Abstract

The understanding of Information Technology (IT) adopted by internal government auditors is related to developments in the IT sector in the public sector, such as e-government applications. The purpose of this study is to provide an argument for the motivation for IT adoption when the internal auditors and to identify the factors that influence IT adoption and the influence of IT adoption on the performance of internal auditors in the public sector. This research used quantitative methods and data analysis using Structural Equation Modeling (SEM) with 79 auditors from the Inspectorate within the scope of Central Kalimantan Province. Findings. The results showed that only the perceived benefits variable had a positive and significant effect on IT adoption, while the compatibility variables, top management support, organizational readiness, the external force had a positive but insignificant effect on IT adoption as an antecedent part, while IT adoption had an effect, positive and significant impact on government performance as a consequence of IT adoption. This study provides a practical understanding for government auditors that in carrying out their duties, especially in the new normal order conditions, that the adoption of IT is important to do to produce a good performance.

Abstract

ABSTRAK Pemerintah berupaya mengontrol, melindungi serta menertibkan masyarakat dalam penggunaan teknologi informasi dan transaksi elektronik melalui Undang-UndangRepublik Indonesia No. 19 Tahun2016. Namun dalam implementasinya, karena kurangnya sosialisasi kepada masyarakat terutama kepada guru SD membuat para gurumerasa kebingungan dan takut; terutama karena banyak kasus ASN yang dijerat hukum akibat pelanggaran Undang-Undang tersebut. Tujuan dari pengabdian kepada masyarakat ini adalah memberikan sosialisasi, pengertian dan juga berbagi pengalaman terkait Undang-Undang Republik Indonesia No.19 Tahun 2016 dan Kode Etik Guru. Metode yang digunakan dalam pengabdian ini adalah presentasi dan diskusi, dilanjutkan dengan pendampingan selama sosialisasi berlangsung. Berdasarkan hasil evaluasi kegiatan, seluruh peserta sosialisasi mendapatkan pemahaman yang lebih tentang pentingnya penggunaan internet khususnya media sosial secara sehat agar tidak melanggar kode etik guru dan sumpah ASN. Kata Kunci:Media Sosial;Undang-UndangRepublik Indonesia No. 19 Tahun2016; Kode Etik Guru ABSTRACT Law of the Republic of Indonesia No. 19 of 2016 is one of the ways the Indonesian Government controls, protects, and disciplines the citizen in terms of using information and electronic transactions. But in its implementation, the lack of socialization to the community, especially to elementary school teachers, made elementary school teachers feel confused and scared; especially with the emergence of civil apparatus cases of teachers who were arrested for tripping cases of violations of the law. The purpose of this service is to provide socialization, understanding and at the same time share experiences related to the Law of the Republic of Indonesia No.19 of 2016 and teacher ethics. The methods that used in this service are presentation and discussion method. Assistance also carried out during the socialization. Based on the evaluation, all socialization participants felt they understood better and understood the importance of using the internet in a healthy manner so as not to violate the teacher's code of ethics and the oath of civil apparatus. Abstract

Indonesia merupakan salah satu negara transit sementara bagi imigran yang ingin resettlement ke negara ketiga (tujuan). Imigran illegal yang datang tanpa pendampingan dan berusia dibawah 18 tahun disebut dengan istilah UAM (Un Accompany Minor). Selama berada di Indonesia mereka ditampung selain di rumah detensi Imigrasi juga ditempatkan di akomodasi khusus yang menangani anak tanpa pendampingan. Penelitian ini bertujuan untuk mengkonstruksikan bagaimana proses komunikasi persuasif yang terjalin antara petugas yang melayani dalam akomodasi khusus UAM, dan bagaimana proses adaptasi UAM terhadap lingkungan sekitar di kota Medan. Hasil penelitian ini mengkonstruksikan bagaimana proses komunikasi persuasif yang dilakukan oleh petugas sosial kepada UAM di Dinsos Comunnity House (DCH) tidak berhasil karena faktor noise, kurangnya pemahaman UAM terhadap masa depan mereka dan pekerja sosial tidak memiliki kewajiban untuk membuat UAM hingga berhasil diterima wawancara oleh negara dunia ketiga. Adaptasi UAM terhadap lingkungan sekitar dibatasi oleh pekerja sosial dan petugas DCH karena menghindari kecemburuan sosial dan konflik dengan warga lingkungan sekitar diluar DCH. UAM sendiri sedang berusaha untuk beradaptasi dengan sesamanya di DCH yang sekarang menampung UAM dari 4 negara, sejauh ini adaptasi tersebut sedang berjalan tanpa konflik besar.

