Abstract

Implementation of Law Number 28 Year 2009 About Local Taxes and Levies and Qanun of Nagan Raya Regency Number 13 Year 2011 About Land Tax Rural and urban sector buildings have regulated the tax system of rural and urban land building taxes that were originally a central tax now become tax region, this is a form of follow-up of regional autonomy and existing fiscal decentralization. The result of the tax management 100% (one hundred percent) goes to the local treasury so that there is no more tax revenue sharing to the central government. One of the supporting aspects of success is through community participation. This study aims to determine how the role of government in every process of making policy, strategy, communication dispute resolution and role as therapy in society. This research uses qualitative descriptive method, based on the data obtained from the results of this study is described with the sentence according to the category to conclude, the data in the form of observation, interview and documentation.The results of this study indicate that the role of local government to increase the participation of the people paying the rural and urban land tax building is done through efforts such as improving the tax and retribution services through the simplification of administrative systems and procedures, raising public awareness through socialization approach, impose a 2% penalty per month for taxpayers who are late in paying taxes on PBB-P2, improving the quality of employees or tax collectors, improving and structuring the procedures of the financial administration system to prevent errors, leaks or deviations from the use of funds thereby through efforts made by the Regional Government Nagan Raya District is running well. This can be proven through data obtained by researchers through the Regional Finance Management Agency of Nagan Raya District, the increase of the number of taxpayers and the UN-P2 revenue from 2014-2016 in Nagan Raya District.Keywords : The role, local government, public participation, tax land sector buildingrural and urban areas

Abstract

Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.

Abstract

This study discusses the shape and obstacles of policy control of North Aceh's Revenue and Expenditure Budget in 2020. This study aims to find out how the form and obstacles of monitoring the policy of Revenue and Expenditure Budget of North Aceh Regency in 2020. The method used in this paper is a descriptive qualitative research method. The authors collected data from multiple sources of research books, encyclopedias, journals and interviews with informants of the study. The results showed the form of monitoring of budget policy of North Aceh District Expenditure has not been carried out effectively, because only political. there are obstacles, such as education background of North Aceh DPRK member, political factor and lack of databases in monitoring the APBK North Aceh policy in 2020.

Abstract

This article aims to determine the role of sub-district leadership in coaching employees in the Head Office of Tadu and the factors that influence the subdistrict governments to develop employees at Head Office Tadu. This study uses a qualitative method with purposive sampling techniques. The results of the research that leadership role in coaching employees in the Head office of the District Head Tadu Nagan Raya, has been implemented as not it should be. But basically camat is not based on a government education (SSTP), but camat was commissioned by head of district (bupati), so that the role of the sub-district leadership of the coaching employees in the sub-district office Tadu very emproyent the organization goes by. This is evident from the pattern of the services provided by employees and contract workers to the community environment of the Tadu District. Other hand, many factors that affect the role of Head of the coaching employee first because of factors have been determined based on the regulations of the district. Second, the head is obliged to foster employee. Third, the rules that head is responsible for his subordinates. Fifth, head as the initiative itself. Sixth, because of discipline and responsibility of a leader to build employee duties. Seventh,it was also due to his obligations as camat factor in fostering employee, because camat as head of the district. Eighth, due to employee discipline is highly dependent on the leadership style of the subdistrict head, so that the district head and firm discipline the employee will be disciplined. Abstract

E-government has become the most important thing in a government agency to support the progress of the agency and improve services. DPMPTSP Banda Aceh then launched the SiCantik Cloud application created by the Ministry of Communication and Information to make it easier to manage permits. The SiCantik Cloud application is an innovation of licensing and non-licensing services with an online system. This study aims to analyze the impact of the SiCantik Cloud application on services and to find out the obstacles that occur during its implementation. This study uses a qualitative descriptive method conducted at the DPMPTSP Banda Aceh, Aceh Province. Collecting data through interviews, observation, and documentation. Determination of informants using purposive sampling and accidental sampling methods. The data were analyzed by means of reduction, data presentation and drawing conclusions. The results of the study indicate that the implementation of the SiCantik application at the Banda Aceh DPMPTSP is quite good and effective, where users of the SiCantik Cloud application, both employees and the community, are greatly helped both in terms of service which is easy and fast. However, the network is still lacking because the traffic load is too high, so the application is often slow and has errors. Then there are also people who have not been able to access the application due to lack of understanding and no face-to-face socialization by the manager. The data information generated is trusted and data security is maintained (trusted), users and beneficiaries strongly support the use of this beautiful application. So it can be concluded that although there are still various obstacles in the use of this application, they do not have a big impact on the effectiveness, transparency, accountability, and efficiency in the use of the SiCantik Cloud application at the Banda Aceh DPMPTSP.

