Abstract

Demak Regency is one of the districts in Central Java that is developing and is not spared experiencing waste problems. The Department of Environment Demak Regency is an agency responsible for handling the environment, one of which is waste management. The purpose of this study is to analyze and describe the performance of the environmental agency of Demak in waste management. The methods used in this research is descriptive qualitative. Indicators are used to assess performance are productivity, service quality, responsiveness, responsibility, and accountability. In addition, the assessment of performance seen from the driving factor and a barrier to the performance of the organization. The results of this research show that the productivity performance in waste management has not been fullest because of limited human resources, facilities and infrastructure and the efforts that have not been right. Quality of service is still not optimally and needs to be increased again. Responsiveness is not optimal because there are no facilities or activities to determine the community needs. Responsibility is not maximal because it is still only focused on the Kalikondang landfill and the fulfillment of infrastructure in the city, as well as the lack of transparency to the public. Leadership and team is the driving factor, while restricting factors include a lack of human resources, limitation of funds, and a shortage of facilities and infrastructure. The researcher's recommendation is to do a strategic effort in optimizing performance, improvement of facilities and infrastructure, as well as involve community.

Abstract

Collaboration Forest Resource Management (PHBM) is a system of forest management conducted jointly by Perum Perhutani and forest village communities with interested parties (stakeholders) with the spirit of sharing that common interest to achieve sustainability of the functions and benefits of forest resources can be realized optimally and the improvement of the Human Development Index (HDI) which is flexible, adaptive, participatory, and accommodating PHBM as one form of social forestry is done to achieve sustainable forestry and forest communities prosper. However, the losses suffered due to illegal logging in the KPH Semarang is still high and has not decreased. Therefore, evaluation of which examines patterns in KPH Semarang management and the impact of PHBM for the forest village communities. This study focused on one LMDH namely LMDH Rejeki as a criterion independently LMDH. This study uses research methods qualitative descriptive. Data in this study were obtained from interviews with informants, observation and documents. The results of this study indicate that evaluation of Collaboration Forest Resource Management (PHBM) in KPH Semarang especially LMDH Rejeki has a management scheme implemented fairly well and in accordance with the conditions and the social dynamics of the community. Although there are still obstacles that are destroying the forests and their elements are decimating pohon.Forest Resource Management with Community has given the social and economic impact on society Kalikurmo Village of increased education, health, and positively impact the purchasing power masyarakat. Besides the positive effects , there are also some which impacts arising rift between Perum Perhutani officers with Kalikurmo Village community, institutional vacuum LMDH Rejeki, and lack of capital to develop productive enterprises.

Abstract

Human resources is one factor that has an important role in improving employee performance. Given the importance of human resources, it is a company or organization must pay attention to the factors that affect human resources work. Organizational culture and motivation affect the performance of employees in accordance with procedures and increase employee performance. This research was conducted in the city of Semarang. Samples were taken by using simple random sampling technique. Methods of data collection is done by using a questionnaire distributed to respondents who work in Central Java Province BKKBN office. The data obtained in this study were analyzed using multiple linear regression analysis. These results indicate that the variables of motivation and organizational culture has a positive and significant impact on employee performance. With the positive influence of organizational culture and motivation can improve employee performance.

Abstract

This research aims to analyze the changes that occur to the community Karangrayung Grobogan District with regard to access to clean water, sanitas, clean and healthy lifestyles as well as the strengthening of institutional capacity at the village level after the Pamsimas program, and to find out what aspects of the mempengaruhinyal. Locus were used in this study is in District 6 in the village of Karangrayung target Pamsimas, Ketro, mountain Rice, Jetis, Parakan, Sendangharjo and Temurejo. This research uses qualitative research methods are purely descriptive. The subjects in this study consists of 6 (six) main informant.Based on the results of the study showed that the program helped Pamsimas Karangrayung Subdistrict in community access to clean water, bowel habits and access to sanitation is also haphazard change for the better, but the improvement that occurred in some villages are still a bit. The aspects that influence the success of Pamsimas in district Karangrayung is a condition of social economic society, the clarity of the content policies, financial resources and the implementing actors support the program itself.Conclusions in this study is, the overall program pamsimas improve the quality of the target sub district Karangrayung village community, however an increase that occurred in several villages, still a little bit to it need to be ditingkatkanya some aspects that are considered to be less, so that this program can be optimized.

