Abstract

This research aims to design a model of public policy drafting in governance that can ensure the continuity of democratic principles. The principle of justice and equality both economically, socially, and politically are these foundations of democracy. If this principle is applied in the running of the government management process will be able to guarantee every individual citizen so that good governance is achieved. This approach of research with Positivistic with survey method through a closed questionnaire that has been done test validity, normality, reliability of the questionnaire to the leader of regional device organization in Pandeglang District government environment. This research will contribute to the mechanism of public policy retrieval with the primary mission to minimize potential conflicts. Please note that in 2011 in Pandeglang District, there had been a religious conflict in the case of Cikeusik Ahmadiyah, and by Tirto.id, Banten declared as the Intolerant region. The results of this study show that government bureaucracy in providing public services such as education, health, and religion has paid attention to the aspects of equalization and social justice, but it requires acceleration for bureaucracy related to the challenges of growing public problems. The influx of the 4.0 Industrial Revolution is aligned with the disruption era, the bureaucracy has to make adjustments to provide public service with typical generations of baby boomers, generation X, millennial generation even now already on Z generation and Alpha generation are already native to the Internet. Penelitian ini bertujuan untuk merancang model penyusunan kebijakan publik dalam tata pemerintahan yang dapat menjamin kelangsungan prinsip demokrasi. Prinsip keadilan dan kesetaraan baik secara ekonomi, sosial, dan politik adalah fondasi demokrasi tersebut. Apabila prinsip ini diterapkan dalam menjalankan proses pengelolaan pemerintahan akan dapat menjamin setiap individu warga negara sehingga tercapai tata pemerintahan yang baik. Pendekatan penelitian ini bersifat positivistik dengan metode survei melalui angket tertutup yang telah dilakukan uji validitas, normalitas, reliabilitas angket kepada pimpinan perangkat perangkat daerah di lingkungan Pemerintah Kabupaten Pandeglang. Penelitian ini akan berkontribusi pada mekanisme pengambilan kebijakan publik dengan misi utama meminimalisir potensi konflik. Perlu diketahui bahwa pada tahun 2011 di Kabupaten Pandeglang pernah terjadi konflik agama dalam kasus Ahmadiyah Cikeusik, dan oleh Tirto.id, Banten dinyatakan sebagai Daerah Intoleran. Hasil penelitian ini menunjukkan bahwa birokrasi pemerintah dalam memberikan pelayanan publik seperti pendidikan, kesehatan, dan agama telah memperhatikan aspek pemerataan dan keadilan sosial, namun diperlukan percepatan birokrasi terkait dengan tantangan permasalahan publik yang semakin berkembang. Masuknya Revolusi Industri 4.0 ini selaras dengan era disrupsi, birokrasi harus melakukan penyesuaian untuk memberikan pelayanan publik dengan tipikal generasi baby boomer, generasi X, generasi milenial bahkan sekarang sudah ada generasi Z dan generasi Alpha sudah asli Internet.

Abstract

Health development is basically build quality of human life with the aim ofincreasing awareness, willingness and ability of healthy life for everyone to realize thedegree of public health as high. Problems related to health are the problems facedevery day by the people, and a serious concern for the government. Therefore, the indexmeasuring people's health is one of the efforts to determine the health status and healthproblems in an area. This study aims to describe how the index of health development inSerang District in 2016. The study was a descriptive quantitative research. The resultsshowed that the index of development of Health in Serang District is at 0.7709 with agood category. Of some indicators found that the indicators that need attention are theindicators related to access to water, access to sanitation, diseases caused by poorconditions of hygiene and healthy behavior such as diarrhea and hypertension. Averagepublic behavior that no support is smoking behavior, dental hygiene and handwashingmouth.

