Abstract

Pemilih pemula dalam kategori politik adalah kelompok yang baru pertamakali menggunakan hak pilihnya. Orientasi politik pemilih pemula ini selalu dinamisdan akan berubah-ubah mengikuti kondisi yang ada dan faktor-faktor yangmempengaruhinya. Termasuk juga yang terjadi dengan orientasi politik pemilihpemula dalam pemilihan Walikota Semarang tahun 2010. Penelitian ini bertujuanmendiskripsikan orientasi politik pemilih pemula dalam pemilihan walikota semarangtahun 2010, faktor-faktor yang mempengaruhinya serta faktor dominan yangmempengaruhi pemilih pemula menggunakan hak pilihnya dalam pemilihan walikotasemarang tersebut. Penelitian ini menggunakan pendekatan kualitatif yang didukungdengan data kuantitatif. Hasil penelitian menunjukkan bahwa faktor-faktor yangmempengaruhi pemilih pemula dalam menggunakan hak pilihnya pada pemilihanWalikota Semarang 2010 adalah faktor pengaruh orang tua, faktor pilihan sendiri,faktor media massa, partai politik dan iklan politik, dan faktor teman sepergaulan.Faktor yang dominan yang mempengaruhi pemilih pemula dalam menggunakan hakpilihnya pada pemilihan walikota Semarang 2010 adalah faktor pengaruh dari pilihansendiri (40%) dan orang tua (32%). Orientasi politik pemilih pemula dalammenggunakan hak pilihnya pada pemilihan Walikota Semarang 2010 baik itu meliputiorientasi kognitif, afektif maupun evaluatif sudah mengarah pada tataran orientasipositif dimana yaitu orientasi yang ditunjukkan dengan tingkat pengetahuan danfrekuensi kesadaran yang tinggi, perasaan dan evaluasi positif terhadap obyek politik.Kata Kunci : Orientasi Politik, Partisipasi Politik dan Budaya Politik.

Abstract

Budaya ngarot adalah salah satu upacara adat di Desa Jambak yang masih sangat dipercayai dan selalu dilestarikan. Kebudayaan ngarot ini merupakan sarana pewarisan nilai-nilai luhur dan sistem pertanian melalui seni pertunjukkan tradisional. Dengan adanya budaya ngarot ini generasi muda selanjutnya dapat terus melestarikan dan memahami nilai yang terkandung dalam budaya ngarot. Mitos terkait budaya ngarot yaitu pada dasarnya adalah kegiatan hiburan di mana diawali dengan adanya kegiatan para pemuda yang menanami sawah desa secara bergotong royong pada siang hari dan kemudian pada malam hari diadakan sebuah hiburan untuk mengobati rasa lelah di siang hari kegiatan ini diadakan untuk menyambut musim tanam tiba. (2) Interaksi simbolik terjadi selama rangkaian kegiatan upacara adat ngarot meliputi iring-iringan pengantin cilik, persembahan tarian topeng, dan hiburan rakyat. Interaksi simbolik dalam budaya ngarot berupa pertukaran simbol. Benda simbolis tersebut meliputi riasan bunga kepala kasinoman perempuan, perhiasan emas, busana kasinoman perempuan, keris yang dibawa kasinoman laki-laki, bibit padi, bambu, kendi, daun pohon, saweran kepada penari topeng. Saran yang peneliti rekomendasikan adalah (1) Kepada Kepala Desa Jambak, Tokoh Agama/masyarakat, dan sesepuh desa untuk lebih memperhatikan ngarot sehingga ngarot yang dilaksanakan menjadi lebih bermakna dan tata kegiatan serta pelaksanaannya dapat lebih tradisional sesuai ngarot yang terdahulu. (2) Kepada Pemerintah Kabupaten Indramayu diharapkan adanya dukungan baik pendanaan maupun pembinaan serta perhatian lebih agar ngarot dapat terus dilestarikan.

Abstract

The village head is the figure of village leaders who have a very large role in leading the organization of village government, fostering the lives of villagers maintain peace and order in rural communities. Therefore, in selecting candidates for village chief should be selective and meets the requirements specified in the Regulation No. 112 of 2014. The purpose of this study is to investigate the implementation of village chief by Regulation No. 112 of 2014 on the election of village chief Dagan. This study used descriptive qualitative approach by using interactive analysis. The research location is in the village of Dagan Sub Bobotsari Purbalingga district. The focus of research is centered on the election of village chief in the village of Dagan of the stages of preparation, nomination, voting and determination. The results showed that at the early stages of the process of the election preparations village chief Dagan was in accordance with Regulation No. 112 of 2014, the stage of the nomination of the selection process of candidates Village Head up to the selection and administration according Regulation No. 112 of 2014 only on the campaign process is not appropriate regulations are still happening violation. In the voting process until the vote count goes according to Regulation No. 112 of 2014, on the stages of the establishment of the village chief is in conformity Regulation Number 112 of 2014. The existence of violations in the campaign that includes the installation of heads mounted before the appointed time and the distribution of money by the candidate Head the village through the Success team to the public. In term of the orderly administration of the election committee head should be scaled back. For the election of village chief Dagan next period, the Village Chief Election Committee is expected to be more transparent and decisive action, especially against a campaign that is not allowed in the regulations. The committee must remain neutral towards the prosecution of all violations that occur in the process of elections Village Chief. Coherence and transparency of the election committee village chief needed to maintain the integrity of democracy in the election of the chief.

