Abstract

Government as a public servant should also seek to participate in improving service quality. Government efforts in providing services, especially to elderly population with the establishment of Komda Lansia. Increasing the elderly population will surely have an impact on the intensity of services provided by the Komda Lansia. The quality of Komda Lansia service in providing services to the elderly can be known based on the performance level of Komda Lansia in providing services. This research was conducted at Komda Lansia, District Wonosobo, Central Java. This study aims to determine the quality of elderly service in Komda Lansia in District Wonosobo, so it can be known what factors inhibit elderly service at Komda Lansia in District Wonosobo. The sample used is as many as 47 respondents, with the technique of sampling using technique Purposive Sampling. Data analysis using Important Performance Analysis (IPA). The service quality variables are performance level (X) and level of interest / expectation of elderly (Y), with service quality dimension are Reliability, Responsiveness, Assurance, Empathy, Tangible. The results of the study based on the Rating of Interest and Performance of Quality of Service, that the value for the average performance appraisal is 1.73 and the interest rating of 1.77. The value of interest is greater than the value of performance. This indicates a gap between services received by the elderly in the hope of the elderly. Based on Average Assessment Level of Interest and Level of Performance and Customer Gap Based on Service Quality Dimension, dimension Reliability occurs positive gap with average 0,006, dimension Response happened negative gap with average -0,073, dimension Assurance happened negative gap with average -0,150, Empathic dimension occurs negative gap with average -0,135, physical shape dimension happened positive gap with average 0,245. It can be said that the factors that inhibit the service is on the dimensions of Response, Assurance, and Empathy. It is this factor that needs to be improved to improve the Komda Lansia service of District Wonosobo.

Abstract

E-Government is a new interaction mechanism between the government and public or private sector by involving the use of information technology with the aim of improving the quality of public services. Based on previous research shows that the city of Semarang has not reached the fourth level in the implementation of egovernment as stated in Presidential Instruction No. 3 of 2003. The purpose of this study was to determine and analyze the implementation and development of egovernment in the Semarang City Government so far and the factors influencing it. The method used in this research is qualitative descriptive. The results showed that the implementation of e-government in the city of Semarang in general has gone well. However, from the four levels of e-government implementation contained in Presidential Instruction No. 3 of 2003, the implementation of e-government in the city of Semarang has not yet reached the fourth level in overall because Semarang City doesn’t have an application that emphasizes the integration of G2G, G2B, and G2C services. The factors that influence the implementation of e-government in Semarang City are, lack of regulations for implementating e-government, lack of human resources, budget constraints financed by APBD, lack of attention from other OPD. To overcome the problems, government of Semarang city formulate regulations on the implementation of e-government so that Semarang City has a reference in the implementation, providing outsourcing personnel, making budget priority, and conducting socialization and routine supervision to other OPD.

Abstract

Advertisement tax is a levies that local districts / cities on the implementation of the billboard. Advertising Tax convening aims to help improve the original income in order to carry out the development and care of the household own areas. In fact in the implementation of policy implementation have not been fully able to bring results in line with the target set. The focus of this research is the Implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang as the locus of research. This study uses theory implementation proposed by George Edward III, Meter and Horn theory and the theory of Grindle. This type of research is explanatory research that examines the influence between variables with hypothesis testing. The unit of analysis is the implementing agency personnel policy the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang related (Employee field of local taxes). A representative sample use Proportional Random Sampling technique by taking 30 respondents. Statistical testing to measure the accuracy of instruments questions using validity and reliability test. hypothesis testing using the formula Kendall Rank Correlation Coefficient with Z Significance Tests with SPSS method and coefficient of determination.. The research proves that there is a positive and significant relationship between attitudes to the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang by 11.4% relationship. There is a positive and significant relationship between communication with the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang by 16.4% relationship. These results indicate that the hypothesis proposed in this study received. Based on the research, in order to achieve the successful Implementation Regulation 6 of 2011 about the advertisement tax, DPKAD Semarang need to conduct more intensive training to officers and providing extension or a more intensive socialization to taxpayers.

Abstract

The back ground of this electronic KTP program cause administrative management ofpopulatio is overlape and the high total population in Indonesia, many cases of double identity card so the government made on UU number 23 2006 about administration inhabitant to apply the parent population number for residents of Indonesia This research was conducted using descriptive qualitative research method. The location was focused in Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pati. The selection of informants using purposive sampling. Triangulation techniques used to test the quality of the obtained data. The implementation of this program observed through the implementation stages, goals accuracy, and program performance. Based on thesynthesis of Implementation Models of Mazmanian and Sabatier, as well Edward III the chosen decisive factors in the program implementation were a communication, resourses, dispotition,and bierocr structure.So far, the study implementation of enrollment electronic KTP program in Pati was not running well because there are still many shortcomings in the implementation stages, goals accuracy, and program performance. Determinantfactors in this program implementation can be motivating factor, but also has a potential to be a limiting factor. Recommendations are: (1) Need to increase the number of procurement of equipment in order to complete the recording (2) Enhance program enroolment mobile e-KTP in the villages in order to help complete the recording e- KTP (3) Provision of access to information and education program of electronic KTP card (4) Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pati shall supervise the implementation of the electronic KTP and equipment procurement program (5) the purpose of the e-ID card needs to be disseminated to the entire apparatus supporting this program.