Abstract

Giving messages or information seems to be a habit, yet at the same time become a liaison between people each other throughout the world from one single access platform. Interactivity on internet which has more value in giving, receiving and even editing and commenting on the information rather than offline communication becomes the main attraction for the global community. Most people are using internet as it is become daily basis phenomena around the world. The flood of information about the unknown event will kindly occurs, even though the news that is displayed is only a few and bits - the slightest news will still be needed when the lack of information happen. TI is not surprising when a terror event occurs, the flood of information is so overwhelming in various media, because everyone is able to be a provider of information by post it quickly and easily everywhere, online. The purpose of this service is to provide training, giving information and at the same time sharing experiences related to the healthy internet as a learning media for teachers at SMAN-1 Kuala Kapuas. The training methods used in this service are the lecture, discussion and practice methods. Based on the results of the evaluation, all training/outreach participants are having a better understaning about the importance of using the internet in a healthy manner as a learning media.

Abstract

Open University of Palangka Raya (UPBJJ-UT of Palangka Raya) has acknowledged the education-attainment gap between rural and urban areas, and officials have determined ways to connect with students in the far corners of Central Kalimantan. UPBJJ-UT of Palangka Raya has set up study groups (PokJar) through which non urban students acquire university education. Due to its wide range of locations and heterogeneous student populations, PokJar is established through management partnership that constitutes a governing body that oversees the district-wide operation and the delivery of the continuing education programs. On this optimistic basis, the service provided by PokJar administrators becomes central to optimizing quality education in a learning environment where the administrators and students are physically separated. However, the complexity of PokJar service and administrator performance may link to negative perceptions among students. Recognizing the nature of challenges facing PokJar management is expected to usher in the planning of improvement crucial to organizational development that is effective, efficient, accountable, responsive and transparent. This study taps into the quality service, the competence and performance of PokJar administrators of UPBJJ-UT of Palangka Raya in terms of student-perceived values using PLS-SEM method. The overall results address favorable responses, strongly suggesting a good measure of how PokJar administrators’ service, competence and performance meet student expectation.

Abstract

In this millennial era competition, there are many innovations to ensure the sustainability of a sustainable life in providing services to consumers, both products and services as expected by consumers. Therefore, it is necessary to have the quality of human resource performance to respond competitively in gaining market share. The success of high-performing employees is strongly influenced by innovative HR performance and organizational commitment and organizational citizenship behavior [Zhang, 2014]. To analyze local culture on organizational culture, to analyze organizational culture on organizational performance, to analyze employee performance on customer satisfaction with services. The method used in this research was quantitative descriptive strengthened by qualitative descriptive. The population of this study was all staffs of UPBJJ-UT. The sample and interview process were UPBJJ-UT which had local cultural characteristics. (Javanese Culture, UPBJJ-UT Yogyakarta, Sumatran Culture UPBJJ-UT Jambi / Pekanbaru, Timor Culture UPBJJ-UT Jayapura. The next analysis using the Hypothesis Tutorial in this study utilized the Partial Least Square (PLS) method. PLS is an alternative method of analysis with variance-based Structural Equation Modeling (SEM). The findings in this study are many other organizations formed in the local UPBJJ-UT, local culture and the dominant organizational culture of the company is work culture; although the culture has been formed and influenced by leaders and newcomers in influencing the existing work culture to support service satisfaction, because the nature of distance higher education is independence. According to this research, institutions need to re-evaluate their cultural values and try to communicate about local culture and organizational culture; In addition, the researcher also found that UPBJJ-UT staffs preferred local culture that had been applied to the organizational culture for the island of Java, the majority of which held tightly to Eastern culture, while samples in the eastern regions where the average employees were natively from other provinces and more dominant than local human resources.

