Abstract

Knowledge organisasi paling banyak berupa knowledge tersirat (tacit knowledge) yang tersimpan di pemikiran (otak) pegawai dan diperlukan dalam aktivitas-aktivitas organisasi, karenanya knowledge tersirat pegawai sebuah organisasi/perusahaan merupakan aset yang berharga. Namun, banyak perusahaan yang tidak mengetahui potensi knowledge tersembunyi pegawainya. Akibatnya, ketika seorang pegawai yang memiliki knowledge meninggalkan perusahaan maka perusahaan akan kehilangan knowledge pegawai tersebut. Selain itu, perusahaan juga tidak dapat mengidentifikasi pegawai yang memiliki kompetensi teknikal yaitu pegawai yang memiliki knowledge dan menjadi referensi knowledge bagi pegawai lainnya, sehingga potensi pengetahuan dan keahlian pegawai tersebut tidak dapat dimanfaatkan secara maksimal oleh perusahaan yang akhirnya akan berpengaruh pada karir pegawai tersebut yang cenderung tidak meningkat. Keadaan tersebut kini menjadi masalah yang harus segera diselesaikan oleh Biro Kepegawaian (Rowai) pada sebuah institusi pemerintah. Rowai harus dapat mengetahui siapa saja pegawainya yang memiliki knowledge. Knowledge tersirat yang dimiliki oleh pegawai dan masih berada di kepala masing-masing dapat terlihat jika mereka secara bersama-sama melakukan suatu pekerjaan atau kegiatan di mana di dalamnya terdapat proses knowledge sharing. Knowledge sharing itu sendiri dianggap sebagai hubungan sosial antar orang dan dapat dimodelkan sebagai jejaring hubungan (network of relationships). Model jejaring knowledge sharing dapat diketahui dengan cara memeriksa struktur dari relasi sosial knowledge sharing di dalam perusahaan dengan menggunakan Social Network Analysis (SNA). SNA dapat mendukung knowledge sharing dengan fokus pada berbagai penggunaan inti dari pengelolaan knowledge (knowledge management), salah satunya adalah mengidentifikasi kepakaran dan knowledge pribadi. Penelitian ini menggunakan SNA untuk mengidentifikasi model knowledge sharing berbasis kompetensi di Rowai. Berdasarkan model knowledge sharing yang dihasilkan dan dengan menggunakan hasil perhitungan kuantitatif beberapa fungsi SNA dan statistik, keadaan jejaring network (knowledge network) dan knowledge sharing di Rowai dapat diketahui. Selain itu, pegawai Rowai yang kompeten yaitu pegawai yang memiliki knowledge dan menjadi referensi knowledge bagi banyak pegawai, juga dapat diketahui. Hasil-hasil tersebut dapat membantu Rowai untuk mengelola knowledge pegawainya, memberdayakan karir pegawai yang kompeten, dan meningkatkan komitmen terhadap kegiatan knowledge sharing di Rowai.

Abstract

AbstrakGagasan utama implementasi e-government adalah memberikan pelayanan yang optimal kepada warga melalui penerapan TIK. Untuk mengukur kematangan implementasi e-government dapat digunakan model pengukuran CMMI. CMMI dipilih karena memiliki model pengukuran sesuai dengan implementasi e-government, yaitu CMMI-DEV, yang berorientasi pada proses pembangunan, dan CMMI-SVC, yang berorientasi pada layanan. Selain itu, model pengukuran CMMI dapat dinilai sesuai dengan tingkat kematangannya. Tulisan ini bertujuan untuk meninjau secara sistematis proses spesifik pada CMMI-DEV dan CMMI-SVC yang dapat digunakan untuk mengukur kematangan implementasi e-government. Dalam tulisan ini digunakan metode tinjauan literatur sistematis dengan framework PRISMA, melalui pencarian artikel sebagai bukti bahwa proses spesifik CMMI-DEV dan CMMI-SVC dapat diukur dalam implementasi e-government. Proses review merekomendasikan agar semua proses spesifik dalam CMMI-DEV digunakan untuk ukuran kematangan implementasi e-government, namun hanya beberapa proses spesifik di CMMI-SVC yang direkomendasikan untuk dijadikan ukuran kematangan tersebut. AbstractThe main idea of e-government implementation is to provide an optimal service to the citizen through the application of ICT. To measure the maturity of e-government implementation, it can be used CMMI measurement model. CMMI is chosen because it has a measurement model in accordance with the implementation of e-government, namely CMMI-DEV which oriented to development process, and CMMI-SVC which is service-oriented. In addition, CMMI measurement model can be assessed in accordance with its maturity level. This paper aims to systematically review specific processes on CMMI-DEV and CMMI-SVC which can be used to measure the maturity of e-government implementation. A systematic literature review method with PRISMA frameworks is used as a method of composing this paper, by searching for articles as evidence that the specific processes of CMMI-DEV and CMMI-SVC can be measured in e-government implementation. The review process recommends that all specific processes in CMMI-DEV are measured to show maturity in e-government implementation, but only a few specific processes in CMMI-SVC are recommended to serve as a measurement of that purpose.

