Abstract

Salah satu instrumen kebijakan yang dapat diterapkan untuk melakukan penghematan penggunaan energi adalah standar manajemen energi. Standar tersebut memberikan pedoman bagi fasilitas-fasilitas industri untuk memasukkan efisiensi energi ke dalam praktek-praktek manajemen industri dan meningkatkan efisiensi energi sistem industri. Data yang dikumpulkan menunjukkan bahwa penerapan standar manajemen energi di industri Indonesia dengan intensitas energi yang tinggi diperkirakan memberikan keuntungan dalam penghematan energi yang pada akhirnya dapat mengurangi emisi CO2Kata Kunci: Standar, manajemen energi, mitigasi, perubahan iklim, dukungan kebijakan . Selain itu, berdasarkan data yang ada juga menunjukkan bahwa standar manajemen energi akan dapat diterapkan oleh industri tersebut dengan lancar. Penerapan standar manajemen energi di industri untuk mitigasi perubahan iklim dapat berhasil, jika dilakukan bersama-sama dengan dukungan kebijakan lainnya. Dukungan kebijakan tersebut adalah membangun kesepakatan penetapan target, membangun kapasitas optimasi sistem, memberikan penghargaan, menerapkan kebijakan fiskal dan moneter dan pendanaan inovatif.

Abstract

Computer Based Interlocking (CBI) is the most important part of the electric railway signalingsystem which serves as the “brain” that controls the operation of electrical signaling system thatreplaces the role of the electromagnetic relay which has gradually been abandoned. Developmentof CBI is based on the fact that until recently the signaling system in Indonesia is still reliedheavily on the CBI products from foreign vendors. Therefore, the development of domestic CBIproducts is really necessary in order to decrease the dependence on technology from foreignvendors that at the same time is also be able to support the accelerated development of railwayinfrastructure in Indonesia.The CBI development is conducted in the form of a collaboration involving the government,universities, and industry. This paper explores and analyzes the roles and interactions betweendifferent actors in the triple helix perspective, and identifies how the innovation ecosystemfunctioning with support from the government.Based on the data collected through in-depth interview with the actors involved in the CBI casestudy, this paper gives some key findings. First, government role is very important in establishingan innovation ecosystem for CBI development. Second, the leader in the development of CBItechnological innovation should be the industry supported by governmental R & D institutionsand universities. Third, R & D consortium is an effective vehicle for creating an interactionamong industry, academia, and government.Such findings may provide conceptual direction which is important for the development oftechnological innovation in Indonesia. In addition, in providing support for R&D activities, thegovernment needs to direct its R & D incentives to the industry as a business practitioner with itsown technology roadmap. The possible further research may include some research issues. First,is the pattern occurred in the CBI case also applied in the other cases of technological innovationdevelopment? Second, what obstacles can be identified in the development of CBI technologicalinnovation capabilities? Abstract

Sea sand export from Indonesia to Singapore, which is carried out to meet the demand of its coast reclamation, has been predicted to reach 1.8 billion m 3 for the next ten years. Until 2002, reclamation project in Singapore has succeded to finish an increase of its coast with the area of 100 km 2 and the project still needs the sea sand to cover its coast with the area of 160 km 2 . It is predicted that adding the coast surface with the area of 260 km 2 needs 1.8 billion m 3 sea sand. Because Singapore needs the high demand of sea sand, exploitation of the Indonesian sea sand is done execessively which gives adverse impacts to Indonesian coast ecosystem environment. Relating to this, this paper tries to give some recommendations to handle the Indonesian problem of sea sand from the view point of policy.