Abstract

This study aims to discuss how the view of the practice of advertising in Indonesia is reviewed from a critical theory approach. When the cultural and media industries are only oriented to the commodity of the audience, only focusing on the economic value that is the trading process, the fact that ethics is only seen as the number one. In the end, there are advertisements that violate ethics, in order to get the attention of the audience and to sell their products to the market. The issue of the code of Ethics can be addressed when the code of advertising is well-socialized among advertising practitioners, especially agencies and communities. Especially for agencies, socialization needs to be implanted in order to avoid their ignorance in creating ads that are in the code of ethics.

Abstract

The purposed of this research is to find how the construction of wedding cultural change phenomenon of middle low economic class society in Palangkaraya internalized through media. This research applies Pierre Bourdieu's reproduction of culture, Berger-Luckman’s construction of social reality, Veblen's emulation and global media concept as the framework. The Paradigm used in this research is constructionism and qualitative research which held in Palangkaraya. Depth interview and observation are used as data collection technique. This research has succeeded to explain the connection between social construction of reality on marriage and social struggle in the field of wedding with the influence of mass media in the wedding cultural change phenomenon for middle low economic class in Palangkaraya.

Abstract

Tulisan ini ingin membahas mengenai bagaimana perubahan kebiasaan masyarakat khususnya di Indonesia terutama di Kalimantan Tengah, Jawa Barat dan Kalimantan Utara dalam mengkonsumsi informasi melalui media karena pandemi virus Covid 19 berpengaruh pada keberadaan dan kehidupan media massa cetak. Penelitian kualitatif ini dilakukan dengan mengambil data tertulis kuisioner terbuka kepada beberapa responden wartawan dan pimpinan media massa cetak di Kalimantan Tengah, Jawa Barat dan Kalimantan Utara. Disimpulkan bahwa media massa yang masih bertahan menerapkan strategi khusus agar dapat bertahan pada masa pandemi virus covid 19 yaitu dengan melakukan efisiensi, digitalisasi koran, konvergensi media, memperkuat sisi konten (diversifikasi konten) dan melakukan modifikasi desain visual yang menarik perhatian pembaca. Media juga melakukan komunikasi pemasaran dengan memperkuat kerjasama dengan pemerintah, pihak swasta dan masyarakat terutama dalam memberikan berita yang kredibel menjadi tumpuan bagi perusahaan untuk tetap bertahan. Peneliti menyarankan agar dapat mempertahankan eksistensinya media massa cetak harus bisa menekankan kredibelitas sesuai dengan penerapan kode etik jurnalistik, dan memperkuat berita lokal yang berbeda dengan media online agar tetap diminati oleh masyarakat lokal.

Abstract

Desa Ciburial Kecamatan Cimeyan Kabupaten Bandung merupakan salah satu desa yang mendapatkan predikat desa digital serta desa wisata. Pemberian predikat desa digital tersebut tidak terlepas dari pencapaian Desa Ciburial yang mampu mengelola media digital dalam bentuk website hingga media sosial. Namun kompetensi yang dimiliki belum selaras dengan keahlian dan keterampilan digital dalam pengelolaan konten media sosial. Tujuan penelitian untuk mengeksplorasi dan membuat model penerapan kompetensi dan keterampilan literasi digital yang dimiliki aparatur pemerintah Desa Ciburial dari aspek keterampilan digital komunikasi, digital kreasi konten, dan strategi digital. Metode penelitian dengan pendekatan kualitatif studi kasus. Teknik pengumpulan data dilakukan melalui observasi non partisipan, wawancara mendalam dan focus group discussion, studi literatur buku, jurnal serta pencarian internet. Analisa data yang digunakan adalah model Miles dan Huberman serta triangulasi data dilakukan dengan triangualasi data, sumber dan waktu sebagai teknik keabsahan data. Keterampilan digital komunikasi terdiri dari keterampilan menggunakan perangkat keras teknologi informasi dan komunikasi, perangkat lunak, internet, media sosial, netiket, dan menyajikan berita sebagai solusi keresahan di masyarakat. Keterampilan digital kreasi konten terdiri dari penerapan 5W+1H pada konten, meriset lapangan untuk konten, penguasaan kerja tim, menguasai teknik dasar pembuatan konten, keterlibatan followers sebagai sumber referensi informasi. Keterampilan strategi digital adalah membuka ruang komunikasi, mengembangkan konten multiplatform, promosi desa, dan konten komersial.
