Abstract

One of the real forms of change based on the will to create a democratic government is the establishment of the Constitutional Court as a judicial institution formed with the aim of maintaining the implementation of constitutional values in the implementation of state life. With the Constitutional Court, currently the judicial power in Indonesia is run by two institutions, namely the Supreme Court and the Constitutional Court. The birth of the Constitutional Court itself is an answer to the desire that judicial institutions can conduct legal testing of the Constitution that previously could not be done, but the number of cases of disputed election results that entered the Constitutional Court also raises a new question, because is it right for the Constitutional Court to decide the dispute over the election results which is actually a political matter?. This writing will use normative research methods. Research is conducted by conducting searches on legal materials, books, journals and scientific articles both published both domestically and abroad. Furthermore, from the sources obtained, analysis is carried out using qualitative juridical analysis methods. The results of the study resulted in an analysis related to the authority of the Constitutional Court to decide the case of Disputed Election Results and Disputed Election Results where this authority before the formation of the Constitutional Court is still not clear to which institution will decide the case.

Abstract

Pemerintah Kabupaten Lombok Tengah sesuai dengan asas otonomi daerah memberikan kewenangan, tugas dan fungsi kepada Dinas Pariwasata dan kebudayaan Kabupaten Lombok Tengah untuk malakukan perencanaan, pengendalian, pengawasan, dan pengorganisasian di bidang pariwisata. Penelitian ini bertujuan untuk menganalisis Peran Dinas Pariwisata Kabupaten Lombok Tengah pasca gempa lombok, dan apa saja faktor penghambat Kegiatan Promosi Pariwisata Pasca Gempa Lombok. Penelitian ini menggunakan metode deskriptif kualitatif dengan metode pengumpulan data observasi, dokumentasi dan wawancara. Hasil penelitian ini ditemukan bahwa Peran Dinas Pariwisata dan Kebudayaan Kabupaten Lombok Tengah dalam Kegiatan Promosi Pariwisata sudah dilaksanakan berdasarkan fungsi dan kewenangan yang dimiliki yang berlandaskan otonomi daerah. Setelah terjadinya gempa sebesar 7.0 Skala likter di pulau lombok banyak wisatawan yang keluar dan pergi dari pulau lombok karena akibat gempa yang terjadi. Dinas Pariwisata dan kebudayaan Kabupaten Lombok Tengah mulai berbenah dengan melakukan pengecekan kepada seluruh tempat wisata yang ada di Kabupaten Lombok Tengah, baik itu wisata alam maupun wisata buatan agar diketahui apakah ada yang rusak baik itu objek wisatanya maupun sarana dan prasarana penunjang atraksi wisata.

Abstract

Setiap daerah otonom diberikan hak mengatur rumah tangganya sendiri termasuk menetapkan berbagai kebijakan sesuai kewenangan masing-masing. Salah satu kewenangan yang diberikan kepada daerah berupa pengelolaan tata ruang daerah dengan memperhatikan aspek lingkungan, kependudukan, kemampuan keuangan dan sumber daya manusia sebagai potensi yang dimiliki. Penataan ruang menuntut kejelasan pendekatan dalam proses perencanaannya demi menjaga keselarasan, keserasian, keseimbangan, dan keterpaduan antar daerah, antara pusat dan daerah, antar sektor dan antar pemangku kepentingan. Penataan ruang diharapkan dapat mengefisienkan pembangunan dan meminimalisir konflik kepentingan dalam pemanfaatan ruang. Untuk melihat upaya pemerintah kabupaten lombok timur dalam mewujudkan pelestarian dan keberlanjutan tata ruang daerah akan menggunakan metode penelitian kualitatif deskriptif, dengan menjabarkan hasil temuan lapangan dengan menggunakan tehnik observasi, wawancara, dokumentasi serta analisis data yang diperoleh di lokasi penelitian. Hasil penelitian menunjukkan terdapat kendalaa-kendala yang dihadapi pemerintah kabupaten Lombok Timur dalam mewujudkan pelesrtarian dan  keberlanjutan  tata ruang daerah yakni berkaitan dengan pertanian, kehutanan, pelestarian sumber daya air, masalah Tata Guna Tanah, ketidakserasian Pola Penggunaan Tanah, partisipasi masyarakat, masalah  penegakan hukum dan pertambangan. Upaya yang dilakukan dalam mengatasi kendala tersebut adalah mengakomodir secara efektif dan efisien kepentingan antara pemerintah, swasta dan masyarakat khususnya dalam penggunaan lahan, program inventarisasi dan evaluasi sumber alam dan lingkungan hidup, program penyelamatan hutan, tanah dan air, program pembinaan dan pengelolaan lingkungan hidup, program pengendalian pencemaran lingkungan hidup, program rehabilitasi lahan kritis serta penegakan hukum.

