Abstract

The success of the contractor in getting a job (project) can be seen in the process called tender. In tender phase, as a Presidential Regulation of The Republic of Indonesia Number 4 in 2015 explanation about government procurement. Generally, the stage of bid evaluation is divided into 4 stages, that are administrative evaluation stage, technical evaluation, price evaluation, and verification stages, all use an electronic procurement system called Layanan Pengadaan Secara Elektronik (LPSE). Based on the regulation above, this research purposes to find out the failure variables and the percentage of its variables in each process the construction services auction in government project, especially in Riau Province. The primary data that was obtained from the quetionnaire to contractor companies and interview with LPSE staff, and secondary data was obtained from the LPSE website of Riau Province, speficifically the auction of road and building project from 2015 to 2017. A certain spread sheet application program was used to calculate and analyze data, and presented in some bar charts. As the result, the dominant failure in the bid evaluation phase during 2015 to 2017 are, (1) Administrative evaluation: it does not fulfill the requirements for validity period of offering letter not less than the time as stated in the Election Document (27%), (2) Technical evaluation: the schedule for the execution of the work offered is not as stated in the Election Document (43%), (3) Price evaluation: it does not fulfill the lowest price requirements, so it cannot be evaluated, because it has already received 3 aritmethic lowest offer that passed the evaluation (69%), (4) evaluation of verification: it does not fulfill requirements attaching Quarry permit in accordance to requirements in bid documents (44%) and addendum and proof of completeness of minimum number of personnel (67%). Abstract

This study aims to determine the cost of production facilities, wages, and other expenses in one year to obtain the feasibility rate of rice farming in the Bunga Raya District. This research was conducted in 5 villages in Bunga Raya sub-district which have a fairly advanced farmer group. The collected data in this study are primary and secondary data analyzed using the BCR (Benefit Cost Ratio) concepts. Result research shows that rice farming run by farmers in Bunga Raya District is overall feasible to continue, but there are several inhibiting factors that cause a decrease in production. Based on the research of average farmers' net income is Rp. 16,000,000 to Rp. 20,000,000 for planting seasons (four months). Because the production and income of farmers start to increase with the development of irrigation facilities, this raises the interest of farmers who once converted rice fields into oil palm plantations to re-cultivate rice fields for rice farming. Abstract

Kampar district is an area with growth rate, high migration and urbanization. The development of an increasing number of people have an impact on the movement system in Kampar district, particularly Bangkinang city. Crowd and narrow access roads and the installation of the portal, the number of vehicle and traffic congestion is a barrier in the acceleration speed fire fighting units to arrive at the disaster site. A complicating factor is the outage channel away hydran /water ways/ river around the fire scene. This study aim to creating an optimal plan to determine the location where the fire station was placed. Given the potential for fire is becoming increasingly significant, these hazards must be anticipated and faced with a variety preventionefforts are comprehensive, systematic, effective and sustainable. This research used quantitative methods that located in Bangkinang city start from Juni 2014. The study is done by considering the speed of the vehicle (35 km/hours, 40 km/hours, 50 km/hours), mileage and travel time (5 minute, 10 minuteand 15 minute. By doing 3 (three) simulations carried out the importance of the result of each simulations calculations on the importance of the total area of service for each simulations is 231,818 km2, 357,755 km2, and 440,075 km2. Variable in this study is the optimization of the location and the fire station in Bangkinang, and applying SIG to develop models of the relationship between the criteria determine the location of emergency fire fighting facilities. Data analysis techniques aresimulation models in the form of the application of remote sensing technology, spatial analysis and descriptive direction of determining the location of new fire station. The results of this research shows that optimization modelling that the location of the fire department made to get the location of fire station locations right to produce efficiency and effectiveness in handling fires. Done by designing a few posts on some areas the fire department are Bangkinang. Accordingliy, this modeling is expected to minimize the impact of losses incurred or the lost of life, property, damage of public infrastructure and other physicalbuilding.Keywords : optymal location,service area, fire station, network analyst

