Abstract

Land Office of Sukoharjo district is a vertical institution of the National Land Agency (BPN), which was and is directly responsible to the Head of BPN Regional Office of Central Java Province that serving community activities in soil sertification in Sukoharjo District. Land Office of Sukoharjo district is a land office by the number of applicants the second largest land title services in Central Java Province.This study aims to identify and analyze the support factors and hinder organizational performance in Land Office of Sukoharjo District, so as to know what needs to be improved and sustained performance.The supporting factors and inhibiting factors are identified and analyzed from the organizational structure, policies, management, human resource management, technology, environment, organizational culture and leadership.In this study, researchers used a purposive technique. Data collection methods used were in-depth interviews and documentation techniques. This study shows that the supporting factors of the organization's performance at the Land Office of Sukoharjo District, among other things, policies related to the vision and mission management, human resource management through the aspects of compensation, incentives, and education and training, appropriate technology, environmental organizations, cultural organizations, and leadership. Limiting factor is the organizational structure in the aspect of unit size that shows the number of employees that are not balanced by a large request and sentraisasi decision making which is often prolonged vacancy, then from their own community who do not understand the procedures and delay in completing service file so that it becomes hampered the process.

Abstract

Normalization Banjir Kanal Barat dan Kali Garang is one of three components flood control taken government to flood control annually almost always in some areas in the city of Semarang. The purpose of Normalisasi Banjir Kanal Barat dan Kali Garang itself is to increase the capacity to accommodate so as to discharge of water from the river is three times Kreo, Kripik and Garang. The aim of this research is trying to answer questions about Normalisasi Banjir Kanal Barat dan Kali Garang and analyzes factor supporting and inhibitors. Research methods used in this research using a qualitative research with methods of descriptive qualitative, which aims to describe explained and analyzed The work of normalization work is conducted by Balai Besar Wilayah Sungai Pemali-Juana by the contractor would work, Brantas Abipraya and Wijaya Karya Joint Operation and consultan inspectorship CTIE and associated. And departement. of PSDA an ESDM to creating land project. In construction work normalization begins november 2010 and to be completed in november 2013. After normalization Normalisasi Banjir Kanal Barat dan Kali Garang, so far the flood canal the west has been able to improve the capacity of a discharge of water which had been 300-400 m3/second to 730m3/second, flood control, other than a benefit this normalization of benefits in social sector, economy, the environment and for cultural city people Semarang especially. And to the factors of client and coalitions, actually either the government, private, community support each other, but here, public awareness to maintain clean environment is still less so fore requires explicitness the rules of the government in giving sanctions on those who do not pro-activ in keeping clean environment.

Abstract

PT. Angkasa Pura I (persero) is the government agency in charge of all matters relating to the licensing arrangement. It’s manifestation and implementation of one – stop service where licensing service was held at one place which include various types of services that have relevance licensing process and served through the door.Purpose of this study is to describe, analyze pas service and identify factors inhibiting airport pas service. The research uses a qualitative description type, because it’s more appropriate to use a qualitative approach to examine the process not the outcome or product. As for the selection of informants basis using purpossive sampling technique with specific consideration. This study uses five dimensions, competence, reability, communication, assurance, understanding the customer.Research results with respect to several factors such as skill in serving prospective applicant’s officers, service assurance that’s pretty good, a lack of communication between employees with prospective aplicants, because the Angkasa Pura only provide information about airport pas service to employees, pas shareholder, and prospective applicants only, so that the Angkasa Pura needs to do publicity by adding a banner that contains about airport pas service at airport services department, so that potential applicants aren’t confused to get services. It can be conclude the Pas service airport service in the company at PT. Angkasa Pura I (persero) Ahmad Yani International Airport Semarang is good enough.

