Abstract

Teacher qualities often spoken in Indonesia in this decade. That is why need a factual study hits teacher condition and variable that influence the performance. This research is done to test teacher social capital variable influence and self-efficacy teacher towards teacher performance with mediasi commitment organizational school. This research use explains and expand previous research hits social capital influence and self-efficacy towards teacher performance with commitment mediation organizational. Population in this research entire teachers junior high school country at essence regency with sample 206 respondents. Sample taking by using random proportional technics sampling. Data processing by using spss 16.0. This research is done in one period in the year 2012. Analysis method uses doubled regression. The Result shows that: (1) positive influential social capital but not significant towards commitment organisasional, (2) self-efficacy negative influential but significant towards commitment organisasional, (3) negative influential social capital and not significant towards teacher performance, (4) self-efficacy doesnt has positive influence and not significant towards teacher performance, (5) commitment organisasional positive influential and significant towards teacher performance. Social capital variable influence towards teacher performance effectiveer has direct and unnecessary mediasi commitment variable organisasional. Variable influence self-efficacy effectiveer has not directed so those need mediasi commitment variable organizational. Abstract

Abstrak:Tulisan ini bertitik tolak dari realitas bahwa sebuah bahasa harus mengalami proses kenaikan status (elitisasi) sebagai salah satu usaha alternatif agar bahasa itu tetap bertahan dan terpelihara. Saat ini, kondisi tersebut sedang menggelayuti bahasa Madura yang terancam terasing di tanah kelahiran sendiri. Dengan antisipasi historis, yakni pengalihan bahasa Melayu menjadi bahasa Indonesia yang selanjutnya menjadi bahasa nasional dan bahasa resmi, serta kalkulasi modalitas serta potensi yang dimiliki oleh bahasa Madura, bahasa ini berpotensi untuk menjadi bahasa resmi regional (skala wilayah penutur bahasa Madura). Tentu saja usaha ini tidak untuk merusak tatanan yang sudah dianggap mapan terhadap kenyamanan status bahasa Indonesia sebagai bahasa resmi satu-satunya di negeri ini, tetapi lebih kepada usaha penguatan wawasan kebangsaan di ranah linguistika belaka.Kata kunci:bahasa nasional, bahasa resmi, perencanaan/rekayasa bahasa

Abstract

ABSTRAK               Penulisan makalah ini bertujuan untuk membantu mengatasi salah satu dari sekian banyak permasalahan yang ada dalam pelajaran bahasa Inggris, khususnya dalam menulis (writing) di Sekolah Menengah Pertama. Selain itu makalah ini juga dimaksudkan sebagai masukan bagi guru-guru bahasa Inggris dalam mengajar, sehingga menjadi daya tarik bagi siswa dalam belajar.Menulis merupakan keterampilan yang harus dikuasai selain keterampilan berbicara, mendengar, dan membaca. Namun kebanyakan dari siswa mengalami kesulitan dalam menulis. Ada beberapa faktor yang mempengaruhi rendahnya nilai seperti kosa kata yang mereka miliki, kurangnya pemahaman menulis siswa dalam mengembangkan sebuah paragraf, tidak mampu mengungkapkan ide dan pikiran mereka di dalam belajar dan siswa jarang mencoba mempraktekan menulis dalam kehidupan sehari-hari. Disamping itu, untuk mengatasi masalah ini ada beberapa strategi yang dapat digunakan untuk meningkatkan kemampuan menulis, salah satunya melalui Combining Flower and Cops Stratgy. Combining Flower and Cops Strategy merupakan salah satu strategi dalam mengajar menulis. Dengan menerapkan strategy Combining Flower and Cops  akan membantu siswa menyukai pelajaran menulis dan meningkatkan kemampuan siswa dalam menulis. Disamping itu strategi ini juga mudah dimengerti oleh siswa.

Abstract

Abstract: Newman’s Error Analysis (NEA) is a method to analyze the error occurring in the students. One of the main factors which causes the weakness of the students comprehension toward polyhedral material is spatial ability. This study aims at describing  error occurred in the students based on NEA viewed from spatial ability. The information of that error occurence can be used as a means of consideration in deciding the appropiate lesson plan. This study was a descriptive qualitative research with case study method. The subjects of research were the semester VIII  graders  of  SMPN  2  Kebonagung  in academic year of 2013/2014, there were 12 students who have hight spatial ability, 11 students who have medium spatial ability and 11 students who have low spatial ability. The sampling technique used was purposive sampling. The data were taken from the result of error diagnostic test which was followed by Certainly of Response Index (CRI) scores, spatial test and interview. The validity of data used triangulation techniques. The data was analyzed by using Miles and Huberman’s model. The result of research showed that based on NEA in the subject of hight spatial ability was 4,65% reading error, 13,95% comprehension error, 27,91% transformation error, 25,58% process skill error and 27,91% encoding  error. Medium spatial ability subjects obtain 2,94% reading error, 2,94% comprehension error, 32,35% transformation error, 29,41% process skill error and 32,35% encoding error. Subjects of low spatial ability obtain 3,03% reading error, 9,09% comprehension error, 30,30% transformation error, 27,27% process skill error and 30,30% encoding error. The errors are mainly made by the subjects because of the concept incomprehensibility, then misconception and the lowest one is the subjects comprehend the concept but they are careless in doing the assignment.Keyword: error, NEA, concept incomprehensibility, misconception, comprehend the concept