Abstract

Pekanbaru, as capital city of Riau Province, has high economic growth, it can be seen from the development of high rise building. One of the new high rise building development in 2014 was Hotel Pesonna. The development of the building should consider safety aspects, one of them is fire safety. Thepurpose of this study is to evaluate and get the value of building reliability on fire hazard protection system Hotel Pesonna according to the Ministry of Public Works Regulation number 26, 2008. This study used checklist form Pd-T-11-2005-c (Fire Safety Inspection on Building) and the result from this form isused to get the reliability for fire hazard protection system using Analytical Hierarchy Process (AHP) method, then give recommendation for components in reliability for fire hazard protection system in building that have not met the requirements. There are four components of fire hazard protection systemconsidered in building, including completeness of site, means of rescue, active protection system, and passive protection system. The result of this study showed that the reliability of Hotel Pesonna on fire hazard protection system was in “Good” condition (B). The building reliability value calculated based onchecklist method and AHP method was 91.503 and 91.522 respectively. The difference between the two method is 1.9%, and several sub-component system that are listed in Ministry of Public Works Regulation number 26, 2008 (e.g completeness of site, means of rescue, and active protection system) should be fulfilled by the building owner.Keywords : Fire safety, reliability, Analytical Hierarchy Process (AHP)

Abstract

Labors productivity greatly impacts the success of construction project. Therefore, it is imperative to perform analysis on the determination of labors productivity. The purpose of this research is to find out the coefficient value of labors on the Siak IV Bridge project and to assess coefficient value of labors that has been obtained between coefficient value on the minister of public works regulation No. 28/PRT/M/2016 and project contract document. So, to find the coefficient value, the researcher must know the labor’s productivity whis is important factor for the success of a project, so it needs to ways examine to measure labors productivity in a project. In this study, the measurement of labors productivity was carried out in the upstream and downstream pylon jobs in segment 9 with sub workings reinforcement, formwork, casting by doing observation in the field. Field observation has purpose to find out timing which is needed to finish sub workings. Coefficient which is obtained from result analysis on front pylon for sub working reinforcemant is 0.414 OH for labors, 0.160 OH for workers, 0.032 OH for foreman. On formwork sub working it shows 0.324 OH for labors, 0.88OH for workers, 0.029 OH for foreman. Then the result shows on back pylon analysis sub working reinforcement, 0.432 OH for labors, 0.170 OH for workers, 0.033 OH for foreman. On formwork shows 0.148 OH for labors, 0.049 OH for workers and 0.025 OH for foreman. Coefficient for casting sub working shows 0.304 OH for labors, 0.083 OH for workers and 0.028 OH for foreman.Keywords: Coefficient, Labors, Productivity, Siak IV Bridge Construction.

Abstract

The implementation of contraction Project is often delay schedule and there has cost overrun. This paper machine project has a set time and cost limit. When the time and the cost have been exhausted but there hasn’t finished the jobs. Therefore, the cost overrun analysis and factor causing are needed to analysis. The analysis used the conceptual method of the result value and interview, which supported by primary and secondary data. Primary data gotten by interview and documentation. Meanwhile, secondary data gotten by written materials as project data. The research result on august showed that the value of variance schedule (SV) is late -0.70%, the variance cost (CV) is reach -0,32%, the variance budged (BV) is 3,19%, schedule Performed Index (SPI) is late 0,96 and cost performed index (CPI) 0,83.The calculation of Estimated At Complication (EAC) is Rp. 59.511.620.988. The cost overrun presentation to the end of the project is 3.5% or Rp. 2.287.285.802 to the contract value. The caused cost overrun are improper cost estimates, incomplete information project, difficulty implementation schedule, the changes of implementation project and weather factor.Keywords: Cost overrun, schedule variants.

