<![CDATA[The community empowerment program is an activity that aims to increase the understanding and knowledge of the community in utilizing the existing potential. The level of understanding and knowledge of the community in Bahbutong Village is still limited in carrying out activities to utilize the potential of the village, this is related to the not optimal community empowerment efforts carried out. One of the potentials that can be pursued and reprocessed so as to get direct benefits that can be felt by the village community is tea leaves. So far, people only know that tea leaves are only for food and drink, so they have not been able to make a big contribution to the village economy. Utilization of tea leaves in Bahbutong Village can be an effort to improve the village economy through community empowerment activities carried out by the village government. The tea leaves in question are unused leaves or leftovers from tea plantations in Bahbutong Village. The method used in this research is the participatory rural appraisal (PRA) method. <![CDATA[Pemerintahan desa mempunyai peran penting dalam tata kelola pemerintahan yang dapat membentuk pemerintahan desa yang profesional, efisien dan efektif, terbuka serta bertanggungjawab. Tata kelola yang baik dapat menghasilkan pelayanan publik yang optimal, melalui peningkatan kemampuan aparatur pemerintahan desa untuk melaksanakan tugas dan fungsinya dengan profesioanal sehingga menghasilkan kinerja yang baik dalam penyelenggaraan pemerintahan desa. Optimalisasi pelayanan publik juga dilaksanakan oleh pemerintahan desa Pematang Johar dalam tata kelola pemerintahannya. Salah satu program yang dikembangkan oleh Desa Pematang Johar adalah program pelayanan administrasi dengan sistem aplikasi pelayanan administrasi dari Handphone Android. Namun, program ini belum dapat diterapkan secara menyeluruh bagi masyarakat dan pemerintahan dikarenakan kemampuan masyarakat terhadap penggunaan aplikasi ini terbatas pada fasilitas yang dimiliki oleh masyarakat yaitu kepemilikan handphone android yang dapat mendukung sistem aplikasi pelayanan administrasi. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Hasil yang diperoleh adalah program sistem aplikasi pelayanan administrasi pemerintahan desa ini diberi nama program e-Desa. Program ini tidak dapat terlaksana dengan baik karena keterbatasan kemampuan masyarakat dalam menggunakan sistem program e-Desa ini. Tidak optimalnya program e-Desa ini juga akhirnya menghambat tata kelola pemerintahan desa Pematang Johar.]]>

<![CDATA[The development program implemented by the Indonesian state is oriented towards poverty alleviation and realizing the welfare of the community in every sphere of life. This orientation is also the reason for the shift in the regional autonomy paradigm from regional development to regional development. Optimization of development that is carried out is very much needed in the development and progress of the community, especially at the village level which aims to increase the capacity of the community in achieving independence, sustainable development and social justice. Thus, one of the programs that can support these development goals is the community empowerment program. This program is believed to be able to realize community independence by creating creativity that develops the potential of the village into excellence in development. The success of this program must also be supported by community involvement in the utilization and management of the village's potential. However, this community involvement becomes an obstacle in the success of community empowerment programs, such as what has been implemented in Paluh Manan Village. Community participation is not optimal, causing the utilization and management of village potentials to be suboptimal. <![CDATA[If implemented with optimal planning, tourism development will encourage economic growth and improve people's welfare. However, if tourism development does not go through good planning, it will hurt people's lives around the Lake Toba area. Efforts to develop tourism objects in terms of economic potential by increasing the diversity and competitiveness of local community products and facilitating and fostering community tourism businesses through tourism marketing programs. Tourism development also opens up job opportunities and can build regional economies and local communities in tourism areas such as Lake Toba. Various economic potentials that can be developed in the Lake Toba area include improving the quality of local community handicrafts such as making sculptures, souvenirs, and weaving, which carry the characteristics of the Lake Toba region. The method used in this study is a qualitative research method and analyzed by SWOT analysis. The results of this study generate opportunities and challenges in developing tourism in the Lake Toba region through planning for the economic potential so that there is a grouping of economic potential according to its type. The advantages of the developed economic potential are characteristic of the area around the Lake Toba area and becoming a supporter of the development of Lake Toba tourism. One of the results is realizing a tourist village which is the hallmark of tourism in Samosir Regency, namely Ulos Village in Lumban Suhi Suhi Touran Village.]]>

