Abstract

This paper aims to describe the implementation of the values of Pancasila by political party cadres in the Riau Province in the form of mutual cooperation to help victims affected by the 2019-2020 disaster. Using qualitative methods with documentation data collection techniques from various related sources. After the data has been collected, data reduction, data presentation and conclusion drawing are performed. The results showed that cadres of political parties practiced mutual cooperation to help communities affected by disasters in accordance with Pancasila teachings. During the haze disaster in 2019, political parties in Riau opened health posts in 12 city districts with complete facilities and even political party offices became places of refuge for residents of victims of the haze disaster. During the Covid-19 disaster, political party cadres who held positions helped the community by donating their salaries, providing basic necessities, personal protective equipment to the community.

Abstract

The writing of this scientific article raises the phenomenon that occurs in the Tualang District community in the process of enforcing Circular No. 511.2/DPP/PSR/IX/2018/200 in relocating street vendors from the edge and shoulder of the KM 4 highway in front of Tuah Serumpun Market to Tualang People's Market in 2018. This problem can be analyzed using the theory of requirements that must be met in the manufacture of beleidsregel Van Kreveld (quoted by Indroharto in Ridwan HR, 2007) and the application/enforcement of the regulations of Ridwan HR (2007) as well as by using the theory of factors influencing law enforcement Soerjono Soekanto (2008). The results of this scientific article show that Circular No. 511.2/DPP/PSR/IX/2018/200 has met the requirements that must be met in the manufacture of beleidsregels. However, in terms of implementation, the circular has not fully met the required requirements. The factors that hinder the enforcement of circulars include law enforcement factors, facilities and facilities factors, community factors, and cultural factors. Meanwhile, legal factors do not hinder the enforcement of the circular.

Abstract

Abstrak Adanya pengesahan revisi UU KPK membuat masyarakat dan mahasiswa beranggapan bahwa terdapat upaya yang dilakukan oleh pemerintahan Joko Widodo untuk melemahkan KPK selaku independen dalam upaya mencegah dan menanggulangi tindak pidana korupsi. Oleh karena itu, mahasiswa seluruh Indonesia juga mahasiswa Kota Pekanbaru melakukan berbagai aksi untuk menolak kebijakan pemerintah tersebut. Namun, pasca pengesahan revisi rancangan undang-undang KPK tersebut tidak membuat mahasiswa Kota Pekanbaru untuk terus melakukan aksi lebih banyak untuk menekan presiden mengeluarkan Perppu untuk membatalkan pengesahan revisi undang-undang KPK tersebut. Penelitian ini bertujuan untuk mengetahui posisi mahasiswa Kota Pekanbaru dalam konsep Partisipasi Politik berdasarkan 4 kriteria yang diberikan oleh Paige dan untuk mengetahui faktor penyebab menrunnya frekuensi aksi demonstrasi mahasiswa Kota Pekanbaru pasca pengesahan Revisi UU KPK Tahun 2019. Penelitian ini menggunakan pendekatan campuran antara kuantitatif dan kualitatif. Hasil dari penelitian ini menunjukkan bahwa mahasiswa Kota Pekanbaru berada pada posisi “radikal militan” pada 4 kriteria yang diberikan oleh Paige dan faktor penyebab menurunnya aksi di antaranya adalah perubahan strategi ke judicial review, adanya masalah internal organisasi, dan adanya intervensi dari pihak mengaku intel. The ratification of the revision of the KPK Law makes the public and students think that there are efforts made by the Joko Widodo government to weaken the KPK as an independent in an effort to prevent and tackle corruption. Therefore, students from all over Indonesia as well as students from Pekanbaru City took various actions to reject this government policy. However, after the ratification of the revision of the KPK law draft did not make Pekanbaru City students continue to take more action to pressure the president to issue a Perppu to cancel the ratification of the KPK law revision. This study aims to determine the position of Pekanbaru City students in the concept of Political Participation based on the 4 criteria given by Paige and to determine the factors causing the decrease in the frequency of student demonstrations in Pekanbaru City after the ratification of the 2019 KPK Law Revision. This study uses a mixed approach between quantitative and qualitative. The results of this study indicate that Pekanbaru City students are in a “radical militant” position on the 4 criteria given by Paige and the factors causing the decline in action include a change in strategy to a judicial review, an internal organizational problem, and an intervention from parties claiming to be intelligence.