Abstract

Public service is the services provided either by government and by private institution as well, to give any contribution to the public welfare in accordance to the the legislation. Actually, realization of public welfare as result of public services still faced many problem.The major issues in public services including three main empirical problems: first, the discrimination in services. Service delivery is still strongly influenced by the personal relationship based on political affiliation, ethnicity, and religion. Secondly, uncertainty of cost and time of service. This uncertainty usually open the door towards corruption. And third, low level of public satisfaction in public services .The research aimed to determine the public services provided by government agencies (KUA) and other private Islamic propagation institutions (KBIH and LAZ). Research should discover whether the principles of public service performed by the Islamic dawah institutions and give customer satisfaction. The research found that public service intended to provide excellent service to the community or public. Excellent service established by practicing principles of transparency, realiable, unresponsive, fairness, and empathy. It is known that the principles of public service have significant correlation to public satisfaction, and public service satisfaction has positive influence to public needs to use the Islamic institutions services (KBIH, LAZ, and KUA in Bandar Lampung.

Abstract

Old ways die hard. Why? Old ways which we use to build the future of organization die hard because we are not bold enough to question the fitness of our philosophies underlying them. Planning used in the traditional management is based on the following philosophies: (1) creating the future from the past, (2) leverage is placed on tangible assets, (3) planning is rule keeping efforts, (4) planning is a single-scenario planning, (5) planning is executed ad hoc, especially at strategic level. In this article, I discussed the shift of philosophies underlying the ways management used to plan the future in order for their organization to survive and prosper in facing a competitive and turbulent environment. The new environment demands a radical change of the ways they use to plan the future of their organization.Key words: planning; strategic planning

Abstract

In this article I discussed a radical change in managing personnel performance. If inthe past, performances were measured only at responsibility center level and theperformance measures used were limited to financial measures, in this article I discussedhow to desain integrated performance management system for responsibility centers andpersonnel as well, using Balanced Scorecard as a basis. In this article, first I discussed thelimitation of executive performance measurement in traditional management. Then Iexplained expectancy theory created by Porter-Lawler to provide a conceptual frameworkin designing Balanced Scorecard based integrated performance management. In this article I discussed Balanced Scorecard based integrated performance management as analternative for driving personnel performance in building company’s competitiveadvantage. Abstract

Abstract The study aims at revealing the legal basis and the purpose of bureaucracy reform; explaining the program, strategy, and human resource; explaining the execution and implementation of bureaucracy reform policy along with its result and impacts. This study is implemented at the Coordinating Ministry for Economic Affairs. This study is conducted by using combination of Contex, Input, Process and Product (CIPP) Evaluation by Daniel L.Stufflebeam and Analysis Evaluation Model System (MESA) which was firstly used by Kard Luwig Bertaalanffy. Data collection is conducted throught interview, study on relevant documents, and observation. The result of the study indicates that: 1) The legal basis used needs more improvement; 2) The implementation of bureaucracy reform has been moving towards a professional bureaucracy, integrity, high performance, neutral and prosperous; 3) bureaucracy reform process needs to be accelerated; 4) bureaucracy reform policy could be continued with some revisions. The results of this study are expected to give benefits for execution and expansion of bureaucracy reform under Ministry Coordinating for the Economic Affair and national.Key Words:bureaucracy reform, policy,evaluation  RINGKASAN Tujuan reformasi birokrasi Kementerian Koordinator Bidang Perekonomian adalahuntuk menjadikan birokrasi Pemerintah yang profesional, berintegritas, berkinerja tinggi, bersih dan bebas korupsi, kolusi dan nepotisme, mampu melayani stake holder/pemangku kepentingan dengan baik, netral, sejahtera, berdedikasi, dan memegang teguh nilai-nilai dasar serta kode etik pengawai negeri sipil.Tujuan Penelitian ini adalah untuk mengetahui efektifitas kinerja birokrasi. Penelitian ini menggunakan penggabungan model evaluasi Contex, Input, Process, dan Product (CIPP) oleh Daniel L. Stufflebeam danSystem Analysis Evaluation Model/ Model Evaluasi Sistim Analisis (MESA), model ini pertama kali digunakan oleh Kard Luwig Bertaalanffy. Hasil penelitian menunjukkan bahwa 1) Dasar hukum yang digunakan masih perlu disempurnakan. 2) pelaksanaan reformasi birokrasi telah menuju kearah birokrasi yang profesional, berintegritas, berkinerja tinggi, dan netral. 3) proses reformasi birokrasi perlu dipercepat. 4) kebijakan reformasi birokrasi dapat diteruskan dengan beberapa perbaikan. Hasil penelitian ini diharapkan membawa manfaat bagi pelaksanaan dan perluasan reformasi birokrasi di kementerian koordinator bidang perekonomian dan nasional.Kata Kunci: reformasi birokrasi, kebijakan, evaluasi