Abstract

Village Assistance Capacity is the ability to carry out community empowerment activities/actions through village assistance, organization, direction and facilitation. Village Assistance in the implementation of Law Number 6 of 2014 concerning Villages is very important in determining its success. Seeing the current condition of the village which is very heterogeneous in terms of quantity, quality or capacity and even the potential for natural resources and human resources is very varied, the role of village assistance in implementing the Village Law is very important in helping villages carry out the mandate of the Village Law. Seeing the reality of the current condition of the village which is very heterogeneous in terms of quantity, quality or capacity of the Village Government and even the potential for natural resources and human resources is very varied in the context of implementing this Village Law, it is necessary to pay attention to the Village regarding village institutions. With the enactment of Law Number 6 of 2014 concerning Villages, it is hoped that all interests and needs of the village community can be better accommodated. Providing greater opportunities for villages to take care of their own governance. Law Number 6 of 2014 and its implementing regulations have mandated the village government to be more independent in managing the government and various natural resources owned, including the management of village finances.

Abstract

The location of this research is in the Kuta MandalikaSpecial Economic Zone, Central Lombok Regency. The purpose of this study is to analyze the impact of Covid-19on the economy of Micro, Small and Medium Enterprises in the Kuta Mandalika Special Economic Zone, Central Lombok Regency. This research was conducted during the Covid-19pandemicin the period from December to January 2021. The existence of Covid-19actually has an impact on the economy of Micro, Small and Medium Enterprises, so it is the author's interest to research this problem. The population of this research is Micro, Small, and Medium Enterprises in the Kuta Mandalika Special Economic Zone. This study uses quantitative methods, where the number of respondents in this study were 100 who were taken by the slovhin formula. To analyze the data, this research uses simple linear regression analysis to see whether there is an impact of Covid-19on the economy of Micro, Small, and Medium Enterprises in the Kuta Mandalika Special Economic Zone, Central Lombok Regency. The results showed that Covid-19had an impact on the economy of Micro, Small and Medium Enterprises in the Kuta Mandalika Special Economic Zone, where the magnitude of the effect was 7.84%. From the results of calculations and previous discussions based on the results of a simple linear regression test, it can be concluded that the Covid-19variable has an impact on the variables of Micro, Small and Medium Enterprises. Where every increase of one Covid-19unit will hamper the economy of Micro, Small and Medium Enterprises in the Kuta Mandalika Special Economic Zone, Central Lombok Regency.

