Abstract

Simpang bersinyal merupakan suatu elemen yang cukup penting dalam sistem transportasi di kota besar seperti Simpang Jambo Tape di Kota Banda Aceh. Simpang Jambo Tape merupakan salah satu dari jaringan jalan yang menghubungkan beberapa tempat penting yang ada di Kota Banda Aceh, seperti pertokoan, perkantoran, sekolah, rumah sakit dan pemukiman penduduk. Hal ini  menyebabkan aktifitas lalu lintas pada simpang tersebut sangat tinggi, sehingga dapat mengakibatkan kemacetan dan tundaan pada beberapa kaki persimpangan. Salah satu masalah yang dihadapi simpang bersinyal ialah kurang efektifnya prasarana sehingga menjadi tidak layak prasaran tersebut yang telah dibangun oleh pemerintah setempat untuk masyarakat dalam menggunakan prasarana transportasi itu sendiri seperti Ruang Henti Khusus (RHK). Karna prasarana yang dibangun seperti RHK tersebut untuk dapat melancarkan arus lalu lintas di simpang. Tujuan penelitian ini adalah untuk mengetahui kelayakan RHK simpang bersinyal yaitu Simpang Jambo Tape di Kota Banda Aceh. Metode yang digunakan berupa perbandingan pada tahun 2013 sebelum adanya RHK dan tahun 2018 setelah adanya RHK pada Simpang Jambo Tape. Untuk kelayakan RHK berdasarkan tingkat keterisian dengan metode dari Balai Teknik Lalu Lintas dan Lingkungan Jalan (2012) yang dihubungkan dengan kinerja simpang bersinyal dari metode dari PKJI 2014. Hasil dari penelitian didapat kelayakan RHK yang dilihat dari tingkat keterisian ialah rata-rata 50% yang artinya kurang berhasil diterapkan sedangkan untuk kinerja simpang bersinyal semakin bertambah dimana didapat nilainya ≥0,85 dimana artinya arus lalu lintas macet. Kesimpulannya bahwa fungsi RHK tidak membuat kinerja simpang bersinyal menjadi baik sehingga RHK yang ada di Simpang Jambo Tape tidak layak. Untuk itu diharapkan kepada Pemerintah setempat dengan hasil ini dapat menjadi acuan dalam evaluasi RHK di Simpang Jambo Tape sehingga kelayakan Zona RHK tersebut menjadi baik.

Abstract

ABSTRACTThe Punge Blang Cut intersection in the city of Banda Aceh is a four-armed unsignalised intersection. The location of this intersection is on Jl. Sultan Iskandar Muda, where this road connects the city center to the west side of the city to the Ulee Lheue port. The west to east road direction is a major road and the north to south direction is a minor road. On the west arm there is two lane at each direction with a median, and at the east side there is two lane and two direction with a bridge by length of 20m and whithout median. On the north and south arms side there is a slight incline. Especially at the south side arm is not perpendicular to major line road. At this recent time it is estimated that traffic performance should be at a low level and of course it will be even lower in the future. For this reason, it is necessary to evaluate the traffic performance of the intersection for handling purposes in the future. At the beginning of conducting this research, data needed were: volume and compotition of traffic, intersection geometric, environmental conditions and secondary data as support. Data processing was carried out based on the Indonesian Road Capacity Manual (MKJI) 1997 and Vissim methods.

Abstract

Kota Banda Aceh merupakan kota wisata islami dengan kebiasaan masyarakat melakukan shalat berjamaah di masjid. Penyebaran wabah Covid-19 mengubah hak kebebasan beragama menjadi pembatasan kegiatan keagamaan. Pembatasan ini dimaksudkan agar masjid tidak menjadi media penyebaran Covid-19. Kajian ini bertujuan untuk mengobservasi pola pergerakan orang ke tempat ibadah dengan menggunakan data penggunaan lahan parkir. Lokasi kajian di Mesjid Raya Baiturahman Banda Aceh yang merupakan pusat ibadah masyarakat muslim di Aceh sekaligus landmark kota yang dijadikan destinasi wisata oleh turis maupun penduduk lokal. Hasil kajian menunjukkan bahwa penerapan pembatasan sosial mempengaruhi pola pergerakan masyarakat. Pembatasan sosial menyebabkan jumlah pergerakan menurun ≥ 50% pada hari Jumat dan Minggu. Sedangkan pada hari kerja menunjukkan kenaikan, namun tidak sebesar nilai penuruan pada hari Jumat dan Minggu. Nilai determinasi dan korelasi menunjukkan karakteristik hari berkorelasi positif dengan jumlah pergerakan masyarakat menuju mesjid. Jumlah pergerakan ini dapat dijelaskan oleh variabel karakteristik hari.