Abstract

Fund allocation policy infrastructure development in the area of Semarang in line with one of the principles of poverty reduction is to improve poor people's access to basic services. Only in District Pedurungan experiencing poverty increased amount while the allocation of development funds to increase. The purpose of this study was to analyze the contents of deliberative policy (content of policy) and implementation environment (context of impelementation) policy of allocation of funds for development of infrastructure in Sub Pedurungan region. The method used is deliberative analysis method that uses the concept of good governance as an analytical tool. Results from this study indicate that the deliberative analysis of the nine parameters that have the greatest correlation is the principle of participation. For most indicators correlated with the principle of deliberative analysis is the location of the decision-making correlates with the principles of participation, rule of law, transparency, and accountability. While the deliberative analysis parameters that correlate to the environment fund allocation policy implementation infrastructure development in the district region Pedurungan, Semarang City, among others, the rule of law, responsiveness¸dan strategic vision. Of the three parameters most correlated is the principle of responsiveness. For most indicators correlated with the principle of deliberative analysis is compliance and implementing responses were correlated with the principle of rule of law and responsiveness. The conclusion from this study is that there are three factors on the content of the policy with criteria of deliberative analysis of their implementation is still weak participation on the type of benefit, transparency and accountability on the location of decision making, as well as resources with criteria of transparency and efficiency. Recommendations are given is intensifying LPMK to improve supervision and for the price standardization efforts to ensure the efficiency of development.

Abstract

At the Budget Year 2013, the Province of Central Java gets budget allocation (DAK) as many of Rp 2.229.164.420.000,- that allocated for 35 district / cities and Provincial Governments of Central Java. District Cilacap is the largest receiver of DAK between 35 district / cities in the province of Central Java as many of Rp. 108.157.350. The result of DAK activities on the field of education in District Cilacap 2013 consist of primary education (Elementary School and Secondary School) and secondary education (High School and Vocational High School). Both of them are regulated by the decision of Regent of District Cilacap number 425 / 428 / 14 / 2013 about the Establishment of Educational Institutions of the Recipient of Special Allocation Funds on the Field of Education in Budget Year 2013 at Department of Education, Youth and Sport District Cilacap.The activities of Special Allocation Funds (DAK) on the field of primary education have given the maximum result as expected. Inhibit factor of activities enforcement of DAK on primary education is related to financial policy, it isn’t technical factor in beneficiary school. Because it is related to another policy, it can’t be said as a problem on DAK activity implementation. The aim of DAK activities on the field of primary education is implemented. The efforts such as input, process, and output indicator are good. The graduation rates are considerably higher and not passing rates are lower.DAK activities on the field of secondary education still not entirely provide expected result. There are inhibit factors on the activity implementation of DAK in secondary education. The aim of DAK activities on secondary education has not maximum implemented. The realization by 50%. It can be seen on input, process, and output of Department of Education and beneficiary school efforts are good. It is profoundly that the graduation rates are 100% or almost 100%. The expected impacts was comparable with the efforts.

Abstract

Raskin program goal is to reduce the burden of Poor Households expenditure by fulfilling most basic food needs in rice while the goal of the program is to increase access Raskin food to poor families to meet basic needs in order to strengthen household food security and prevent further loss of energy and protein consumption.Expectations of the program is that poor people do not have a shortage of food, thus their welfare would be slightly guaranteed,turns in the implementation of this program would occur Raskin many problems, including the problem in terms of misses the point,not the right quantity, right quality is not, and is not appropriately priced. Apart from the administrative side also found a problem that delays the advent of depositing the proceeds of the purchase of rice to bulog.