Abstract

Wabah virus Covid-19 pada awal bulan maret 2020 tersebar ke di Indonesia, termasuk di Pekanbaru. Pada tanggal 18 maret 2020, 1 orang pasien positif terinfeksi Covid 19, terdeteksi di Pekanbaru. Kemudian jumlah masyarakat yang diduga terinfeksi semakin meningkat, sehingga tanggal 22 maret 2020 Walikota Pekanbaru, Firdaus merespon dalam konteks pemerintahan dengan menaikkan status tanggap darurat Covid-19 untuk Kota Pekanbaru. Selanjutnya tanggal 23 Maret 2020 Walikota Pekanbaru mengeluarkan Surat Edaran Walikota Pekanbaru Nomor : 100/Setda-Tapem/661/2020 tentang Tindaklanjut Pencegahan Penyebaran Corona Virus Disease 2019 (Covid-19) di Lingkungan Pemerintah Kota Pekanbaru. Surat edaran ini meminta masyarakat menjaga jarak (Physical Distancing) dan anjuran diam di rumah (Stay at Home). Penelitian ini bertujuan menggambarkan faktor- faktor yang mempengaruhi kemampuan Walikota memaksakan berlakunya surat edaran melalui penegakan hukum pemerintahan kepada para pihak guna memutus penyebaran Covid-19. Penelitian menggunakan pendekatan kualitatif dengan teknik pengambilan data  dokumentasi. Temuan penelitian menunjukkan salah satu penyebab surat edaran ini sulit dipaksakan berlakunya disebabkan edaran walikota ini tidak memuat sanksi bagi pelanggarnya, rendahnya tingkat kesadaran hukum masyarakat dan politik pemerintah pusat. Kata Kunci : Kekuasaan, Walikota, Beleidsregel

Abstract

With the increasing number of Covid-19 cases in Indonesia, including in Riau Province, it is necessary to implement Large-Scale Social Restrictions (PSBB). PSBB is one way to reduce the impact of Covid-19. PSBB has currently been implemented in 10 regions in Indonesia as part of efforts to prevent the corona virus. The Central Government through the Ministry of Health has approved Pekanbaru to implement the PSBB. The main reason for implementing PSBB in dealing with the Covid-19 corona virus is because physical distancing, which has been carried out so far, is ineffective in the community. On that basis, the government strengthened the policy of physical restrictions for the community by implementing PSBB in the regions. It is necessary to do the socialization of PSBB and this Perwako, so that the public knows the Rules about PSBB. The service activity aims to provide guidance to the people of Pekanbaru City regarding Corona and PSBB, because Pekanbaru City is one of the cities that is a transit point. The implementation of activities to increase public knowledge about PSBB and Perwako was successful. This can be seen from changes in the behavior of people who were previously reluctant to wear masks, then have started wearing masks when they go out, as can be seen from the behavior of people who have avoided people's hassles and tried to keep their distance. The community also complies with large-scale social restrictions set by the government, this can be seen from the minimum community activity at night outside the home.

Abstract

The transfer of power from centralization to decentralization has greatly influenced the political climate of every region in Indonesia, the presence of local strongmen is an epidemic in a democratic country. The dynamics that occur have resulted in economic and political domination which has an impact on democratic life. This study uses a literature study approach with data collection techniques derived from online news, books and research related to the discussion. This research aims to explore and explore how the role of Zulkifli Nurdin in polarizing the National Mandate Party in Jambi Province to maintain its image as a local strongman. Zulkifli Nurdin's domination succeeded in making the National Mandate Party as a tool to form his political dynasty in Jambi, this was made up of officials in the National Mandate Party consisting only of his family and cronies

Abstract

The intervention of the Riau provincial government through various policies needs to be carried out to develop village-owned enterprises (BUMDes). One form of intervention that has been carried out is formulating a regulatory policy regarding the provision of special financial assistance for the development of BUMDEs, which will be described in this article. The Riau provincial government has made changes to regulatory policies related to the use of Special Financial Assistance (BKK) funds which can be used to develop business units and village-owned businesses. In this case, the Riau provincial government prohibits using BKK funds to establish business units that do not drive the community's economy, banking business units such as savings and loans and financing. The theory used as a reference is the opinion of (Haeder & Yackee), (Goo & Heo) and Saravade et al. Data were collected through interviews and documents and then analyzed qualitatively. This study concludes that regulatory policies have caused changes in the types of BUMDes business units developing in Riau province in 2020-2022.