Abstract

This article aims to find out how the Effectiveness of Outsourced Employee Performance at PT PLN (Persero) UPK Nagan Raya, This study uses qualitative research methods. Data is collected through primary data and secondary data, researchers use performance theory from MitchellOutsourcing employee performance effectiveness, the opinion expressed by Mitchel himself in Sedarmayanti (2009: 51), that there are five aspects which include performance:, 1) quality of work, 2) punctuality in completing work, 3) initiative in completing work 4 ) capablecomplete work, 5) able to build cooperation with other parties (communication) Mitchell in Sedarmayanti (2009: 51), suggests that performance includes five aspects: 1) quality of work, 2) punctuality in completing work (promptness) , 3) inner initiativecomplete the work (initiative), 4) the ability to complete the work (capability), and 5) the ability to foster cooperation with other parties (communication). however, the effectiveness of the Outsourced Employee's performance at PT PLN (Persero) UPK Nagan Raya is still not optimal. research results that there isseveral obstacles in the field of quality of work, such as tasks given to employees that cannot be completed by employees within the allotted time, in the field of punctuality in completing work (promptness) there are still delays due to behaviorthe task is not in accordance with the intended purpose in the field.and there are still employees who do other work outside of their duties, in the area of ability to complete work (capability). Employee performance at PT PLN (Persero) UPK Nagan Raya is still In order to meet the standards, management is expected to be more consistent in returning results to employees who arecome late and go home inappropriately.Keywords: Effectiveness; Outsourced

Abstract

Developing a Personnel Service Application System (SAPK) as a form of embodiment of the implementation of e-government for users of information and communication technology in government, In this case the SAPK aims to realize up-to-date staffing data that is transparent and objective at every level of the agency from the central to the regional that is integrated in an integrated manner. national. This research was conducted at the Agency for Personnel and Human Resources Development (BKPSDM) Aceh Singkil, in this study the approach used was a qualitative approach using descriptive analysis, where to obtain data using interview, observation, and documentation techniques, Application of the Personnel Service Application System ( SAPK) this form of service is very easy to help, both in proposing services letters, as well as in searching for the required data, the difference is clear before the application of the SAPK application, manual file searches used to still use correspondence and archival paper, the Personnel Application System (SAPK) which has been used in the Agency for Personnel and Human Resources Development (BKPSDM) Aceh Singkil in its application has been effective, it's just that the lack of achievement is in the facilities and infrastructure section which is still lacking, while in other types of correspondence it is still done manually.

Abstract

The purpose of this study is to analyze the performance discipline of the population and civil registration office of Aceh Singkil district, where discipline is very much needed in a government agency, especially agencies that interact directly with the community, discipline will be a big influence on employee performance in order to do work smoothly, good, and in accordance with established procedures. This research uses a qualitative method with a case study approach and uses primary techniques, data collection is directly in the field by observing techniques, interviewing employees of the population and civil registration services, secondary techniques based on books, previous research, including taking the required data from the population and civil registration office. The results of this research reveal the performance discipline that is carried out both in doing and completing work on time as needed by the community as a whole. so that people feel that the services provided are good, although they are still hampered by inadequate facilities and infrastructure, the employees try to provide quality services

Abstract

Keberadaan Badan Usaha Milik Desa (BUMDes) sangat penting untuk kemajuan dan kesejahteraan desa. Salah satu BUMDes yang ada adalah Badan usaha Milik Gampong (BUMG) Gunung Kleng. BUMG Gunung Kleng memiliki 3 jenis usaha yaitu persewaan sound system, persewaan  teratak, dan percetakan batako. Namun seiring berjalannya waktu, 3 unit usaha ini tidak berjalan, yang berjalan hanyalah persewaan soundsystem. Penelitian ini bertujuan untuk mengetahui peranan Badan usaha Milik Gampong (BUMG) Gunung Kleng dalam pemberdayaan masyarakat. Jenis penelitian ini adalah deskriptif kualitatif dengan pendekatan fenomenologi berdasarkan Qanun BUMG. Selanjutnya, hasil kajian menunjukkan bahwa BUMDes sudah cukup berperan dalam pemberdayaan masyarakat. Diantara perannya adalah BUMG sebagai peningkatan perekonomian, optimalisasi asset, peningkatan usaha masyarakat, pengembangan rencana kerja sama dan penciptaan peluang dan jaringan pasar yang mendukung kebutuhan layanan umum, penciptaan lapangan kerja, dan peningkatan pendapatan masyarakat gampong dan pendapatan asli gampong. Sayangnya, peran ini belum maksimal karena terdapat beberapa kendala diantaranya Sumber Daya Manusia (SDM) yang kurang kompeten dan masyarakat yang tidak memanfaatkan BUMDes sebagai pihak ketiga.
