Abstract

In Indonesia, generally, policy making is not based on research finding, but it is based on intuition of stakeholders. One evidence based policies that is implemented in Indonesia is policy for standardization of agriculture tools-and-machinery or “Alsintan”. This policy is important for users regarding with work safety and as a barrier of entering of low quality goods from foreign countries. Therefore, the policy for standardization of Alsintan must be formulated with consideration of technical, social, and economic aspects. This policy formulation process involves various actors contributing each other like government, enterprises, experts, and representative organizations. Each actor has his own interest of within formulation process of Indonesian National Standard Alsintan. Nevertheless, actor’s interest in SNI formulation are not partisanship. It means that each actor recognizes the importance of empirical studies and research results as an input at SNI formulation meeting. This research is an empirical study conducted by the way of qualitative-descriptive analysis. This research uses primary and secondary data to support analysis. This research finding is that policy making process for standardization of Alsintan is a collaborative process among actors who have different interests. The role of government is needed to generate and coordinate actors to achieve common goal, based on research results and scientific studies.

Abstract

PV has been firstly introduced in Indonesia by government as part of new and renewable enegies (NREs) since new order regime. During this regime, directive of PV development was totally determined by strong role of government. Afterwards, in reformation regime, role of enterprises to develop PV appeared when government issued regulation about use of local products as well as formation of the directorate of NREs at Ministry of Energy and Mineral Resource (ESDM) in 2010. To capture phenomena of PV development during new order regime to reformation regime, technological innovation system (TIS) is used on this study. This study is a qualitative analysis using case study method developed by Yin. Finding of this study is that PV projects and its technology cannot be massively developed without intervention of government both in new order regime and reformation regime.

Abstract

Innovation is present to accelerate economy growth in both advanced and developing countries. It brings about many changes in several fields including changes in public policy. In developing countries, public policy for innovation is not easily implemented, including in Indonesia. Though Government of Indonesia has many inovation programs at national level, but practice of innovation policy is still not optimal. This study is s qualitative research method using primary and secondary data sources. In nut shell, This study is aimed to explain key determinant factors hindering innovation policy in Indonesia, particularly to answer why classic issue of innovation problem is still unresolved in recent condition. The study finding is that vague mechanism to coordinate among each ministry, R&D institutions/universities, and enterprises is homework of Government of Indonesia.Keywords: Innovation, Policy, Government, Indonesia