Abstract

Abstract: Muhammadiyah Existence In Teacher Competence DevelopmentMuhammadiyah is one of the largest Islamic organizations in Indonesia which has a revolutionary contribution in the field of Islamic education. Circulation of news about sexual harassment, abuse by teachers against students. Then the phenomenon of Muhammadiyah's members not sending their children to Muhammadiyah schools is an important issue behind this research. This makes the competence of Muhammadiyah teachers is important to noticed because of the large influence and quantity of students. Therefore, this paper purposed to learn about the existence of Muhammadiyah in developing the teacher competence. This study was compiled using qualitative methods by interviewing several Muhammadiyah figures in Riau Province and conducting triangulation as data validity. In addition, the library approach collects various sources of relevant and comprehensive information. The results of this research show that Muhammadiyah has contributed to the development of teacher quality and competence by issuing normative rules, directives, books and other guidelines such as the Guidebook for Islamic Life for Muhammadiyah Citizens (PHIWM Book), forming social groups such as MGMP teacher associations and FGM, even training and the regeneration proses at Muhammadiyah orthonomous organizations (Muhammadiyah Youth, KORPS Mubaligh, Naisyatul Aisyiyah, etc.) can build and improving the competence of teachers and Muhammadiyah member. However, efforts to develop the competence of Muhammadiyah teachers do not always succeed, it caused lack of funding, lack of competence of Muhammadiyah leaders at lower levels, lack of Teacher awareness, and limited facilities and infrastructure. So that the guidelines and rules that have been formulated by the Muhammadiyah's Central Leadership are difficult to applicated into a comprehensive program.Abstract: Eksistensi Muhammadiyah Dalam Pengembangan Kompetensi Guru. Muhammadiyah merupakan salah satu organisasi islam terbesar di Indonesia yang memiliki kontribusi revolusioner dalam bidang pendidikan islam. Beredarnya berita tentang pelecehan, penganiayaan yang dilakukan guru kepada siswa. Kemudian fenomena pengurus yang tidak menyekolahkan anaknya di sekolah Muhammadiyah menjadi isu penting yang melatarbelakangi penelitian ini. Hal tersebut membuat kompetensi guru Muhammadiyah menjadi penting untuk diperhatikan mengingat besarnya pengaruh dan kuantitas peserta didik yang diajar. Oleh sebab itu penelitian ini bertujuan untuk membahas eksistensi Muhammadiyah dalam mengembangkan pendidikan islam pada aspek yang lebih khusus yaitu kompetensi guru. Penelitian ini disusun menggunakan metode kualitatif dengan mewawancarai beberapa tokoh Muhammadiyah di Provinsi Riau serta melakukan triangulasi sebagai validitas data. Selain itu, pendekatan pustaka dengan mengumpulkan berbagai sumber informasi yang relevan dan komprehensif. hasil telaah berbagai sumber informasi menunjukkan bahwa Muhammadiyah sudah berkontribusi dalam pengembangan kualitas dan kompetensi guru dengan menerbitkan aturan, arahan, buku dan pedoman lain secara normatif seperti Buku Pedoman Hidup Islami Warga Muhammadiyah (PHIWM), membentuk kelompok sosial seperti perkumpulan guru MGMP dan FGM, bahkan pelatihan dan proses kaderisasi organisasi otonom Muhammadiyah (Pemuda Muhammadiyah, KORPS Mubaligh, Nasyiatul Aisyiyah, dll) dapat membentuk kompetensi guru dan kader Muhammadiyah. Namun ikhtiar pengembangan kompetensi guru Muhammadiyah tidak selalu dapat berjalan dengan baik, antara lain disebabkan oleh faktor pendanaan, kompetensi pimpinan Muhammadiyah tingkat bawah, kesadaran guru; dan faktor sarana dan prasarana yang terbatas.

Abstract

Problems with democracy in Indonesia indicated that citizens do not have a democratic attitude. This research aims to find out the efforts of the Government of Indonesia in shaping democratic citizens through democracy education. The writing of this article used qualitative research methods with an analytical descriptive approach. To obtain data, this research used library studies with library data collection techniques and documentation. The results of this research showed that the government's efforts to form democratic citizens through democratic education are carried out by making educational policies. One of the Government's efforts that is considered effective to form democratic citizens was to integrate Civic Education with democracy education. This is in accordance with the task carried out by Civic Education to form students into democratic and responsible citizens. Through civic education there will be socialization and dissemination of democratic values in society. This is part of the ideals of democracy, one of which is to realize Civic Education as democratic education. Thus it can be concluded that through learning Civic Education, students are expected to be able to develop a democratic attitude.

Abstract

The number of residents who indicated positive for Corona Virus Desaese 2019 (Covid-19) in Pekanbaru from March 2020 to October 2020 jumped sharply. In order to stop the spread of Covid-19 there has been a Political will of the Mayor of Pekanbaru which can be seen clearly from the initiatives and policy choices made. A total of 12 policies consisting of regulations, circulations and decisions have been made by the Mayor of Pekanbaru, but positive cases of Covid-19 tend to fluctuate. This article aims to describe the initiatives and policy choices made by the Mayor of Pekanbaru and to analyze the factors that influence the policy choices made that have not been effective in deciding the spread of Covid-19 in Pekanbaru City. The research method used a qualitative approach using literature studies. The results showed that the Mayor of Pekanbaru's initiatives and policy choices were too influenced and imitated central government policies. As an organization, the city of Pekanbaru does not have any proven institutions and procedures to deal with disasters, plus individually, the attitude of the Pekanbaru mayor seems to be careless and panicked in facing Covid-19. The situation is increasingly unfavorable due to a weak sense of trust and the emergence of confusion in the community due to policies related to Covid-19 which are often changed by the Pekanbaru city government.
