Abstract

Penelitian ini bertujuan untuk mendapatkan informasi tentang pembinaan profesionalisme guru pasca sertifikasi guru dalam jabatan dan model pembinaannya. Metode penelitian adalah research and development (R&D). Hasil penelitian menunjukkan bahwa kompetensi guru PKn SMP/SMA/SMK Negeri di Kota Semarang memiliki katagori penilaian bervariatif dalam ke empat aspek kompetensi, mulai dari nilai tinggi hingga nilai rendah. Ke empat kompetensi itu adalah: (1) kompetensi paedagogik, (2) kompetensi kepribadian, (3) kompetensi sosial, dan (4) kompetensi profesiaonal. Simpulan penelitian menyatakan bahwa guru Pendidikan Kewarganegaraan meskipun telah memperoleh sertifikasi sebagai tanda keprofesionalannya, namun masih terdapat kompetensi yang heterogen dan tidak semua kompetensi tinggi nilainya. This study aimed to gain insight into the professionalism of teachers coaching post-certification of teachers and models of supporting them. The research method is a research and development (R & D). The results showed that the Civics teacher competence SMP / SMA / SMK Negeri Semarang city has varied assessment category in the four aspects of competence, ranging from high value to low value. The four competencies are: (1) paedagogik competence, (2) personal competence, (3) social competence, and (4) competence profesiaonal. Conclusion The study shows that although the Citizenship Education teachers have obtained certification as a sign of professionalism, but there are a heterogeneous competencies and not all competencies highly valued.

Abstract

Election have relationship to close with political campaign. In 2014 legislative election, political campaign not only did with face to face system expect for began to use a new tool such as trough with social media. In the Pekalongan city, some people make use of social media via gadget smartphone as well as computer. So campaign via social media capable embed influence in Pekalongan city. Issues who examine in this research: (1) How implementation political campaign with social media on legislative election 2014 in Pekalongan city. (2) How effectivity political campaign with social media on legislative election 2014 in Pekalongan city. (3) What support factor and resistor political campaign with social media on legislative election 2014 in Pekalongan city. The purpose of research is to be know implementation of political campaign with social media on legislative election 2014 in Pekalongan city. Method of research is qualitative. Sorting data with interview and documentation. Legality testing data with trianggulasi technique. Result in this research are as follow; (1) Implementation political campaign with social media on legislative election 2014 in Pekalongan city are did with some candidate with kind social media Facebook and YouTube. a campaign message to be delivered on posts with form submission vision and mission ideas and program ideas, activity photo and politic issue who then forming an image. (2) Effectivity campaign with social media on legislative election 2014 in Pekalongan city ablity of candidate only extent interesting a user social media but not to be effective with affecting publicly listed the candidates. (3) Factor booster politic campaign with social media on legislative election 2014 in Pekalongan city is: a) gadget and internet, b) the ablity a candidate with using social media, and c) bearer of political party.

Abstract

The problems in this research are: (1) what are the factors that led to conflicts between Perhutani KPH Balapulang Songgom Village Society?, and (2) how the efforts undertaken Perhutani KPH Balapulang and Rural Community Songgom in resolving the conflict over land ?. The purpose of this study are: (1) determine the factors that led to conflicts between Perhutani KPH Balapulang and Songgom Village Society, (2) know the efforts made Perhutani KPH Balapulang and Rural Community Songgom in resolving the land conflicts. The method in this study used qualitative research methods. Data collection techniques using interviews, observation and documentation. These results indicate that there are several factors that cause conflict between Perhutani KPH Balapulang and Society Songgom namely: misuse of the seizure of land and property rights to land. Then in resolving the conflict made several attempts namely, socialization, mediation and last through the courts. Suggestions researcher for the parties involved kooflik that Perhutani KPH Balapulang and village communities Songgom suggested dissemination of the use rights over the land, or the status of the land, so that people understand the status of the land by Perhutani suggested for more to be improved, should Perhutani provide guidance to the public to plant ground with plant stands minimizing the occurrence of a disaster that causes a lack of catchment areas, should sharecropper and community awareness to safeguard natural resources for survival of harmony without damaging the surrounding nature, and tenant farmers should manage land set down rules perhutani, should mananami land in accordance with the command of the central government and not by planting plants with plants that have economic value to the exclusion of the benefits of the land as catchment areas.

