Abstract

Penelitian ini bertujuan untuk memahami secara mendalam bagaimana terjadinya konflik keruangan dan implikasinya terhadap pemanfaatan wilayah pesisir di Gili Trawangan. Melalui penerapan metodologi riset kualitatif dan analisis data bersifat induktif, studi ini diawali dengan mengidentifikasi kelompok kepentingan dalam pemanfaatan wilayah pesisir di Gili Trawangan. Selanjutnya, dilakukan analisis bentuk konflik antar kepentingan dan tempat-tempat yang rentan mengalami konflik keruangan. Pada akhirnya, studi ini menemukan bahwa konflik keruangan di wilayah pesisir Gili Trawangan berkenaan dengan pemenuhan kebutuhan dan penguasaan akses terhadap sumberdaya alam pesisir. Peningkatan aktivitas kepariwisataan di wilayah pesisir Gili Trawangan, diikuti dengan peningkatan eskalasi kepentingan didalamnya. Hal ini terutama terjadi antara kepentingan pariwisata dengan kepentingan permukiman nelayan. Situasi ini menyebabkan konflik antar kelompok kepentingan dalam pemanfaatan wilayah pesisirnya. Secara rinci, konflik keruangan yang ditemukan adalah adanya saling klaim kepemilikan lahan antar masyarakat dengan pengusaha, privatisasi lahan terutama di wilayah pesisir untuk kepentingan akomodasi pariwisata, serta terjadinya segregasi sosial dan munculnya fenomena disparitas sosial antar aktivitas pariwisata dengan aktivitas permukiman nelayan di kawasan pesisir Gili Trawangan.

Abstract

Denpasar – the Capital City of Bali Province in Indonesia has implemented a creative city program since 2016. Through its government agencies, Denpasar continues to innovate in providing its communities with opportunities to collaborate in creative environments. The positive support from the Government of Denpasar City in the form of facilities provision, regulation, and physical network are early steps heading towards a creative city. This study is conducted to examine if government actions have been in line with creative city indicators. It adopts a qualitative research method namely in-depth interviews with Mr. I Gusti Putu Anindya - one of the advisers in the Creative Agency of Denpasar. Data analysis is carried out based on gap analysis and content analysis. Based on analysis done on four indicators, this study demonstrates that in practice Denpasar city has acted in accordance with Creative City Index. The study finding further proposes 12 key actions which can be used as a foundation for government action in developing Denpasar as a creative city.Keywords: creative city; creative city index; gap analysis AbstrakKota Denpasar telah menerapkan program kota kreatif sejak tahun 2016. Pemerintah Kota Denpasar terus berinovasi dan mendukung sepenuhnya melalui instansi terkait dan memberikan kesempatan bagi komunitas-komunitas untuk berkolaborasi dalam dunia kreatif. Dukungan yang positif dari Pemerintah Kota Denpasar, melalui pengadaan fasilitas, regulasi, dan jaringan merupakan langkah awal menuju kota yang kreatif. Penelitian ini dilakukan untuk melihat jika tindakan-tindakan yang sudah diambil telah sejalan dengan indikator kota kreatif. Studi ini didasari oleh kaidah penelitian kualitatif dengan mengambil wawancara mendalam kepada Bapak I Gusti Putu Anindya Putra sebagai salah satu penasihat di Badan Kreatif Kota Denpasar, sebagai metode pencarian datanya. Analisis data dilaksanakan dengan menggunakan gap analysis dan content analysis. Berdasarkan analisa yang dilakukan terhadap empat indikator ditemukan jika Kota Denpasar sudah menerapkan prinsip-prinsip yang ditentukan di dalam creative city index. Studi ini juga mengajukan 12 tindakan kunci yang dapat digunakan sebagai pertimbangan bagi pemerintah di dalam mewujudkan Denpasar sebagai kota kreatif.Kata kunci: kota kreatif; indikator kota kreatif; analisis kesenjangan