Abstract

Natural disasters are natural events that harm or threaten in human life. The potential occurrence of a disaster is always there all of the time and disasters can happened anytime and therefore needed handling with disaster preparedness. In responding to disasters Semarang make Semarang Regional Regulation No. 13 of 2010 on Disaster Management. Through the Regional Disaster Management Agency (BPBD) government involving the community by creating a Village Disaster Alert (KSB). The purpose of this study was to determine the role of KSB Muktiharjo Lor districtsof Genuk in response to floods in the Muktharjo Lor District of Genuk. This research uses descriptive qualitative approach. Data collection techniques used were observation, interviews, documentary studies and literature. Results from this study is the difference in point views of KSB with BPBD. The government saw that the establishment of the KSB to the public as subordinate of government in handling disaster and its members are volunteers. But KSB members found it hard to to be a volunteer and hopes to become members of KSB wages. Need better coordination in order in handling disasters can be more responsive.

Abstract

Pembangunan Waduk Jatibarang di Kota Semarang merupakan suatu bentuk upaya, inisiatif Pemerintah Kota Semarang dan dibantu oleh Pemerintah Pusat bertujuan menanggulangi masalah banjir di Kota Semarang. Hal tersebut karena dilatarbelakangi dengan adanya musibah banjir dari tahun 1973-2002 yang telah memberikan banyak kerugian bagi masyarakat Kota Semarang. Namun kebijakan pembangunan Waduk Jatibarang dalam pelaksanaan pembangunannya mengalami sebuah masalah keterlambatan penyelesaian pembangunan waduk dari target yang telah ditetapkan. Berdasarkan masalah yang terjadi pada pembangunan Waduk Jatibarang kemudian muncul sebuah pertanyaan tentang bagaimana akuntabilitas dari perencanaan pembangunan Waduk Jatibarang. Hal tersebut dikaji melalui pendekatan kualitatif dengan lokasi penelitian di Balai Besar Wilayah Sungai (BBWS) Pemali-Juana, Bappeda Kota Semarang, Kelurahan Kandri dan Kelurahan Jatirejo Kecamatan Gunungpati, Kelurahan Jatibarang dan Kelurahan Kedungpane Kecamatan Mijen. Penelitian ini dilakukan dengan cara wawancara kepada informan, studi dokumentasi, dan studi pustaka. 2 Hasilnya adalah meskipun sudah masuk dalam kriteria akuntabel, namun perencanaan pembangunan Waduk Jatibarang terdapat cukup banyak catatan seperti dalam dimensi diskusi publik yakni sosialisasi hanya bersifat informatif, hanya dilakukan kepada warga terkena dampak, dan tidak sampai menghimpun aspirasi masyakat pada tingkat subtansi perencanaan. Kemudian pada dimensi koordinasi belum ada pembagian tugas dan kewenangan yang jelas dan tertulis, selanjutnya dimensi publikasi dan kampanye edukatif dimana kampanye edukatif tentang dampak-dampak dari pembangunan Waduk Jatibarang hanya ditujukan kepada warga terkena dampak. Maka disarankan agar melakukan diskusi publik yang ditujukan kepada masyarakat di empat kelurahan yang menjadi bagian lokasi pembangunan waduk secara luas dengan menghimpun aspirasi dari masyarakat, kemudian memperbaiki pembagian tugas dan kewenangan agar lebih jelas dan dalam bentuk tertulis. Dan yang terakhir kampanye edukatif dapat dilakukan terhadap masyarakat Kota Semarang secara luas.

Abstract

Children are not an object so that can rudely treated, they have own characteristic that need to be determined by the differentiation towards their treatment, with an aim to protect and guard them for supporting their future. At the District / City level, regulations and policies on child protection tend to focus when a child has entered into legal matters or has committed break the law, the actions of the government are limited to rehabilitation and often ignore the aspects of prevention. This prevention aims to prevent a child from taking unlawful acts. This research is to describe child-friendly school program as an effort to prevent child face with law (ABH) in Semarang City. This research uses qualitative approach with the theoretical concept from Mazmanian & Sabatier. The results of this research shows that the implementation of child-friendly school program as an effort to prevent child face with law (ABH) in Semarang City has not been implemented optimally yet, because the implementation of child-friendly school program still facing many obstacles like physically violence in school by their teacher or students. Lack of control from parents, as well as environmental influences of children who are factors causing child face with law. Suggestion from researcher are increased cooperation between related institutions, and also doing communication intensity towards their parents. Then, the lack of human resources to guide the student physically become an obstacle to the implementation of child-friendly school.
