Abstract

TWA Kawah Ijen merupakan kawasan pelestarian alam dengan potensi dan keunikan kawasan sebagai sarana rekreasi dan pariwisata bagi masyarakat dan pengunjung. Visi dan misi pengelolaan TWA Kawah Ijen yaitu mewujudkan kegiatan ekowisata. Namun, ekowisata di kawasan ini belum dikembangkan dengan optimal dan program pendukung konservasi kawasan masih terbatas. Untuk itu diperlukan perencanaan program interpretasi lingkungan agar membantu pengunjung mengetahui dan memahami (knowledge) potensi kawasan dan meningkatkan kepuasan (satisfaction) pengunjung. Program interpretasi yang disusun bertema “Eksplorasi Biodiversitas dan Keunikan Kawasan TWA Kawah Ijen” dengan target sasaran pengunjung kelompok umur remaja, dewasa dan orang tua. Teknik interpretasi yang digunakan yaitu teknik interpretasi langsung (personal service). Dalam mendukung pengembangan ekowisata maka pelibatan masyarakat sekitar kawasan dalam perencanaan program interpetasi lingkungan adalah sebagai jasa pemandu (interpreter) yang berkualitas dan berkompeten.Kata kunci:  program interpretasi, ekowisata, konservasi, pengunjung, interpreter

Abstract

Development of Conservation Village Model (CVM) was expected to enhance the empowerment of communities around the protected area at the Mount Rinjani National Park (MRNP). However, in practice the program did not work optimally. Report on CVM program at MRNP illustrated that the collaboration of CVM management was failed to reach the objective of the program. The objective from this study was to provide an overview regarding the implementation of CVM collaboration at MRNP. This study focused on two villages, Pesanggrahan village and Santong village. The study was carried out from May to July 2016, Data collections were using purposive sampling technique, then analyzed descriptively on the interests and influences of each actor as well as their views on the implementation of CVM. The results showed that the collaborative process undertaken in the development of CVM did not work optimally. MRNP Management Office acted as the central actor in the implementation of CVM,both from the planning to the implementation of the program in the field. Thus, it is necessary to develop a greater collaboration processes which are clear, structured and accountable in encourage the involvement of stakeholders to optimize the implementation of CVM in MRNP.

Abstract

The Giam Siak Kecil - Bukit Batu (GSKBB) Biosphere Reserve in Riau Province has flood swamp forest ecosystem, which are served as the primary fisheries resource for the local community. This research is aimed to determine the characteristics of resources and fishing communities, as well as the local institution in the utilization of water resources using Ostrom’s principles (1990). This research uses qualitative methods. The data are collected and validated through three techniques which are in-depth interviews, participant observation, and documents study. Analysis was conducted by descriptive-qualitative. The results shows that most of fishing communities were Siak Malay ethnic, who still used traditional fishing gear. Water resources of GSKBB are classified as Common Pool Resources (CPRs), which make it difficult to coped free riders. Fishing communities have local institutions, namely: the boundary of technology, property rights, supervision, social sanctions, and the conflict resolution mechanism. There are no boundary of time and fishing in the area because fishermen wisely adapted to a natural condition such as water fluctuations in water level of rivers and lakes. There are also no limitation of users and the number of unit resources that should be applied because fish resources are still abundant.

Abstract

A high rate and massive illegal logging cases from the past until to date, and the low rate of law compliance in the sense of Indonesia law and policy implementation, awoke some issues that encourage Indonesia and Indonesian jurists to build a better system. Conducting the research from 2005-2007, and thoroughly observing its development until 2011, from as many as 23 Statutory Laws start from the umbrella of the Basic Law or UUD 45 (Undang Undang Dasar 1945), follow with Laws or UU(Undang Undang), Policies or Kebijakan as Government Regulation or PP (Peraturan Pemerintah), Presidential Decree orKEPPRES (Keputusan Presiden), and Presidential Instruction or INPRES (Instruksi Presiden), strive the researcher to scrutinizethem prudently. Abstract

In Indonesia, production forests located in Java Island is managed by State Forestry Corporation (Perhutani). Since 2001, Perhutani has been implementing Management of Forest Resources with Community (PHBM). The expected of PHBM is to increase community participation in managing the forest which will directly reduce forest loss and degradation. This study aimed at analyzing contribution of PHBM towards forest area changes in Forest Management Unit (KPH) of Ngawi, East Java. Land-cover changes during 1997, 2001, and 2015 of Ngawi District were analyzed by employing remote sensing and GIS technique. The result showed that forest cover area decreased dramatically between 1997 and 2001, by as much as 8.837,97 Ha (6,35%). This is happens because in 1997/1998 Indonesia faced an economic crisis. The economic crisis is cause of illegal logging on teak stands in Perhutani area. However, forest cover area increased between 2001 and 2015, by as much as 6.297,39 Ha (4,52%). This is happened because in 2001 Perhutani started to implementing PHBM. In this PHBM, Perhutani collaborate with forest villagers and orther parties to carry out forest management activities together. The existence of PHBM in KPH Ngawi has managed to reduce forest resource conflict between Perhutani and villagers around the forest.Keywords: Contribution, PHBM, Forest area changes

