Abstract

The Regulation of Pasaman number 2 Year 2013 set about free education in Pasaman. However, in the time after the implementation of the free education in Pasaman found several problems that do not comply with the policy direction of free education, such as the discovery of some schools are asking for charges to parents/students? for salary of contract teachers. This research was to evaluate the implementation of free education regulations? in Pasaman? and to evaluate the results of the implementation of free education regulation in Pasaman. The determination of sample is? using? purposive sampling technique . Research conducted at the Department of education and culture of Pasaman, SMAN 1 of Lubuk Sikaping, SMAN 1 Panti, SMPN of 1 Panti and SDN 09 Petok. This? Research using qualitative approach and descriptive method. The results showed that the implementation of regulation of free education in Pasaman is not good enough, it can be seen from the communication is less effective to? policy target, available resources are already quite optimal for carrying out the policy, although there are still deficiencies in budgetary resources for the development of schools and students, the tance of implementor is quite well, however, there are schools that asked for the charges, and in the bureaucratic structure is quite simple but does not have a clear SOP . the result of the implementation of? free education regulation? objectives already achieved with optimal use of funds and human resources for the implementation of the policy, the policy of free education enough to satisfy the community?s needs in education, the implementation of the free education already evenly, the community of Pasaman supports the implementation of free education regulation , the implementation of the free education is right? to implemented in Pasaman.

Abstract

Muhammadiyah is known as community organization based on religious principle which act on disseminating Islamic values in order to reform Islamic principle to become purely. In its growth, Muhammadiyah does not far away from political activities that is not really its field. Various roles in political context are played by Muhammadiyah both external an internal space. This article’s aim is describing relationship pattern between Muhammadiyah and political field to reinforce Muhammadiyah actual face in politic. Abstract

Abstract

ABSTRAK Pencemaran dan kerusakan lingkungan hidup semakin marak terjadi di Indonesia. Salah satu bentuk pencemaran dan kerusakan lingkungan hidup adalah lahan bekas tambang. Lahan bekas tambang merupakan lahan kritis yang tidak subur dan harus segera diperbaiki. Kabupaten Dharmasraya mempunyai lahan kritis seluas 4.144 hektar. Peran dan upaya pemerintah Kabupaten Dharmasraya sangat diperlukan untuk perbaikan lahan bekas tambang. Pasal 3 huruf e Peraturan Daerah Kabupaten Dharmasraya Nomor 10 Tahun 2012 Tentang Rencana Tata Ruang Wilayah (RTRW) Kabupaten Dharmasraya Tahun 2011-2031 menyebutkan bahwa pengembangan potensi pertambangan kabupaten dengan tetap mempertahankan kualitas lingkungan. Penelitian ini bertujuan untuk mengetahui upaya dan kendala pemerintah Kabupaten Dharmasraya dalam memperbaiki kerusakan lahan bekas tambang. Penelitian ini menggunakan metode kualitatif deskriptif. Teknik informan menggunakan purposive sampling. Teknik pengumpulan data wawancara, observasi lapangan dan studi dokumentasi. Berdasarkan hasil penelitian, perbaikan lahan bekas tambang di Kabupaten Dharmasraya hanya dilakukan di kawasan sungai Nyunyo nagari Tebing Tinggi. Upaya yang telah dilakukan pemerintah adalah reklamasi, ameliorasi, penanaman, pemeliharaan dan pemanfaat lahan. Sedangkan kendala dalam perbaikan lahan bekas tambang adalah minimnya anggaran, sumber daya manusia yang kurang ahli, sarana dan prasarana yang belum lengkap serta kurangnya partisipasi masyarakat.

Abstract

Pelaksanaan Keputusan Direktur Jendral Perdagangan Dalam Negeri Nomor 23/PDN/KEP/3/2010 belum di implementasikan dengan baik oleh pemilik alat-alat UTTP salah satu diantaranya adalah kepemilikan Bejana. Seabanyak 11 SPBU di Kota Padang yang menggunakan Bejana tidak mengikuti peraturan yang telah ditetapkan oleh Pemerintah. Akibatnya bejana tersebut tidak bisa dilakukan kalibrasi oleh Balai Metrologi dan menyebabkan status bejana tersebut menjadi ilegal. Pengawas kemetrologian Dinas Perdagangan KotaPadang terus melakukan pengawasan, pemeriksaan, serta memberikan himbauan kepada seluruh pemilik alat UTTP untuk mengimplementasikan hukum dengan baik. Penelitian ini bertujuan untuk mengetahui kinerja Dinas Perdagangan Kota Padang dalam melakukan pengawasan terhadap penggunaan Bejana SPBU di Kota Padang. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif. Informan penelitian ditentukan dengan teknik purposive sampling dan random sampling yaitu Dinas Perdagangan Kota Padang, UTTP Balai Metrologi, SPBU, dan masyarakat. Hasil penelitian menunjukkan bahwa Kinerja Pengawasan Kemetrologian belum optimal. Hal ini disebabkan oleh beberapa kendala yang ditemui dilapangan seperti kurangnya jumlah tenaga ahli, sarana dna prasarana, anggaran. Upaya yang dilakukan adalah pengajuan untuk menambah jumlah persoil tenaga ahli, menggunakan sarana dan prasarana dengan baik, pengajuan tambahan anggaran kepada pemerintah dan melakukan sosialisasi serta himbauan kepada pemilik UTTP.