Abstract

Tulisan ini bertujuan untuk mengidentifikasi kendala, peluang dan strategi pengembangan pembinaan usaha ekonomi produktif oleh PT. Indonesia Power Suralaya PGU di Kelurahan Suralaya Kecamatan Pulo Merak Kota Cilegon Provinsi Banten berupa pembuatan sambel krétég. Kajian dilakukan dengan metode mix method, dengan kuantitatif pendekatan survei kuisioner tertutup pada stakeholder kemudian didukung dengan kualitatif dengan melakukan triangulasi sumber dan teknik. Adapun Karakteristik responden dan informan yang diwawancara adalah para stakeholder pemberdayaan ini diantaranya pihak pemerintahan, media, civil society, serta dari privat sector di lingkungan Kelurahan Suralaya. Hasil kajian menunjukkan bahwa (a) kondisi tingkat gotong royong 75 persen; (b) kondisi toleransi di tengah-tengah warga sangat tinggi; (c) tingkat kerentanan konfilk yang terdapat di masyarakat 64 persen warga sulit berkonflik/ diprovokasi; (d) kondisi tingkat kerekatan dan saling tolong menolong dalam keluarga cukup tinggi; (e) tingkat partisipasi dan peran kelompok dalam pembangunan kelurahan, 94 persen berperan aktif. Berdasarkan hasil survei, observasi analisis yang dilakukan, maka dapat diperoleh kesimpulan, bahwa kendala pengembangan pembuatan sambal krétég melalui Omah Krétég Anggana adalah permodalan, strategi pengembangan sebaiknya dengan ekspansi pemasaran. Namun harus diawali dengan pengembangan sumber daya manusia karena merupakan faktor yang terpenting dari sebuah bisnis usaha serta perlunya colaborasi-bekerjasama dengan pemerintah daerah. Pada akhirnya team penulis mendorong untuk dilakukannya kajian tersendiri tentang keterkaiatan social capital yang sangat kental dengan institusi bisnis di Kelurahan Suralaya Pulo Merak Cilegon. ABSTRACT This paper aims to identify obstacles, opportunities and strategies for developing productive economic business development by PT. Indonesia Power Suralaya PGU, in Suralaya Sub-District, Pulo Merak District, Cilegon City, in the form of making krétég sauce. The study was conducted using the mix method, with a quantitative closed questionnaire survey approach to stakeholders then supported qualitatively by triangulating sources and techniques. The characteristics of the respondens and informants interviewed were the empowerment stakeholders including the government, the media, civil society, as well as from the private sector in Suralaya Village. The results of the study show that (a) the condition of the mutual cooperation level of 75 percent; (b) conditions of tolerance in the midst of citizens are very high; (c) the level of conflict vulnerability in the community 64 percent of the people are difficult to conflict / provoked; (d) the condition of the level of attachment and mutual help in the family is quite high; (e) the level of participation and group roles in village development, 94 percent play an active role. Based on the results of the survey, observations of the analysis carried out, it can be concluded that the constraints to the development of the making of krétég sambal through Omah Krétég Anggana are capital, development strategies should be with marketing expansion. But it must start with the development of human resources because it is the most important factor of a business venture and the need for collaboration with local governments. In the end, the team of writers pushed for a separate study of social capital that was very thick with business institutions in the Suralaya Pulo Merak Cilegon.

Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan. Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. Abstract

Tourism is a large sector that includes many things in it. Facilities and infrastructure that can support the life of the tourism sector are not only owned by one party, but involve various stakeholders so that collaboration between these stakeholders is needed to collaborate, but collaborative governance in the development of the Tanjung Lesung Special Economic Zone is still not optimal. The purpose of this study was to determine and analyze collaborative governance in the development of the Tanjung Lesung SEZ. This research is based on the Collaborative Governance Theory from Ansell and Gash. This theory is to examine the collaboration process which includes dimensions including the collaboration process, initial conditions, institutional design, and facilitative leadership. The research method used is a qualitative method with a descriptive approach. Because the main purpose of this study is to describe and provide an explanation of collaborative governance in the development of the Tanjung Lesung SEZ. Informants were determined by purposive sampling and snowball techniques. The data collection technique used is by conducting observations, interviews, literature studies and documentation. The result of this research is that Collaborative Governance in the development of the Tanjung Lesung SEZ has not been implemented optimally. Suggestions from this research are that the community increases its resources so that they can collaborate, the government provides ongoing training to help the community actively collaborate and the government forms a special forum as a forum to communicate and discuss the vision and mission to be achieved together.