Abstract

Pada penelitian ini diajukan tujuh faktor yang memengaruhi KM readiness, yaitu budaya organisasi, struktur organisasi, teknologi informasi, strategi KM pada ONP, ekspektasi individu terhadap performa KM, ekspektasi individu terhadap kemudahan penggunaan KM, dan keinginan terlibat pada proses KM, yaitu Socialization, Externalization, Combination, Internalization (SECI). Pengujian kerangka konsep penelitian dilakukan dengan menyebarkan kuesioner kepada lembaga amil zakat (LAZ), diperoleh 124 responden. Pengolahan data menggunakan statistik Partial Least Square-Structural Equation Modelling (PLS-SEM). Hasil pengolahan data menunjukkan bahwa hanya budaya organisasi yang mendukung terhadap proses-proses KM (SECI) pada faktor organisasi. Pada faktor penerimaan individu hanya ekspektasi terhadap kemudahan penggunaan KM yang mendukung terhadap proses-proses KM (SECI). Strategi KM pada ONP mendukung terhadap proses-proses KM (SECI), serta proses-proses SECI yang mendukung kesiapan penerapan KM pada ONP.

Abstract

Knowledge is one of the important assets for organization. Managing knowledge properly will enable the organization to achieve its objectives effectively and efficiently. Since risk of failed implementation of Knowledge Management (KM) might occur, organization needs to measure their KM Readiness beforehand to successfully implement KM. This study is intended to measure KM Readiness in government agency, namely Directorate of Bilateral Negotiations in Ministry of Trade. The research model for measuring KM readiness was developed based on previous relevant studies. KM enablers, individual acceptance, and KM SECI processes were used to develop the model and research instruments. KM Readiness in government agency was measured by accommodating factor analysis in research model. Data were collected from 53 employees as valid samples. The result shows that KM Readiness level of the Directorate of Bilateral Negotiations in Ministry of Trade is "ready but needs a few improvement".

Abstract

The use of E-Government in achieving good governance has been done by government to serve citizen nowadays. However, not all local government were able to implement it. PeGI that has been used as a benchmark to check government’s readiness rate in implementing E-Government can’t describe all process that need to be assessed in developing local E-Government. Moreover, the emergence of social problems, such as organizational culture and human resource management which inhibits maturation of local E-Government. Therefore, it needs one general maturity framework which capable to guide local government to develop their own E- Government and able to address social problems that arise. This study  is the incorporation of previous research results using meta-synthesis method combine with best practice, primary in COBIT 5 that has been adjusted to address a factor of social problems. The design framework begins with identifying  the business principle of local government, stakeholders, concerns, requirements, and obstacles; thus, produced a model of maturity framework that has six types stages, eight types dimensions, four types main categories and 69 types sub-category of assessment processes. In the end, after the framework was tested and evaluated, we can conclude this framework already comply with PeGI’s result. From local government who had the best PeGI’s result, they had main problem in social issues and in documenting process. For local government with very low PeGI’s result, they had common constraints related to IT (low understanding of IT governance and IT management, lack of infrastructure, human resources, and understanding how to use IT Master Plan).

Abstract

The failure of e-Government in a number of sector units happened because the implementation of e-Government is not easy. The old paradigm assume that e-Government is simply by installing a computer makes the implementation of e-Government failure. In fact, the success of e-Government is influenced by various factors called Critical Success Factors (CSFs). This study aims to map CSFs that influenced implementation of e-Government into two term of both technology and non-technology factors. The results showed a 67 CSFs of e-Government implementation identified was successfully mapped into seven dimensions ITPOSMO (Information, Technology, Process, Objective, Staffing & Skill, Management and Other Resource).

