Abstract

The implementation of people's business credit policies in developing micro, small and medium enterprises in Koto Baru Subdistrict, Dharmasraya Regency has not been fully optimal. This is still found to be a limiting factor from the distribution of the people's business credit program. Based on the research carried out, it was concluded that the implementation of the people's business credit policy in developing small and medium enterprises in the Koto Baru sub-district of Dharmasaraya District had not fully run optimally. This is still found to be an inhibiting factor from the distribution of the people's business credit program, just as the KUR program which is intended for small and medium micro business actors can still be enjoyed by non-MSME actors, and also there are still people who use people's Business Credit funds instead intended for productive business. Another factor that inhibits the implementation of KUR in Koto Baru Subdistrict is the low participation of the people who utilize the KUR program, lack of information or ignorance of the public about the existence of the KUR program in Koto Baru Subdistrict, and there is a public perception that dealing with banks will be complicated and complicated. Later, the existence of a policy on People's Business Credit is very helpful for the people in the Koto Baru sub-district, Dharmasraya Regency.

Abstract

Self-compacting concrete (SCC) is a fresh concrete that is able to flow and fill up the formwork by itself without the need of a vibrator to compact it. One of the reasons that causes the damage of a building structure during an earthquake is the heavy weight of its structural members which are from the high density of the material used such concrete material. Lightweight aggregate is one of the solutions to reduce the weight of the structure. Therefore, the SCC using the artificial lightweight aggregate (ALWA) is one of the solutions to reduce the self-weight (dead load) of a structure. This research was conducted to investigate the impact of the use of ALWA in conventional concrete and SCC in terms of its compressive strength and modulus of elasticity. To study the impact of the use of ALWA in SCC, several variation of percentage of ALWA as a substitution to the natural coarse aggregate was examined. The proportions of ALWA as a replacement to the coarse aggregate were 0%, 15%, 50%, and 100%. The test specimens were the cylindrical concrete of 200 mm in height and 100 mm in diameter for both compressive strength and modulus of elasticity tests. The results of the compressive strength test indicated that the higher the percentage of ALWA used in SCC, the lower the compressive strength of the concrete. The addition of ALWA as a substitution to the natural coarse aggregate to conventional concrete and SCC was found optimum at 15% replacement with the compressive strength of conventional concrete and SCC of 21.13 and 28.33 MPa, respectively. Whereas, the modulus of elasticity of the conventional concrete and SCC were found to be 20,843.99 and 23,717.77 MPa, respectively.

Abstract

The administrative service system at the Department of Population and Civil Registration of Padang Pariaman Regency, especially in managing birth certificates, still occurs problems related to the administrative service system provided. People want an excellent service or also called Excellent service. And currently, services that need to be improved include the processing of birth certificate documents at the Department of Population and Civil Registration of Padang Pariaman Regency. In the future, in serving the need for innovation in improving the services provided. Because currently there are still people who often complain that the time for completion of services is delayed and does not comply with the set schedule. The research objective was to determine the administrative service system for making birth certificates. This study used a qualitative descriptive method, while the data collection technique was carried out through in-depth interviews with selected key informants and direct observation of the object and subject of the study. Based on the results of the research conducted, the administrative service system for making birth certificates can be seen from several indicators, namely: Ability, attitude, appearance, attention, action, and responsibility. The results of this study indicate that the administrative service system for making birth certificates is still lacking in services provided and inaccurate service time for making birth certificates, obstacles encountered in the Department of Population and Civil Registration of Padang Pariaman Regency, there are still many people who do not know the process of making a birth certificate. In the future, the Department of Population and Civil Registration of Kabupaten Padang Pariaman provides socialization and education during the implementation of the administrative service process for making birth certificates to the public. In conclusion, the administrative service system for making birth certificates at the Department of Population and Civil Registration of Kabupaten Padang Pariaman must make new innovations in improving future services.

Abstract

The Ministry of PUPR is the Ministry in charge of public works and public housing through the Housing and Settlements program, which is an obligation that must be held by the Central, Provincial and Regency / City Governments, related to basic services. Furthermore, the Self-Help Housing Stimulant Assistance Program (BSPS) in Padang Laweh District is a program of the Ministry of Public Works and Public Housing. The research objectives, to determine the implementation of the Self-Help Housing Stimulant Assistance program, to find out what obstacles are faced in the implementation of the Self-Help Housing Stimulant Assistance program, to find out the efforts made in overcoming the obstacles in implementing the Self-Help Housing Stimulant Assistance program. This research uses descriptive qualitative method, qualitative research methodology is a research procedure that produces descriptive data in the form of written or spoken words. Based on the results of the research conducted, the implementation of the Self-Help Housing Stimulant Assistance program can be seen from several variables, namely communication, resources, disposition, and bureaucratic structure. The results of this study indicate that in Padang Laweh Subdistrict there are still many community houses that are unfit for habitation, obstacles encountered in the field are still many people who are uninformed about the BSPS program. The BSPS program coordinates with each village under the Padang Laweh District government. The conclusion of the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in Padang Laweh District in 2019, first, information is very important for the community, secondly there must be human resources, third there must be knowledge in policy making and fourth there must be a Standard Operating Procedure (SOP) in implementation.
