Abstract

Village Government has a significant role in managing social processes in the community. The main task that must be carried out by village government is how to create democratic life, provide good social services so that it can bring its citizens to a prosperous, peaceful and just life. But in reality there is a mismatch between the development plans in Desa Karya Tani.               This study aims to determine the role of village government in the development of Karya Tani Village, Kempas District, Indragiri Hilir Regency. The study uses the theory of the role of the Village Government in the Implementation of Development (Taliziduhu Ndraha). Primary information sources (informants) were determined by purposive sampling and the necessary data were collected by interview techniques and literature study.               From the results of this study it can be seen that the role of the village government in the implementation of development in the village of peasants' work in the Kempas sub-district of Indragiri Downstream has not run optimally. As for the role of the village head in the implementation of development, namely the ability to make development planning, from the results of research in this Desa Tani Village, the Village Government is quite capable in making village development planning but it's not yet maximal. Ability to provide guidance to subordinates or the community in the implementation of development in Karya Tani Village, Kempas District. Abstract

In answering the problem of community housing, the government has prepared various national programs to help Low-Income Communities to get livable houses. Of the many government programs regarding housing for low-income families, there is a new program issued at the end of 2015, namely the Self-Help Housing Stimulant Assistance Program (BSPS). Self-Help Housing Stimulant (BSPS) is a program to increase Low-Income Community (MBR) initiatives in building or improving the quality of houses along with infrastructure, facilities, and utilities.The purpose of this study is to determine the responsiveness of the Siak Regency Government and determine the factors that affect the responsiveness of the Siak Regency Government in the Self-Help Housing Stimulant Assistance Program (BSPS) in Tualang District, Siak Regency in 2018. The theory used is the Responsiveness theory. The research location was carried out in the Public Works, Spatial Planning, Public Housing and Settlement Areas and Tualang District, Siak Regency. This research uses a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniques.The results of this study concluded that complaints from the community regarding BSPS were still not well responded to, especially by Field Facilitators, this was due to the lack of number of Field Facilitators provided. Then various actions taken by the Dinas in providing satisfaction to the community, namely providing guidance in the form of socialization, training, technical guidance, supervision, and assistance. Furthermore, community involvement in resolving complaints about BSPS problems already exists, this can be seen from the community who first solve their problems together with their group members in a family manner. However, the problem with the Self-Help Housing Stimulant Assistance Program (BSPS) is not entirely the fault of the Government but there is still a lack of public understanding regarding the Self-Help Housing Stimulant Assistance Program (BSPS) itself.  Keywords: Responsiveness, Self-Help Housing Stimulant (BSPS)

Abstract

In the Development of Border Area State, Karimun Regency is directly adjacent to Malaysia and Singapore. Health services in Kecamatan Kundur seen experiencing problems in health services that are not optimal in providing satisfaction services to patients, the lack of health personnel, facilities and infrastructure so that a constraint in health services. The purpose of the study is first, to describe how the institutional capacity in implementing health services in Kundur subdistrict. Second, to determine whether the strength dimension (Strength) and its scope or scope (Scope) based on the steat building framework in supporting health services. The type of research used is descriptive qualitative research method. The location of this research was conducted at Puskesmas Tanjung Batu Kundur sub-district Karimun regency. Technique of data collecting done by doing observation, interview, and documentation. Based on the results of the study, the authors draw the conclusion that in the Institutional Capacity in Health Services has not run optimally because of the health side of the lack of skill in the field of expertise and equipment of health facilities and infrastructure are not adequate. And in the Strength and Scope dimensions, it can be seen from the functions of the State that for minimalist function, the minimum is not fulfilled, such as the availability of pharmaceutical stock, the medical device becomes an obstacle in terms of health needs.Keywords: State Building, Health Service, Karimun District Health Office

Abstract

Education has important implication to build civilizations. with education everyone could develop potential in themselves and survive in life. Teacher certification as an effort to boost teacher’s qualification is also expected to improve learning quality and quality education continuously. This research to explain implementation teacher’s certification in elementary school to improve the quality of education. This research using theory of implementing public policy from Daniel A. Mazmanian and Paul A. Sabatier with qualitative approach ang descriptive method. This research is done trough with indepth interview and documentation technique. Data analysis with reduiction, organization and interpretation data.The result of this research is the implementation of teacher’s certification is working unwell, they have not increase in performance significantly. This problem is effect from there are not rule about implementation of teacher’s certification after get the professional educator certificate. Less of comitmen and skills of the teacher and low concern who society have about education development in Kecamatan Keritang.Keyword : Implementating public policy, teacher’s certification

Abstract

A wave of immigration occurred again in the 20th century. Total global flow of immigrants was massive re-occur after the occurrence of discomfort in the birthplace or place of origin of conflict such as the inability to live a life problem, a civil war, a cease-state, as well as the seizure of territory. Recorded until the current number of immigrants coming to Europe has broken 1 million people, while for immigrants who crossed Indonesia to seek asylum to Australia and Cristmast Island has reached a hundred thousand people. Most of them are citizens of the Muslim majority in the country of origin. The number of immigrants who were arrested in the city of Pekanbaru also highlighted for the attention of the Government.For year 2014 total of immigrants in the city of Pekanbaru reached 299. The role of institutional accommodate Illegal Immigrants become very necessary thing to handle, administer, and maintain their rights to get what they expect. Agencies in the city like Rudenim, Immigration Office, and Kemenkumham and foreign agencies such as IOM and UNHCR become an indispensable institution. who need protection to live and settle. Fear the Illegal Immigrants to return the country of origin makes them not want to come back kenegara origin so that it takes the role of institutions related Illegal Immigrants. Justice must be obtained by the two aspects, namely the institutions involved as well as the illegal immigrants who are victims. Abstract