Abstract

Abstract—Sustainability of a company's business processes is very important for company's development or growth. Companies are required to provide excellent service in all circumstances. But in reality, many factors can affect a business service stops, such as threat and disasters from  internal and ekseternal. To anticipate the disruption of business process services,  a Business Continuity Plan (BCP) is required as a procedure to ensure the process of business service can still be provided to customers. However, to develop a Business Continuity Plan (BCP) a suitable framework is needed as not all the existing frameworks are  suitable for all companies. Therefore, in this study, to find a suitable framework for  PT. XYZ, researchers combine two (2) of the existing frameworks, they are  Sharing Vision and Small Enterprise framework. Intisari— Keberlangsungan suatu proses bisnis sebuah perusahaan adalah hal yang teramat penting bagi kemajuan perusahaan. Perusahaan dituntut untuk dapat memberikan pelayanan yang prima pada semua keadaan. Namun kenyataannya banyak factor yang dapat mempengaruhi sebuah pelayanan bisnis terhenti, salah satu factor tersebut adalah adanya sebuah bencana dan ancaman yang terjadi baik yang datangnya dari internal maupun ekseternal. Untuk mengatasi dan mengantisipasi terganggunya proses pelayanan bisnis kepada para pelanggan dikarenakan terjadinya sebuah bencana ataupun sebuah ancaman dibutuhkan sebuah dokumen Business Continuity Plan (BCP) sebagai sebuah prosedur yang digunakan perusahaan untuk dapat memastikan proses pelayanan bisnis tetap dapat diberikan kepada para pelanggan. Namun untuk menyusun sebuah Business Continuity Plan (BCP) dibutuhkan sebuah framework yang cocok untuk sebuah perusahaan karena tidak semua framework yang ada saat ini cocok digunakan. Oleh karena itu dalam penelitian ini, untuk mencari sebuah framework yang cocok yang akan digunakan di PT. Abstract

One important feature of IT HelpDesk, such as HaloSIS, is knowledge base. This feature disseminate knowledge about problem solving knowledge. This knowledge base goals were to assist service desk for giving fast solution to problem reported by user call and to facilitate learning about problem solving for new member of technical support team. To improve problem solving performance, technical support team can update or add this knowledge base with new problem solving knowledge. However, until this day this knowledge base was not updated. This can lead HaloSIS into tacit knowledge problem. This tacit knowledge remain in technical support head and not documented to knowledge base. To identify new knowledge that was not yet transferred to knowledge base, HaloSIS team need to identify knowledge gap that happen in HaloSIS knowledge base. There is a tool of knowledge management that can be used for identifying knowledge gap. This tool is knowledge mapping. Knowledge map can be used to representing the incompleteness of the current knowledge network that will enable to attain a sustainable future. This study propose knowledge map building from troubleshooting log in HaloSIS. This study build current knowledge map based on FAQ knowledge and merge it with knowledge found in troubleshooting log. The methodology to build knowledge map was the 6-step method from Kim's research. The data analysis method used is qualitative data analysis method using thematic analysis. From this knowledge map this study found 15 new know-how knowledge and recomendation to update 7 know-how knowledge. However, there are some limitations of this study which only maps the online presence system. For future research, it is necessary to build a knowledge map for all services in HaloSIS comprehensively to maintain, renewal, and seeking for knowledge.

Abstract

Open Government Data (OGD) implementation provides benefits for government performance and public services. Based on the Indonesian government's openness action plan 2018-2020, the importance of monitoring and evaluation of OGD implementation for sustainable development is emphasized. This study aims to prioritize criteria and provide recommendations for OGD evaluations at the Jakarta Open Data. Through the mix method approach, expert interviews have been conducted to test the validity of the criteria which then carried out the distribution of questionnaires to eleven expert respondents from five departments. The data is processed using the fuzzy-Analytic Hierarchy Process (AHP) to determine each weight on twenty criteria in four dimensions. The results of this study indicate that in the short term, OGD internal evaluations in the DKI Jakarta provincial government can be done by assessing eight main priority criteria, namely accuracy, completeness, compliance, understandability, timeliness, openness, functionality, and reliability which are then based on overall criteria. These results are the basis for discussion in the Data Forum and the establishment of Standard Operating Procedure (SOP) to assist and accelerate the process of collecting, processing, verifying and validating data from 51 regional work units. Externally, the Jakarta Open Data team can pay attention to the conditions of citizen engagement in the OGD and the existence of a Memorandum of Understanding (MoU) between relevant ministries or agencies that does not yet have data officers or information and documentation management officers for effective and efficient data processing

Abstract

The use of advance technology that is able to speed business activities in an organization is desperately needed nowdays. The success of new technology implementation depends on quality of the technology, either,  quality of system design, quality of information presented, or quality of the service provided, which determine the level of revenue and the level of end-user satisfaction. Entering the end of 2006, a divizion of ABC Bank, namely Sales Colony, which moves into the card sale payment has started applying a kind of management information system called the Sales Colony Management System (SCMS). The SCMS is one example of the new IT application applied, which aims to accelerate the process of business activities that, viewed in terms of speed, effectiveness and efficiency. Result of the study shows that there was a significant correlation between high quality information system SCMS with the level of revenues, and the level of end-user satisfaction, where the better quality information system SCMS, the higher the level of acceptance and satisfaction of end users to the system. Many benefits and convenience of the system of information SCMS are seen. The factors that mostly affect the end-user satisfaction in the use of the information system is the quality of the information presented, the quality of  perceived ease of use, the quality of  service of the  IT Colony sales staff .Keywords: Quality, Management Information System, SCMS
