Abstract

The objective of this study is to analyze the impact of road construction on production factor income both forIntra and Inter West-East Region of Indonesia. The model used is named Interregional Social AccountingMatrix West and East Region of Indonesia (IRSAM WEI). Within the IRSAM WEI framework, constructionsector is disaggregated into construction of road infrastructure (including bridge) and others construction.Meanwhile urban and rural household income classification is disaggregated into low, middle, and highincomes. The result shows that the impact of road construction may increase production factor income. BothWI and EI urban areas gain larger benefit of production factor income than rural areas. In addition,interregionally, the WI gain more than the EI.Keywords: road construction, factor production income, interregional social accounting matrix

Abstract

Abstract

Abstract This paper describes the disruption of Directorate General of Highway, Ministry of Public Works and Housing, in improving the good governance and financing systems for the execution of regional road. Together with Australia Government through Indonesia Infrastructure Initiative Program, Directorate General of Highway made a grant program called Provincial Road Improvements and Maintenance in the Province of Nusa Tenggara Barat. This program is delivered through pre-financing by local budget and reimbursement grant scheme maximum of 40% by the Central Government with incentives around 10% from total program. Provincial Road Improvements and Maintenance applies good governance and open government principles by involving the road authorities, service provider, and road users through Road Transport and Traffic Forum.The Provincial Road Improvements and Maintenance program successfully improved the stability and service of roads in the Province of Nusa Tenggara Barat with the optimum budget. The program also encourages women participation in order to improve gender equality. As a result, Bappenas with the Ministry of Public Works and Housing and Ministry of Finance plan to replicate this program for the broader coverage in 2018. Keywords: regional road, road stability, road service, road maintenance, road improvement  Abstrak Makalah ini menjelaskan persoalan yang dihadapi oleh Direktorat Jenderal Bina Marga, Kementerian Pekerjaan Umum dan Perumahan Rakyat, dalam memperbaiki tata pemerintahan dan sistem pembiayaan yang baik untuk menangani jalan daerah. Bersama Pemerintah Australia, melalui Program Inisiatif Infrastruktur Indonesia, Direktorat Jenderal Bina Marga membuat program hibah yang disebut Provincial Road Improvements and Maintenance di Provinsi Nusa Tenggara Barat. Program ini disampaikan melalui pre-financing dengan skema kompensasi anggaran daerah dan penggantian maksimum sebesar 40% oleh Pemerintah Pusat dengan insentif sekitar 10% dari total program. Provincial Road Improvements and Maintenance menerapkan tata pemerintahan yang baik dan prinsip-prinsip pemerintahan yang terbuka dengan melibatkan pihak penyelenggara jalan, penyedia jasa, dan pengguna jalan melalui Forum Lalulintas Jalan. Program Provincial Road Improvements and Maintenance berhasil memperbaiki kemantapan dan pelayanan jalan di Provinsi Nusa Tenggara Barat dengan dana yang optimal. Program ini juga mendorong partisipasi perempuan dalam rangka meningkatkan kesetaraan jender. Hasilnya adalah bahwa Bappenas bersama Kementerian Pekerjaan Umum dan Perumahan Rakyat dan Kementerian Keuangan berencana untuk mereplikasi program ini untuk cakupan yang lebih luas pada tahun 2018. Kata-kata kunci: jalan daerah, kemantapan jalan, pelayanan jalan, pemeliharaan jalan, peningkatan jalan

Abstract

Abstract The development of road infrastructure network aims to support economic growth as well as equity. To design the right strategy in line with its objectives, it is necessary to measure the magnitude of the multiplier effect of road infrastructure development for descriptive and quantitative analyzes. This paper is intended to examine the use of the multiplier measurement methodology with the analysis model of the Interregional Social Accounting Matrix (IRSAM). Analyzes that can be done with IRSAM analysis model include income distribution, impact analysis of road network development policy. Keywords: road infrastructure, quantitative analysis, income distribution, social accounting matrix, road network development policy  Abstrak Pengembangan jaringan infrastruktur jalan bertujuan untuk mendukung pertumbuhan ekonomi sekaligus pemerataan. Untuk merancang strategi yang tepat sesuai dengan tujuannya, perlu untuk diukur besarnya efek multiplier pembangunan infrastruktur jalan untuk dianalisis secara diskriptif dan kuantitatif. Tulisan ini dimaksudkan untuk mengkaji penggunaan metodologi pengukuran multiplier dengan model analisis Sistem Neraca Sosial Ekonomi Antar-Regional (SNSE-AR). Abstract

