Abstract

The objective of this research is to find out theoretical understanding about role of Papua Council in empowering local people. The studyconducted thoroughly by using qualitative mechod and phenomenologic strategy. The location of this research is based on the object its material where the institution located, namely in Jayapura city. The empiric obrained through interview technique, observation, and other secondary data.The result of research shows that Papua People Council is the cultural representation of the indigenous peple of Papua that consist of traditionalpeople, women and religion. This institution plays role in keeping the interest and protecting Papua peoples righrs by doing supervision upongovernment policy. The empowerment of local people specially related ro tradisional people, women and religion. The empowerment related to the economy, social, culture, politic, and law. The empowerment intended to give the advantage for the prosperity and the sense of justice for the indigenous people of Papua in development.

Abstract

The establishment of the 2001 Special Autonomy Law in Papua Province is not exempted fromeconomic, political and socio-cultural problems. The law is intended to empower the people bypreserving their interests and upholding the basic rights of native Papuans. This research aims atfinding out a theoretical understanding on the forms of local community empowerment during theimplementation of special autonomy in Papua Province. The study is performed through a qualitativeapproach with a phenomenological strategy. The research was conducted at a location in Jayapura.Empirical data were obtained using the techniques of observation, in-depth interviews, and othersecondary data. The implementation of Special Autonomy in Papua Province has brought forth afundamental change in the approaches and policies of community development, particularly localcommunity empowerment that includes indigenous communities, women, and religion. Localcommunity empowerment in the economic and socio-cultural aspects represents the effort to improvethe welfare and sense of justice within the local community in development.

Abstract

This research aims to examine the quality of the services of the Samsat Office (Vehicle Document Registration Center) of Nabire Regency, Papua Province, the obstacles encountered in the service provision, and the efforts to tackle such obstacles. A mix of qualitative and quantitative methods was employed in conjunction to a descriptive approach. Research data were collected through interviews, questionnaire distribution, observation, and documentation, and they were analyzed through data reduction, data presentation and conclusion drawing, and SERVQUAL analysis. The informants recruited in this research were taxpayers as the customers of the services as well as the officials and officers of the Samsat Office of Nabire as the providers of the services. The analysis of the service quality rendered by the Samsat Office of Nabire Regency, Papua Province, that involved measurement of service dimensions of tangibles, reliability, responsibility, assurance, and empathy revealed that the services provided were not of excellent quality. The results of the SERVQUAL analysis also showed that all the indicators used yielded negative gap scores. The obstacles faced lied in insufficient number of personnel and personnel’s poor discipline, insufficient information on the service procedures and payment details, improper layout, absence of service standards, unsupportive facilities and infrastructures, and imposition of roadside parking retribution. Some efforts to tackle such obstacles may take the form of a plan of alteration to the service room and counter layouts according to the applicable SOP, improvement of the quantity and quality of human resources, improvement of information dissemination through socializations and publications, innovation-making to facilitate payments, and improvement of service provision facilities, infrastructures, and equipment.

Abstract

Studi ini bertujuan untuk menganalisa strategi pemberdayaan masyarakat yang berdomisili didaerah perbatasan Indonesia-Papua Nugini, distrik Tami, Kota Jayapura. Tujuan penelitian iniadalah untuk menciptakan model pemberdayaan yang dapat meningkatkan taraf hidup dankesejahteraan masyarakat perbatasan. Studi ini dilakukan menggunakan sebuah pendekatankualitatif deskriptif untuk menggambarkan secara mendalam fenomena yang sedang dipelajari.Sumber data didapatkan melalui observasi, interview, FGD dan dokumentasi. Hasil penelitian inimenunjukkan bahwa tingkat kesejahteraan masyarakat yang berdomisili di tempat tersebut rendahdan masih berada pada garis kemiskinan. Terdapat banyak program pengembangan yang telahdilakukan oleh pemerintah dan potensi sumberdaya alam yang tersedia cukup melimpah, tetapibelum mampu meningkatkan kesejahteraan masyarakat. Melalui model dan strategi peningkatan,dengan perubahan pada pola dan sistem pertanian, dari tradisional ke sistem dan pola pertanianyang lebih modern. Perubahan pada pola pertanian dimaksudkan untuk mengelola pertanian secaraefisien, efektif dan produktif, untuk mendorong pertumbuhan ekonomi dan kesejahteraanmasyarakat. Perubahan pada pola pertanian difokuskan pada budidaya komoditas pertanian yangmemiliki nilai jual tinggi dan budidaya ikan air tawar. Model pendekatan pemberdayaan adalahsebuah strategi langsung, yang didukung oleh bantuan modal bisnis dan penyuluhan untukmelaksanakan program tersebut.Kata kunci: strategi, pemberdayaan, pertanian, masyarakat, perbatasan

