Abstract

The forest tenure policy remains a controversy in Indonesiaspecially, on the issues of how to maintainforest on sustainable way and at the same time howto share of benefit of forest resources to the localcommunities. Yet, the state is the main actor onforest tenure in Indonesia could not succeed to doso.. This paper discusses the Community BasedForest Management (CBFM) programme inIndonesia with some details relating to theIndonesian political and legal basis on land andnatural resources. This paper also describes theconflict of forest resources and the state’s failure inforest resources management in Indonesia. CBFMcan be used as an alternative to share resourcesand conserve the forest by engaging localcommunities.Key words: Conflict of resources, forest tenure,forest management and CBFM.

Abstract

Latar Belakang: Pengembangan kesehatan berkelanjutan adalah proses untuk memberikan hak atas kehidupan yang sehat yang harus diperoleh oleh masyarakat yang berguna untuk memperoleh kesejahteraan bagi masyarakat dalam menjalankan kehidupan yang sehat. Konsep pendekatan dalam upaya menangani kesehatan populasi mengalami banyak perubahan sejalan dengan pemahaman dan pengetahuan kita tentang bagaimana masyarakat hidup dan menghormati bahwa kesehatan adalah "Sumber Daya Manusia" yang bernilai sangat besar. Dan tujuan dari penelitian ini yaitu untuk melihat bagaimana faktor yang mempangaruhi dalam melakukan pembangunan kesehatan berkelanjutan.Metode: Metode penelitian yang digunakan adalah penelitian deskriptif yaitu melihat hasil penelitian sebelumnya dan selanjutnya dikembangkan kembali. Teknik pengumpulan data studi literatur ini dari beberapa buku, surat kabar, jurnal, catatan, undang-undang dan media informasi lainnya yang relevan dengan masalah yang diteliti dan observasi, termasuk observasi langsung baik pada subjek yang diteliti maupun wawancara.Hasil: Pemerintah belum mampu menangani masalah yang akan dihadapi terkait kesehatan karena dalam penanganan pemerintah yang masih kurang dikarena banyak kekurangan seperti alat kesehatan dan juga peraturan/regulasi terkait pembangunan kesehatan berkelanjutan yang belum dapat dikatakan efisien pada pertumbuhan kesehatan atau pembangunan kesehatan yang merupakan tujuan pembangunan berkelanjutan atauSubtanable Development Goal’s(SDG’s).Kesimpulan: Peran dari pemerintah dari tahun ke tahun belum dapat bisa melihat adanya kemajuan dalam mengatasi masalah yang harus diantisipasi sebelum masalah terjadi baik dalam kematian ibu, kekurangan gizi untuk anak-anak dan wanita hamil, dan lain-lain. Yang dimana diharapkan dapat memberikan solusi terhadap permasalahan dari kesehatan. ABSTRACT Title: Analysis of Sustainable Health Development in Indonesia (Sustainable Development Goal's).Background: Sustainable health development is a process to provide the right to a healthy life that must be obtained by the community that is useful for obtaining welfare for the community in running a healthy life. The concept of approach in the effort to handle the health of the population underwent many changes in line with our understanding and knowledge of how a society lives and respects that health is a "Human Capital" of enormous value. Method: The research method used is a descriptive study that is looking at the results of previous studies and further developed again. This literature study data collection technique from several books, newspapers, journals, notes, laws and other information media that are relevant to the problem under study and observation, including direct observation both on the subject under study and interview. Results: The government has not been able to handle the problems that will be faced related to health because in managing the government which is still lacking due to many deficiencies such as medical devices and also regulations/regulations related to sustainable health development that cannot be said to be efficient in health growth or health development which is a goal of sustainable development or Sustainable Development Goal's (SDG's).Conclusion: The role of government from year to year has not been able to see any progress in overcoming problems that must be anticipated before problems occur both in maternal deaths, malnutrition for children and pregnant women, and others. Which is expected to provide solutions to problems from health.

Abstract

Poverty has been one of the problems that are common among countries. If the government does not want debt to be more acute, then the government must place poverty alleviation as a priority. In making a poverty alleviation program, the government must consider the causes of poverty in an area. It will have different results when the application is implemented following the target program that is not on target. The empowerment of the poor through KUBE-FM is possible for the level of success. However, the failure rate to maintain group member solidarity is still high. Then the next challenge that must be faced by this KUBE group is industrial revolution 4.0, where all have implemented an automation system in production and advertising that uses the internet, such as internet media in marketing. In this  study,  the  authors  used  an  explorative  qualitative  method  to  find  out  the  KUBE-FM  Kuncara Lamb  strategy  in  maintaining  group  and  business  solidarity  in  the  Industrial  Revolution  4.0  era. The author uses miles and Huberman’s concept to analyze the data, namely, reduction, display, and concluding. KUBE-FM strategy, Kuncara Lamb, maintains group solidarity, namely: managing group dynamics that members can be an example for everyone, transparency in the budget, and maintain honesty. In facing the era of automation and the internet of things, KUBE-FM Kuncara Lamb only relies on person-to-person advertising through friendship and seminars and hard work.