Abstract

This research is motivated by the existence of freedom information which became one of the human rights that contained in the 1945 Constitution. The Public Information Openness existence is supported by the presence of UU KIP as legal security of information opennes in public agency. The existence of Public Information Openness (KIP) became one of the efforts to achieving Good Governance towards governmental that free from corruption. Tegal Regency Government have some significant corruption cases records from the Year 2011-2015. Based on this cases, It needs to do a research in the KIP of Tegal Regency Government. Based on the background, the research problem formulation, namely,  How is the Public Information Openness in  Tegal Regency Government and What kind of driving  factors and inhibiting factors of Public Information Openness in Tegal Regency Government. This research uses a qualitative approach method. The subject of of this research is the Vice Regent, Regional Secretariat of Public Relations, PPID, and Tegal Citizens. The results this research show the Public Information Openness of Tegal Regency Government seen from the governments efforts in providing information services, access to the documents, the existence financial transparency, and the existence of public aspirations shelters. Whereas the openness is not optimal due to the information services has not been supported by the local television media as the media which is more populist and have not establish a press center for media. The supporting factors of openness is the commitment of the leaders and the existence of legal protection. While the inhibiting factors of openness are the lack of socialization about KIP Act, lack of public knowledge about KIP, and the misuse of information. In order for public information openness on Tegal Regency Government run optimally, It is necessary to develop the information and communication media, such as local television media, It needs comprehension and public awareness about the right of public information with socialization and publication of the citizens right for information and mechanisms obtaining information, and it need for public participation in the use of Public Information Opennes to supervise the government.

Abstract

Policy is a course of action that has the meaning assigned by an actor or actors in overcoming a problem that was chosen by the government to do and not do. Policy in this case is the inventor of karaoke entertainment in Pati plaguing the society. The problems in this research are:  How is the governments policy in the arrangement Pati karaoke entertainment, How can businesses and communities in response to settlement of karaoke entertainment. The method used is qualitative research. The research location is in Pati regency. The data used are primary data and secondary data. Mechanical collecting data were interviews, observation and documentation. Analysis of the data in this study using an interactive analysis of Miles and Huberman.Results showed that: the governments policy on the restructuring Pati regency karaoke entertainment venues have been formulated by Regulations No. 8 of 2013 on the implementation of Tourism in the regulation governing the arrangement of places within the location with the citizens, the arrangement permits karaoke, structuring the operational time, the arrangement of visitors karaoke, business response karaoke reject their governments policy of district Pati on the restructuring of a karaoke among which, employees karaoke, guides karaoke, but the response of the community that supports the government policy Pati regency in structuring a karaoke diataranya ie, the surrounding community, students, organizations NU, officials Police / law, schools, housewives, one who refused that visitors karaoke. suggestion the proposed research are as follows: To the government, the government should increase and maximize the implementation Regulation No. 8 of 2013 on the restructuring of karaoke entertainment venues in Pati regency. To the entrepreneur, to implement and set up a karaoke entertainment in accordance with the government policy set out in Regulation No. 8 of 2013 on the implementation of Tourism. To society, people should be more concerned about the karaoke entertainment venues in the environment if it is felt there is a veiled karaoke can directly report. Provide support by reporting karaoke violate the law to support government efforts in structuring karaoke entertainment.

