Abstract

Abstract coronavirus 19 (Covid-19) is a global threat to millions of people. Major efforts in knowledge production have been made in recent months, requiring comprehensive analysis to examine research gaps and to help guide the agenda for further study. The method used is quantitative analysis. This study aims to determine the comparison of Covid 19 data in the West Nusa Tenggara region. The results showed that the publication of data by the Task Force and the Government of West Nusa Tenggara was different. The impact of this finding is that data availability has an effect on public opinion about data evaluation. Keywords : Covid 19, Government, and Policy.

Abstract

This paper describes the suffering experienced by a woman as a double victim of revenge porn. Indeed, revenge porn is a crime in the Pornography Law which has criminal sanctions in accordance with Article 4 paragraph (1) jo. Article 29, with the threat of imprisonment for a minimum of 6 months and a maximum of 12 years and a fine of between 250 million and/or 1 billion. By using an exploratory qualitative approach to the main subject, Bunga (21 years old) is not her real name, as a student at one of the universities in Pekanbaru, this study also uses the Feminism and Victim theory approach as the analytical knife. From the research findings, it can be concluded that the victim experiences multiple and varied sufferings from the revenge porn she experienced. Personally, the victim experienced sexual violence and extortion. In other cases, the legal process as a victim's right which can actually be taken to ensnare the perpetrator is not supported by the family with the aim that the perpetrator and victim can be united in the marriage bond. Meanwhile, socially, the victim gets a negative image and stigma in the form of reproach (cheap and immoral women) from the circle of friends and the environment where the victim lives, regardless of the perpetrator as the main actor in the revenge porn case.

Abstract

According to BPS data Riau Province in 2013, Riau economy including oil and gas in the fourth quarter of 2013, as measured by the Gross Domestic Product (GDP) at constant 2000 prices grew by 1.39 percent compared to the third quarter of 2013 (q-to q), and when compared to the same quarter the previous year (fourth quarter 2012) grew 3.77 percent (y-on-y). Riau economy without oil and gas, in the fourth quarter of 2013 grew by 2.33 percent compared to the third quarter of 2013 (q-to-q), and when compared with the fourth quarter of 2012, the economy grew 6.01 percent (y-on -y). On the other hand, based on BPS data in 2013, the number of poor (people living below the poverty line) in Riau September 2013 amounted to 522.53 thousand (8.42 percent). When compared with the poor people in September 2012, amounting to 481.31 thousand (8.05 percent), the number of poor people in Riau increased by 41.22 thousand. In relative terms the increase percentage of the poor from 8.05 percent in September 2012 to 8.42 percent in September 2013. There was an increase of 0.37 percent. During the period September 2012- September 2013, poverty in rural areas is expected to grow 34.92 thousand inhabitants, while in urban areas is expected to grow by 6.3 thousand jiwa.Distribusi percentage of poor people in Riau in September 2012 in rural areas amounted to 8.94 percent , while in urban areas it was 6.68 percent. This distribution is experiencing a significant shift in September 2013, where the percentage of poor people in rural areas increased to 9.55 per cent and urban fixed by the same percentage is 6.68 percent. During the period September 2012-September 2013, the Poverty Line (PL) increased by 12.73 percent from Rp 310 603, - per capita per month in September 2012 to Rp 350 129, - per capita per month in September 2013. The role of food commodities against a much larger GK compared to the role of non-food commodities (housing, clothing, education, and health). Donations Food Poverty Line (FPL) for GK in September 2013 reached 73.72 percent. On September 2013 GKM Riau is Rp 258 100, - and Non-Food Poverty Line (NFPL) amounted to USD 92 029.

Abstract

This study aims to look at the role of the Institute for Community Empowerment In Assisting the Head of the Village Development Plan Rural, Theory used in this research is the Role According Soerjono Soekanto The role is covering the norm - norms associated with the position or one's place in society. The role in this sense is a set of rules - the rules that guide the person in social life and then Indicators used in this study is based on the regional Regulation of Rokan Hulu District No. 13 Year 2007 on Community Institutions in Article 8, namely Prepare development plans in a participatory manner, Implement, Control, utilize and develop participatory Development and Promote and develop participation, gotong-royong and governmental organizations. The type of research is quantitative descriptive as well as study population, namely the Village Head fullness of West Sei Rokan Jaya subdistrict Fullness of Rokan Hulu, the village secretary, BPD, LPM, affairs chief General, Head of government affairs, Chief in charge of Finance, Head of Hamlet, RW, RT and head of Family Fullness West Sei Rokan Jaya determined by census techniques and purposive sampling and simple random sampling of the type of data collection is primary data and secondary data, engineering data collection using questionnaires, interviews and observations, then the data were analyzed descriptively using quantitative methods descriptively, based on the results of the analysis of the role of the Institute for Community Empowerment In Helping the Village Head Making Plans Rural Development (Study village Fullness West Sei Rokan Jaya subdistrict Fullness of Rokan Hulu Year (2011) assessed Enough to Succeed, Expected to Village Government Fullness West Sei Rokan for more increase community empowerment village so that people of helplessness and welfare increases.

