Abstract

The problems of the study are: (a) how the peri urban agricultural land use changes, (b) what factors influence land use cahange, (c) how the impacts of the land use changes on regional food lost, food availability, and the prospects of the farming sustainability in the peri urban area ofYogyakarta city. The objectives of the study are (a) to estimate the area and the rates of the peri urban agricultural land use change, (b) to estimate the factors influencing the land use change, and (c) to estimate the impacts of the peri urban agricultural land use change to the regional food lost, regional food availability, and the prospects of the farming sustainaibility in the peri urban area of Yogyakarta city..The data collection methods used in this study are: (a) Landsat TM satellite Images analysis, (b) digitally map overlaying on computer screen using Geographic Information System (GIS), (c) documentation of secondary data, (d) interview with quetionare as the guide, and (d) field observation. Data will be analyzed by using the mathematics, statistics, and econometrics equations specially multiple linear regression. Data will be presented as the table, diagram, curve and map.The results and conclusions of this research are (a) the changed of peri urban agricultural land use as long as 11 years from 1996-2007 are 922,17 ha in Sleman; 1.888,60 in Bantul; and 1.082,79 ha involving 47 sample of villages; the rates of land use changing is in negatif correlation with the the distance from the city, (b) the used econometric model in this research indicate a satisfaction goodness of fit with R2 of 0,895. Based on the analysis of variance, F-test, and t-test can be conclude that some factors i.e. Exhange Value of Agriculture Production (FPV), Technical Irrigated Agriculture Lands (IRG), the Precentage of Built Area to the Agriculture Lands (BCPr), People Density (Dens), Society Education (Edu), and the Agriculture Land Price (FLP) significantly influence to the rates of agriculture land changes, but the other factors i.e. the Precentage of agricultural lands to the village area (FLPr), Agriculture Lands Tax (FLT), Dummy of Bantul (DB), and Dummy of Kulon Progo (DKP) do not significantly at the α of 5-10%, and (c) the rates of agricultural lands changes have negative impacts to the regional food lost, regional food availability, and the prospects of the farming sustainability of peri urban agricultural lands. The number of regional food lost equivalent with 703,443 people, and the decreasing of regional food availability is equivalent with 572.259 people.Keywords: landsat image, land use change, overlay, peri urban

Abstract

Abstract: Land Acquisition for public interest in Kulon Progo Regency is a procedure that must be implemented before initializing the new airport, which will replace the function of Adisutjipto airport. It facing much rejection during the process, so that it takes long time in completion. That also causing the identification and inventory process to be inhibited so that the land valuation process can’t be done perfectly. Their compensation won’t be given directly to the land owner, but through the consignment procedure that deposited at the District Court. This research is conducted by descriptive qualitative method. The results show that the assessment of the land is done well, although there is a discretionary decision, so that re-assessment is conducted in different time. The payment mechanism of compensation through consignment also done according to procedures, although the requirement of rejection letter from the party who is not eligible can’t be fulfilled, because it can be suspended due to the large interest for the land acquisition process of the new airport. Keywords: land assessment, consignment, land acquisition Intisari: Pembangunan bandara udara baru yang dapat menggantikan fungsi bandara udara Adisutjipto sudah tidak dapat dielakkan lagi. Pembangunan bandara udara baru dilaksanakan melalui prosedur Pengadaan Tanah untuk Kepentingan Umum. Penolakan terhadap pembangunan bandara udara terjadi dalam kegiatan tersebut. Penelitian ini bertujuan untuk mengetahui mekanisme penilaian dan mekanisme konsinyasi terhadap bidang tanah yang mengalami penolakan oleh pihak yang berhak pada kegiatan pengadaan tanah tersebut. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan studi kasus dan pendekatan perundang-undangan. Hasil penelitian menunjukkan bahwa dalam pelaksanaan penilaian bidang tanah secara keseluruhan sudah sesuai prosedur yang ada, akan tetapi terdapat putusan diskresi terhadap bidang tanah yang sebelumnya tidak dapat dilakukan penilaian secara keseluruhan kemudian dilakukan penilaian ulang di luar waktu yang telah ditentukan. Mekanisme pembayaran ganti kerugian melalui konsinyasi sudah sesuai dengan peraturan perundang-undangan yang berlaku, hanya dalam proses permohonan registrasi konsinyasi terdapat satu syarat terkait dengan surat penolakan dari pihak yang berhak yang tidak dapat dilampirkan, hal tersebut dapat ditangguhkan mengingat besarnya kepentingan kelancaran proses pengadaan tanah pembangunan bandara udara baru ini. Abstract

PTSL targets are increasing every year. Limited human resources to finish this project make the government issued a policy based on Article 42 paragraph (1) ATR / BPN Regulation No. 6 year 2018 regarding the implementation of PTSL activities that can be carried out based on community participation (PTSL+PM), and Technical Guideline Number: 002 /JUKNIS-300.UK.01.01 /II /2019 dated February 1, 2019 concerning Complete Systematic Land Registration Activities Based on Community Participation (PTSL+PM). This research objectives are: 1) to find out the implementation of PTSL activities involving the community in Ngestiharjo Village, 2) to find out the constraints and solutions in implementing PTSL+PM activities in Ngestiharjo Village, and 3) to find out the benefits of SIAP and SANTRI PTSL+PM applications in the implementation of PTSL+PM activities in Ngestiharjo Village. In conducting this research, the researcher applied qualitative method. The benefit of using the SIAP application is, it facilitates to collection of juridical data in the form of nominative lists and the data integration process. It also produces output in the form of a complete registration file.

