Abstract

This article describes the importance of implementing good governance in ethical perspectives related to apparatus behavior as part of creating a government that is clean free from corruption, collusion and nepotism. Good governance is a must that can not be bargained anymore, therefore political will from various parties, especially the government to realize the concept needs encouragement and support from all elements of the nation. In another position, the nation's deterioration caused by the "rotten" behavior of the government apparatus such as the rampant acts of corruption, collusion and nepotism (KKN), need to be addressed seriously by all parties. Therefore, various measures of anticipation and overcoming both in the perspective of the law, social structure, and morals should be carried out consistently and indiscriminately. Good governance in the administration of government will not run smoothly if the rampant cases of KKN are not dealt with professionally.

Abstract

This article aims to find out the problems of supervision and accountability, as well as the strategy of the Cianjur Regency Government in carrying out supervision and accountability in ethical perspectives. This research was conducted using descriptive methods with a qualitative approach. The ethical perspective on supervision and public accountability within the Cianjur Regency Government is actually an "oasis" in the midst of weakening public confidence in the government apparatus. Through effective supervision, the Cianjur Regency Government will be able to anticipate and overcome various deviations that have so far remained a concern of the community. Whereas through good and right public accountability a professional, transparent, accountable, credible and corruption-free, collusion and nepotism administration can be obtained.

Abstract

The improvement of government apparatus performance is a non-negotiable compulsory. The urgency of this performance improvement can be understood in tine with the increasing demands for a service of government officials that has been assessed by many experts and the result is still disappointing. One of the strategic efforts that can be done is through improving the quality of personnel resources. Therefore, the extent to which the strengthening of the policy of increasing the quality of personnel resources can make a significant contribution towards the improvement of the performance of regional-unit organization.

Abstract

This study aims to examine how the influence of organizational climate and performance on the job satisfaction of medical workers and medics at the Ciamis District General Hospital. The research uses quantitative research methods and refers to the theory of organizational climate and performance, which has six aspects: structure, standards, responsibility, rewards, support, commitment, and other items ranging from work accuracy, job reviews, etc. The population of this study were employees at the Tasikmalaya and Banjar City General Hospitals. A sample of 98 respondents was taken using proportional random sampling. They were collecting data using a questionnaire designed by the needs of research and observation. The results of this study indicate that the organizational climate and performance have a significant influence on the job satisfaction of medical workers and medics at the Ciamis District General Hospital. On the other hand, the dimensions of the structure, the dimensions of standards and the dimensions of commitment have no significant effect on the job satisfaction of medical workers and medics at the Ciamis District General Hospital. The organizational climate, especially human resources, is still limited at the Ciamis District General Hospital, showing the strength displayed by medical personnel and medical staff, where medical personnel can display ways and strategies in building structure, responsibility, support, commitment with all their subordinates, especially helping provide more effective care for all patients.

Abstract

Penelitian ini membahas strategi komunikasi pemerintah Kabupaten Bandung Barat dalam mengimplementasikan program Kelompok Informasi Masyarakat (KIM) di Kabupaten Bandung Barat (Studi Kasus di Dinas Komunikasi Informatika dan Statistik (Diskominfotik) Kabupaten Bandung Barat. Fokus penelitian bertujuan untuk mengetahui proses research (fact finding), perencanaan (planning), pelaksanaan (communicating/actuating), dan evaluasi (evaluating) dalam mengimplementasikan program Kelompok Informasi Masyarakat (KIM) di Kabupaten Bandung Barat; dan untuk mengetahui kegiatan komunikasi yang dilakukan Diskominfotik Kabupaten Bandung Barat dalam mengimplementasikan program KIM di Kabupaten Bandung Barat. Metode penelitian menggunakan pendekatan kualitatif dan tradisi studi kasus. Data dikumpulkan melalui wawancara mendalam terhadap Kepala Dinas Kominfotik KBB dan Koordinator Relawan TIK KBB, dan melalui studi literatur terhadap dokumen yang terkait berupa artikel, berita online, maupun dokumentasi kegiatan yang terdapat di website dan media sosial komunitas Relawan TIK KBB. Hasil penelitian menunjukkan bahwa (1) proses research (fact finding) dengan cara analisis dokumen terkait KIM, perencanaan (planning) komunikasi ditunjukan untuk adanya perubahan kognitif, perubahan sikap (attitude) hingga perubahan perilaku masyarakat, salah satunya dengan cara membuat jurnalisme warga melalui website Desa, membentuk komunitas Relawan TIK; pelaksanaan (communicating/actuating) diarahkan pada startegi mengenal khalayak, menyusun pesan, menetapkan metode, dan pemilihan media komunikasi; serta evaluasi sejauhmana startegi komunikasi tersebut berhasil dilaksanakan efektif dan efisien; (2) kegiatan atau aktivitas komunikasi yang dilakukan oleh Diskominfotik dalam mensosialisasikan kegiatan KIM di Kabupaten Bandung Barat adalah melalui kegiatan R-TIK (Relawan TIK) yang digagas masyarakat informasi Bandung Barat, melalui saluran-saluran media baru, seperti website Desa, facebook, twitter, dan media massa online terkait pemberitaan kegiatan R-TIK KBB ini.

