Abstract

Konsep pemerintahan yang baik (good governance), masyarakat merupakan salah satu unsur yang harus saling terikat dengan pemerintah dan sektor swasta. Masalah yang ditemukan terkait perwujudan good governance adalah ketidakpercayaan publik akibat keterbatasan dan kelemahan pemerintah dalam manajemen yang memunculkan penyalahgunaan wewenang (abuse of power) aparatur pemerintah. Secara sederhana, governance merupakan proses lembaga-lembaga publik dalam mengatasi masalah-masalah publik, mengelola sumber daya publik, dan menjamin realisasi hak asasi manusia. Hakikat good governance yang esensial yaitu bebas dari penyalahgunaan wewenang dan korupsi serta dengan pengakuan hak berlandaskan pada pemerintahan hukum. ada dua hal yang harus diperhatikan oleh pemerintah saat menerapkan e-government system, yaitu: Kebutuhan masyarakat menjadi prioritas utama dalam pelayanan pemerintah. Pemerintah seyogyanya tidak lagi memposisikan sebagai pihak yang dominan, tetapi mempertimbangkan posisinya sebagai penyedia layanan bagi masyarakat dan Ketersediaan sumber daya, baik dari sisi warga negara maupun pihak pemerintah. Sumber daya dimaknai sebagai sumber daya manusia yang terampil dan ketersediaan sumber daya teknologi yang merata. Kehadiran MPP di Sumedang diharapkan dapat mendorong kabupaten ini melakukan inovasi dalam pelayanan publik. Selain itu, pembentukan MPP juga sesuai dengan misi bupati Sumedang, yakni menata pemerintahan yang responsif. Saat ini, MPP Kabupaten Sumedang melayani 361 jenis layanan publik berupa perizinan dan non perizinan. Sebelum adanya MPP, masyarakat lebih mengenal pelayanan publik di Pelayanan Terpadu Satu Atap (PTSA) dan Pelayanan Terpadu Satu Pintu (PTSP). Mal Pelayanan Publik dapat dikatakan sebagai peningkatan kualitas dari dua layanan terpadu tersebut.

Abstract

The main problem in this research is the effectiveness of the service of motor vehicle registration number at the offices of Single Administrative System Single Roof Pandeglang Banten Province low, allegedly caused by the coordination between each unit or part has not run optimally. The method used in this research is descriptive analysis by using path analysis (path analysis) that is by seeing how big influence and independent variable to dependent variable, either influence directly or indirect influence. With this design will be measured directly or indirectly the coordination influence expressed in 7 (seven) dimensions, namely the existence of agreement and unity of understanding, the existence of agreement on the activities, the existence of obedience, the exchange of information, the presence of coordinators who can lead, the existence of information from Various parties, and the mutual respect for the effectiveness of service at the Office of Pandeglang Area Manunggal One Roof Administration System of Banten Province.The results of the research can be found that the effectiveness of Motor Vehicle Tax Service is influenced by the coordination at the office of Pandeglang Area Manunggal One Roof Administration System of Banten Province, with the percentage is 98.0%. This means that the coordination is very dominant and decisive towards the increase of tax service on the Pandeglang Area Manunggal One Roof Administration System of Banten Province. However there are also other factors that are not examined (epsilon) but determine against the tax service on Pandeglang Area Manunggal One Roof Administration System of Banten Province of 2.0%.

Abstract

The presence of Bukit Panembongan nature tourism is inseparable from the surrounding community and the youth of Karang Taruna in Tembong Village who explore the potential possessed by one of the hill areas located in the Panembongan Village. Bukit Panembongan Nature Tourism which is located in Tembong Village, Garawangi District, Kuningan Regency was opened to the public on March 28, 2015. The area of ​​land reaches 5ha but the effective land is around 3ha. Panembongan Hill natural attractions start open at 08.00 WIB until 17.00 WIB. Based on the conditions in the field can be found the following problems: the dissolution of the group of tourism activists in the Panembongan hill destination. Partners still have not sought to increase tourism service interest at the village / sub-district level by involving tourism service entrepreneurs in order to support the success of the K3 program, Partners still do not have the ability to organize funds seeking tourism activists (Kompepar) through the sale of souvenirs, the establishment of cooperatives, kiosks and so on. After the implementation team discussed with the local authorities , the activity implementation team determined the solution priority, namely the problem related to the formation of a tourism driving group, coordinating with the management of this tourism object was the result of collaboration between Perhutani KPH Kuningan with Forest Village Community Institutions (LMDH) and Tembong Village with a system of Community-Based Forest Management (PHBM), which is managed 90% by Perhutani and 10% by the Village. In connection with the problem, this activity aims to help resolve some of the problems faced by Partners as previously stated. The implementation method used in this activity is by lecturing and training. The conclusion of this activity is that the assistance provided by the Implementation Team can be understood by partners and is in accordance with the planned activities and priorities. Suggestions that can be delivered are: the formation of a tourism driving group, holding a meeting with the Ministry of Forestry and Forest Village Community Institutions (LMDH) and the Village Head to resolve the Joint Forest Management System pattern.