<![CDATA[The establishment of the BUMDes Bangun Mandiri Desa Bekiung aims to provide benefits to the village community and also to increase village income through the development of village potential carried out by BUMDes. There are several excellent programs that have been implemented well through BUMDes management, including Savings and Loans Unit Cooperatives, agriculture and animal husbandry. These programs aim to provide MSMEs with benefits to rural communities in improving their welfare. The development of the economic and trade sectors has also been carried out through the provision of rice and basic needs for rural communities. So, to support this program, a Village Micro, Small and Medium Unit (UMKM) is needed that can distribute village results obtained from the community so that it can increase village income. This activity is carried out in several stages, as follows: 1) The socialization stage which aims to provide information about MSMEs to the public through BUMDES; 2) Stages of mentoring and training related to marketing and promotion management, development of product processing and packaging. <![CDATA[The grouping of existing tourism potential in the Pusuk Buhit area must be carried out in several stages of assessment or measurement as described in the Regional Long-Term Medium-Term Plan (RPJMD) of Samosir Regency for 2016-2021. the need for tourist facilities and tourist attractions of interest. The development of tourism potential carried out in the Pusuk Buhit area has not been realized optimally due to the incompatibility of grouping and planning in the development of tourism areas. The purpose of this study is to identify and analyze the tourism potential that can be developed in the Pusuk Buhit area through tourism planning. The analysis used in this research is qualitative analysis. The result of this research is the existence of tourism potential in the Pusuk Buhit area that can be mapped so that it can be developed according to the planning perspective and can realize superior and competitive tourism. The development of tourism potential is also a follow-up to policies that regulate the overall tourism potential in Samosir Regency, namely Samosir Regent Decree Number 474 of 2017 concerning Determination of Criteria and Classification of Tourism Objects in Samosir Regency. <![CDATA[Kesehatan sebagai kebutuhan dasar manusia dalam menjalankan aktivitasnya, maka sangat penting dapat didukung sarana dan prasana yang berkualitas. Hal ini terkait dengan fungsi Puskesmas sebagai salah satu sarana yang memberikan pelayanan secara menyeluruh, terpadu dan berkesinambungan serta bertanggung jawab untuk menyelenggarakan upaya kesehatan perorangan dan upaya kesehatan masyarakat. Puskesmas sebagai pelayanan kesehatan tingkat pertama, maka dituntut untuk dapat memberikan pelayanan kesehatan yang berkualitas sehingga dapat memenuhi kebutuhan kesehatan masyarakat. Dengan demikian, Puskesmas harus didukung oleh tenaga kesehatan sebagai sumber daya manusia (SDM) yang andal dan diharapkan dapat menyelenggarakan pelayanan kesehatan berdasarkan prinsip-prinsip manajemen yaitu perencanaan, penggerakan, pelaksanaan, pengendalian, pengawasan dan penilaian untuk menghasilkan output yang efektif dan efisien pada semua kegiatan di Puskesmas. Tujuan penelitian ini adalah untuk mengetahui kualitas pelayanan kesehatan yang mengarah pada manajemen mutu Puskesmas di Kota Medan, dan dalam penelitian ini menggunakan metode survey. Hasil penelitian yang diperoleh adalah pelayanan kesehatan di Puskesmas Kota Medan sudah cukup bagus dan memadai, namun masih perlu adanya peningkatan kompetensi dan kemampuan pada SDM Puskesmas terkait tata kelola Puskesmas.]]>

<![CDATA[Pelaksanaan penerbitan e-KTP di Kota Batam sudah dinilai baik; namun demikian, proses pelayanan publik telah berubah akibat adanya wabah covid-19. Penyesuaian proses yang diikuti oleh pelayanan publik tersebut di atas pasti akan berdampak negatif pada kualitas layanan yang disediakan oleh sektor publik sehingga penting adanya standar layanan yang ditingkatkan Tujuan dari penelitian ini adalah untuk menganalisis pkualitas pelayanan penerbitan e-KTP pada Dinas Kependudukan dan Pencatatan Sipil Kota Batam yang berpotensi untuk ditingkatkan guna memberikan standar layanan pelanggan yang lebih tinggi. Metode penelitian yang digunakan adalah penelitian kuantitatif. Sebuah kuesioner mail-out digunakan sebagai metode pengumpulan data dalam penelitian ini, dan seratus orang mengisi kuesioner. Hasil dari penelitian ini mengungkapkan bahwa setiap komponen yang dievaluasi berpengaruh terhadap kualitas pelayanan memang memiliki pengaruh tersebut; namun demikian, yang paling berdampak pada kualitas layanan adalah pengaruh warga negara, keadilan, dan perawatan yang disesuaikan. Sedangkan Disdukcapil Kuningan akan lebih berhasil jika mampu menyikapi masyarakat setempat dengan baik dengan mempertimbangkan aspek-aspek yang telah dibahas sebelumnya.]]>

<![CDATA[The land conflict in Gayo Lues Regency is a development problem requiring a comprehensive resolution. Settlement of land disputes that give rise to this conflict really requires the role of the government to be able to resolve land disputes peacefully, both with the community and with non-governmental third parties. This land dispute case was caused by administrative irregularities in the processing of land ownership documents or documents in the Gayo Lues Regency, which triggered land disputes that eventually became ongoing conflicts. Thus, it is necessary to have a mediation system in resolving land disputes initiated by the government as a neutral party to minimize land conflicts. The government's role is also not only needed as a mediator but also as a facilitator in implementing land dispute resolution policies that must be implemented by all parties involved in the land conflict resolution process. The purpose of this study was to identify and analyze the implementation of land dispute settlement policies through mediation at the Land Office of Gayo Lues District, Aceh Province, and to analyze the inhibiting factors of the performance of the policy. The method used in achieving the objectives of this study is a descriptive research method and is analyzed qualitatively. The results of the study show that the land dispute resolution policy implemented through the mediation system is going well, although there are still several areas in the Gayo Lues Regency that have not been properly socialized regarding this policy. Thus, the regional government represented by the Land Office of Gayo Lues Regency must be more optimal in carrying out socialization related to land dispute settlement policies through a mediation system so as to minimize the occurrence of ongoing land conflicts]]>