Abstract

Penelitian ini diilhami oleh adanya problem krusial terkait dengan pelayanan publik di kawasan perbatasan yang belum efektif, khususnya yang bersentuhan dengan pelayanan administrative. Performa pelayanan pemerintahan yang ditampilkan saat ini masih terkesan berbasis provider, ketimbang mempertimbangkan kebutuhan dan kepentingan masyarakat perbatasan. Pada sisi lain, lemahnya kerjasama yang dibangun juga menjadi salah satu kendala dalam mewujudkan kualitas pelayanan pemerintahan. Menguatnya problem tersebut kemudian berimplikasi pada rendahnya tingkat kesejahteraan masyarakat yang ada diperbatasan, khususnya yang ada di Kabupaten Bengkayang. Beranjak dari peta permasalahan tersebut, maka penelitian ini bertujuan untuk mendesain sebuah model kerjasama pelayanan pemerintahan yang berbasis customer service. Sedangkan metode penelitian yang digunakan adalah deskriptif analitis, melalui pendekatan kualitatif. Hasil penelitian telah mengungkap bahwa pelayanan pemerintahan di kawasan perbatasan, khususnya pelayanan yang bersifat administrative belum sepenuhnya mampu memberikan penguatan terhadap peningkatan taraf hidup masyarakat. Hal ini disebabkan oleh masih lemahnya integrasi pelayanan yang dilaksanakan aparat serta terbatasnya aksesibilitas kawasan perbatasan. Hasil penelitian juga menemukan fakta bahwa kerjasama pelayanan pemerintahan, baik dalam lingkup satuan kerja perangkat daerah, maupun kerjasama dengan negara tetangga, khususnya Malaysia dinilai belum sepenuhnya berjalan dengan efektif. Oleh karena itu, hasil penelitian menyimpulkan bahwa untuk mendukung peningkatan kesejahteraan masyarakat yang ada dikawasan perbatasan dibutuhkan adanya model kerjasama pelayanan pemerintahan secara terintegratif, yang tidak hanya dilakukan secara internal (baca: satuan kerja perangkat daerah), tetapi juga membutuhkan kerjasama antar kawasan dengan negera tetangga. Selain itu, penelitian ini juga menyimpulkan bahwa peningkatan kualitas pelayanan pemerintahan di Kawasan Perbatasan sangat ditentukan oleh adanya pergeseran paradigma berpikir (mind set) dari semua pemangku kepentingan untuk menempatkan kawasan perbatasan sebagai “garda terdepan” atau etalase yang mencerminkan performa bangsa ini dimata negara lain, bahkan dunia internasional. Dengan demikian, kawasan perbatasan tidak lagi diposisikan sebagai “halaman belakang” yang dinilai kurang strategis, tetapi benar-benar mendapatkan perhatian yang serius dari semua pemangku kepentingan, khususnya pemerintah.

Abstract

Pengembangan potensi pariwisata, merupakan suatu kebutuhan yang tidak bisa diabaikan, menyusul penetapan Kabupaten Pangandaran sebagai Kawasan Ekonomi Khusus (KEK) dan destinasi wisata kelas dunia. Salah satu upaya yang  bisa dilakukan untuk mewujudkan harapan tersebut  adalah menguatkan potensi desa wisata yang menekankan pada partisipasi masyarakat lokal. Desa Legokjawa merupakan salah satu desa wisata yang memiliki potensi cukup besar dalam mendukung pengembangan dan peningkatan obyek pariwisata di Kabupaten Pangandaran. Namun persoalannya, berbagai potensi wisata yang dimiliki  oleh Desa Legokjawa, nampaknya belum sepenuhnya dikelola secara optimal, terutama yang berkaitan dengan keterlibatan masyarakat lokal dalam mendukung pengembangan obyek wisata tersebut. Oleh karena itu, dibutuhkan adanya penguatan potensi desa wisata yang berbasis pada partisipasi masyarakat lokal. Dengan demikian, pengembangan potensi desa wisata tersebut, tidak hanya dapat dinikmati oleh wisatawan, tetapi juga dapat mendorong dan meningkatkan kesejahteraan masyarakat setempat.    Kata Kunci: potensi desa wisata, partisipasi masyarakat lokal

Abstract

Cipasung village, located in Kuningan, West Java, is currently preparing to develop into a tourist village. Cipasung village icon with liberika coffee a which is a tourist attraction, therefore it is necessary to provided assistanced village officials and the village community. This Mentoring Program is believed to be a model for achieving improvement in Cipasung Rintisan Tourism Village Services, especially in the management of Liberika coffee, so that it can increase additional economic income, environmental and respect for the socio- cultural community. The type of tourism that can meet the three criteria above is a form of community- based tourism village. As a result of this mentoring activity, several activities have been carried out such as counseling and training in the field of institutional and community development in Cipasung Village to physical activities such as making and installing road signs to the tourist attraction of Cipasung Village. Assistance in the implementation of the results of counseling and training needs to be carried out until the community can be independent.

Abstract

This research starts from the fundamental problems of low performance of employees at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar. Its thought to have been came by Controling System and Organizational Structuring towards Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar, not yet implemented. The approach in this study refers to the context of the theory of Controling System and Organizational Structuring also Employee Performance as part of the scope of Public Administration. The method of research used explanatory survey with technical analysis Structural Equation Modeling (SEM), while the population is Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar. The results of the study showed the need for further research on the optimization of the increasing influence of Controling System and Organizational Structuring on Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar, viewed from the perspective of Public Administration. This is indicated by the existence of other variables that influence the Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar.

Abstract

The main problem in research is that the quality of library management services at the University of Tadulako is not yet optimal. This study aims to study and analyze the library service quality strategy carried out by library officials at Tadulako University. This research was conducted using a mixed method, through two approaches namely quantitative and qualitative (mix method). The data collection is done through questionnaires, participant observation, and interviews. The results of the study found that the quality of library services is largely determined by the completeness of facilities and infrastructure, reliability, responsiveness of officers, the ease of service processes and security guarantees while in the library building. This study concludes that in order to improve the quality of library services, it is needed a strategy to improve the quality of services based on information technology (IT). The strategy that needs to be done to improve the quality of library services is the service diversification strategy, which is a strategy that focuses on optimizing the use of force to reduce threats.
