Abstract

This paper aims to explain the alternative strategies that can be done by the Village Head (Keuchik) as public servants, especially those related to the service of population administration. Public services should continue to be improved and involve recipients of services. The problem is in the service process, in addition to the quality is still low, the public as recipients of services rarely included. The methods used in this study are qualitative and secondary data. It is found that there are at least two strategies that can be done in order to improve the service and public participation, such as the Citizen Charter and the application of information and communication technology. Based on these findings, Keuchik as public servant is expected to implement both strategies in providing and improving public services. Keywords: village, strategy, village head, public service, participation

Abstract

One of the aspects that central among the implementation of regional autonomy are related to segregation and amalgamation areas that aims to strengthen the relationship between government of regions and people in order growth democratic life. The practice of good governance the government the regions is an effort to strengthen democracy. It means, good governance good from the perspective of the community meaningful receive public services local governments quality .One segregation of the region is segregation of aceh barat into three areas, namely Simeulue, Nagan Raya and Aceh Jaya in 2002. At the time conflict aceh stirs that it demands the community not covered by local government services closest to the distric was segregated .In addition happened euphoria the act of regional autonomy. This study aims to analyze perceptions of Simeulue, Nagan Raya and Aceh Jaya to regional government performance in providing basic service after segregation of areas and whether there are differences between third the government the area. Survey used technique the random samples of 150 derived from three the district segregation. Of respondents about 150 terambil 58 respondents (38.7 %) of the Nagan Raya, 42 respondents ( 28.0 % ) of the Seumeulu and about 50 respondents (33.3 %) of the Aceh Jaya.Using analysis of variance (ANOVA) show services are equal treatment, there is no difference perception excessive rata-rata worth 2.1.This means public perceptions in local government services in those areas part aceh barat biasa-biasa course Keywords: Regional Autonomy, Segregation of the Region, Public Services, the Public Perception

Abstract

The role of keuchik gampong ( village head ) in the implementation of development in gampong lawet pante ceureumen sub-district district of aceh the west has been implemented well but need to be increased again. In this research, researchers found that keuchik gampong have undertaken the role well, where keuchik gampong actively down to pitch in communicating, coordinated , move , and provide the motivation to aparat-aparat gampong as well as to the community to participate in the implementation of development. Besides, gampong programs made by keuchik gampong can 's done well , directed , right on target and very help communities gampong lawet ~The results of the study others are identified of factors affect the role of keuchik gampong in the development that is by factors in support and inhibitors .By factors in support covering , location gampong lawet which is very strategic, potential the diverse and the volition the community to forward, the people of participation is a good enough .While inhibition factors, the low human resources whether it is the community and government officials gampong, and funds apbg to gampong lawet who do not in proportion to the extent needs.Keywords : Keuchik Gampong, development,  Gampong Lawet, west Aceh

Abstract

The purpose of this research is to know and analyze the leadership of village head in development in Jambak village, Pante Ceureumen District, West Aceh Regency and to identify how the success rate of Jambak village development in terms of physical development and non-physical development. The research method used is qualitative descriptive method with research focus among others development of education facilities, bridge facilities, road facilities, electricity facilities, training courses of village government institutions, PKK development courses, and the development of art and culture. Primary data sources in this study were village head, village secretary, community, and community leaders in Jambak village.The results obtained by the authors in showing the leadership of the village head in the development of the village of Jambak is still lacking and can not say good, because there is still a lot of work that includes physical development and non-physical development of Jambak village has not all been resolved properly. Like the construction of educational facilities that are still said to be quite good. Bridge facilities that have not been built all in accordance with community expectations. Road construction has not been fully resolved yet, electricity facilities are also a problem faced by Jambak villagers. In addition to the non-physical development of the village, the training of village institutions has been running but still ineffective to further improve the quality of village government officials, so that village government officials are more comfortable. Abstract

Law No. 06 of 2014 on the village said that the source of income of the village consists of a). Revenue native village consisting of; results of operations of the village, the wealth of the village, the result of self-help and participation, the results of gotong royong, and other legitimate revenue villages; b). Tax-sharing districts / cities of at least 10% of the levy for the village and district / city mostly reserved for the village; c). Part of the financial balance of central and local received by the district / city to the village at least 10% which distribution proportionally to each village which is the Village Fund Allocation; d). Financial assistance from the government, provincial government, regency / municipal government in the implementation of government affairs; e). grants and donations from third parties that are not binding. The purpose of this study is to describe and analyze the implementation of Government policy on the Village Fund Budget (ADD) –The Village Fund Allocation (ADG - Government of Aceh) in the Village Pante Ceureumen West Aceh District. Based on the results, it can be concluded that development plan is not yet fully meet aspirations of society with mutual trust and open.The activities conducted in the public aspirations village level so that only representatives of the community is able to convey the problems and needs facing. Abstract

Coastal communities are frequently associated with various limitations, making them synonymous with poverty despite having significant social capital to effect change through their potential. As a coastal community, the GosongTelaga Selatan community has tried to develop its potential by developing mangrove tourism through BUMK (village-owned enterprises). This article aims to describe the community's efforts and the factors that influence the community's economy through BUMK Bina Lestari. This study used a qualitative method with a descriptive approach, with data obtained through observation and interviews. This study showed that the community and government's efforts to boost the community's economy through BUMK had no significant impact. The reason is that the choice of BUMK policies, which focus on establishing ecotourism, has not been well planned. The supporting factors for the choice of BUMK policies in developing ecotourism are the availability of abundant mangrove forests, panoramic beauty, and an open community culture accepting various people visiting tourist sites. At the same time, the factors inhibiting the success of these efforts are the lack of facilities and infrastructure, the lack of local production, and the lack of publications and promotions.AbstrakMasyarakat di kawasan pesisir sering dilekatkan dengan berbagai keterbatasan sehingga identik dengan kemiskinan. Padahal masyarakat memiliki modal sosial yang besar untuk menciptakan perubahan melalui potensi yang mereka miliki.  Masyarakat Gosong Telaga Selatan sebagai masyarakat pesisir telah mencoba mengembangkan potensi yang dimiliki dengan mengembangkan pariwisata Mangrove melalui Badan Usaha Milik Kampung (BUMK). Artikel bertujuan untuk mendeskripsikan tentang usaha dan faktor yang memengaruhi upaya  yang dilakukan masyarakat dan pemerintah Kampung Gosong Telaga Selatan dalam meningkatkan perekonomian masyarakat melalui BUMK Bina Lestari. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi dan wawancara. Kajian ini menunjukkan bahwa upaya yang telah dilakukan untuk mendorong peningkatan ekonomi masyarakat melalui BUMK belum memberikan dampak yang signifikan. Penyebabnya adalah pilihan kebijakan BUMK yang berfokus pada pembentukan ekowisata belum terprogram dengan baik. Adapun faktor pendukung pilihan kebijakan BUMK dalam mengembangkan ekowisata adalah ketersediaan hutan Mangrove yang melimpah, keindahan panorama dan budaya masyarakat yang terbuka dalam menerima berbagai masyarakat yang berkunjung ke lokasi wisata. Sedangkan faktor penghambat keberhasilan upaya tersebut adalah  minimnya sarana dan prasarana, minimnya hasil produksi lokal, serta minimnya publikasi dan promosi.