Abstract

The aim of this research is do the analysis afterwards the condition of tourism karaton surakarta hadiningrat, do the analysis afterwards environment both internally and externally to know a factor and supporter of the development of tourism, the economy and formulate a strategy to develop tourism. Used in the analysis method of analysis training strategic environment that exists in the development of tourism. This research using a descriptive qualitative research with the use of an informant who is derived from karaton surakarta hadiningrat as the management of tourist attractions museum karaton surakarta hadiningrat, the hotels and travel bureau of tourism as well as visitors karaton surakarta hadiningrat tourist attractions.The results of research that in tourism development strategy karaton surakarta indicated that during this condition has not been maintained, tourism potential optimally the environmental condition internal and external also is good but there are still deficient, the excess there are still on the weak quality of its human resources, the absence of education for employee dept. of tourism in the region, as well as several other supporting facilities and its appendages are lacking. To do the analysis afterwards environment internal and external then obtained a factor of the economy and supporters that affects in formulating strategies which will then tested using litmus test for measuring the degree of kestrategisan program by virtue of the score that exist.Of this research, advised to strategic programs that have been formulated carried out consistently and further improved with opens up the possibility for the emergence of inovasi-inovasi positive in its implementation.

Abstract

secara maksimal telah mendorong penulis untuk melakukan penelitian denganjudul “Analisis Penerapan Electronic Government di Kabupaten Pati”.Permasalahan utama di dalam penelitian ini ialah : Bagaimana penerapanelectronic government di Kabupaten Pati? Apakah faktor-faktor yang mendorongdan menghambat pengembangan electronic government di Kabupaten Pati?Tujuan penelitian ini untuk mengetahui bagaimana penerapan electronicgovernment di Kabupaten Pati dan untuk mengetahui faktor-faktor yangmendorong dan menghambat penerapan tersebut. Upaya menjawab permasalahandan tujuan penelitian dilakukan dengan menggunakan elemen suksespengembangan e-Government menurut Harvard JFK School of Governmentantara lain support, capacity, dan value. Selain itu, juga menggunakan elemensukses pengembangan e-Government menurut Moon dalam Sistem InformasiManajemen yang terdiri dari willingness dan local culture. Data di dalampenelitian ini dikumpulkan melalui wawancara mendalam, observasi, dandokumentasi yang berkaitan dengan penerapan electronic government diKabupaten Pati. Hasil penelitian menunjukkan bahwa penerapan e-Government diKabupaten Pati belum dapat berjalan secara maksimal karena terdapat faktorfaktorpenghambat yang mempengaruhi perkembangannya. Belum ada support didalam penerapan e-Government dengan tidak adanya political will daripemerintah. Capacity yang sangat terbatas dengan sumber daya finansial,infrastruktur teknologi informasi dan sumber daya manusia yang kurangmemadai. Tidak adanya willingness masyarakat Kabupaten Pati di dalammemanfaatkan fasilitas e-Gov serta adanya local culture dari masyarakat yanglebih menyukai cara manual daripada menggunakan media elektronik di dalammelakukan berbagai pekerjaan. Saran yang dapat diberikan guna meningkatankualitas pengembangan e-Government di Kabupaten Pati antara lain denganmengadaan sosialisasi pemanfaatan IT di lingkungan pemerintahan secara berkala,mengadakan kerjasama yang lebih luas dengan sektor swasta, peningkatan jumlahsarana prasarana infrastruktur, peningkatan SDM pegawai melalui pelatihan, serta sosialisasi secara kontinyu kepada masyarakat tentang keberadaan e-Governmentdan pemanfaatannya.