Abstract

Land is included into one of human need which is functioning during the life and dead of the human himself. On one hand, the development of the era increases the needs of land. On the other hand, the land is unrenewable. It comes from the limitation of land-availability factors cannot afford the human breeding increase. Therefore, there is a big possibility of getting land-lawsuit among people and the officials. It can be seen from what happens in  Pakis village with the Forestry department of Kendal. Both of them are claiming the right of land owmership so that it needs mediation for the problem solving. This study is aimed at knowing the influence of Landlordy-department as the mediator and knowing the obstacles of this case. This study uses qualitative study by doing interviews to the informants related to this land-lawsuit case. The writer found that Kendal have passed through two mediation session and no clear result so the Land Office conduct the caucus as an alternative dispute settlement land by the people Village Pakis with Perhutani Kendal. The main closure  is that Forestry Department prosecutes the disputed-land in Pakis Village legally owned by the department and certified by the Forestry Department.

Abstract

Semarang city is a region that applying the law to the existence of street vendors. Street vendors get protection from the government, one of them by the Regional Regulation of Semarang No. 11 of 2000 on Regulation and Development of street vendors. Article 1 letter F Semarang Regional Regulation No. 11 of 2000 mentions that the street vendors are traders who in an attempt to use tools or equipment that is easy to be overhauled or moved and use the businesses that occupy land held Local Government and or other parties. Issues examined in this study are: (1) What are the factors causing resistance Street Vendor Street Kokrosono and Pleburan. (2) What forms of resistance Lima Street vendors on the street Kokrosono and Pleburan of government policies Semarang. The method used is qualitative. Data was obtained through interviews, observation and documentation. The validity of the data was tested by the method triangulation techniques. Data were analyzed with interactive models through the steps of data collection, data reduction, data presentation, conclusion and verification. The results in this study are as follows: (1) the cause of the Resistance street vendors in Jalan Kokrosono and Pleburan. The cause is due to lack of communication between the government and illegal street traders, so that the desired vendors about where the trade can not be met by the Government of Semarang. (2) forms of resistance Lima Street vendors on the street Kokrosono and Pleburan to Semarang government.

Abstract

The cultivation of moral values performed in the family fishermen is a form of informal education. The purpose of this study was to explore the implementation of the moral values cultivation in children in a family of fishermen, who were most responsible, what are the factors that affect and what are the barriers experienced in the cultivation of moral values in children in a family of fishermen. This study used a qualitative approach. Data was collected through interviews, observation and documentation. The results showed that: 1) cultivation of moral values in children in a family of fishermen in Tanjungsari Sugihwaras Pemalang Pemalang has been good enough. 2) Parties involved in cultivation of moral values in children in a family of fishermen are all members of a family of fishermen and fishing families from the nearest person. 3) Factors that affect the cultivation of moral values in children in a family of fishermen are environmental factors because the social environment will greatly affect children’s behavior. 4) Barriers to the cultivation of moral values in Tanjungsari is the low motivation from within the child’s own fishermen, besides other obstacles in the cultivation of moral values such as the rapid transfer of global knowledge, globalization and the development of sophisticated technology.

Abstract

Education Ministry data reveals that in 2007 only 17.25% of high school students who can continue to pursue higher education either S1 or diploma This means there are 82.75%, or equivalent high school-age children are not able to pursue a higher education. Data from BPS reveals that the majority of open unemployment is high school graduate or equivalent (15.2%). The magnitude of the unemployment rate of high school graduates is one factor they are unprepared to enter the workforce. Therefore, it is necessary to learning that leads to the formation of student life skill. The results showed that SMAN Pati has implemented life skill based learning and the students has applied those skills in in everyday life.