The aims of this research to knew and analyze the implementation the policy of policing entertainment billiard permission in Pekanbaru City at 2010-2015. The phenomenon showed that still there is a company entertainment billiard that has the permission of operation still violate the operational time. Place that being location of this research is the office of Satpol PP, Dinas Kebudayaan and pariwisata pekanbaru city, and the place of entertainment billiard in Pekanbaru City. The informant of this research are they involved directly in the implementation policy include of Kepala Dinas Kebudayaan dan pariwisata, Seksi Rekreasi dan Hiburan Dinas Kebudayaan dan Pariwisata, Kepala Satpol PP, Sekretaris Satpol PP, Kepala Bidang Ketertiban Umum Satpol PP and aslo owner of Teratai Billiard Sport and Planet Billiard.According the result of this research showed a conclusion that implementation policy of the local government in policing the permission of entertainment billiard in Pekanbaru city that looked from the aspect of entertainment permission, the operational time, the sanctions and fine include of the supervision unoptimal yet. It can showed that the operational of entertainment billiard in Pekanbaru City still violate the provison such like the operatonal time of entertainment billiard and violate the standard not sell the liquor . The threat of implementation local government policy in policing permission of entertainment billiard in Pekanbaru City is clearly the planning is unoptimal yet, lack of Human Resources and weak of provision criminal inside of that policy. So that any of the weakness, will give big chance for actors that involved in implementation policy to policing permission of entertainment billiard to got the profit. So that’s the other effort to minimaze is supervision is not working as usual.Keywords: Implementation, Policy, Billiard Entertainment.

Abstract

This study aims to determine how the synergy District Government Kepulaun Meranti in waste management. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories.Based on the results of this study concluded that synergy Kepulauan Meranti regency government in waste management in 2016 had not been effective. Waste management do Office Market, Hygiene and conducting collection and pengakutan rubbish you may have on household waste and rubbish commerce. While the Department of Public Works do the construction of roads and bridges to facilitate the flow of transport of transporting waste, construction of TPS made of concrete / cast to facilitate people throw garbage, construction of drainage as cleanup efforts drains so that the waste does not accumulate in trenches and facilitate attendant waste collector for membersihaknya, besides TPA to establish areas as intended. The Environment Agency only empower the community in waste management through education and training recycle waste, but these activities have not shown significant results in waste management in Kepulauan Meranti District. Obstacles in the waste management collide at the disposal site (TPA) which is narrow, while the new location is very remote and there is no access to the landfill. Infrastructure landfill (garbage cans) and freight transport was minimal. Human resources owned is still very limited does not correspond with the area. Management of waste management is still using the old pattern or the traditional ie the way in fuel. Not been determined by the regulatory / local regulations regarding waste management, so that the direction of waste management often choppy.Keywords: Synergy, Waste Management, Institutional

Abstract

This study was conducted to describe the forms of participation of the Community Care Fire (MPA) which has been formed in accordance Bunut Head Decree (SK) issued Head Bunut. As for the background of this research is not maximal MPA performance of the well. This study uses the theory that emphasizes community participation Cohen and Uphoff approach in order to explain the phenomena encountered in the field. This study used qualitative methods, while the technique of collecting data using interviews, observation and discussion with sources of research. Furthermore, the data in the form of data qualitative and quantitative data were analyzed with descriptive data analysis techniques.The results showed that the group Concerned Citizens Fire as important actors in society in implementing land and forest fire prevention have not been able to carry out their duties properly due to lack of facilities and the seriousness of Community Care in a fire that had been expected to participate according to Head Bunut. Moreover, many people who do not know or have not been the emergence of public awareness of the impact of the burning of land and forests. So that this condition makes a lot of land and forest fires occurred in the District Bunut.The results also show that the social scope of the interaction between society, business and government have not been established. This of course have an impact on the political scope of public support for participation. While the scope of the economy also declined due to the impact of forest and land fires.Keywords: Community Participation, Community Groups Concerned Fire, Land and Forest Fires.

Abstract

This research entitled "The Political Dynamics of Implementation of Social Security Administering Agency (BPJS) at Kuantan Bay District General Hospital of Kuantan Singingi Regency". This research is based on Law Number 40 Year 2004 regarding National Social Security System (UU SJSN) which has been revised with Law No. 40 of Law Number 24 Year 2011 on Social Security Administering Board (UU BPJS). The formulation of the problem in this study is Who Any Actors Involved In Implementation Program Social Security Administering Agency (BPJS) At Teluk Kuantan Hospital and what are the interests of each of the actors or political actors. The problems that exist in this research is to see the political dynamics of the actors that took place at Kuantan Bay District General Hospital Kuantan Singingi Regency and wanted to see what the interests of the actors. The method used in this study is a qualitative method that describes the data descriptively. Data collection techniques used were in-depth interviews, documentation and observation, while other required data came from research informants and supported by supporting documents related to this research.Based on the results of research that has been done there are several findings, namely hospitals that have not the status of Regional Public Service Agency (BLUD) so that the required budget must be submitted first to the Local Government. While the local government together with the holding of elections simultaneously not focused on budget preparation, this can be said because of the low political will the executive and legislative support partner pair number 1 in drafting the budget quickly so that the budget is not properly set allocation which then arise the problem of deficiency Funds in the implementation of health services at Teluk Kuantan Hospital for BPJS health users.Keyword: Political Dynamics, Actors, BPJS