Abstract The government is striving for planned toll roads to be realized so as to increase connectivity, competitiveness and lower logistics costs. In turn, the toll road can be the backbone that supports the growth of the national economy as well as the equitable distribution of development. Based on the review of Indonesia Toll Road Authority of the Ministry of Public Works and Housing in 2017, it is projected that Indonesia will have an additional 1,851 km of new toll roads by the end of 2019. The additional projection of the new toll road exceeds the targets set in the Strategic Plan of the Ministry of Public Works and Housing 2015-2019 as long as 1,060 km. The additional projection of new toll roads is possible besides the acceleration of land acquisition process through bailout fund by Toll Road Business Entity also introduced system delivery innovation by implementing Integrated Design and Build Constructions. Therefore, it needs to be equipped with Standard Operating Procedures for the Integrated Construction Design and Build on Toll Road Project in Indonesia. Keywords: toll road, standard operating procedures, toll road authority, toll road business entity  Abstrak Pemerintah sedang mengupayakan ruas-ruas jalan tol yang direncanakan untuk direalisasikan sehingga dapat meningkatkan konektivitas, daya saing, dan menurunkan biaya logistik. Pada gilirannya, jalan tol dapat menjadi tulang punggung yang mendukung pertumbuhan ekonomi nasional serta pemerataan pembangunan. Berdasarkan kajian Badan Pengatur Jalan Tol, Kementerian Pekerjaan Umum dan Perumahan Rakyat, pada 2017, diproyeksikan bahwa Indonesia akan memiliki tambahan 1.851 km jalan tol baru pada akhir 2019. Proyeksi tambahan jalan tol baru ini melebihi target yang ditetapkan dalam Rencana Strategis Kementerian Pekerjaan Umum dan Perumahan Rakyat 2015-2019, yaitu  sepanjang 1.060 km. Proyeksi tambahan jalan tol baru dimungkinkan karena selain percepatan proses pembebasan tanah melalui dana talangan oleh Badan Usaha Jalan Tol juga diterapkannya sistem Design and Build Integrated Constructions. Abstract

The differences in interregional development have caused gaps in regions’ advancements and prosperity, such as in the case of Western Indonesia (WI) and Eastern Indonesia (EI) and between urban and rural areas. The objective of this study is to analyze the structural path of road infrastructure construction sector on household income distribution change in both Intra and Inter West-East Region of Indonesia. The model used is Interregional Social Accounting Matrix West and East Region of Indonesia (IRSAM WEI). Within the model framework, construction sector is disaggregated into construction of road infrastructure sector (including bridge) and other construction sector. Meanwhile, the urban and rural household income is disaggregated into low, medium and high income. The Structural Path Analysis (SPA) shows that the strongest multiplier effect comes from production factor of worker and capital before reaching households. Abstract

ABSTRACT                                                     Organizational culture plays an important role in stimulating the human resources work spirit. The organizational environment affects staff behavior and appearance, as well as staff performance. QIM Hospital is a new hospital. Therefore, it is needed to know the influence of organizational culture on staff performance in the inpatient staffs of QIM Batang Hospital. Using a quantitative research with the survey method. The population in this research was all in-patient staffs of QIM Batang Hospital. A 51 people as a sample and choosen using simple random sampling. Data taken with questionnaire instrument, then analyzed using simple linear regression. The results showed that organizational culture has a positive and significant effect on staff performance. The influence of organizational culture on staff performance is 64.4% (the coefficient of determination of 0.644).   ABSTRAK   Budaya organisasi berperan penting dalam  merangsang semangat kerja sumber daya manusia. Lingkungan organisasi mempengaruhi perilaku dan penampilan pegawai serta kinerja pegawai. RS QIM merupakan rumah sakit yang tergolong baru. Sehingga perlu diketahui pengaruh budaya organisasi terhadap kinerja pegawai rawat inap Rumah Sakit QIM Batang. Melalui penelitian kuantitatif menggunakan metode survei. Populasi dalam penelitian ini adalah seluruh pegawai rawat inap Rumah Sakit QIM Batang. Sampel sebanyak 51 orang menggunakan simple random sampling, instrumen kuesioner, dan data dianalisis menggunakan regresi linier sederhana. Hasil menunjukkan bahwa budaya organisasi memiliki pengaruh positif dan signifikan terhadap kinerja pegawai. Pengaruh budaya organisasi terhadap kinerja pegawai sebesar 64,4% (koefisien determinasi sebesar 0,644).

Abstract

The purpose of this research is to find out and analyze the provisions of Islamic Law in buying and selling transactions in electronic contracts as well as legal protection of the parties in buying and selling transactions via electronic. Normative legal research is used in this study, because this research will examine and analyze various laws and regulations concerning sale and purchase agreements made via electronic based on positive law and Islamic law. The results of the research, namely agreements or transactions electronically in Indonesia, have generally been regulated by positive law, in particular the provisions regarding the engagement set out in Book III of the Civil Code and the Agreement in general, and are regulated in the electronic information and transaction regulation. Whereas in the applicable Islamic law in Indonesia, although this electronic transaction is not specifically regulated, the rules contained in Islamic law can be accommodated in terms of electronic transactions. However, in practice in the field there may be deficiencies related to electronic transaction activities, for example regarding legal protection for consumers / buyers. For this reason, it is necessary to make more specific regulations related to legal protection in terms of electronic transactions, considering that the electronic trading system is always increasing its transaction activities and it is necessary to establish an association of merchants / sellers electronically, especially sellers who use social networking media, so that parties merchand is more detectable.
