Abstract

Implementation of Law Number 28 Year 2009 About Local Taxes and Levies and Qanun of Nagan Raya Regency Number 13 Year 2011 About Land Tax Rural and urban sector buildings have regulated the tax system of rural and urban land building taxes that were originally a central tax now become tax region, this is a form of follow-up of regional autonomy and existing fiscal decentralization. The result of the tax management 100% (one hundred percent) goes to the local treasury so that there is no more tax revenue sharing to the central government. One of the supporting aspects of success is through community participation. This study aims to determine how the role of government in every process of making policy, strategy, communication dispute resolution and role as therapy in society. This research uses qualitative descriptive method, based on the data obtained from the results of this study is described with the sentence according to the category to conclude, the data in the form of observation, interview and documentation.The results of this study indicate that the role of local government to increase the participation of the people paying the rural and urban land tax building is done through efforts such as improving the tax and retribution services through the simplification of administrative systems and procedures, raising public awareness through socialization approach, impose a 2% penalty per month for taxpayers who are late in paying taxes on PBB-P2, improving the quality of employees or tax collectors, improving and structuring the procedures of the financial administration system to prevent errors, leaks or deviations from the use of funds thereby through efforts made by the Regional Government Nagan Raya District is running well. This can be proven through data obtained by researchers through the Regional Finance Management Agency of Nagan Raya District, the increase of the number of taxpayers and the UN-P2 revenue from 2014-2016 in Nagan Raya District.Keywords : The role, local government, public participation, tax land sector buildingrural and urban areas

Abstract

The purpose of this study is to describe and analyze the implementation of law number 6 of 2014 concerning villages in simeulue district. This study used a qualitative method with descriptive type. The analysis is carried out by relying on the findings of data that has been successfully collected and various relevant information from the literature (secondary data). This research uses van metter van horn's theory and institutional theory. The determination of informants used non-probability sampling techniques so that not all Simeulue District government officials had the same opportunity to be sampled (informants). The results of the study indicate that the implementation of the law on villages in simeulue district in general can be said to be quite good, it can be seen from indicators 1) standards and policy objectives, 2) characteristics of implementing agents, 3) Attitudes (Dispositions) of implementers, 4) Communication between organizations and implementing activities, 5) Economic, social and political environment. Whereas 6) the resources available in Simeulue Regency are still very insufficient in number, especially at the BAPPEDA and DPMD levels, and so are the skills / expertise possessed by village facilitators in the simeulue that are still weak. Keywords: Village, Implementation, Undang-Undang Desa, Government, Simeulue

Abstract

Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.

Abstract

This study discusses the shape and obstacles of policy control of North Aceh's Revenue and Expenditure Budget in 2020. This study aims to find out how the form and obstacles of monitoring the policy of Revenue and Expenditure Budget of North Aceh Regency in 2020. The method used in this paper is a descriptive qualitative research method. The authors collected data from multiple sources of research books, encyclopedias, journals and interviews with informants of the study. The results showed the form of monitoring of budget policy of North Aceh District Expenditure has not been carried out effectively, because only political. there are obstacles, such as education background of North Aceh DPRK member, political factor and lack of databases in monitoring the APBK North Aceh policy in 2020.

Abstract

This article aims to determine the role of sub-district leadership in coaching employees in the Head Office of Tadu and the factors that influence the subdistrict governments to develop employees at Head Office Tadu. This study uses a qualitative method with purposive sampling techniques. The results of the research that leadership role in coaching employees in the Head office of the District Head Tadu Nagan Raya, has been implemented as not it should be. But basically camat is not based on a government education (SSTP), but camat was commissioned by head of district (bupati), so that the role of the sub-district leadership of the coaching employees in the sub-district office Tadu very emproyent the organization goes by. This is evident from the pattern of the services provided by employees and contract workers to the community environment of the Tadu District. Other hand, many factors that affect the role of Head of the coaching employee first because of factors have been determined based on the regulations of the district. Second, the head is obliged to foster employee. Third, the rules that head is responsible for his subordinates. Fifth, head as the initiative itself. Sixth, because of discipline and responsibility of a leader to build employee duties. Seventh,it was also due to his obligations as camat factor in fostering employee, because camat as head of the district. Eighth, due to employee discipline is highly dependent on the leadership style of the subdistrict head, so that the district head and firm discipline the employee will be disciplined. Abstract

Indonesia's maritime economic potential is now starting to be managed in an innovative and good manner, so that it can become one of the targets of development and can provide optimal benefits for the state and people of Indonesia. This very supportive maritime natural condition can certainly be developed into other potentials, one of which is tourism. This potential certainly should not be missed. Simeulue Island has many beautiful tourist spots that need to be developed. However, the beautiful natural charm is not offset by optimal management. waste management is still bad, there is an assumption that development on the beach will only provide one-sided benefits and a lack of community enthusiasm for the development of beach tourism, and the problem of minimal human resources in managing marine tourism. The purpose of this study is to analyze the development of sustainable marine tourism through the Pentahelix concept in Simeulue Regency. The method used is a qualitative method using observation, interviews and literature studies. The results of the study show that there are 5 roles studied, namely the government, which is carried out by the Disparbud and Bappeda collaborating and coordinating with each other on issues related to tourism development planning which are in the process of being prepared and further sustainable development is needed. While academics play a role in efforts to study the development of tourism and community empowerment in the field of tourism. The media play a role in helping promotions to increase tourist attractiveness, social groups through tourism awareness groups that need to be optimized again and business people who provide tourism support facilities in Simeulue Regency such as lodging, culinary, entertainment and transportation
