Abstract

Angka Kematian Ibu menjadi indikator keberhasilan pembangunan di sektor kesehatan. Tahun 2017 Kecamatan Pedurungan memiliki kasus kematian ibu tertinggi di Kota Semarang yakni enam kasus dan empat kasus pada tahun 2018. Melalui Peraturan Daerah Kota Semarang Nomor 2 Tahun 2015 tentang keselamatan ibu dan anak, Pemerintah Kota Semarang berupaya untuk menekan angka kematian ibu yang melibatkan berbagai stakeholders. Penelitian ini bertujuan mengidentifikasi dan menganalisis peran stakeholders dalam implementasi kebijakan penanggulangan angka kematian ibu di Kecamatan Pedurungan Kota Semarang. Metode Penilitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil Penelitian menunjukkan stakeholder Kunci adalah Dinas Kesehatan Kota Semarang mempunyai peran sebagai policy creator, fasilitator, akselerator, dan koordinator. Stakeholders primer adalah Tenaga Kesehatan (Bidan) memiliki peran sebagai fasilitator, implementer, dan koordinator, IBI Kota Semarang, PKK Kecamatan Pedurungan dan FKK berperan sebagai fasilitator, implementator dan koordinator. Stakeholders Skunder terdiri dari Kecamatan, Kelurahan, RT, RW, keluarga, Institusi pendidikan dan Dunia Usaha yang masing-masing berperan sebagai fasilitator. Rekomendasi yang dapat diberikan yakni Dinas Kesehatan dapat menjadi pemimpin utama dan memastikan optimalnya peran untuk mensinergiskan seluruh stakeholders. Koordinasi dan komunikasi harus selalu diupayakan dan pelibatan stakeholders terutama petugas lapangan dalam setiap proses kegiatan termasuk penumbuhan komitmen disetiap pertemuan rutin. Kerjasama dengan pihak swasta atau organisasi peduli kesehatan juga perlu dilakukan untuk membantu mempercepat penanggulangan angka kematian ibu di sektor bantuan pendanaan atau tenaga.

Abstract

Tenaga Kerja Mandiri (TKM) program is a program to empower unemployed citizens by giving them entrepreneurship preparation, business fund, and regular assistance done by guidance staff. The method used in this paper is a descriptive qualitative method by using interviews, observation, and documentation to collect the data. The indicators to measure the effectiveness of this program are object accuracy, program socialization, goal completion, and educative monitor and control systems. The research result using those four factors shows the implementation of the Tenaga Kerja Mandiri (TKM) program has not been fully effective yet since there are still some obstacles during the process. Several factors support the effectiveness of this program, such as the high interest of Taringgullandeuh residents and also the excellent performance of the trainers. However, several factors also hamper the effectiveness of this program, such as the location of the village that is quite distant from the town center and the conservative residents, limited funding and infrastructure, lack of participation from the government in promoting the products, and the ineffectiveness role of the guidance staff. Therefore, the researcher offers several suggestions for the implementation of this program, such as the government need to be wiser in selecting the target of this program, be more active in promoting this program through various media, and promoting the products produced by the fostered community regularly. The government also needs to give a clear penalty to the guidance staff who do not provide effective assistance.

Abstract

Employee performance is the result or output obtained from each employee who works at the institution. In this study . This research relates to employee performance analysis in Sub-district Office Tembalang, Semarang city, is cheks relationship between employee capability, employee discipline, employee motivation with employee performance. Sample is taken by using the method of sampling techniques jenuh/sensus. Sampling jenuh is used when population in a relatively small in amount or less than 30 people, so that all members of the sample population is used as much as people. Technical analysis is a technique used Rank analysis of Kendall and Kendall's Concordance, which is used to determine whether there is a relationship between variables, and the results of analysis to prove:1. Correlation between employee capability variable with employee performance variable showed a correlation coefficient of 0,219 with a significant level of 0,103 > 0,05 which means there is not significant relationship between employee capability with employee performance.2. Correlation between employee discipline variable with employee performance variable showed a correlation coefficient of 0,332 with a significant level of 0,015 < 0,05 which means there is a significant relationship between employee discipline with employee performance3. Correlation between employee motivation variable with employee performance variable showed a correlation coefficient of 0,262 with a significant level of 0,049 < 0,05 which means there is a significant relationship between employee motivation with employee performance.4. Correlation between employee capability variable, employee discipline variable, employee motivation variable with employee performance concurrently having a significant relationship, it is retrieved from the result chi-square of 66,101.

