Abstract

Infrastruktur jalan raya merupakan salah satu pendukung dalam pertumbuhan ekonomi daerah. Pemerintah Aceh dengan menggunakan dana Anggaran Pendapatan Belanja Aceh (APBA)Otonomi Khusus (OTSUS) terus menggenjot pembangunan jalan raya di daerah-daerah yang sangat membutuhkan adanya pembangunan dan perbaikan infrastruktur jalan, salah satunya jalan yang menghubungkan antara Blangkejeren sampai denganbatas Aceh Timur. Proyek jalan batas Aceh Timur-Pining-Blangkejeren menjadi salah satu prioritas pemerintah Aceh untuk meningkatkan perekonomian masyarakat Kab. Gayo Lues. Jalan raya sepanjang 57 km ini dibangun pada tahun 1980 menjadi penghubung beberapa kecamatan disekitarnya. Namun, masa pelaksanaan proyek tersebut sering terjadi kendala seperti kurangnya alat yang beroperasi,kerusakan alat selama beroperasi, distribusi tenaga kerja yang kurang merata, cuaca buruk, bencana alam, dan lain sebagainya. Metode penelitian yang digunakan adalah kuantitatif menggunakan analisis Principal Component Analiysis (PCA) yang diolah dengan menggunakan aplikasi SPSS Ver.21. Hasil penelitian didapatkan dari 9 variabel yang terpilih untuk dianalisis faktor dilakukan proses penentuan jumlah faktor dan rotasi faktor, terbentuk 2 faktor yang memengaruhi risiko mutu pada pelaksanaan Proyek Jalan Batas Aceh Timur-Pining-Blangkejeren yaitu faktor 1 dinamakan faktor internal terdiri dari variabel yang nilai faktor loadings nya terbesar pada komponen 1 yaitu bahan (0,908), tenaga kerja (0,948), peralatan (0,833), perubahan (0,821) dan kontrak (0,750) dan faktor 2 dinamakan faktor eksternal, terdiri dari variabel yang nilai faktor loadings nya terbesar pada komponen 2 yaitu keuangan (0,889), lingkungan (0, 787), hubungan dengan pemerintah (0,853), dan waktu dan pengontrolan (0,824).Kata Kunci : Faktor Risiko, Mutu, Proyek, PCA

Abstract

The concrete compressive strength in existing buildings can be determined by the destructive method (DM) and the non-destructive method (NDM). The non-destructive method can be carried out to determine the distribution of the compressive strength of concrete in structural elements, but the value given is not absolutely representative of the actual compressive strength of the concrete. To find out the actual compressive strength of concrete is to carry out destructive tests such as core drilling oncrete. In general, core concrete is not allowed to have reinforcement, but this is sometimes unavoidable. The purpose of this study was to evaluate the compressive strength of high-strength concrete due to the content of reinforcement in the concrete. This study used a concrete cylindrical specimen with a diameter of 10 cm with a variation of the ratio L/D = 1 and L/D = 2. One reinforcement was placed on 1/4 L and 1/2 L of each specimen horizontally with the number of specimens per variation being 5 specimens. The total number of cylindrical specimens was 30 specimens. In this study, specimens without reinforcement were also made as control specimens. Based on the results, it was found that the value of the reinforcement content factor (C2) was still relevant to be used for the L/D = 2 specimens because it still had a deviation below 5%. Meanwhile, for L/D = 1 multiplication with the value of C2 shows a deviation above 5%. The position of the reinforcement that was getting closer to the half height of the specimens decreases the compressive strength of high-strength concrete.

Abstract

The implementation of construction projects in Aceh province since the beginning of 2020 until now has been impacted during the 2019 coronavirus disease (Covid-19) pandemic. One of the significant impacts is the disruption of the supply chain, which hinders the implementation of construction projects. Hence, it is necessary to conduct investigations to determine the dominant factors and factors affected by the Covid-19 pandemic in the implementation of construction projects in Aceh province. The construction projects audited are construction projects, roads, bridges, drainage, irrigation, reservoirs and weirs, to be completed by a construction company in Aceh Province using 2020 and 2021 sources of funding from the Aceh Revenue and Expenditure Budget of Aceh (APBA). were Research This method uses a mixed methods approach through a questionnaire. The respondents were addressed to the project manager/construction manager/supervisor of the executing company. The population of construction projects in Aceh province during the Covid-19 pandemic for 2020 and 2021 was 221 companies/packages, while the sample consisted of 165 companies/packages. A proportionally stratified random sample is used as the sampling method. The data analysis technique used descriptive statistics, validity testing, reliability testing, and PCA using Statistical Product and Service Solution (SPSS) software. The results showed that the factors influenced by the Covid-19 pandemic in the implementation of construction projects in Aceh province were 6 factors, namely area restrictions, implementation methods, project costs, physical distancing, insecurity and financial factors of the contractor with a Variance (percentage of use) of 59.104%. The dominant factor affected by the Covid-19 pandemic in the implementation of construction projects in Aceh province is the area constraint factor with a variance of 18.848%.