Abstract

Penelitian ini bertujuan untuk meliahat bagaimana pemerintah pada kota yang menerapkan konsep smart city memanfaatkan platform media sosisal. Kasus yang diambil adalah akun twitter Majelis Kota Gold Coast dan Pemerintah Kota Bandung. Penelitian ini merupakan penelitian deskriptif kualitatif dengan memanfaatkan software NVivo 12 Plus sebagai alat analisis. Data yang digunakan berasal dari akun twitter resmi @cityofgoldcoast milik Majelis Kota Gold Coast dan akun @humasbdg milik Pemerintah Kota Bandung. Hasil dari penelitian ini adalah kedua akun tersebut memiliki kesamaan dalam hal penyampaian informasi dan pola interaksi. Kedua akun dalam menyampaikan informasi tidak secara lengkap, melainkan mencantumkan tautan yang terhubung ke website resmi pemerintah. Selanjutnya kedua akun melakukan pola interaksi yang hanya satu arah. Perbedaan kedua akun terletak pada topik pembahasan disetiap akun dan persebaran informasi. Akun @cityofgoldcoast cenderung mentweet terkait kondisi aktual yang terjadi. Berbeda dengan akun @humasbdg yang memiliki topik pembahasan seputar keprotokoleran. Selain itu kedua akun memiliki persebaran informasi yang menyesuaikan dengan interaksi yg dilakukan. Diakhir penulis memberikan catatan terkait penelitian lanjutan dari pada penelitian ini.

Abstract

This study aims to do comparative analysis of what influence the SWM in Indonesia and the Philippines. As Sustainable Development Goals (SDGs) will not be achieved as long as the Solid Waste Management problem is left unsolved. Municipal Solid Waste Management (MSWM) has become a common issue in most developing country along with the rapid urbanization development and globalization. Qualitative approach chosen to analyze literatures selected related to SWM during 2000-2020. Data obtained from previous studies in this article were analyzed by the NVivo 12 Plus. The results shown that governance and participation become the main factors affected the status of MSWM as it is mentioned in most of the previous studies in the Philippines. Which is different with the previous studies in Indonesia.

Abstract

The study aims to explore the barriers of online learning in Sudan. The achievement of the research purpose requires an approach which is not only describes the relations between variables, but also the experience of the stakeholders, therefore, the study adopted mixed mothed approach. To collect data, the study used two sources; secondary, and primary data sources.  The secondary sources included peer-review international journals from recognized publishers, books, newspapers and reports. The primary sources included questionnaires and interviews. 132 participants were surveyed. Two professors were interviewed. SPSS was used to analyze the data. The findings indicate that there are five unique barriers to e-learning adoption in Sudan including; poor network infrastructure, lack of bandwidth in rural areas, electricity outages, lack of electricity in rural areas, and stakeholder’s deficiency of e-skills. Furthermore, the study showed that some professors are old, and they resist the adoption of e-learning. Likewise, the study found that 67% of respondents were not able to access the internet in their areas during Covid19 lockdown, 25% of respondents do not possess computers, 35% of respondents did not receive training for gaining E-skills, and 74% of respondents prefer learning in classrooms. The study concluded that, E-learning to be adopted in Sudan, several steps can be taken such as e-skills intensive training for stakeholders, support of stakeholders, electricity and internet networks connection to whole parts of Sudan, poverty combat, and stimulation of students to accept e-learning.

Abstract

This article discusses how cash for work and the goals of sustainable development as solutions to extreme poverty. Lack of employment in villages is a factor in poverty in Indonesia. The cash for work program is an innovation of the central government and village government with village funds to provide productive activities to reduce poverty, and as a commitment of Indonesia to implement global goals, namely sustainable development goals. The research was conducted in the Village of Mekar Sari Ness, Village that implemented the program and faced challenges of poverty and unemployment. This study uses qualitative methods with descriptive statistical analysis using Nvivo12 plus data processing applications and using crosstab analysis. Sources of data obtained through government websites and application services, report documents, and journalism-related to the matter to be examined. This research concludes program cash for work can increase income per capita following SDGs standards, can open employment opportunities, especially for the rural poor and have a significant impact on optimizing village funds. Challenges going forward are managing village funds that must be in line with Ministry regulations, recruitment of workers and skills aimed at the poor and marginalized, as well as timeliness in implementing programs.