Abstract

Tourism development of Taman Kyai Langgeng has a goal to increase the visitor's number which resulted in the increasing of local revenues of Magelang City. Taman Kyai Langgeng itself is the main tourist attraction in the Magelang City. This destination currently facing a serious problem due to decreasing number of visitors. The underlying reason why the number keeps falling is the lack of promotion. The aim of this research is to formulate tourism strategy of Taman Kyai Langgeng. This research was conducted at the Taman Kyai Langgeng’s Regional Company of Tourism Object and using the qualitative-descriptive approach. Since there are a lot of interesting tourism destination being established nowadays, Taman Kyai Langgeng needs to be developed in order to maintain its existence. SWOT analysis and Litmus Test are used to find the appropriate strategy. The result indicates four the strategic issues for which the highest scoring strategy is to innovate the game rides. On how to innovate, the research found that the strategy can be applied by utilizing the land and maximalizing capital supports from the Government of Magelang City and investor as well. In addition, enhancing coordination to promote this destination through digital platform is highly required. According to this research, cooperation with the investors should be increased in order to maintain the investigation in Taman Kyai Langgeng. This step is considered as an important step to upgrade the ability of Taman Kyai Langgeng competing with other competitors. Other recommendations that should be implemented by Taman Kyai Langgeng is to update regularly the website and social media contents of this place with the purpose to provide latest information and promotion for both local and international visitors.

Abstract

HIV and AIDS policy in Semarang City is the government's efforts to tackle the disease HIV and AIDS in the city of Semarang. Semarang as the capital of Central Java province ranks first with a high case-finding, so the Government of Semarang City makes regulation number 4 of 2013 on HIV and AIDS. HIV and AIDS management efforts consisting of four activities there are promotion, prevention, treatment and social rehabilitation. This study aims to describe the process of implementing HIV and AIDS policy conducted by the City of Semarang and to describe the factors that influence policy implementation. This study is an observational study is qualitative descriptive data. Data was collected through in-depth interviews with key informants, the Secretary of the National AIDS Commission (KPA) Semarang, Staff PM Social Services, Youth and Sports of Semarang, Staff P2P Semarang City Health Department, the Village Head Peterongan, People Living with HIV and AIDS, Midwives, Field Coordinator NGO Griya Asa PKBI Semarang, and Chairman of the NGO Griya Asa PKBI Semarang. The results of this study is on the implementation of policies on HIV and AIDS in the city of Semarang is successful because it is considered to be effective in solving problems related to the spread of HIV and AIDS. It is seen from the aspect of precision implementation has been carried out, although not 100 percent. There is a shortage in the factors that affect implementation such as resource and environmental conditions. Based on these conclusions, the researchers recommend to KPA Semarang to improve the indicator still unwell so that the policy response to HIV and AIDS in Semarang can run optimally.

Abstract

The conception of public service is related to how to increase the capacity and capability of the government and / or local government to carry out the service function. Puskesmas as one of the individual health service facilities is part of the health resources that are very much needed in supporting the implementation of health efforts. This research was conducted to determine the quality of health services at Srondol Health Center. To measure the quality of health services in Srondol Public Health Center using the dimensions of Tangible (Physical Appearance), Reliable (Reliability), Responsiveness, Competence, Courtesy, Credibility, Security, Access, Communication (Communication), and Understanding The Customer (Understanding) and factors that affect the quality of service. The method used is descriptive quantitative, the unit of analysis in this study is individuals. Techniques for collecting data through questionnaires and direct surveys to obtain the data needed about how the quality of health services in the Puskesmas. Research Results on the quality of health services in Srondol Health Center at the General Medical Center the average level of performance is 2.99 and the level of importance is 3.37, the services of the Mother and Child Health Center with an average level of performance of 3.19 and the average level of interest 3.36 and Dental Care Center with an average performance level of 3.00 and the average level of importance is 3.31. Based on the Total Elements of Performance Levels and Interests of Srondol Health Center Health Services, it can be concluded that the average level of performance and level of importance of health services in Srondol Health Center can be said to be good, with an average performance rate of 3.05 and an average level of interest of 3 19 so that overall health services at Srondol Health Center are considered good. There are two factors that influence the quality of health services in Srondol Health Center, namely system factors and ability factors.