Abstract

The development of tourism is one of the strategies to introduce a specific area as a tourist area and to increase local revenue. This study aims to determine how the Tourism Development Program Implementation in the Widuri Water Park Pemalang. This study is a qualitative study using descriptive analysis as data techniques. In this study, the concept of the theory is a theory used belongs to Meerile S. Grindle that the variable success implementation is contents of policy and context of policy. The development of tourism destinations affects on development around the area attractions. the purpose of enhancing the competitiveness of the tourism program in Pemalang district can be reached. Tourist visits decrease proved by the data indicating approximately 1.8% of visitors decreased each year because there are many things such as tourism maintenance that is not good enough and less of visitors’ interest from outer of Pemalang district. The tourism destination development program implemented by Department of Culture and Tourism only related to development and maintenance of facilities and infrastructure. However, if it is seen from the strategic plan, many other activities that can be done to achieve the goal. Activities in this program cannot be implemented due to various factors such as the lack of coordination and understanding of the program objectives. The conclusion of this study describes that the implementation of Tourism Destination Development Program in the Widuri Water Park has not been implemented effectively and maximum because there are still constraints in planning and budgeting. Suggestion that the writer can convey is that the implementation of tourism destination development program carried out in accordance with the strategic plan that was made despite the constraints affecting.

Abstract

The multilateral development scheme incorporates SRHR (Sexual and Reproductive Health and Rights) into the SDG'S (Suistanable Development Goals) indicator, it means that in all development aspects should not override the SRHR issues. Reproductive health services for teenagers have got no serious attention yet, whereas teenagers are the most vulnerable group that sustaining various risks of reproductive health problems. Major issues related to adolescent reproductive health also called by term Triad KRR (sexuality, HIV / AIDS and drugs) are actual issues that require the attention of all parties. This study aims to analyze the implementation of adolescent reproductive health services policy strategy and to identify factors affecting its implementation in Semarang regency. The method used in this research is qualitative descriptive. Data collection techniques used through in-depth interviews, observation, and literature review. This study refers to Government Regulation No. 61 of 2014 and uses Grindle's implementation model. The results showed that adolescent reproductive health services got less attention so that it has not been able to achieve the desired goals. It is due to the lack of good coordination between the involved implementers, implemented strategies are less effective, Semarang Regency Government has not yet prepared technical guidance on teenagers reproductive health service policy, and distribution of beneficiaries is not evenly distributed.

Abstract

Semarang Local Government accelerate the realization of the development of Child Friendly City/Regency by creating mayor regulations number 20 year 2010 concerning child friendly policy using child friendly village approach, afterward follow up with the Regional Action Plan and Semarang mayor’s decision number 050/425 concern in determining the location of District Pilot Program in Semarang City in 2011-2015. Gayamsari Sub-district is chosen as the pilot of child friendly sub-district hereafter implement derivatives regulation that is child-friendly village, held in Gayamsari Sub-district. Even though has already set as the pilot child friendly village, however Gayamsari District still has low numbers of APK APM and low numbers of child welfare compared with other pilot districts. The research goal is to find out how to the program implementation of Child Friendly using Child Friendly Village Approach undertaken by Gayamsari Village using success indicator from RAD and PERWAL, also supporting factors and resistor factors of program implementation. This research uses the theory of George C. Edward III. The methods of this research uses qualitative research in descriptive type. The result of this research, the clusters of civil rights and freedoms, family environment and the right clusters alternative, clusters of education and utilization of leisure and arts activities, not in accordance with the indicators of success, Whereas the right cluster of basic health and welfare, and special protection cluster implementation is in conformity with the indicators of success. Driving factor of this implementation is a bureaucratic structure and disposition of the cadres, while the inhibiting factor of resources, communication, and the disposition of the employees of district and village The conclusion of this research program implementation KLA using Child Friendly Village approach in Gayamsari Village has not succeed yet. Because there are still several success indications has not fulfilled yet. Therefore, there are the factors which inhibits program implementation. It needs to be improved in manufacturing RAD, the communication between Semarang Government, Sub-district, Village, also the improvement in financial resources and disposition employees in village and sub-district.

Abstract

Abstract About 80% of the clean water needs that used by the peoples derived from groundwater, especially in urban areas, industrial center, and settlement that is growing rapidly, such as Semarang City. The problems of groundwater management in Semarang City is the usage of ground water which is generally inefficient and carelessly that can be seen from the number of artesian wells from groundwater with the uncontrolled water discharge or not even registered, one of the acts from government is to manage groundwater extraction permits by Dinas ESDM Provinsi Jawa Tengah. The goals of this research is to knowing about the implementation of supervising based on the regulation, then to identifying the factors of the implementation of supervision policies in groundwater management permits at Semarang City using the Van Meter and Van Horn Theory. This research uses descriptive qualitative research method with data collecting technique through interview, observation and documentation. The result of this research is showing that Dinas ESDM Provinsi Jawa Tengah is make serious efforts to the policy, but there is some troubles for examples, weak supervision, lack of resources, lack of peoples awareness and lack of socialize leading to the conclusion that implementation of supervision policies in groundwater management permits at Semarang City is not working properly and optimally.

Abstract

Semarang city retribution that becomes an important component in the contribution of regional income is the retribution of Pasar Rejomulyo (Rejomulyo Market). In the implementation, the retribution tariff rule has not been relevant with the type of the group of places and the merchants based on the regional regulation. The purpose of the research was to evaluate the performance of retribution policy Pasar Rejomulyo based on the Regional Regulation Number 2 2012, from the consistency aspect of the setting and theoretic relevancy. The research used the descriptive qualitative type, with the informant from Market Office official and the merchants in Pasar Rejomulyo Semarang. The result of the research stated that Pasar Rejomulyo uses the mutual agreement to determine the retribution tariff. Besides, the retribution income cannot be proved, for there is no transparency of market retribution income. The conclusion is that Pasar Rejomlyo does not run the Regional Regulation Number 2 2012. The classification of the merchants based on their types; the enactment of retribution tariff and the provision of the basic area so that the Pasar Rejomulyo retribution can increase, needs to be done.