Abstract

Artikel ini merupakan hasil kegiatan pengabdian kepada masyarakat dalam bentuk pendidikan politik masyarakat. Pelaksanaan pendidikan politik di desa jurumapin ini bertujuan agar masyarakatnya mampu secara sadar untuk berperan aktif dalam melaksanakan aktivitas pada dunia perpolitikan secara ideal serta meningkatkan jumlah partisipasi masyarakat dalam kegiatan pemilu. Metode yang digunakan dalam kegaiatan ini adalah dengan melakukan diskusi interaktif secara langsung dengan masyarakat dan juga memberikan edukasi dengan memaparkan undang-undang tentang pemilihan umum. Secara umum hasil dari sosialisasi yang dilakukan yakni masyarakat sebagai peserta sangat antusias dan bersemangat dalam mengikuti kegiatan sosialisasi pendidikan politik, masyarakat juga dapat menguasai materi tentang sejarah pemilu yang disampaikan secara praktis oleh pemateri. Harapannya materi yang disosialisasikan dapat meningkatkan minat masyarakat untuk berpartisipasi dalam pemilihan serta kepanitiaan pada pemilu serentak di tahun 2024 mendatang.This article is the result of community service activities in the form of community political education. The implementation of political education in the village of Jurumapin aims to make the community consciously able to play an active role in carrying out activities in the world of politics ideally and increase the number of community participation in election activities. The method used in this activity is to conduct direct interactive discussions with the community and also provide education by explaining the law on general elections. In general, the results of the socialization carried out are that the community as participants are very enthusiastic and enthusiastic in participating in political education socialization activities, the public can also master the material about the history of elections which is presented practically by the presenters. It is hoped that the material that is socialized can increase public interest in participating in elections and committees in the simultaneous elections in 2024.

Abstract

This research was conducted in West Nusa Tenggara Province, aiming to find out the innovation of zero waste program policies. This study uses a descriptive method with a qualitative approach. The sources of data in this study are primary data obtained directly from the government, private sector, university, community and media. In addition, secondary data is also supported, which is data obtained from documents, publications, or literature related to Zero Waste Policy Innovations. The results of this study indicate that the zero waste program policy has generally been functioning and realized. Supporting factors in this zero waste program policy are government support for the program, adequate financial resources and the availability of human resources. While the inhibiting factor in this zero waste program policy is the lack awareness of the community in practice people tend to pay less attention to the problem of landfilling waste that occurs, especially the use of single-use materials that are very much in our environment. To overcome these obstacles, the Environment and Forestry Office of the Province of NTB took steps, namely increasing socialization and collaborating with other parties such as the private sector, media, academics and the community itself. The pentahelix model in the development of a zero waste program looks at the parameters of the involvement of various actors to work together in optimizing the zero waste program. the importance of collaboration with the Pentahelix Model, with the involvement of academia, the private sector, the community, government and the media is very important to support the zero waste program in the future, but so far this collaboration is still not optimal, measured from the interdependence between actors, constructive unification of thoughts, decisions together, and joint responsibility, only certain parties are involved in the collaboration, so it is important that there is a special agreement or regulation to regulate these components to be able to cooperate officially in seeking collaboration with the Pentahelix Model in the zero waste program.

Abstract

The tax amnesty policy stream carried out by the Government is not optimal, this is based on the reference to Article 2 paragraph 2 contained in Law Number 11 of 2016, where the indicators are unstable domestic liquidity, not improving the rupiah exchange rate, not the extreme decline in interest rates, did not increase investment and a significant tax base. The purpose of this study is to look at the policy stream in the tax amnesty law number 11 of 2016. The method used is a qualitative research method by analyzing phenomena. The results of this study are that the tax amnesty policy stream carried out by the Government is not optimal, this is based on the reference to Article 2 paragraph 2 contained in Law Number 11 of 2016, where the indicator is unstable domestic liquidity, not the improvement in the rupiah exchange rate, no extreme decline in interest rates, no significant increase in investment and tax base.

