process of branding is a new paradigm related with how a place must be managed in the future. Tourism branding is one of place brandings that is often discussed as the increasing of society’s awareness of tourism need. This study aims to discover the branding effectiveness in increasing tourist visitation in the Grand Maerakaca Central Java. The method of this study is qualitative descriptive method with questioner and interview as the collecting data techniques. The data collected method uses statistical tools in the form of a questionnaire to make it easier for researchers in the data collection process considering that the research was carried out at the time of the Covid-19 pandemic. This research subjects were taken as many as 100 people calculated based on the Slovin formula according to the number of visitors in 2018. The data sources used were primary data in the form of questionnaires and PT.PRPP internal data, while secondary data were in the form of legislation regarding tourism, Permen PAN RB, and Youth Service data. Sports and Tourism in Central Java Province. The analysis method uses the value of Community Satisfaction Survey accordance with the Regulation of the Minister of State for Administrative Reform and Reform of the Bureaucracy Number 14 Year 2017 with the evaluation framework of place branding effectiveness that is called City Brand Hexagon. The result of the study shows that place branding in Grand Maerakaca runs smoothly. It is because the Grand Maerakaca has a great attraction to be visited by society. Nevertheless, problem is found in The People indicator that is related with disclosure and employee’s friendliness. It is suggested to form Standard Operational Procedure in providing service and periodic performance evaluation

Abstract

Stunting merupakan kondisi gagal tumbuh akibat kurangnya nutrisi sejak dalam kandungan sampai usia kurang 2 tahun. Angka stunting yang cukup tinggi juga terjadi di Kabupaten Jepara, termasuk Desa Troso. Pemerintah Kabupaten Jepara kemudian menggerakkan program Gemarikan guna mencegah dan menurunkan angka stunting tersebut. Kegiatan pelaksanaan program Gemarikan tersebut didukung oleh posyandu. Tujuan penelitian ini adalah menganalisis peran posyandu dalam upaya pencegahan stunting melalui program Gemarikan di Desa Troso serta menganalisis faktor pendorong dan penghambat peran posyandu dalam program Gemarikan. Penelitian ini menggunakan metode kualitatif serta mengggunakan teknik wawancara terhadap narasumber yang ada di Desa Troso, penelusuran data secara online dan dokumentasi sebagai pengumpulan data. Hasil penelitian menunjukan bahwa peran posyandu dalam pelaksanaan program Gemarikan masih kurang konsisten karena komunikasi program tidak intens dan kurang komprehensif. Akibatnya, banyak dari ibu balita di Troso yang masih kurang paham akan program tersebut. Sementara itu pada kegiatan wajib peran posyandu sudah berjalan baik karena dilaksanakan secara konsisten. Faktor pendorong pelaksanaan program Gemarikan adalah pola konsumsi ikan yang rendah di masyarakat di Desa Troso dan Faktor penghambatnya adalah kondisi sumber daya manusia ibu balita di Desa Troso yang rendah. Melihat kondisi tersebut maka saran yang tepat diberikan mengenai pola konsumsi ikan yang rendah di masyarakat adalah dengan memberikan dorongan pada posyandu untuk memberi pendidikan pada ibu balita minimal seminggu 2-3 kali, sementara itu hambatan mengenai kondisi sumber daya manusia yang rendah dapat diperbaiki dengan menciptakan kepatuhan peran ibu balita pada posyandu dan memberi sanksi pada ibu balita yang melanggar pelaksanaan program Gemarikan.

Abstract

Salah satu cara pemerintah dalam meningkatkan kualitas pelayanan publik dalam bidang pajak dengan memanfaatkan teknologi informasi. Pemerintah Provinsi Jawa Tengah membuat sebuah aplikasi berbasis android. Aplikasi tersebut bernama Sakpole atau singkatan dari Sistem Administrasi Kendaraan Pajak Online. Tujuan diciptakannya aplikasi Sakpole untuk memberikan kemudahan bagi wajib pajak dalam melakukan pembayaran pajak kendaraan bermotor tahunan di Jawa Tengah serta terhindar dari denda keterlambatan. Tujuan penelitian ini untuk mengetahui nilai kualitas layanan aplikasi Sakpole di Kota Semarang. Penelitian ini menggunakan teori D&M Information Succes Model milik DeLone & McLean yang terdiri dari kualitas sistem, kualitas informasi, kualitas layanan, kepuasan, penggunaan dan manfaat. Jenis penelitian ini menggunakan pendekatan kuantitatif dengan tipe penelitian deskriptif. Populasi penelitian ini adalah seluruh pengguna aplikasi Sakpole di Kota Semarang dengan 93 responden menggunakan teknik purposive sampling. Hasil penelitian menunjukkan kualitas sistem mendapat nilai 82.53 dengan kategori baik, kualitas informasi 80.24 mendapat nilai dengan kategori baik, kualitas layanan mendapat nilai 83.47 dengan kategori baik, kepuasan 80.78 mendapat nilai dengan kategori baik, manfaat mendapat nilai 80.31 dengan kategori baik. Hasil keseluruhan menunjukkan bahwa kualitas aplikasi SAKPOLE mendapat nilai 81.3. Nilai tersebut menunjukkan bahwa aplikasi Sakpole berkualitas Baik. Abstract