Abstract

Penelitian ini bertujuan untuk menghitung kerugian ekonomi secara kuantitatif atas hilangnya lahan-lahan pertanian dan usahatani di pinggiran Kota Yogyakarta sebagai akibat dari terjadinya konversi menjadi bangunan. Antara titik tahun 1996 dan 2006. Analisis secara digital Citra Satelit Landsat TM tahun 1996 dan 2006 digunakan sebagai cara untuk mengumpulkan data penggunaan lahan. Teknik analisis overlay peta secara digital menggunakan software Argis versi 9.30 digunakan untuk menganalisis luas dan lokasi konversi lahan pertanian menjadi bangunan yang terjadi. Pendapatan usahatani, Nilai Willingness to Pay (WTP), dan Willingness to Accept masing-masing digunakan untuk mempresentasikan Nilai Guna Langsung (NGL), Nilai Guna Tidak Langsung (NGTL) dan Nilai Non Guna (NNG) dari keberadaan lahan perrtanian dan usahatani. Hasil penelitian menunjukkan bahwa (a) antara titik waktu tahun 1996 dan 2006 di pinggiran Kota Yogyakarta telah terjadi konversi lahan pertanian menjadi bangunan seluas7.514,77 ha, seluas 3.651,26 ha terjadi di bagian wilayah Sleman dan sisasnya seluas 3.863,50 ha terjadi di bagian wilayah Bantul, (b) Nilai Guna Langsung yang hilang sebagai akibat konversi lahan pertanian sebesar 25,495 milyar rupiah terdiri dari Sleman sebesar 28,69 milyar rupiah dan dari Bantul sebesar 54,189 milyar rupiah, yang berasal dari sawah dan tegalan sebesar 32,282 milyar rupiah dan dari pekarangan sebesar 21,808 milyar rupaih, (c) Nilai Guna Tidak Langsung yang hilang akibat konversi lahan pertanian sebesar 1,561milyar rupiah dengan rincian dari Sleman sebesar 1,049 milyar rupiah dan dari Bantul sebesar 0,511 milyar rupiah dimana kehilangan NGTL di ZDRR paling besar disusul di ZLRR dan kemudian di ZJRR, (d) Nilai Non Guna yang hilang akibat konversi sebesar 22,298 milyar rupiah dengan rincian dari Sleman sebesar 10,803 milyar rupiah dan dari Bantul sebesar 11,495 milyar rupiah dimana NNG di ZLRR paling tinggi disusul di ZDRR dan kemudian di ZJRR, (e) Nilai Ekonomi Total (NET) yang hilang akibat konversi sebesar 78,05 milyar rupiah dengan rincian dari Sleman sebesar 37,35 milyar rupiah dan dari Bantul sebesar 40,70 milyar rupiah dimana NET di ZJRR paling tinggi disusul di ZLRR dan kemudian di ZDRR, (f) Kehilangan nilai-nilai ekonomi tersebut akan semakin besar bersama peningkatan luas lahan pertanian yang dikonversi menjadi bangunan sebagai fungsi ruang san waktu.   Kata kunci : Konversi, valuasi ekonomi, pinggiran kota, dampak

Abstract

Tujuan penelitian: menghitung kerugian ekonomi dampak hilangnya lahan pertanian pinggiran Kota Yogyakarta akibat konversi ke bangunan tahun 1996 dan 2006. Metode dasar: deskriptif analitis. Digunakan Analisis digital Citra Satelit Landsat TM tahun 1996 dan 2006 untuk mengumpulkan data penggunaan lahan. Teknik analisis overlay peta digital software Argis versi 9.30 digunakan untuk menganalisis luas dan lokasi konversi. Survei wawancara dan kuesioner dilakukan untuk mengumpulkan data produktivitas lahan dan pendapatan usaha tani. Pendapatan usaha tani, Willingness to Pay, Willingness to Accept digunakan untuk mempresentasikan Nilai Guna Langsung, Nilai Guna Tidak Langsung, dan Nilai Non Guna keberadaan lahan pertanian. Rumus dan model persamaan matematika dirancang untuk menghitung kehilangan nilai ekonomi. Hasil: (a) antara 1996 dan 2006 terjadi konversi 7.514,77 ha; (b) NGL Rp 82.879 milyar; (c) NGTL Rp 1,561 milyar, kehilangan NGTL di ZDRR paling besar; (d) NNG Rp 22,298 milyar, NNG di ZLRR paling tinggi; (e) NET Rp 78,05 milyar, NET di ZJRR paling tinggi; (f) kehilangan nilai ekonomi semakin besar seiring peningkatan luas lahan pertanian terkonversi sebagai fungsi ruang dan waktu. Kata kunci: konversi, valuasi ekonomi, pinggiran kota.