Abstract

Penelitian ini bertujuan menganalisa pergerakan city branding dalam pemulihan sektor pariwisata pada masa pandemi COVID-19 di Kota Yogyakarta. Hal-hal yang melatarbelakangi penelitian ini yaitu pada era new normal pemerintah Kota Yogyakarta dengan Perhimpunan Hotel dan Restoran Indonesia (PHRI) Yogyakarta melakukan re-branding secara resmi sebagai upaya pemulihan pariwisata dengan istilah atau tagline “Jogja Wajar Anyar”. Guna menganalisa branding tersebut penelitian ini menilai dengan City Brand Hexagon, Image Carriers, dan strategi pemulihan sektor pariwisata. Penelitian ini menggunakan penelitian kualitatif dan pendekatan studi kasus. Sumber data penelitian ini diperoleh melalui wawancara, angket/kuesioner, dan data kepustakaan berupa data yang diperoleh dari literatur, seperti buku, artikel, karya tulis ilmiah, platform media berita online, dokumen pemerintah dan website pemerintah terkait. Selanjutnya, pengolahan data dilakukan melalui software Smart PLS 3 dan NVivo 12. Selanjutnya, dilakukan klasifikasi data dan analisis data secara deskriptif untuk ditarik sebuah kesimpulan. Hasil penelitian ini yaitu: (1) Jogja Wajar Anyar tidak dapat disebut sebagai city branding, slogan, maupun tagline melainkan konsep kegiatan pariwisata Kota Yogyakarta guna menciptakan kepercayaan publik agar menarik minat wisatawan untuk berkunjung kembali ke destinasi wisata Kota Yogyakarta dengan aman dan nyaman dalam konteks penyelenggaraan protokol kesehatan. (2) Terdapat miskomunikasi antara media dengan para pemangku kepentingan terutama Dinas Pariwisata Kota Yogyakarta. (3) Terciptanya inovasi wisata seperti virtual tourism, dan sport tourism, serta kontribusi pendidikan di bidang kesehatan. (4) Kendala utama dalam penyelenggaraan pariwisata dimasa pandemi COVID-19 yaitu rendahnya kesadaran masyarakat terhadap penerapan protokol kesehatan, dan adanya pembatasan kegiatan masyarakat.

Abstract

Fokus utama penelitian ini adalah Collaborative Governance Dalam Mengatasi Pemutusan Hubungan Kerja (PHK) Akibat Covid-19 di Daerah Istimewa Yogyakarta. Pandemi Covid-19 telah menimbulkan dampak yang buruk terhadap sektor pariwisata. Dampak Covid-19 tidak hanya pada level nasional tetapi juga daerah termasuk Daerah Istimewa Yogyakarta (DIY). Padahal penyumbang ekonomi tertinggi di DIY di dominasi oleh sektor pariwisata. Maka dari itu pemerintah dituntut untuk mengeluarkan kebijakan serta strategi agar dampak akibat Covid-19 ini dapat berkurang. Perlu adanya kolaborasi antar pihak. Maka pemerintah mengeluarkan sebuah program yang nantinya program tersebut akan dikorelasikan dengan adanya Pemutusan Hubungan Kerja. Pada penelitian ini menggunakan teori Collaborative Governance Ansell dan Gash dan teori implementasi kebijakan yang terdiri atas dimensi komunikasi, sumber daya manusia, disposisi, dan struktur birokrasi. Penelitian ini menggunakan jenis penelitian kualitatif serta menggunakan data sekunder yang terdiri dari buku, jurnal, artikel, web resmi pemerintah daerah dan berita online nasional. Selanjutnya dalam mengolah data penulis menggunakan aplikasi Nvivo 12+ untuk mengklasifikasikan dan menganalisis data hasil penelitian menemukan bahwa pertama, Covid-19 memberikan dampak yang buruk terhadap sektor pariwisata, dampak tersebut berdampak langsung pada ketenagakerjaan dan kegaiatan pariwisata lainnya seperti menurunnya jumlah wisatawan, menurunnya jumlah tenaga kerja pada hotel hal tersebut mengakibatkan banyak pekerja pada sektor ini mengalami Pemutusan Hubungan Kerja. Dengan segala masalah yang ada pemerintah membuat strategi dan kebijakan baru yang diharapkan mampu memulihkan sektor pariwisata dan ketenagakerjaan yang ada di dalamnya.

Abstract

This research aims to determine women's representation in the DPR RI as a legislative body in Indonesia during the general election in 2019 and determine the factors that influence women's representation in the legislative body. This paper's research method uses a qualitative method with a literature study approach that examines theories, references, and previous scientific literature related to the research object. The findings of the study indicate the level of representation of women in parliament after the holding of the general elections in 2019 has not reached 30%, where the level of representation of women in parliament is still in the number of 20.52% or as many as 118 female legislators and is still dominated by male legislators which reached 457 people or 79.48%. Although it has not reached 30%, the adoption of affirmative policies has led to a significant increase in women's representation in parliament, from 65 women legislators in 2004 to 118 women legislators in the 2019 general election. Political regulation factors with affirmative action and zipper system are two factors that affect women's representation by political parties. Affirmative action mandates every political party participating in the election to pay attention to women's representation of 30% by nominating female candidates for each electoral district. A zipper system requires parties to position at least one woman every three names of candidates. In general elections, political parties present legislation to the legislature. The affirmative action that regulates women's representation's involvement has become the main reason numerous events involve kinship the candidacy.