Abstract

 This article begins with the historiographic condition of teacher and teacher education which are still rare in demand in Indonesia. The purpose of this article is to describe historically the condition of teacher education, teacher welfare, and teacher status in Indonesia since the Dutch East Indies era to the Reformation era. The sources of the data for this paper are mostly from documents concerning on teacher policies in the past. Oral sources are also used as the complement to the research data. The important findings in this research are (i) there were differences in teacher education between the Dutch East Indies era and independence era that in the colonial era, teacher welfare and status were guaranteed by the government, but the education was still exclusive and very difficult to access by Bumiputera; (ii) teachers in the Japanese colonial era functioned as a means to make Japan win in the Greater East Asia war, welfare was not taken into account; and (iii) during the independence era, the improvement of the teacher status and welfare until reformation era was still becoming a perpetual problem, one of which fulfilled the public discourse was the problem of non-permanent teachers. Historical factors should be considered in managing teacher education and teacher as profession. Therefore, teachers must be seen as historical objects which can enrich Indonesian historiography.Keywords: historiography of teacher, teachers’ welfare, teachers’ dilemma, non-permanent teacher. Artikel ini berangkat dari kondisi historiografi guru dan pendidikan keguruan yang masih jarang diminati di Indonesia. Tujuan penulisan artikel ini adalah mendeskripsikan secara historis kondisi pendidikan keguruan, kesejahteraan, dan status guru di Indonesia sejak masa Hindia Belanda hingga Reformasi. Sumber data tulisan ini lebih banyak berasal dari dokumen-dokumen seputar kebijakan tentang guru di masa lalu. Digunakan pula sumber lisan sebagai pelengkap data penelitian. Temuan penting penelitian ini adalah (1) terdapat perbedaan pendidikan keguruan sejak masa Hindia Belanda hingga kemerdekaan, pada masa kolonial, masalah status dan kesejahteraan guru telah dijamin oleh pemerintah, namun pendidikan masih bersifat eksklusif dan sangat sulit diakses oleh kalangan Bumiputera; (2) guru di masa Jepang berfungsi sebagai alat untuk memenangkan Jepang di dalam perang Asia Timur Raya, masalah kesejahteraan tidak terlalu diperhitungkan; dan (3) pada masa kemerdekaan, perbaikan status dan kesejahteraan guru hingga reformasi masih menjadi masalah yang tidak kunjung selesai, salah satu yang memenuhi dikursus publik adalah masalah guru honorer. Faktor historis harusnya dipertimbangkan dalam mengelola pendidikan keguruan dan profesi guru. Oleh sebab itu, guru harus dipandang sebagai objek sejarah yang dapat memperkaya historiografi Indonesia.Kata kunci: historiograi guru, kesejahteraan guru, permasalahan guru, guru tidak tetap

Abstract

This study examines the problems of non-permanent teachers from two sides. First, non-permanent teachers from the perspective of public policy. The focus of this study is on the government's reaction to the demands of non-permanent teachers formulated in legislation. Second, the government's strategy to accommodate the aspirations of non-permanent teachers and efforts to resolve the problems of non-permanent teachers through various public policies that are risen. This study is a follow-up to the implementation of research on non-permanent teachers in Semarang city. The data is taken based on the rules of qualitative research with in-depth interviewing techniques to obtain data in the field, especially primary data types. The results of this study find several interesting things. First, there is a change in orientation of non-permanent teachers from service to a struggle in improving social status and welfare. Second, the income of being a non-permanent teacher is not feasible to meet the minimum living needs of non-permanent teachers and their families. Third, public policy as the government's reaction to the demands of non-permanent teachers can be categorized into 5 models, they are: (1) Political Lobbying Model; (2) Blessing Amendment Model; (3) Impartial policy model; (4) Partial Policy Model; and (5) Response Policy Model. From these findings, it can be seen that the uniqueness of this study is the finding of the models of public policy which are a form of government reaction to the demands of non-permanent teachers.

