Abstract

The establishment of regional autonomy was enough to bring about changes in various aspects of life. The promulgation of Law No. 23 2014 on regional government, in principle, regulating the management of regional governments, giving priority to the implementation of the principle of decentralization, in which regions have the freedom to operate and take charge of the affairs of government. Government has functions such as service, empowerment and development. The villages of felony network units have obstacles isolating the vicinity to harmonize and manipulate the pursuits of the network there. Thus, the village authorities has Village Owned Enterprises (BUMDes), A company in which the village is wholly or largely owned by having the assets of separate villages directly participate in management. Wealth management, provision and various efforts for the well-being of the village network. The purpose of the researcher is to apply this approach to explain and recognize extra deeply and deeply the authorities control of Sinarbaya village a good way to growth the productiveness of BUMDes in Jayabaya village

Abstract

Pada dasarnya, permasalahan penurunan penyerapan tenaga kerja ataupun meningkatnya jumlah pengangguran secara nasional merupakan dampak dari persoalan-persoalan yang terjadi di tingkat daerah. Tingginya permasalahan pengangguran di Provinsi  Jawa Barat tersebut, juga merupakan gambaran kondisi ketenagakerjaan ditingkat kabupaten/kota, salah satunya Kabupaten Karawang sebagai salah satu kabupaten di Provinsi Jawa Barat  yang mengalami tingginya angka pengangguran. Teknik pengumpulan data dalam penelitian ini yaitu dengan studi pustaka, observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan teori implementasi kebijakan Model Implementasi G. Shabbir Cheema dan Dennis A. Rondinelli Model ini merupakan kerangka konseptual dalam menganalisis implementasi program pemerintah yang bersifat desentralistis. Terdapat empat konsep yang dapat mempengaruhi kinerja dan dampak suatu program, yaitu konsep kondisi lingkungan, konsep hubungan antar organisasi, konsep sumberdaya organisasi untuk implementasi program, serta konsep karakteristik dan kemampuan agen pelaksana. Hasil menunjukan bahwa implementasi kebijakan perluasan kesempatan kerja di Kabupaten Karawang sudah diterbitkan oleh Pemerintah Daerah Kabupaten Karawang melalui Peraturan Bupati Nomor 8 Tahun 2016 tentang Peluasan Kesempatan Kerja di Kabupaten Karawang, namun masih terdapat masalah di lapangan.Kata Kunci: Implementasi Kebijakan, Peraturan Bupati, Perluasan Kesempatan Kerja.

Abstract

The goal of the village government in the administrative services arrangement has not been effectively marked by symptoms of dissatisfaction from the community service performed by the village government. Based on the phenomenon, research issues are formulated on the effectiveness of a village government organization to implement administrative services, with the aim of discovering factors that determine the effectiveness of a village government organization. As a whole the results of the study show that the organical services of village governments have not been fully implemented as yet can be seen from aspects of organizational authority and management and work programs as well as the management of vang problems to which they have not achieved a number of factors including leadership, authority, organizational structure, personnel, finance, tools and infrastructure, tatalaksana, and cultural organization as an intemal factor. As well as more extempore factors, his government policy, his coaching and monitoring, and his participation, as well as other extemporal factors