Abstract

The increase in construction of building need a more efficient of slab construction method. The conventional formwork is considered uneconomical because expensive cost of materialsand labor, longer construction time, and producing significant amount waste of wooden formwork. Currently, green construction have been implemented in building projects such ashalf slab. Half slab method is divided into concrete precast and in-situ concrete works. This research aims to analyze the comparison of precast half slab and conventional method aboutstructural system and cost of construction. A computer program called Safe12 used to define precast half slab and conventional slab model. Safe12 output analysis used to calculatebending moment and shear strength. The cost estimated is according to works volume and the unit price analysis. Based on the analysis results, it observed that bending moment strengthfor precast half slab 28.532 KNm and conventional slab 25.181 KNm, and both method have equally shear strength 84.246 KN. The cost of construction for precast half slab Rp.5,712,441,933.442 and conventional slab Rp. 7,241,288,801.897. The indicates that structural system for both method have similar strength in construction, and cost of construction for precast half slab is more efficient 21,113% than conventional slab cost.Keywords: precast half slab, conventional slab, construction, Safe12

Abstract

The construction project is an activity which has a goal to be achieved. In the construction process, the cost is the major consideration because it commonly involves a large amount of investment and is vulnerable to the risk of failure. The purpose of this research was to determine the rate of validation, and to analyze the most dominant factor causing the overrun of construction costs (case study on Municipal Projects in Pekanbaru). The collected data were analyzed by using validation and reliability test, factor analysis, classic assumption test, and multiple linier regression. The data processing was done by using SPSS software (Statistical Product and Service Solution) version 23. As a result, it is obtained that the most dominant factor which has triggered the overrun cost consisted of: planning and construction department i.e. handling too many projects at the same time with the percentage of 83,9%, part of the cost estimate that does not take into account the unexpected cost with a 92.0% percentage on the road, part of the cost estimate that does not take into account the unexpected cost with a percentage of 90.1% on the bridge.Keywords : construction, cost, overrun cost, dominant factor.

Abstract

Project PLTU RIAU 2x110 MW is located in Tenayan Raya regency, Pekanbaru, Riau province. The project proposed to support energy demand especially for Riau Province in line to support a national program in order to increase national electricity ratio. This projectneeds high funding to construct therefore, it is necessary for the Government to study and analyze some aspects including financial. 30 % of the project funds came from PT PLN (Persero) equity equal to Rp995.646.470.749,47 while the other 70% which isRp2.323.175.098.415,43 came from loan. Feasibility analysis represents that Net Present Value (NPV) is Rp515.754.288.356,69, Benefit Cost Ratio is 1,05, Internal Rate of Return is12.62%, whereas Payback period is 16 years and 3 months, it represents that this project is feasible. The sensitivity analysis showed that the investment will be sensitive at 177,26%, thebenefit will be sensitive at 93%, the cost at 109% from the original value, and interest will be sensitive at 12,62%. As per deterministic sensitivity analyses from the several variables indicated that the highest to lowest influences in sequence is (1) tariff, (2) r class tariff, (3) operational and maintenance cost, (4) exchange rate, and as per the regression value also indicated that (1) tariff, (2) r class tariff, (3) operational and maintenance cost, (4) exchange rate, has the effect from the highest to lowest variable.Keywords: Finansial Analisys, Net Present Value, Benefit Cost Ratio, Internal Rate of Return, Payback period, Sentivity Analysis.

Abstract

Construction in every sector which has been done in Padang is an effort to revamp facilities and infrastructure as Padang Citizens’ activities needs. The complexity and characteristic of a project needs a good management to avoid cost overruns. This research aims to determine the validity’s level of dominant factors which cause cost overrun. This research was conducted by spreading 40 questionnaires to contractors whose classified as to middle and major category, whether are currently carrying out the project or have completed the project construction in Padang. The obtained data is processed by using a specified statistical application program. The result showed that the dominant factor which causes cost overruns to the building construction of major category based on the questionnaire’s questions; (1) too many work’s repetitions because of poor quality reaches 85,30% (2)according to the field of coordination of human resources: lack of labor reaches 85,94% (3) according to the field of control: Job delay reaches 75,92%, meanwhile, the middle category construction shows that: (1) according to the field of implementation changing frequency reaches 86,28% (2) according to the field of resources coordinator: Lack of materials reaches 79,91% (3) according to the field of accounting coordinator from government reaches 84,34%.