Education is an essential aspect for the economic growth in Indonesia. However, in its application, education in Indonesia is still low because many school aged children cannot continue their education due to tuition reason. Therefore, the government provides scholarship for every level of education as the form of help. For example at the level of higher education. At this level, the government provides Bidikmisi scholarship for underprivileged students who want to continue their education. With the Bidikmisi scholarship, students are expected fulfil the target that is determined by government. One of the targets that must be achieved is having minimum GPA of 3.00 as the form of students’ performance during their study. This study aims to discover whether Bidikmisi scholarship can encourage the achievement of the Public Administration undergraduate program, FISIP, UNDIP students’ GPA as the students’ performance or not. The method of this study is explanatory method with questioner and interview as the data collecting method. The population of this study is the entire students who receive Bidikmisi scholarship in Public Administration batch 2016, 2017, and 2018. The samples chosen are 51 respondents with probability sampling as the sampling technique. The data analysis used is validity test, reliability test, simple regression analysis, coefficient of determination, and significance test (t test) using SPSS. According to the result of the study, Bidikmisi scholarship has impact toward students’ performance as the effort to achieve GPA. It is known from the coefficient of determination calculation of 28.3%. Bidikmisi scholarship is proven having positive and significant effect toward students’ performance that is proven with the calculation result of 4.392. According to the study result, the writer suggests that students must be more enthusiastic in achieving their GPA as the form of students’ performance. Students are expected to understand the benefit of the competitions held and be enthusiastic to participate in those competitions.

Abstract

The availability of clean water is a basic need of the community. This is realized by the government through the community based Drinking Water and Sanitation Provision Program (PAMSIMAS). Previous studies on PAMSIMAS mostly focused on program evaluation, community participation, and the effectiveness of the program. Research on the performance of organizations that depart from the community as program administrators is still rarely found. Therefore, this research examined the performance of the Managing Board of Drinking Water and Sanitation (BPSPAMS) which manages the built drinking water facilities, and which has a great influence on the sustainability of program operations. The purpose of this study was to assess the performance of the BPSPAMS in the PAMSIMAS Program in Purwosari Village, Wonoboyo, Temanggung, using the 7 indicators of Malclom Baldrige for Performance Excellence (Leadership, Strategic Planning, Community Focus, Information and Knowledge Management System, Team Focus, Operational Focus, and Work Results). The population taken in this study were members of the BPSPAMS in Purwosari village. This research used descriptive quantitative method, using the determination of the interval class and calculate the weight of each indicator. The results showed that the BPSPAMS has well performed since the provided are in accordance with the community needs, a good development Plan exist, members' knowledge is in accordance with the conditions of the field, and community relations with members are in accordance with ethical values and politeness. However, some internal problems are found, such as the inactive leaders and some members in carrying out their duties and functions, as well as lack of organizational revenue that hinders the fulfillment of the operational needs. It is recommended that all members of BPSPAMS in Purwosari village to reorganize, and collaborate with those who can help with financial needs, and not to use Malclom Baldrige for Performance Excellence indicators in the scope of performance measurement for public organization, especially in rural level organizations.

Abstract

ABSTRACT Regulation of Thematic Village program was formed to deal with poverty in the city of Semarang, but there are some problems related to communication interwoven among stakeholders in this implementation. This research aims to analyze the communication between stakeholders in implementing the policy of thematic village program in the Rejomulyo Semarang, This research will focused on Stakeholders Communication and implementation of the thematic village program in Rejomulyo Semarang. The method of research used is a qualitative descriptive approach with purposive sampling informant determination technique. The results of the study showed, communication conducted by the Government of Semarang in the form of socialization of thematic village planning followed by representatives of all kelurahan and sub-districts in Semarang, workshops and FGD, while PT PLN did direct communication by discussion on the CSR that will be implemented in Kampung Batik Rejomulyo village. Then the Polines academics is to offer assistance to the Chairman RW 002 by means of door to door and coordination meeting attended by some residents and local community figures. But in the implementation there are some obstacles include: the uncertainty of communication done by one of stakeholders in communicating the assistance that will be given to residents of Batik village that raises mis-interpretation, Then there was inconnection between the government and academics. Advice that can be given by researchers is: it is necessary to increase awareness between stakeholders in the cooperation of intensive communication between stakeholders in order to minimize understanding of the communication Performed by the stakeholders.