Abstract

This article surveys the implementation of the Satya Gawa Program as part of the social responsibility of PT Indonesia Power Suralaya PGU. This program is intended for people with psychiatric problems, both patients and their families with the aim of improving mental health. The purpose of this study is to determine the success of the implementation of the Mental Disorder Service Center (Satya Gawa). The method used is a survey of patients and families of patients with mental disorders (ODGJ) on the aspect of existence of community development officers, community involvement in planning, implementation and evaluation, conformity with user needs, relevance to cultural, social and economic values, ability to improve knowledge, skills and improving the welfare of the target group. The results of the study show positive performance, meaning that it does not require major changes to the program, but requires minor changes in efforts to involve participation in planning and evaluation, use of opportunities to express opinions, increase income, and continue the Satya Gawa Program.

Abstract

This article is a conceptual study to ensure higher education quality through higher education accreditation at the level of study programs and higher education institutions while there is disruption in the field of education. The purpose of this study is to find out the urgency of quality assurance by identifying challenges to develop a quality assurance strategy. The method used in this conceptual study is a juridical study of applicable laws and regulations (positive law) in the higher education system in Indonesia combined with a systematic literature review on related references. The results of the study show that disruption in the education system will continue towards a new establishment. Digitization of accreditation services needs to be carried out due to changes in user characteristics and the challenges of the rapid development of information technology. The quality assurance strategy through accreditation can be carried out by integrating several information systems and databases, then replicating SISTER into a measurable and transparent accreditation service system, increasing digital skill competencies, and encouraging collaboration to accelerate the establishment of Independent Accreditation Institutions so that it requires strengthening at the policy, managerial, and operations to create effective, efficient, equal and equity services.Artikel ini merupakan kajian konseptual dalam upaya penjaminan mutu perguruan tinggi melalui akreditasi perguruan tinggi pada tingkat program studi dan institusi perguruan tinggi di saat bersamaan terjadi disrupsi di bidang pendidikan. Tujuan kajian ini adalah untuk mengetahui urgensi penjaminan mutu dengan mengidentifikasi tantangan untuk menyusun strategi penjaminan mutu. Metode yang digunakan dalam kajian konseptual ini adalah kajian yuridis peraturan perundang-undangan yang berlaku (hukum positif) dalam sistem pendidikan tinggi di Indonesia dengan dipadukan dengan systematic literatur review pada referensi yang terkait. Hasil kajian menunjukkan bahwa disrupsi di bidang sistem pendidikan masih akan terus berlangsung menuju kemapanan baru. Digitalisasi pelayanan akreditasi perlu untuk dilakukan karena perubahan karakteristik user dan tantangan perkembangan teknologi informasi yang sangat cepat. Strategi penjaminan mutu melalui akreditasi bisa dilakukan dengan mengintegrasikan beberapa sistem informasi dan pangkalan data, kemudian mereplikasi SISTER menjadi sistem layanan akreditasi yang terukur dan transparan, peningkatan kompetensi digital skill, dan mendorong kerjasama percepatan pendirian Lembaga Akreditasi Mandiri sehingga membutuhkan penguatan pada level kebijakan, manajerial, dan operasional untuk menciptakan layanan yang efektif, efisien, equal, dan equity.

Abstract

Conflicts in the name of religion in various parts of the world are currently escalating, and Indonesia is no exception. Cilegon City is known as one of the intolerant cities. This article was conducted to identify stakeholders in the governance of religious harmony in Cilegon City, then categorize them and look at interactions between stakeholders. The study was conducted with a qualitative approach. Data collection by interviews, observation and documentation studies while still carrying out the obligation to triangulate data sources and techniques. This study found that there are six stakeholders namely: government, social organizations, mass media, academics, private sector, and quasi-NGOs with six different roles, namely as (1) regulator; (2) facilitators; (3) implementers; (4) evaluators; (5) advocates; and (6) beneficiaries and have four different interests, namely (1) economy; (2) social; (3) politics; and (4) religion. The researcher encourages further studies on the potential and consensus strategies for local wisdom in fulfilling the right to houses of worship in Banten.