Abstract

Betung Kerihun National Park (TNBK) and Danau Sentarum National Park (TNDS) is one of the Conservation District that directly adjacent to neighboring Malaysia and as a form of Transboundary Conservation Area (TBCA) between Indonesia and Malaysia. This national park is also included in the National Tourism Strategic Area (KSPN) and becomes one of the three Destination Management Organization of the Ministry of Tourism of the Republic of Indonesia as well as the National Tourism Destination. Tourism sector, particularly ecotourism can be used as the spearhead and even become a leading sector in increasing the potential of PAD. This study aims to analyze the tourism potential and attractions of attraction in two national parks and determine the feasibility in ecotourism development. This research was using descriptive research, with approach using analysis of tourism potency and object of natural tourist attraction (Obyek Daya Tarik Wisata Alam/ODTWA). The results show that TNBK and TNDS is feasible to be developed as ecotourism destination based on the recapitulation of potential value of objects and natural attractions attraction with a potential value index of 78.20%. Some criteria that require attention and improvement are accessibility and accommodation, so it can be a priority if this national park area developed into ecotourism destination.

Abstract

Betung Kerihun National Park (BKNP) is a transboundary conservation area. BKNP region has various attractive ecotourism activities are covered in the context of the nature, culture and 55adventure. But the number of foreign tourists who have visited is still low. BKNP has not been a major tourist destination yet, because the stakeholders have not synergistic in the management of ecotourism in BKNP. The study of stakeholders in accordance with its role and function is urgently needed. This research aims to identify the stakeholders and determine the relationship between stakeholders who are involved  in the ecotourism development at BKNP. The data were analyzed using stakeholders analysis methods. There were 23 stakeholders identified involved in the ecotourism development in BKNP. The stakeholder mapping resulted in four as subject (high interest but low influence), six stakeholders as  key player (high influence and high importance), eight stakeholders as setter context (high influence but low interest), and five stakeholders as crowd (low influence and low interests). There were three relationships between each stakeholder that were identified, which are communication, cooperation, and coordination.

Abstract

Sheoak (Casuarina equisetifolia L) is a species of monotypic taxa that has grown naturally in coastal Bengkulu Province. However, the various dynamics occurring in the coastal areas have disrupted the habitat of this species, affecting the structure and composi-tion of the vegetation. This research aims to analyze the structure and composition of vegetation in sheoak habitat in three conser-vation areas. The vegetation data was collected by line transect plot method. The analysis shows that sheoak stands form an invert-ed curve J in three conservation areas although they were not perfect due to the low density of poles which can be caused by dis-turbances that come from nature and human activity. Vegetation composition in sheoak habitat was composed by 36 species of 27 plant families consisting of shrubs and trees. Sheoak dominated the three areas only at the rate of tree growth while the growth rates of seedlings, saplings and poles were dominated by nyamplung (Calophyllum inophyllum) so the dominance of sheoak can be replaced with nyamplung. Sheoak also supported better habitat for other plant species to grow that showed diversity index value 1.4 to 1.9.

Abstract

Every year, starting from 2015-2019, the effectiveness of Alas Purwo National Park (APNP) management is evaluated, by using the Management Effectiveness Tracking Tool (METT). This assessment system requires valid data and information for objective results. One of the data and information needed is the result of staffs requirement analysis. The objective of this research is to analyze the need of staffs of APNP Office in 2017-2019. The study began in May 2017 until January 2018 and took place at APNP Office in Banyuwangi and in Staffing, Organization and Governance Office of the Secretariat of the Directorate General of Natural Resources Conservation and Ecosystem in Bogor. The data collected by observation, discussion and document study result. The analysis begins by calculating the staffs inventory, then calculating the required staffs based on the workload and ending by calculating the adequacy of the staffs. The results show that Overall, the number of staffs at BTNAP in 2017-2019 has exceeded the number of staffs required, but in function (administrative and technical personnel) there is still inequality, especially in the position of data analysts, data processors, and revenue treasurer.

Abstract

Bukit Batu Reserve Game (SMBB) is a core zone of The Biosphere Reserve of Giam Siak Kecil-Bukit Batu district that has potential to be developed as an ecotourism site. This study aimed to analyze the potential attractions of tourism object of SMBB by using observational methods and interviews. The analysis was performed based on the criteria in Rating Analsis Object operation (ADO-ODTWA), published by the Directorate General of Forest Protection and Nature Conservation (2003). The results showed that SMBB has decent potential to be developed with potential index of 86,2%. Potential of SMBB are as follows: rivers and lakes, flora and fauna, peatland, cottage and community’s plantation, Ekominawisata Research Station and Canopy tower, a Japanese research cottage, and village tour.