Abstract

Sejak bergulirnya program keluarga berencana di Indonesia, sudah banyak membuahkan hasil dan pengaruh yang signifikan terhadap pengendalian dan pertumbuhan penduduk. Indikasi yang terlihat dalam implementasi kebijakan tentang program kampung keluarga berencana belum efektif diantaranya sarana lingkungan yang kumuh, pencapaian kontrasepsi jangka panjang masih rendah, kegiatan bina keluarga yang belum maksimal, kurangnya evaluasi dan pelaporan serta kurang maksimalnya koordinasi dari instansi terkait, keterbatasan jumlah pengelola/penyuluh, partisipasi masyarakat masih rendah serta keterbatasan sarana pendukung, kurangnya pembinaan terhadap institusi masyarakat, kurangnya sosialisasi keluarga sejahtera, dan respon dari pengelola program belum maksimal. Metode penelitian yang digunakan adalah metode kualitatif, yang berarti bahwa penelitian untuk memahami fenomena tentang apa yang dialami oleh subyek penelitian secara holistik dan dengan cara deskripsi dalam bentuk kata-kata dan bahasa pada suatu konteks khusus yang dialami dengan memanfaatkan berbagai metode ilmiah. Jenis pendekatan kualitatif dalam penelitian ini adalah studi kasus. Implementasi kebijakan tentang program kampung keluarga berencana menuju keluarga sejahtera di Kabupaten Cirebon belum terwujud, disebabkan oleh faktor content of policy (isi kebijakan) dan context of implementation (konteks implementasi) yang belum maksimal. Strategi yang efektif untuk dapat mengoptimalkan implementasi kebijakan tentang program kampung keluarga berencana menuju terwujudnya keluarga sejahtera di Kabupaten Cirebon adalah cenderung ke strategi deversifikasi atau strategi ST, dimana dalam strategi ini menggunakan atau memanfaatkan kekuatan untuk mengatasi ancaman yang dihadapi, dengan inovasi menambah program lain supaya tidak jenuh.

Abstract

Good public administration services are the main thing in running a quality government. Therefore, ethics is a major part of maintaining the quality of public administration services, especially in the era of Industry 4.0 which needs to also apply ethics in using technology. The purpose of this study is to examine the formation and implementation of ethics in public administration in the era of government innovation disruption due to technological development and disruption. This research uses a qualitative approach with descriptive analysis method which is sourced from various literature both primary and secondary, then an analysis of the various literature is carried out. Descriptive analysis results show that technology has become an indispensable need in government, in various fields and activities. Where, the disruption of the technology also impacts on various government innovations that really need ethics, especially on public services to avoid mal-administration. The impact of this research is knowledge of the importance of awareness of implementing ethics in public administration services in the era of technological disruption to improve the quality of government services.

Abstract

The main problem in this research is the performance of organizations in infrastructure development for the public interest in Bekasi City has not increased which is assumed by Collaborative Governance and coordination that has not been implemented effectively. The research method used was an explanatory survey method with a quantitative approach . Research shows that collaborative governance and coordination to simultaneously deliver a huge influence (86 , 2 %) and significant impact on the performance of the organization in the development of infrastructure in the public interest in Bekasi. organizations on the development of infrastructure in the public interest in Bekasi was not only influenced by collaborative governance and coordination alone but there are other variables that come to influence the amount of (13 , 8 %). Partially Collaborative governance in the process of infrastructure development provides the smallest and most significant influence on the performance of organizations in infrastructure development for the public interest in the City of Bekasi compared to coordination of 34 , 3 %. The dimensions of the Collaborative governance that provide the most impact to the smallest of the performance of the organization in order are the dimensions of the system contexs (13 , 7 %) , drivers (9.3%) and dimensional dynamics collaboration (4.0%). Partially the coordination in the process of infrastructure development has the most significant and significant influence on the performance of organizations in infrastructure development for the public interest in Bekasi City compared to collaborative governance of 51 , 9 . The dimension of coordination that has the biggest to the smallest influence on organizational performance in sequence is the dimension of effective communication facilities (11.5%), the dimension provides clarity of authority and responsibility (8.1%), the dimensions of supervision, observation and assessing the habits of the elements which is contradictory (7.6%) and the dimension of coordination as one of the leadership abilities (0.8%).

Abstract

Pengembangan potensi pariwisata, merupakan suatu kebutuhan yang tidak bisa diabaikan, menyusul penetapan Kabupaten Pangandaran sebagai Kawasan Ekonomi Khusus (KEK) dan destinasi wisata kelas dunia. Salah satu upaya yang  bisa dilakukan untuk mewujudkan harapan tersebut  adalah menguatkan potensi desa wisata yang menekankan pada partisipasi masyarakat lokal. Desa Legokjawa merupakan salah satu desa wisata yang memiliki potensi cukup besar dalam mendukung pengembangan dan peningkatan obyek pariwisata di Kabupaten Pangandaran. Namun persoalannya, berbagai potensi wisata yang dimiliki  oleh Desa Legokjawa, nampaknya belum sepenuhnya dikelola secara optimal, terutama yang berkaitan dengan keterlibatan masyarakat lokal dalam mendukung pengembangan obyek wisata tersebut. Oleh karena itu, dibutuhkan adanya penguatan potensi desa wisata yang berbasis pada partisipasi masyarakat lokal. Dengan demikian, pengembangan potensi desa wisata tersebut, tidak hanya dapat dinikmati oleh wisatawan, tetapi juga dapat mendorong dan meningkatkan kesejahteraan masyarakat setempat.    Kata Kunci: potensi desa wisata, partisipasi masyarakat lokal