Abstract

One of the authority of the district head in the Act of the Rumbai District Head of Pekanbaru City Number: Kpts/23/KR/IX/2014 Regarding the Implementation of Integrated Administrative Services of the Districts in Rumbai District is in terms of granting recommendations for boarding permits or boarding houses. This is considered important because the boarding house business is considered profitable especially if it is located in strategic areas around the university as an educational center. However, this is not accompanied by the obligation of the business owner to take care of boarding house permits as a provision stipulated by the Pekanbaru City Government. Rumbai District is a strategic area for the establishment of several universities today, such as Lancang Kuning University (UNILAK), Caltex Riau Polytechnic (PCR), the Faculty of Health, University of Riau (UR) and others. From the results of interviews and observations of the Integrated District Administration Service (PATEN) in Rumbai District, Pekanbaru City (Study on Giving Recommendations for Boarding Permit or Boarding House) has not run according to the established Standard Operating Procedure (SOP). This can be seen from the existence of a number of complaints from the people who are taking care of a recommendation for a boarding house or boarding house recommendation about the service of the Rumbai sub-district office which is still lacking in terms of information on the Standard Operating Procedure (SOP) of the service and also regarding the time of completion of the recommendation letter.

Abstract

This study aims to see the implementation of policies in resolving conflicts in the area ofIndustrial Plantation Forest Concession Rights of PT. Sinar Mas Group in PelalawanDistrict, the conflict must be quickly resolved so as not to cause greater problems, theseriousness of the government is needed. In this study researchers used theimplementation theory according to Grindle and used qualitative analysis methods withthe aim of describing, analyzing and attempting to elaborate policies and solutions inconflict resolution by interviewing directly and in depth the key informants who wereconsidered most knowledgeable using purposive sampling technique. The findings ofthis study indicate that the implementation of policies in resolving conflicts in the areaof Industrial Plantation Forest Concession Rights of PT. The Sinar Mas Group inPelalawan District has not been implemented properly, so it is expected that thegovernment will be more active in resolving the conflict, one of them is by revising theexisting policy and the government must prioritize the principle of consensus byinvolving the company and community leaders around the company that.

Abstract

Good service quality is not only achieved through a decision decision, but through improving the ability of officials to provide or provide various kinds of materials regarding service management through training at various levels or professions. An assessment of the performance of public services is not enough if it is only carried out using indicator indicators attached to service recipients such as the satisfaction of service recipients. This research was conducted in order to determine the quality of services in making E-KTP provided by the government at the Pekanbaru City Population and Civil Registration Office which can be measured through several service quality indicators, namely: guarantees, direct evidence, responsiveness, empathy, reliability, and communication. In addition, this research was also carried out to find out what factors are obstacles to the quality of service which can be seen from service procedures, facilities and infrastructure, as well as the ability of employees. In this study, researchers used a qualitative descriptive approach by collecting data obtained through observation and interviews.  The results of this study show that the quality in the service of making E-KTP at the Office of the Population and Civil Registration Service in Pekanbaru City is still not optimal, there are still some problems or obstacles. This can be seen from the guarantee of a settlement that is not certain that employees cannot provide definite and clear information about when the E-KTP has been completed and can be taken, inadequate infrastructure, inadequate attention and good response from employees, lack of responsiveness of employees, lack of information provided to the public or service recipients regarding service procedures. The researcher suggested that the Pekanbaru City Government for the Pekanbaru City Population and Civil Registration Office be able to improve the performance of staff by conducting training for employees, as well as adding facilities and infrastructure, and also clarifying information about service procedures.

Abstract

This research was conducted to find out the implementation of the Regional Innovation System Program (SIDa) at the Science Techno Park (STP) in Riau Province and to find out the inhibiting factors for the implementation of the Regional Innovation System Program (SIDa) in the Science Techno Park (STP) in Riau Province. Data collection techniques that the authors used in this study were observation, interview, and documentation techniques. Then the data analysis technique that the author uses in this study is descriptive quantitative. Based on the results of the research conducted by the author, the Implementation of the Regional Innovation System Program (SIDA) at the Sience Techno Park (STP) in Riau Province was sufficiently implemented. This shows that the Implementation of the Regional Innovation System Program (SIDA) at Sience Techno Park (STP) in Riau Province still needs improvement. There are several problems that hinder the Implementation of the Regional Innovation System Program (SIDA) at the Sience Techno Park (STP) in Riau Province, namely: 1) lack of experts to implement the program; 2) Not yet optimal participation of the community in the development of agriculture-based industrial clusters (Agro-industry); 3) weak community participation in increasing raw material production, so that the Sience Techno Park (STP) found it difficult to develop a network of innovation in fish, coconut and sago-based products.

Abstract

This research investigates Da'wah activities conducted by women politicians on Facebook, focusing on Intsiawati Ayus, a member of the DPD RI in Indonesia. The study employs qualitative content analysis, utilizing a pragmatic form to classify signs related to Bil-Haal Da'wah and Bit-Tadwin Da'wah. A total of 26 Facebook posts from the influential female politician were analyzed. The findings reveal that women politicians engage in Bil-Haal Da'wah, which showcases exemplary da'wah activities for the community to emulate. Additionally, they conduct Bit-Tadwin Da'wah through written content on social media platforms. These results highlight the significant role of Muslim politicians, with verified Facebook accounts, in carrying out Da'wah activities beyond traditional preachers, providing insights into the communication strategies adopted by women politicians in promoting their political and religious beliefs. The politicians also encourage the audience to refrain from spreading fake news and pray for the deceased. They also advocate for spending time with family, emphasizing the significance of family bonding in Islamic teachings. The research concludes that politicians can effectively carry out da'wah activities through social media, setting examples for the community and fostering a sense of brotherhood and religious commitment among followers.