Abstract

Pura Dasar Buana Gelgel is one of Kahyangan Jagat temples of which the shrine of Catur Dewata, located in Desa Pakraman Gelgel, Klungkung, Bali. In recent years, conservation upon some architectural elements are conducted by the management. Concerning the conservation, this study aimed at: reviewing the significant value that triggered the conservation; the applied procedure, ethics, and degree of intervention on conservation; and formulating the relevant directive of community-based temple architecture conservation model that should be implemented in Pura Dasar Buana Gelgel. This study used qualitative research method, in form of case study and descriptive-qualitative analysis. The research finding showed that the conservation was triggered by the emotional value, cultural value, and use value. Referring the conservation procedure, there were some steps that were not passed, not yet passed, and some additional steps that should be passed. Based on the aspect of conservation ethic, all the conserved temple architectural elements had an ideal conservation ethic. The conservation degree of intervention was restoration with 2 (two) kinds of job, i.e. consolidation and rehabilitation. Community-based temple architecture conservation model were formulated, namely planning and implementation of community based architectural conservation program. Keywords: conservation, architecture, Pura Dasar Buana, community Abstrak Pura Dasar Buana Gelgel adalah Kahyangan Jagat linggih Ida Bhatara Catur Dewata yang terletak di Desa Pakraman Gelgel, Klungkung, Bali. Beberapa tahun belakangan ini, oleh pengelola Pura dilaksanakan upaya konservasi terhadap beberapa elemen arsitekturnya. Beranjak dari pelaksanaan konservasi itu, penelitian ini bertujuan untuk menelusuri: nilai signifikansi yang melatarbelakangi upaya konservasi; prosedur, etika, dan tingkat intervensi yang diterapkan di dalam upaya konservasi itu; serta merumuskan arahan model konservasi arsitektur Pura berbasis komunitas yang relevan diterapkan di Pura Dasar Buana Gelgel. Rancangan penelitian ini menggunakan metode penelitian kualitatif dengan bentuk penelitian studi kasus dan analisis kualitatif-deskriptif. Hasil penelitian menunjukkan bahwa upaya konservasi dilatarbelakangi oleh nilai emosional, nilai budaya, dan nilai kegunaan. Merujuk dari prosedur konservasi, ada tahapan yang tidak dilalui, belum dilalui, dan terdapat pula penambahan tahapan yang harus dilalui. Berdasarkan aspek etika konservasi, semua elemen arsitektur Pura yang dikonservasi memperoleh etika konservasi yang ideal. Tingkat intervensi konservasi yang diterapkan adalah pemugaran dengan 2 (dua) jenis pekerjaan, yaitu konsolidasi dan rehabilitasi. Model konservasi arsitektur Pura berbasis komunitas yang dirumuskan, yaitu perencanaan dan implementasi program konservasi arsitektur berbasis komunitas. Abstract

Land Consolidation (LC), is the government's solution in land acquisition for development. In addition, LC aims to improve the quality of the environment by rearranging plots of land to be more organized and equipped with environmental infrastructure, as well as land tenure in accordance with land use plans. The location of the land consolidation area in Seminyak Village which is close to the center of government, economy and tourism has implications for land use in the area. The phenomenon of land use that occurs in this region tends to ignore the spatial planning that has been determined by the government. If this condition is left unchecked, there will be more violations of land use that are not in accordance with the spatial allocation, leading to spatial conflicts and clutter in regional spatial planning. This study aims to identify changes in land use in the area of land consolidation in the Seminyak Village and the dominant factors underlying the changes in land use. Qualitative methods are used to identify changes in land use, and these dominant factors. Primary data obtained from observations, direct documentation, and the results of interviews with informants determined by purposive sampling. The results showed that there was a mismatch of land use with the plan for spatial planning in the area designated for settlement and green open space. The dominant factors underlying the changes in land use are law enforcement, then environmental factors, economic factors, and socio-cultural factors. The results of this study can be input for the government in formulating policies relating to planning and controlling the use of space in order to create safe, comfortable and sustainable use of space. Abstract

Villages suburb area around the border with the city of Denpasar is one of the area that’s also effected by the economic growth in Denpasar city. The area was settled by people due to sub-urban residential land in Denpasar increasingly difficult to reach and limited, especially those located in the center of Denpasar City. It makes people prefer living in the satellite city of Denpasar. The area included in the district of Gianyar, Badung, and Tabanan regency. This study aims to determine the preference that are considered sub-urban communities to choose satellite settlements in Denpasar. This study uses the positivist approach with merging between qualitative and quantitative case study. The research result obtained five factors are considered sub-urban communities to choose satellite settlements in Denpasar, among others: accessibility, availability of shopping facilities, environmental conditions, availability of electricity, and the pierce of land/house. Thus, accessibility becomes a major factors in the selection of the sub-urban residential location in the satellite city of Denpasar. Abstract

This study focuses on the concept of pedestrian path arrangement in terms of physical and non-physical conditions as well as user behavior. The research was conducted in commercial areas on Jalan Ahmad Yani and Diponegoro in Singaraja City, based on the phenomenon of pedestrian paths that are currently experiencing a change of function. The research method used is a qualitative method using place-centered mapping techniques for data collection. The place-centered mapping technique is used for mapping the location of activities / pedestrian paths and user sketches in using pedestrian paths which results in the concept of structuring pedestrian paths. The results of this study indicate that the current pedestrian paths in Singaraja City are not in accordance with the behavior of its users due to physical conditions and the change in the function of the pedestrian paths by parking, trading and displaying merchandise. So the concept of structuring the comfort of the pedestrian path that is produced is in the form of a pedestrian lane that should not be obstructed by behavioral activities or other supporting facilities, the need to provide an on-street parking area, the need for attention in terms of the pavement material used on the pedestrian path to comply with standards and the need for additional leveling. as well as pedestrian pathway dividers.

Abstract

A work of architecture has historical significance and serves as a cultural artifact. This work reflects the personality of a specific neighborhood or city. Identity carries a variety of connotations because it is a fundamental and necessary aspect of upholding cultural values and a nation's dignity. Rapid urbanization, on the other hand, frequently results in regional development that is unrelated to the region's historical factors or the sustainability of the region's culture. This paper seeks to establish an architectural precedent for developing a city area cultured as a heritage city by conducting field surveys and graphically analyzing architectural documents, as well as a historical analysis of power relations in the Denpasar urban area, particularly the former Denpasar palace area. In this case, a combination of traditional and colonial architectural styles is used as a design reference and precedent for the future development of urban areas.