Abstract

The Punge intersection in Banda Aceh City is a four-armed intersection without traffic control devices such as traffic lights and roundabouts. The intersection performance from visual observation is currently very low, especially during peak hours. Therefore, it is presently considered necessary to evaluate road performance and carry out alternative handling planning. One alternative handling is to plan a roundabout at the intersection. Thus, this study aims to obtain road performance by comparing the use of a roundabout and without a roundabout. Analysis and planning using the MKJI and PTV Vissim 10.00-02 methods. It requires data on traffic volume, road geometry, and environmental conditions around the location. The analysis of roundabout planning with the widening of each arm with the MKJI and Vissim methods produces the level of services to deliver the best decisions for improving the intersection performance

Abstract

Many cities in Indonesia both small towns and big cities, the transportation system is dominated by motorcycle. The ownership of motorbikes has increased significantly in many cities due to their high mobility and affordable prices. The Increasing motorcycle users will make a major contribution to the traffic congestion on the highway; this makes motorbikes dominate traffic in the city. From previous studies the composition of vehicles in the Jambo Tape intersection was seen from traffic conditions consisting mostly of 70% motorcycle (MC), the larger the size of the vehicle, the more larger the proportion of a vehicle in a traffic flow The dominance of motorbikes in saturation flow at intersections it make motorbikes are considered as the basic vehicle for traffic flow. In Banda Aceh, especially in the Jambo Tape signal intersection, there is a mixed traffic flow which is dominated by two-wheeled vehicles. Then the movement of the traffic flow is not moving in one line (indiscipline lane), even the driver often makes lane changing or overtaking. The purpose of this study is to determine the equivalent value of two-wheeled vehicle at Jambo Tape signal intersection, also comparing the result of field observation analysis with EMP values, the saturate flow in previous research, and MKJI 1997. The research method used in this study is multiple linear regressions. The result obtained from this study is the new EMP value, for motorcycle (MC) 0,17; heavy vehicle (HV) 2,08 and rickshaw (RS) 1,3 and for the ERD value is light vehicle (LV) 5,97, heavy vehicle (HV) 12,41 and for the rickshaw (RS) 7,77. Furthermore, for the analysis the currents of saturated flow, two models were obtained, for the first model by not using constants is S0 = 488 We and for the second model that using constants is S0 = 1029 + 347 We

Abstract

Lampuuk Beach is the most visited beach by both local and foreign tourists. Based on data from the Aceh Besar Culture and Tourism Office (2018) that in 2017 the number of local and foreign tourists reached 1,075,626 people with a growth of 4.75%, the number was the highest compared to tourist visits to other tourist objects in Aceh Besar. To develop beach tourism activities and increase tourism interest in Lampuuk Beach in Aceh Besar District, it is necessary to conduct research related to the arrangement of coastal areas by improving the environmental quality of coastal areas. The purpose of this study is to identify the characteristics of tourists in the area Lampuuk Beach. The benefits of this research as input for local government and local communities for policy formulation in the development of tourist area, arrange Lampuuk Coast resort management structuring by reviewing current condition and alternative arrangement in the future. The method used in this research is mixed methods between quantitative method and qualitative method, and analysis used is contant analysis). The result of analysis shows identification of tourist characteristic in Lampuuk Coast area is is nusantara tourist equal to 99,42%, tourist gender 86,6% are male, age group often visit with age 25-55 year equal to 47%, education last tourist D3 by 41,86%, work type of worker working equal to 63,92%, tourist expenditure during the beach between Rp. 100,000-Rp. 200.000 is 44,93%, tourist visit destination is 100% travel, visit frequency every year equal to 40,56%, friend of traveler visit trip is with friend equal to 37,11%, stay length of traveler greater than 5 hour at beach 72, 16%, the residence of the majority tourists with no stay of 79.38%, the type of expenditure of tourists for the tickets, the cost of parking, and consumption during the beach, the transportation used by tourists 50.52% by using motorcycles, the motivation of tourists visited Lampuuk Beach because the natural beauty of 45.36%, the source of information to visit tourists get from friends and family, the activities undertaken in Lampuuk Beach is to enjoy the beauty of nature and bathing, the willingness of tourists to return 100% return.

Abstract

Today, the Province of Aceh has implemented mass transportation in the form of buses to overcome congestion. The Aceh Government through the Aceh Transportation Agency in collaboration with the Ministry of Transportation provides mass transportation services called Trans Koetaradja. The Trans Koetaradja bus, which operates in the capital of Aceh Province, reaches the city of Banda Aceh and the district of Aceh Besar. Trans Kutaradja service has opened five corridors up to 2018 including Corridor 2A Keudah - Blang Bintang. In its management the Government of Aceh provides subsidies so that for the time being the Aceh Government has freed up mass transportation services, but the provision of these subsidies will not last forever but will be phased out. So that the community will be subject to tariffs in using the Trans Koetaradja Bus This study aims to determine the amount of passenger tariffs in terms of BOK and using the ATP and WTP methods. The results of this study are for Corridor 2A for the results of tariffs based on BOK is  Rp. 6,000, ATP is Rp. 3,800 (students); Rp. 3,900 (students); Rp. 4,000 (general public) and Rp. 6,000 (elderly / disability) while the rate based on WTP is Rp. 3,600 (students); Rp. 3,700 (students); Rp. 3,200 (general public) and Rp. 6,000 (elderly / disability).

