Abstract

Abstrak. Bertambahnya penduduk di wilayah DKI Jakarta tidak sebanding dengan bertambahnya lahan potensial yang masih dapat digunakan. Salah satu cara untuk memperoleh lahan adalah dengan reklamasi pantai di wilayah utara Jakarta. Perangkat lunak Surface-Water Modeling System (SMS) dapat digunakan untuk menganalisa pengaruh hidrolik yang terjadi sebelum dan setelah adanya reklamasi. Pemodelan menggunakan SMS versi 8.1 ini akan meliputi tiga buah skenario; kondisi eksisting, kondisi reklamasi dengan pintu air terbuka, dan kondisi reklamasi dengan pintu air tertutup. Input yang digunakan pada pemodelan adalah data debit rata-rata di hulu sungai dan data pasang surut. Output pemodelan adalah berupa vektor kecepatan dan arah aliran air serta gambaran elevasi muka air. Hasil dari pemodelan ini disimpulkan bahwa pengaruh pasang surut akan semakin membesar pada bagian muara sungai ketika reklamasi terlaksana dan pintu dalam kondisi terbuka, Tanggul eksisting yang telah berada pada sungai tidak akan berfungsi apabila dilakukan penambahan pintu air, baik dalam kondisi terbuka maupun tertutup, dan dalam kondisi pintu air tertutup, elevasi muka air sungai akan meningkat di bagian hulu.Abstract. The rapidly increasing amount of citizens in DKI Jakarta is unbalanced with the amount of potential usable land. The method to acquire this by doing coast reclamation especially in North Jakarta. The Surface-Water Modeling System (SMS) software can analyze the hydraulic effect that happened before and after the reclamation. Using SMS version 8.1, this paper mainly describes three scenarios influencing the reclamation site, which are the existing scenario before reclamation and the scenario after reclamation with opened and closed flood gate. The inputs needed are the average flow rate in the head of the river and the tidal movements’ data. The coming outputs will be the velocity vector, water direction, and an image of the water elevation. The analysis process concludes that after the reclamation has been accomplished, the influence of the tidal movements becomes bigger at the river mouth when the flood gate is opened, and the water elevation increases  at the upper stream when the flood gate was closed. It also concludes that the existing dam in the river will suffer failure if there were more flood gates whether it is opened or closed.

Abstract

PLTU Lampung/Tarahan Baru is one of the projects that was included in this 10.000 MW mega project and is planned to distribute electricity with the capacity of 2 x 100 MW. The evaluation results of PLTU Lampung/Tarahan Baru indicate a delay in the project completion time for at least 20 months from the original plan. Using the fishbone diagram, it was found that the loans problems, employee payroll, material delivery schedules, permits, engineering drawings, and contractors who do not work well is the cause of the delay in completion of this project. An analysis using Analytical Hierarchy Process (AHP) produces three main priorities to be done which are to extend the loan, to update the material distribution licenses, and to give penalties to the contractors that late in paying their employees. Sixteen proposed actions were analyzed using the 7S McKinsey framework and then being implemented using the PDCA (Plan Do Check Act) format.