Abstract

In the arrangement of human resources management of civilian workers, basic information about the position information is needed that obtained from job analysis,therefore, the first step that must be done in the recruitment of employees is job analysis. The step that aimed is to obtain information about the characteristics ofexisting jobs in each work unit which further defined or formulated into each position. Job analysis activities is one of the crucial activities in Human Resource Management, particularly in the recruitment stage to determine the appropriate Human Resources at the required position, but the job analysis has not been carried out in the Law Section of Semarang District Secretariat which eventually led to thetransfer of employees to the Department of only the most qualified legal notice that is hindering the performance of the organization. Thus, it is necessary to formulate ananalytical description and specification of office in Semarang District Legal Department.

Abstract

Taxes are a source of major domestic acceptance. Low levels of compliance in the reporting annual informing letter ln Kantor Pelayanan Pajak (KPP) Pratama Semarang Candisari This is caused by the low level of awareness of the tax payers as well as suboptimal functioning of existing facilities and infrastructure. The purpose of this study is to formulate a strategy to increase Taxpayer compliance in annual informing letter in Kantor Pelayanan Pajak (KPP) Pratama. The research method used is descriptive qualitative approach with data collection techniques interviews, observation, and study of the literature. SWOT analysis techniques and Litmus Test is used to produce eight strategic issues.. The strategy that has the highest score i.e. increase effort of socialization about reporting annual informing letter by leveraging the positive response of Taxpayers toward the socialization as well as enforcement of the regulations. Recommendations to improve Taxpayer compliance, needs to be improved through various efforts such as improving the socialization of reporting annual informing letter periodic and ongoing as well as carry out missions build trust and awareness of Taxpayers through the enforcement of taxation applies.

Abstract

Kalianget Tourismt Park, is one of tourism destination in Kabupaten Wonosobo, that having lots of potential to be developed. But, the condition is not comparable yet, with the potencies. The questions are: what internal and external factors, and how regional Government Kabupaten Wonosobo to develop the potencies of Kalianget Tourism Park. This research aims to identify internal and external factors and analyze how Regional Government Kabupaten Wonosobo, to develop the potencies of Kalianget Tourism Park. Using theory of strategic management, this research using SWOT Analysis to identify the strengths, weaknesses, opportunities, and threats, in strategic environment. This research is a qualitative descriptive type of research. Strategic management is important to do, and needed by department to plan the program. The result shows that there are eight issues, in the process to developing Kalianget Tourism Park. After using Litmus test measurement to evaluate the strategic issues, the two most strategic issues can be found. They are optimization of Kalianget Tourism Park and increasing cooperation with investors.

Abstract

Humans are important assets that became a major concern in an organization, because humans are the planners, perpetrators and the deciding goal of the organization. Discipline is an important requirement in order to create the climate and atmosphere of the work for the sake of achievement of the objectives of the organization. Discipline work not optimal underlying this research that had done. Discipline was influenced by the style of leadership that gives direction to employees working based on the objectives of the Organization and the motivation that drove employees improve work discipline. This study uses quantitative analysis approach. The samples used in this study of 40 respondents who are employees of the Office of the Land district of Temanggung. Data analysis using simple linear regression analysis, multiple linear regression, f test, determination of the coefficient, t test with the help of program SPSS. The result showed that the influence of leadership style of the discipline of 27,6%, while the influence of motivation against the discipline of 23,1%, and discipline influenced the style of leadership and motivation at the same time of 31.5%. The results showed that there is a positive relationship between leadership style and motivation of discipline.