Abstract

Asphalt and Aggregate is the main ingredient of the asphalt concrete layer which determines the quality of asphalt pavement. One of the main cause of the damage and decrease of asphalt pavement strength on the road is the low strength and durability of the asphalt mixture. . But in the other side the utilization of local materials is expected to be used maximally to improve efficiency in terms of financing, especially for island area such as Sabang city of Aceh Province. Importing material from Ace Besar district is need a big cost. In solving this problem therefore it is necessary to maximize the use of local material. this research is done for find out the effect of the use of fine aggregate on the characteristics of the coarse layer of asphalt concrete mixture characteristics (AC-WC)with the addition of Sabang fine aggregate starting from 0%, 25%, 50%, 75% and 100%. The initial step in this research is find the value of optimum asphalt content (KAO).The result of this research shows that the more composition of the Sabang fine aggregate then the decreasing the stability value. The highest stability value is on the asphalt concrete mixture without Sabang fine aggregate substitution with the asphalt content is 5,38% with the amount of 1.658,73 kg and the lowest stability value is on the asphalt concrete mixture with 100% of Sabang fine aggregate substitution with asphalt content is 6,35% in the amount of 979,35 kg. The maximum composition of sabang fine aggregate which pass the requirement specification of Asphalt concrete AC-WC volumetric characteristic is 50% on the level of 5,87% with the stability value is 1.225,81 kg.

Abstract

Darussalam Sub-district is one of the largest sub-districts consisting 29 villages in Aceh Besar Regency. This sub-district serves its function for settlements, offices, trading, and education. As there are many people reside in the area, the trip-generation and traffic rate to the activities centers also increase and it requires adequate road capacity. Therefore, a trip-generation model is to estimate the number of people who travel needed in Darussalam area. This study aims to define the trip-generation pattern from and to home based on the level of education and type of occupation concerning the mandatory activities. Moreover, it aims to determine the vehicles proportion used by the people in the mandatory activities. The sampling technique used in this research is proportionate stratified random sampling. The result of this study shows that factors that influencing trip-generation of people with the education level under High School at the mandatory time are actually the age. While for people with the education background above the high school level, their trip-generation depends on the family structure, the number of family members in the family working, the number of motorcycles in the family, and the number of the family owning the driving license. Moreover, the factors influencing the trip-generation of people who do not work for government at the mandatory activities are age, the number of family members who work, and the number of family members who are still students. At the other hand, the factors influencing the trip-generation of people who work for the government at their mandatory activities are the number of motorcycles in the family, the number of cars in the family, and the number of family members owning driver license. The dominant modes of transport used by the residents of Darussalam Sub-district at all education and working travels for mandatory activities are motorcycles which are 218 modes (72.6%) and cars which are 82 modes (217.33%).

Abstract

Banda Aceh City Qanun Number 2 of 2018 concerning the Regional Spatial Plan for the City of Banda Aceh, there is a city design in the development of bicycle lanes. The current phenomenon can be seen in that the bicycle lane has changed its function from a place for selling street vendors, into a parking lot, and is traversed by motorized vehicles. The purpose of this study was to determine the internal and external factors as well as the strategy for developing a one-lane bicycle lane in the regional spatial plan of Banda Aceh City. The method used in this research is a mixed method research method using SWOT (Strength, Weaknesses, Opportunities, and Threats) analysis. The results showed that the internal factor for Strengths with the highest rating of 3.03 is that cycling is environmentally friendly and fun transportation, and the internal factor for Weaknesses with the highest rating of 3.18 is that the Department of Transportation has not supervised the use of bicycle lanes properly. consistent. External factors for opportunities with the highest rating of 3.56 are the development of bicycle lanes that can make cyclists walk according to their paths to reduce the rate of traffic accidents on the highway, external factors for threats with the highest rating of 3, 75 is a bicycle lane widely used for trading by street vendors. The strategy for developing a one-lane bicycle lane in Banda Aceh City in the regional spatial plan based on the SWOT diagram is in Quadrant IV with the Strengths - Weaknesses value of - 0.28 and the Opportunities - Threats value is - 0.02 so that the strategy that can be applied for lane development The one-lane bicycle is a Weaknesses-Threats strategy, there is a need for a regulation that can improve the performance of employees at the Banda Aceh City Transportation Service so that they can monitor the use of bicycle lanes as well as sanctions for businesses or people who use bicycle lanes for other activities to disturb the comfort of cyclists.
