Abstract

Several policies of central government through the regulations of regional government have a big effect so far on the changes of the community institution structure in the villages, especially the system of village government that have an impact on the management and the exploitation of the fishery resources in Moluccas villages. The aim of research are : to evaluate the performance of the fishery management system in Moluccas villages and to compare the performance of the fishery management system between sasi villages, the village practices the tradition of fishery community-base management, and non sasi village. It is hope that the research would be functioning as an information source for regional government in organizing and planning of sustainable fishery management in Moluccas villages. The results of research showed that the changes of the village government system had an effect on the performance of fishery resources management in Moluccas villages. The performance of fishery resources management was not different between the sasi village and non sasi village. It is recommended that there should be an effort to make the community-base management of fishery resources existed effective. There should be an effort to increase co-management.

Abstract

This paper is a part of the objectives of a study on impacts of fisheries policy, institutional building and individual entrepreneurship to capture fisheries performance. In order to understand the impacts the study on the capture fisheries performance was conducted in Cirebon and Indramayu. As a first step of the study, this study identified fisheries dependences indices for both locations by multi criteria analysis (MCA). In this study, fisheries dependences indices was analysed by five indicator namely ratio of number of fishermen to total resident (fishermen ratio), ratio of total catch in district/citizen level to total catch in province level (catch ratio), ratio of total income district/citizen from fisheries to product domestic regional bruto in province level (income ratio), ratio of total fisheries employment in district/citizen level to total fisheries employment in province level (fisheries employment ratio) and ratio of total number of fisheries vessel in district/citizen level to total number of fisheries vessel in province level. The results showed that although both location operating in a similar overfishing fisheries condition, fisheries dependences indices analysis indicated that Indramayu have higher dependency to capture fisheries activities than Cirebon. From five indicators, Indramayu lead in four indicators (fishermen ratio, catch ratio, income ratio and fisheries employment ratio) comparing to Cirebon that only lead in one indicator (vessel ratio).

Abstract

Fisheries activities in Northern coast of Java, mainly small pelagic fisheries, have an important role in fisheries development in Indonesia. This research was conducted in September 2005 - January 2006 and designed to identify the status of small pelagic fish resources and determinant factors promoting fisheries efficiency. The fisheries was at over-fished stage as attribute by decreasing annual productivity, from about 108.92 ton in 1995 to 43.39 ton in 2004. The significant factors promoting the production included size of fishing boat, duration of fishing trip, level of experiences of fishermen and type fishing gear. Meanwhile, significant factors promoting business success (profit) was price of fuel (locally known, solar). The efficiency of production was 0.52 – 0.55 and the profit of capture fisheries business was around 0.36 – 0.38 respectively.

Abstract

Development of fish processing industry in Indonesia obtain a new momentum since issuing the act No. 31/2004 regarding fisheries and determining of agriculture revitalization in the National Development Agenda 2004-2009. The strategy that can be carried out to accelerate development of fish processing industry is development of Prime Fishery Products, those are high quality, safety, competitive and high value added fishery products. The aim of research is to improve quality of public policies in development of fish processing industry, by analyzing factors those have role to Prime Fishery Products, which are (1) public policy related to quality and safety assurance, (2) entrepreneurial orientation, and (3) human resource competency. The research sample is frozen fish processing plants located in Banten Province, Jakarta Province, West Java Province, Central Java Province, Yogyakarta Province and East Java Province. The research is used the descriptive method survey and compiled data are analyzed using Structural Equation Modeling (SEM) method. The result of research is point out criteria of Prime Fishery Products that strongly influence is competitiveness, followed by quality and safety assurance. While value adding is not significantly influence. All determinant factors of Prime Fishery Products are significantly having roles. The leading role is entrepreneurial orientation, followed by public policy and human resource competency.

Abstract

The present of an artificial reef on sea floor may lead to the creation of a vortex current or wake zone, and eddies on the downstream side of the reef. This wake zone could attract fish by providing shelter; turbulence at the edge of wake zone would attract pelagic species; and upwelled current and sediments or nutrients might also benefit certain pelagic species. However, there presently are insufficient data to suggest a universally valid relationship between habitat enhancement and the flow-reef-sediment interaction. The creation of vortex current on the sea bottom is difficult to observe, so it is usually conducted in a scaled-down experiment. This study was to determine the vortex current formation on the reef model and observed the response of fish samples at the different current velocities. A cubic reef type (12.5 cm) was placed in a water circulating tank. The measurement was made by running black colored particles; and the boundaries of downstream flow were determine by tracking the movement of each particle. Vortex current was clearly observed behind the reef model at the current velocity of about 34.75 cm/sec; and the fish tend to concentrate at the center or behind the reef model; but current weakens or vortex current disappear, fish were scattered.

Abstract

Artificial reefs exhibit significant potential as an instrument in rehabilitation of coastal ecosystems or at least as an alternative to decrease the harvesting pressure on natural reefs by creating new fishing grounds. However, their utilization as reef fishing grounds in practice, may not be optimal without significant support of protected nursery ground reefs. This research was done to study the effectiveness of some artificial reef designs as nursery ground of target species. Three types of reinforced concrete block reef designs were chosen and constructed, they were cube, trapezium and combination in shapes; 0.5 m2 in total volume each; and a unit of patch reef used in comparison. The results show that natural reef still dominated the abundance of total individual species observed; but in the term of fish biomass showed that combination design more abundance than natural reef and the other two reef designs. This result indicated that reef designs (which have been constructed), in an optimal circumstance exhibit a significant potential as a nursery ground of coral fishes.

Abstract

EnglishFish and fish-based products are main protein sources for Indonesian. Their production and availability are so varied by provinces and major islands. Consequently, their average consumption levels are spatially different. The inequality of consumption and production is traced to the problems of marketing and distribution. By understanding and solving the problems, per capita fish consumption level may be increased. The existing marketing organizations at producer level do not provide incentives to boost the production. Meanwhile, the marketing facilities and infrastructures are limited available. For the future development, particularly for increasing per capita fish consumption, supporting marketing facilities and infrastructures should be provided by the government. Other functions of the government are to provide regulations on the management of local fish auction markets, to undertake campaign of fish consumption, to provide marketing information in order to attract private sectors into the business, and to carry out research and development in order to anticipate changes of consumption pattern. IndonesianIkan merupakan sumber protein utama bagi penduduk. Namun distribusi produksinya sangat timpang menurut wilayah. Akibatnya konsumsi ikan tidak merata.Ketidakseimbangan antara produksi dan konsumsi merupakan masalah pemasaran dan distribusi. Dengan memahami kondisi pemasaran, distribusi, serta faktor-faktor yang mempengaruhi tingkat konsumsi maka di harapkan konsumsi ikan yang rendah dapat ditingkatkan. Organisasi pemasaran yang ada di tingkat nelayan belum sepenuhnya memberikan insentif bagi pengembangan produksi. Sarana dan prasarana pemasaran masih sangat terbatas. Ke depan, pemerintah sebaiknya mengambil bagian dalam penyediaan sarana yang cukup, penataan pemasaran di tingkat produsen melalui peraturan yang mempertimbangka kondisi lokal, pengadaa kampanye guna meningkatkan konsumsi, pemberian kesempatan bagi swasta untuk berpartisipasi secara luas melalui penyediaan informasi pasar, serta mengadakan penelitian untuk mengantisipasi dan menyikapi perubahan konsumsi yang diakibatkan oleh perubahan lingkungan di masa yang akan datang.