Abstract

Abstrak: Kegiatan ini bertujuan untuk meningkatkan partisipasi masyarakat dalam proses demokrasi, khususnya di tingkat desa. Selain itu, program ini bertujuan untuk memberikan pemahaman wacana sistem pemilu proporsional tertutup di Indonesia dan dampaknya terhadap partisipasi masyarakat dalam pemilu. Metode yang digunakan dalam program ini adalah pendampingan dan pelatihan yang melibatkan tokoh masyarakat, tokoh agama, dan pemuda di Desa Karang Bongkot. Kegiatan seperti diskusi, seminar, dan simulasi pemilu dilakukan selama program berlangsung. Selain itu, materi pendidikan tentang sistem pemilu dan demokrasi dibuat dan disebarluaskan kepada masyarakat. Hasil dari program ini menunjukkan bahwa pendampingan pendidikan politik sangat penting dalam meningkatkan partisipasi masyarakat dalam proses demokrasi. Wacana tentang sistem pemilihan proporsional tertutup di Indonesia dapat mempengaruhi partisipasi dan keterlibatan masyarakat dalam pemilihan umum. Namun, melalui pendampingan dan pelatihan yang tepat, masyarakat dapat lebih memahami pentingnya berpartisipasi dalam proses demokrasi dan penguatan demokrasi di Indonesia. Kesimpulannya, program pengabdian masyarakat ini berhasil meningkatkan pemahaman dan partisipasi masyarakat dalam proses demokrasi serta membuka kesadaran masyarakat terhadap sistem pemilu di Indonesia. Diharapkan program ini dapat menjadi contoh kegiatan serupa di daerah lain dan semakin memperkuat demokrasi di Indonesia.Abstract: This activity aims to increase public participation in the democratic process, especially at the village level. Additionally, the program aims to provide an understanding of the discourse on Indonesia's closed proportional election system and its impact on public participation in general elections. The method used in this program is mentoring and training, involving community leaders, religious figures, and youth in the village of Karang Bongkot. Activities such as discussions, seminars, and simulated elections were conducted during the program. Additionally, educational materials on the election system and democracy were created and disseminated to the community. The results of this program show that political education mentoring is essential in increasing public participation in the democratic process. The discourse on the closed proportional election system in Indonesia can affect public participation and involvement in general elections. However, through proper mentoring and training, the public can better understand the importance of participating in the democratic process and strengthening democracy in Indonesia. In conclusion, this community service program has successfully increased public understanding and participation in the democratic process and opened the public's awareness of the election system in Indonesia. It is hoped that this program can serve as an example for similar activities in other regions and further strengthen democracy in Indonesia.

Abstract

Pengabdian ini bertujuan untuk mengkaji upaya pengurangan risiko bencana yang telah dilakukan oleh pemerintah, serta mengkaji tingkat kesiapsiagaan masyarakat berdasarkan tiga variabel yang dapat menjelaskan dimensi/indikator dan parameter aktivitas kesiapsiagaan, yakni pengetahuan, sikap, dan tindakan (partisipasi dan kesiapan) sebagai respons masyarakat terhadap ancaman bencana. dimensi kunci kegiatan kesiapsiagaan antara lain (1) pengetahuan bahaya; (2) manajemen, arah, dan koordinasi operasi darurat; (3) perjanjian respons formal dan informal; (4) akuisisi sumber daya yang bertujuan untuk memastikan bahwa fungsi darurat dapat dilakukan dengan lancar; (5) perlindungan keselamatan hidup; (6) perlindungan hak milik; (7) koping darurat dan pemulihan fungsi utama; dan (8) rencana kegiatan pemulihan. Pengetahuan yang dimiliki mempengaruhi sikap dan kepedulian masyarakat untuk siapsiaga dalam mengantisipasi bencana, terutama bagi mereka yang bertempat tinggal didaerah yang rentan bencana. Indikator pengetahuan dan sikap individu/ rumah tangga merupakan pengetahuan dasar yang semestinya dimiliki oleh individu yang meliputi pengetahuan tentang bencana, penyebab dan gejala-gejala, maupun apa yang harus dilakukan bila terjadi bencana. Pendamping menghubungi Koordinator Muhammadiyah Covid 19 Command Center untuk mendiskusikan topik yang hendak diabdikan yaitu Pendampingan Masyarakat dalam Memutus Mata Rantai Penyebaran virus Corona melalui Muhammadiyah Covid 19 Comand Center ( MCCC ) Nusa Tenggara Barat di wilayah kota Mataram. Dengan metode pendampingan kepada masyarakat Kota Mataram.