Abstract

This study aims to determine the coordination of stakeholders in the supervision of tourist boats in Pariaman City. The background of this research starts from the fact that there are still many deviations that occur that are not in accordance with those contained in the Standard Operating Procedures for Tourist Boats applicable in Pariaman City, as evidenced by the occurrence of tourist boat accidents in Pariaman City which caused the ship to sink and claimed lives. Coordination needs to be done because it involves various parties. The research method used is descriptive qualitative. For the selection of informants, the method was carried out by purposive sampling and followed by snowball sampling technique. In collecting data using interview techniques, observation and documentation. Data analysis is done by collecting data, reducing data, presenting data, and drawing conclusions. Then the validity of this data was tested by triangulation. This study uses coordination theory referring to the opinion of Malayu Hasibuan quoted from the Rahmeina Journal, there are four indicators of coordination, namely cooperation, communication, division of labor and discipline. The results of this study indicate that the coordination of stakeholders in the supervision of tourist boats in Pariaman City has been carried out but has not gone well. This is because of the four coordination indicators, two of which have not been implemented properly, namely communication and discipline indicators. Internal obstacles were also encountered, namely coordination evaluation meetings that were rarely carried out and external obstacles, namely the lack of awareness of the ship's crew to comply with regulations

Abstract

BEM (Student Executive Organization) was basically a campus executive institution that has a function to coordinate all student activities in the university environment through student organizations. However, the coordination that was carried out by BEM UNP with the student organizations within UNP for period for of 2016-2017 was not effective. The BEM and the student organizations’ work program went on singly without supporting and cooperating. The synergy among the student organizations has not yet reached. This study aims to analyze students’ perceptions of BEM UNP performance in coordinating with the student organizations in UNP for period of 2016-2017. This study used descriptive quantitative method. The sample in this study were 100 students in UNP determined with Slovin formula and Proportionate Stratified Random Sampling technique. Data were collected through questionnaires with Likert scale measurements and interviews. The finding of this study showed that the students’ perceptions about the coordination of BEM UNP with the students organizations in UNP for period of 2016-2017 were in the medium category with the mean of 2.68. Based on this result, BEM UNP needs more efforts to build up the communication and maintain the coordination with the student organizations, so that the synergy among the student organizations could be realized well

Abstract

The purpose of this study is to explain the role of the Department of Labor and Industry in Padang City in increasing employment opportunities for persons with disabilities. This research is a qualitative research using descriptive methods. Data in this study were obtained from observation, interviews, and documentation studies. The validity test of the data in this study is the method of triangulation method. Based on the results of research and discussion, it was found that the role of the Department of Labor and Industry in Padang City in increasing employment opportunities for persons with disabilities in policy management was still limited to providing skills training and recommending persons with disabilities to companies. employment, in financial management is budgeting in accordance with the RAB, in information management in the form of submission of information on job vacancies, and in the management of external relations has not been implemented properly because there has been no collaboration with providers of employment.

Abstract

This study aimed to evaluate the implementation of the life insurance policy in Padang City. This study is based on a number of problems, namely that there were still many poor people in Padang City did not know the implementation of the Life Insurance Policy. There were still many poor people in Padang City did not have a Community Health Insurance Card or Regional Health Insurance as one of the conditions for obtaining the life insurance funds. This study was a descriptive with qualitative approach. The informants in this study were determined through purposive technique. Data were collected through observation, interview and documention studies. The results of this study indicated that the implementation of the life insurance policy has not been effective, based onpolicy evaluation indicators used by William Dunn, that is the maximization in goal achievement, efficiency in implementation effort, community satisfaction for government policy, equal distribution. The life insurancefunds has been distributed evenly, the community supported the life insurance policy, and the life insurance policy is right to be implemented among community in Padang City.

Abstract

789 hectares of land in Pulau Punjung sub-district are currently in very critical condition, especially in Nagari Sikabau and Nagari Tebing Tinggi. The main cause is the exploitation of natural resources through the activities of the people's gold mining since 2005 which is unstoppable. This situation is exacerbated by the condition of people who do not care and do not have an awareness of the importance of managing environmental sustainability. Nagari government as the spearhead in environmental protection and management is also like losing the idea to initiate a concrete action in dealing with environmental problems in the former mining land. The main cause is the lack of knowledge and skills as well as the capacity of the apparatus in managing the environment on ex-mining land. Through workshops (education and training) with a participatory training approach method will give birth to apparatus who have knowledge, special expertise in the field of environmental management and become a main pillar in building environmentally conscious village communities.