Abstract

E-sport sebagai cabang olahraga baru saat ini sangat berkembang pesat utamanya dikalangan anak muda milenial. Namun, dibalik pesatnya perkembangan tersebut muncul permasalahan dalam prose pembinaan atlet dan turnamen e-sport diantaranya adalah dar generasi tua yang menganggap negatif olahraga tersebut. Hal inilah yang membuat kegiatan ini perlu untuk dilakukan yakni dengan tujuan bahwa melalui sosialisasi ini meningkatkan pengetahuan dan memberikan keterampilan pada mahasiswa sebagai generasi milenal untuk mengenal, perkembangan, dan memiliki pengalaman baru tentang pelung dan tantangan e-sport. Metode pelaksanaan kegiatan sendiri menggunakan teknik sosialisasi dengan menggunakan metode ceramah dan tanya jawab terkait penggunaan aplikasi. Kemudian data dianalisis menggunakan rumus persentase untuk menarik kesimpulan. Berdasarkan hasil dan pembahasn kegiatan sosialisasi yang telah dilaksanakan menunjukkan tingkat persentase yakni sebesar 91,67%, hal tersebut berarti secara kisaran data berada di atas 81,26%. Oleh sebab itu kegiatan PkM tersebut termasuk kategori sangat baik, sehingga dapat dijustifikasi kegiatan PkM tersebut adalah berhasil.

Abstract

The social dynamics faced by the people of Jayapura City related to the Covid-19 outbreak, namely increasing anxiety and even fear of the sound of ambulance sirens carrying patients so that a negative stigma appears on residents exposed to the virus. The purpose of the research carried out is to describe and analyze student perceptions as part of the community regarding the knowledge, handling, and sound of the Covid-19 ambulance siren especially in Jayapura City, in July 2021. This research is a quantitative study using a cross-sectional design, a sample totaling 63 Cenderawasih University students obtained from direct interviews as well as filling out questionnaires and google forms online. Data analysis used Chi-Square, univariate, bivariate, and multivariate with multiple logistic regression statistics. The univariate, bivariate, and multivariate values: (1) P=0.099, P=0.32, P=0.486, P=0.242, P=0.996, P=0.066, means that there is no relationship between age and gender with student perceptions of Covid-19; (2) P=0.000, P=0.005, there is a relationship between knowledge about Covid-19 and students’ perceptions of vaccines; (3) P=0.411, P=0.715, there is no relationship between gender and age with students’ perceptions of handling Covid-19; (4) P=0.593, P=0.000, there is no relationship between students’ perceptions of the ambulance siren sound. Based on the results of the discussion in this study, namely: (1) Respondents have good knowledge or understanding of the endemic Covid-19 virus; (2) Most of the respondents saw the handling of Covid-19 in the fairly good range of categories; and (3) Respondents generally have a bad perception of the sound of ambulance sirens passing by carrying Covid-19 patients. Knowledge of influencing student perceptions is needed to provide comprehensive and equitable information to all communities about handling, prevention, and all information regarding joint efforts in overcoming COVID-19 in Papua.