Abstract

Masyarakat Samin Desa Klopo Duwur Kabupaten Blora sudah mengikuti pendidikan formal sejak dulu, tetapi mereka tidak mengikutinya secara serius. Penelitian ini bertujuan untuk mengetahui tingkat partisipasi masyarakat Samin dalam wajib belajar sembilan tahun, bentuk-bentuk partisipasi masyarakat Samin dalam program wajib belajar sembilan tahun, serta faktor-faktor apa saja yang menghambat partisipasi masyarakat Samin dalam program wajib belajar. Hasil penelitian menunjukan bahwa di jaman yang sudah maju ini pendidikan formal bagi mereka adalah hal yang harus dilakukan sebagai upaya meraih kesejahteraan. Berbagai hal yang mempengaruhi masyarakat Samin dalam mengikuti pendidikan formal baik dari luar maupun dari dalam diri mereka sendiri, ada yang dipengaruhi dari lingkumgan dan ada juga yang dipengaruhi oleh keinginan mencari kesejahteraan. Larangan untuk mendidik anak mengikuti pendidikan formal sudah terhapuskan, sekarang mereka sudah dapat mengikutinya sesuai kemampuan mereka masing-masing. Sekarang sekolah merupakan prioritas orang tua untuk mendidik anak-anaknya, meskipun tidak sepenuhnya keturunan Samin mendapatkan pendidikan dari sekolah. Hanya saja masih ada faktor penghambat yang membuat anak Samin tidak mengikuti wajib belajar, yaitu dari segi ekonomi dan dari sosial budaya di Desa Klopo Duwur Kabupaten BloraSamin’s Community in Klopo Duwur Village Blora Regency have taken formal education in a long time, but they didn’t seriously take it. This research aimed to know the level of participation of Samineses in the nine-year educational program, the forms of participation of this society in the nine-year educational program, and acknowledge factors that hamper this community’s participation in the nine-year educational program. The result of this research shows that in this modern era, formal education is something that this society’s need to reach their wellfare. Many things that influence this society in order to follow the formal education whether from the outsiders or from their own people, whether they are influenced by their environment or the hopes to reach the wellfare. The prohibition to educate their children to join the formal education has been removed. Nowadays, they have joined it as well as their own capability. Nowadays, Formal education is the priority of parents to educate their children, even if some children of this society still haven’t got the formal education. But, there are still another factor that make these Saminese children don’t follow this nine-year educational program. They don’t have the capability in terms of economical and socio-cultural background in Klopo Duwur village, Blora Regency

Abstract

Warga keturunan Arab adalah orang-orang yang taat dalam menjalankan syariat Islam karena agama Islam berasal dari tanah Arab. Islam merupakan agama dari hampir seluruh masyarakat dalam komunitas keturunan Arab di Pasar Kliwon, namun uniknya Islam justru bukan menjadi pedoman bagi komunitas tersebut dalam kehidupan politik mereka. Tujuan penelitian ini untuk mendeskripsikan afiliasi politik yang terjalin antara warga keturunan Arab dengan PDIP di Surakarta dan faktor pendorong warga keturunan Arab dalam menentukan afilliasi politiknya. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data berupa wawancara dan dokumentasi. Uji validitas data menggunakan teknik triangulasi sumber. Hasil penelitian menunjukkan bahwa warga keturunan Arab dalam afiliasi politiknya dengan PDIP memiliki loyalitas yang tinggi. Selain itu, Bergabungnya mereka dengan PDIP agar mendapatkan rasa aman. Lalu, faktor pendorong mereka dalam menentukan afiliasinya sebagai aktor politik yaitu terdiri dari faktor lingkungan sosial politik tak langsung, faktor lingkungan sosial politik langsung, struktur kepribadian yang tercermin dalam sikap. Sedangkan faktor pendorong afiliasi politik warga keturunan Arab sebagai warga negara, yaitu sejauh mana mereka menerima perangsang politik lalu karakteristik pribadi mereka yang terbuka, sosiabel, dan ekstrovert. Sementara saran ditujukan kepada DPC PDIP Surakarta agar melakukan sosialisasi dan rekruitmen kepada warga keturunan Arab agar ada regenerasi di kepengurusan partai tiap periodenya. The people of Arab descent are those who are obedient in Islamic law because the Islamic religion comes from the land of Arabia. Islam is a religion of almost all communities in the Arab descent community at Pasar Kliwon, but its unique because Islam is not a guideline for the community in their political life. The purpose of this research is to describe the political affiliation between the Arabs and the PDIP in Surakarta and the driving factor of Arab citizens that determining their political pronunciation. This research uses a qualitative approach with data collection methods in the form of interviews and documentation. Test the validity of data using the source triangulation technique. The results showed that citizens of Arab descent in his political affiliation with PDIP had a high loyalty. In addition, they joined the PDIP to get a sense of security. Then, their driving factor in determining its affiliates as a political actor is comprised of an indirect socio-political environmental factor, direct socio-political environmental factors, a personality structure reflected in attitudes. While the driving factor of political affiliation of Arab citizens as citizens, the extent to which they accept political stimulant and their personal characteristics are open, sociable, and extrovert. While the advice is addressed to DPC PDIP Surakarta to socialize and recruitment to the people of Arab descent in order to be regenerating in the management of the party each of its period.
