Abstract

Lahirnya UU Nomor 22 Tahun 1999 berimplikasi kepada perubahan kewenangan yang dimiliki daerah. Selanjutnya, perubahan kewenangan telah direspon oleh daerah dengan melakukan berbagai penataan kelembagaannya. Dalam hal ini, penataan kelembagaan daerah belum didasari oleh pertimbangan-pertimbangan rasional yang berorientasi kepada efisiensi, efektivitas, dan keadilan. Belum diperhatikannya aspek efisiensi, efektivitas dan keadilan dalam penataan kelembagaan daerah antara lain disebabkan oleh belum adanya formulasi buku yang dapat digunakan, serta pertimbangan-pertimbangan subjektivitas di kalangan pejabat daerah masih terlalu kental. Dalam konteks inilah model kuantitatif penataan kelembagaan diperlukan.

Abstract

Public expenditure policy is one of fiscal policies wich, directly or indirectly, influences economic growth and equity. The indirect influence happens, for example, when an expenditure policy can cause the increase or decrease of private investment through crowdout or crowd-in effects. If government expenditure is allocated to infrastructure, such as communication and transportation, this policy stimulates the growth of private investment. Expenditure policy allocated to consumptive sector will raise the cost of capital, which in turn makes the private investment crowd-out. Indeed, theoretical and empirical studies show that the variety of impacts depends upon the condition of society, degree of wellbeing, andother factors represented by developed and developing countries. Therefore, government has to consider the condition and patterns of allocation in formulating and implementing such policy.

Abstract

The enactment of Law No. 33 and 34 (2004) may only achieve decentralization’s purposes if accompanied by suitable preparation from local government agencies. In this case, financial independency can be fortified by optimizing potential resources, particularly self-local revenues (pendapatan asli daerah) such as local taxes and levies. Effort to improve financial capacity, however, should also deeply consider its impacts on investment and people’s purchasing power. This paper tries to elaborate the strategy of Barjarmasin City Government in strengthening its financial capacity.

Abstract

Indonesian government has responded to various released planning documents, which in practice often overlapped with one another, through Law No. 25 Year 2004.Despite insignificant change in the approach engaged, the current planning seems tobe more systematic and well ordered in terms of the mechanism, nomenclature, andquantity of documents. In this case, several planning documents have been adjustedand simplified. However, one tickling question arises as to whether the mechanism for the formulation and substance of Strategic Planning and LAKIP (GovernmentInstitution Performance Accountability Report) documents are still relevant. Thereview on this matter shows that, in several aspects, there should be adjustments,such as regarding the needs for better understanding and commitment of structuralofficials toward the policy, the choice for target indicators and activities, as well as the mechanism to measure.

Abstract

This study aims to analyze the implementation of green building policies and formulate a strategy for implementing policies on green buildings in the city of Bandung. Bandung Mayor Regulation Number 1023 of 2016 concerning Green Building can be divided into three policy stages, including the pre-construction stage, the construction stage and the post-construction stage. In its implementation, the three stages have not been fully implemented so that it can be said that it is not optimal. This study uses qualitative research methods, the implementation of green building policies in the city of Bandung is analyzed through communication factors, resources, disposition and bureaucratic structure factors. The results show that the implementation of green building policies in the city of Bandung is determined by factors of communication, resources, disposition and bureaucratic structure factors. Judging from the factors implementing the green building policy in Bandung City, a strategy that can be developed to improve it is the Turn Around strategy (repair and change). Priority strategies that can be developed are: Increasing the intensity of outreach to the community through cooperation with regional agencies; Increasing training standards that must be followed by policy implementers in collaboration with training institutions; Placement of staff according to educational qualifications in order to improve implementation performance to achieve environmentally sound building arrangements; Preparation of SOPs for the construction stage and post-construction stage through collaboration with academics.

Abstract

Implementasi Kebijakan Corporate Social Responsibility (CSR) (Kasus Pt. Pindad) Implementasi Corporate Social Responsibility (CSR) yang dilakukan oleh perusahaan bisa berbeda-beda tergantung kepada motivasinya. Ada yang hanya memahami CSR sebagai corporate giving/charity dan bersifat pemenuhan kebutuhan sesaat, ada juga yang sudah memahami CSR sebagai pengembangan masyarakat (community development) yang sudah memikirkan aspek keberkelanjutan. Untuk melihat implementasi CSR pada BUMN di Indonesia, dilakukan studi terhadap Implementasi CSR pada PT. PINDAD, yang bertujuan untuk menganalisis faktor-faktor yang mempengaruhi implementasi CSR pada PT. PINDAD, keberlanjutannya, dan peranannya terhadap pembangunan di Kota Bandung. Dengan mengunakan metode deskriptif kualitatif, penelitian ini menemukan bahwa penetapan dan pengukuran indikator keberhasilan program CSR merupakan faktor paling dominan dalam menentukan keberhasilan Program CSR pada PT. PINDAD. Selain itu, faktor instalasi sistem terutama yang berkaitan dengan jumlah dan kualitas SDM pada Biro PKBL menjadi faktor lain yang juga dominan. Ditemukan pula, bahwa tanggung jawab PT.PINDAD dalam implementasi CSR saat ini cenderung masih berada pada level legal responsibility.Untuk itu disarankan, implementasi program CSR pada PT. PINDAD ke depan, seyogyanya lebih diarahkan kepada pembangunan masyarakat (community development).

Abstract

Sektor Pariwisata khususnya wisata bahari, diharapkan bisa menjadi salah satu pengganti Sektor Pertambangan sebagai sector unggulan dan sumber pendapatan asli daerah di Kabupaten Belitung.Sementara itu, potensi wisata bahari yang besar belum dikelola secara optimal. Atas dasar hal tersebut, maka penelitian ini bertujuan untuk menganalisis kekuatan, kelemahan, peluang dan ancaman terhadap wisata bahari di Kabupaten Belitung, sebagai bahan masukan untuk merumuskan strategi pengembangan ke depan. Dengan menggunakan analisis SWOT, dihasilkan beberapa strategi dengan prioritas strategi diversifikasi. Dalam mengimplementasikan strategi tersebut, Pemerintah Kabupaten Belitung harus melakukan beberapa hal antara lain meningkatkan kerjasama antar Organisasi Perangkat Daerah (OPD) untuk membangun atau meningkatkan fasilitas, sarana dan prasarana pariwisata bahari; mengembangkan kompetensi kepariwisataan bagi masyarakat yang bergerak dalam Sektor Pariwisata dan pelaku usaha pariwisata; serta meningkatkan pengelolaan dan pengembangan daya tarik wisata.

Abstract

The establishment of new regional government is intended to improve the peoples welfare in that region. However, it should be noted that this establishment should cosider the gap between the urban and rural areas. It is believed that the establishment will widen the gap since the mobilization of all regional potentials to improve welfare is hindered by this regional differences. The effort to increase the economic growth of the regions can be carried out by optimizing the core potentials, and inviting investor to increase the regional revenues.