Abstract

Abstrak. Daerah irigasi Barugbug di Jawa Barat adalah daerah irigasi yang akan dijadikan sebagai contoh penerapan modernisasi irigasi. Pengertian dari modernisasi irigasi adalah suatu upaya untuk melakukan perubahan sistem pengembangan dan pengelolaan irigasi menjadi sistem irigasi partisipatif yang lebih efektif, efisien, dan berkesinambungan (sus-tainable). Pemahaman tentang pilar modernisasi dilakukan dengan survey terhadap responden petugas OP irigasi, petani P3A dan instansi pengelola irigasi Barugbug yang terdiri dari BBWS Citarum, SKPD TPOP Dinas PSDA Jawa Barat dan Perum Jasa Tirta II. Analisis deskriptif statistik seputar pengetahuan dan pemahaman responden terhadap penerapan pilar modernisasi irigasi dilakukan dengan Analytical Hierarchy Process (AHP) untuk mendapatkan urutan skala prioritas penerapan pilar modernisasi irigasi di Barugbug. Hasil dari Analitycal Hierarchy Process (AHP) didapatkan urutan prioritas penerapan pilar modernisasi Irigasi di Barugbug dengan hasil sebagai berikut : Urutan 1 : Pilar Ketersediaan Air Irigasi, Urutan 2 : Pilar SDM Pengelola Irigasi, Urutan 3 : Pilar Prasarana Irigasi, Urutan 4 : Pilar Sistem Pengelolaan Irigasi, Urutan 5 : Pilar Penguatan Lembaga Pengelola Irigasi.Abstract. Barugbug Irrigation Area in West Java is the irrigation area which will serve as an pilot project of the application of irrigation modernization. Irrigation modernization can be interpreted as an attemption to make changes to the development and management participatory irrigation system become effective, efficient, and sustainable. An understanding of the pillars of modernization carried out by survey respondents OP officer irrigation, P3A farmers and management of Barugbug Irrigation (BBWS Citarum, SKPD TPOP and Perum Jasa Tirta II). Descriptive Statistical Analysis of knowledge and understanding of each respondent to the application of irrigation modernization pillar then was done by Analytical Hierarchy Process (AHP) to get the priority scale order of the application of the pillars of modernization in Barugbug. The results of Analytical Hierarchy Process (AHP) obtain the order of priority in the application pillar of irrigation modernization in Barugbug with the following result are: Sequence 1: Pillars of Irrigation Water Availability, Sequence 2: Pillars of Irrigation Human Resources business, Sequence 3: Pillars of Irrigation Infrastructure, Sequence 4: Pillars of Irrigation Management System, and Sequence 5:Pillars of Strengthening Irrigation Management Institute.

Abstract

Only few studies on the taxonomy and biogeography of the genus Labidocera from Indonesian waters have been carried out. The present paper deals with relevant information on the description and illustration of eleven species of Labidocera collected from 15 stations in Indonesian waters. Seven out of twelve previously known, i.e., Labidocera acuta Dana, 1849; L. bataviae A. Scott, 1909; L. detruncata Dana, 1849; L. kroyeri (Brady, 1883); L. laevidentata (Brady, 1883); L. minuta Giesbrecht, 1889; L. pavo Giesbrecht, 1889; except L. acutifrons Dana, 1849; L. euchaeta Giesbrecht, 1889; L. madurae A. Scott, 1909; L. nerii Kroyer, 1849; and L. papuensis Fleminger et al., 1982, have been recorded. Two species i.e., L. javaensis Mulyadi, 1997; and L. muranoi Mulyadi, 1997, have been described as new species, and two species i.e., L. bengalensis  Krishnaswamy, 1953; and L. sinilobata Shen and Lee, 1963, are newrecords for the area.