Abstract

Penelitian ini meneliti tentang bagaimana aspirasi yang disampaikan oleh guru honorer kepada Pemerintah Kota Semarang. Penelitian ini menarik sebab kajian politik pendidikan dalam hal ini politik guru honorer merupakan studi yang masih memiliki referensi terbatas. Tujuan jangka panjang dalam penelitian ini adalah untuk mengembangkan riset tentang Politik Guru Honorer di Kota Semarang. Dengan adanya riset ini diharapkan dapat memperkaya dan melengkapi kajian ilmiah tentang permasalahan guru honorer di Indonesia. Selain itu, penelitian ini juga memberikan kontribusi bagi guru honorer, khususnya terkait dengan upaya solutif berupa kajian ilmiah yang diharapkan dapat memberikan rekomendasi kepada pemerintah untuk mengatasi permasalahan guru honorer. Penelitian ini mengangkat permasalahan tentang (1) Bagaimana dinamika sosial, politik, dan ekonomi guru honorer di Kota Semarang sejak kemunculannya sampai saat ini; (2) Bagaimana strategi perjuangan guru honorer di Kota Semarang dalam peningkatan status dan kesejahteraannya; (3) Langkah-langkah apa yang dilakukan Pemeritah Kota Semarang untuk mengatasi permasalahan guru honorer, khususnya terkait dengan peningkatan status dan kesejahteraannya. Target khusus yang ingin dicapai berupa desain model kebijakan pemerintah dalam mengatasi permasalahan guru honorer di Kota Semarang. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan jenis penelitian studi kasus. Penelitian ini mengkaji permasalahan yang lebih menekankan pada pengalaman empiric dari informan yang terlibat langsung, sehingga data diperoleh melalui wawancara mendalam, Focus Group Discussion (FGD), survei dan metode dokumentasi (studi kepustakaan). Analisis data yang dilakukan mengadopsi pendekatan linier dan hierarkis yang dikembangkan Cresswell, yaitu (1) mengelola dan mempersiapkan data untuk di analisis; (2) membaca keseluruhan data; (3) menganalisis lebih detail dengan meng-coding data; (4) menerapkan proses coding; (5) menghubungkan  tema/deskripsi-deskripsi; dan (6) Menginterpretasi tema-tema/deskripsi-deskripsi. Hasil yang dicapai dalam penelitian ini menunjukkan bahwa berdasarkan temuan selama melaksanakan penelitian, penelitian ini menghasilkan beberapa simpulan. Simpulan pertama yaitu terkait dengan eksistensi guru honorer, khususnya terkait dengan status kepegawaiannya. Status kepegawaian guru di sekolah ini juga terdiri atas 3 komponen, yakni Guru ASN, Guru Non-ASN, dan Guru Honorer. Eksistensi guru honorer didasarkan pada fakta di lapangan bahwa terdapat beberapa guru yang tidak diangkat melalui peraturan perundang-undangan, melainkan hanya berdasarkan kontrak kerja bersama. Guru-guru semacam inilah yang dinamakan dengan guru honorer. Guru yang dipekerjakan dalam satuan pendidikan untuk jangka waktu tertentu guna menjalankan tugas pendidikan dan pengajaran. Guru honorer diangkat sesuai dengan kebutuhan sekolah, dan berada di bawah arahan dinas pendidikan. Status kepegawaian bersifat tidak tetap (Non-ASN) dan dapat diberhentikan sewaktu-waktu oleh sekolah.

Abstract

Mahasiswa Fakultas Ilmu Sosial Universitas Negeri Semarang (UNNES)sebagai generasi penerus bangsa harus memiliki sifat mandiri, sopan santun, tanggung jawab, solidaritas, visi misi yang jelas, etos kerja yang tinggi, rasa ingin tahu dan keberanian, apalagi dalam menghadapi Masyakarat Ekonomi Asean (MEA). Kesiapan dalam menghadapi Masyakarat Ekonomi Asean (MEA) saat ini memerlukan adanya peningkatan kualitas Sumber Daya Manusia baik formal maupun informasi, sehingga nantinya mahasiswa yang akan menjadi calon tenaga kerja akan memiliki Kualitas yang handal untuk mendukung partisipasi dalam Masyarakat Ekonomi Asea (MEA). Salah satu upaya untuk mempersiapkan MEA dilaksanakan pengabdian berupa peningkatan karakter enterprenuership  wirausahawan muda fakultas ilmu sosial di kampus FIS Unnes, dimana mahasiswa diberi pelatihan mengenai enterpreneurship dan melakukan pendampingan oleh ahli yang telah berpengalaman. Luaran dari pengabdian ini adalah 1) Terciptanya jiwa enterpreneurship pada mahasiswa FIS, 2) Bertambah jumlah wirausahawan pada mahasiswa FIS Unnes, dan 3) Terciptanya wirausahawan muda yang berkarakter. Kegiatan ini dilaksanakan melalui dua tahap, yaitu sosialisasi dan coaching clinik. Metode ini merupakan metode yang tepat karena berbagi pengalaman, hambatan, strategi secara langsung dari pakar wirausaha. Kegiatan berbagi pengalaman seperti ini dapat meningkatkan kepercayaan diri wirausahawan muda dan termotivasi lebih untuk tekun menjalani dunia wirausaha.