Abstract

In the development of Child-Friendly City in region such as mandated by the Minister of women's empowerment and the protection of the Republic of Indonesia Regulation that planning is one of the stages that must be done by the region through the drafting of action plans The Child-Friendly City. In Semarang City, experienced delays in making Local Action Plan of Child-Friendly City. The main purpose of this research to formulate a strategy of policy and program planning of Child-Friendly City in Semarang City that described in the discussion.  This research based on  theory of M. Manullang, William N. Dunn, T.Hani, dan  Mamduh. The research method used is descriptive-qualitative. While data mining is carried out through in-depth interviews to informants and some of the data and documents to support the completeness and depth of the information required.   Based on research results, the commitment of stakeholders are still low. There was Child-friendly city policy in Semarang city is also not yet known and understood by all stakeholders especially in village and services centre stages. It is visible from a lack of coordination of the stakeholders and the programs was not done according to the plan, example the hours learning child program. According to the Mayor's Regulations Number 20 in 2010 about Child-Friendly City Policies through Child-friendly Village approach, but the implementation of Child-Friendly subdistrict/village still being stagnant. The research is also produce forecasting of the future policy with two alternatives, namely the preparation of the budget and the allocation of RAD.  Based on result of research can be produced the policy strategy and program planning that planned covering institutional and fifth cluster with reference to programs planned by a city government in RAD KLA Semarang City thus produced program planning that is different from that are found on RAD KLA.

Abstract

Strategic planning is an effort that didisplikan to make important decisions and actions that shape and guide how to be an organization, what the organization is doing and why doing anything like that. with strategic planning to identify strategies that can be used in the implementation of green open space (RTH) in Semarang City by using the eight step strategic planning process by using SWOT analysis tool, as well as the litmus test processing basic. In the implementation green open space (RTH) in Semarang City can be created properly as mandated by Act - Act No. 26 Year 2007 About Spatial Planning.

Abstract

Semarang City is one tourist destination in Central Java Province, which has the potential to invite many tourists to visit. One of the attractions of interest to tourists  visited Semarang is Wildlife Areas (TMS). Wildlife Areas Semarang is one place in the city of Semarang tourism and wildlife conservation that combines the concept of education (learning about animals and life). The function  and role of the park's wildlife is in the field of education, namely as a means of science and technology education. As well as a place for family entertainment that educates various groups. However, in the management of Wildlife Areas are still not optimal, it is shown by the low interest of tourists to visit the Wildlife Areas Semarang. The purpose of the study to describe the condition of the internal and external conditions faced by Wildlife Areas Semarang, and analyze the strategies that should be prioritized in tourism management Wildlife Areas Semarang. The results showed that the management of a tourist attraction Wildlife Areas Semarang not optimal. The cause of non-optimal management can be seen from the internal and external factors of  wildlife Semarang areas covering of the lack of means of infrastructures, the quality of human resources, lack of budget and lack of tourism awareness groups. It is recommended to do for tourism management strategies Wildlife Areas Semarang, such as : Supervision of Culture and Tourism Semarang more comprehensive, attractive existence promo for visitors, Conducting coaching and persuasive approach to the community about the environment in order to grow  the attitude attraction of tourism awareness and Improving the quality and quantity of human resources.

Abstract

Tourism contributes in the creation of work,the business world society wage,local revenue,foreign exchange to country. Kampung wisata Kandri divides into four RW each have the potential and distinctive cloistral. Were along RW I was education tourism as education nature. In RW II as a plantation arena is equipped with a variety of fruit and in this later developed as arena outbound. RW III as the cultural area, and in the RW IV is focus on typical food stalls. This research use SWOT analysis. The research of this strategy based on Litmus analysis there are any six strategic issues : Establishing facilities and infrastructure, an increase in the quantity and quality of human resources, development of quality tourism object, increasing promotion strategies, increasing coordination between local communities with tourism department and related parties, increasing.

Abstract

This research is motivated by problems - problems that occurred in the Village Mangunharjo Semarang, such as the level of welfare of society. The purpose of this study to describe the strategy in an effort to optimize public welfare. In answer to the problem and the purpose of this study, the authors used the theory of empowerment and strategic prencanaan using descriptive qualitative research methods. In collecting the data, the writer uses tehnique through interviews, observation. The informants were selected include: urban employees and the people of community. The results showed the results of the existing planning. Recommended in this research to increase the number of human resources so that the service provided to the community becomes optimal
