Abstract

The ecological damage to the coast of Bangka has forced the community to carry out environmental conservation movements to improve their marine ecology. The environmental movement carried out by the HKm Gempa 01 Group in Kurau Barat Village is an ecocentrism activity that is the antithesis of anthropocentrism behavior that has damaged the environment in the Bangka Belitung Islands. On that basis, this research was conducted to analyze and know the Ecocentrism-based Mangrove Tourism Movement Strategy. This study uses a qualitative descriptive method with data collection techniques using observation, interviews with purposive sampling techniques, and documents, while the analysis technique uses data triangulation. The results showed that the HKm Gempa 01 Group mobilized three stakeholders, namely the government, the community, and tourists, to manage the Mangrove area based on ecocentrism behavior. The success of the management of the area forms a movement strategy that can pressure three stakeholders to transform anthropocentrism behavior towards ecocentrism behavior in the management of the Munjang Kurau Mangrove area.

Abstract

Wisata Goa pindul menawarkan berbagai keindahan alam di sepanjang aliran sungai bawah tanah yang didalamnya terdapat stalaktit dan stalamit yang menjadi panorama menakjubkan bagi para pengunjungnya. Sering waktu, objek wisata Goa Pindul berubah menjadi kawasan wisata yang menjanjikan keuntungan. Namun, tidak semua pihak memiliki peluang yang sama untuk memperoleh pendapatan, sehingga ketidakadilan dalam “bagi-bagi kue” ini lah yang menjadi salah satu penyebab konflik berkepanjangan. Goa Pindul menyingkap banyak perdebatan terkait siapa pihak yang paling berhak mengelola dan mengapa berhak mengelola. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Melalui teori representasi dari Hannah Pitkins, tulisan ini akan mengkaji mengenai pemetaan representasi politik berdasarkan 4 hal yaitu identifikasi agen, konstituen, kepentingan yang diwakili dan juga responsivitas. Hasilnya diperoleh bahwa fenomena yang terjadi di Goa Pindul yaitu keterlibatan Atik Damayanti justru memperlihatkan hal yang berbeda dari konsep yang ditawarkan oleh Hannah Pitkin. Agen tidak selamanya ditentukan atau ditujukan untuk membela kepentingan konstituen tetapi tindakan agen justru ditentukan atau ditujukan untuk memperjuangkan kepentingan elit itu sendiri dan keluarganya.

Abstract

This article aimed to identify the involvement of civil society organizations in the process of local policy arrangement. This descriptive-qualitative research accounted for the analysis of WALHI Bangka Belitung participation in the process of the arrangement of Regional Regulation Number 3 of 2020 concerning Zoning Plans for Coastal Areas and Small Islands of the Bangka Belitung Archipelago Province in 2020-2040. The result suggested that WALHI Bangka Belitung are actively having their contribution in organizing the zoning regulation in the forms of a series of criticisms addressed to the government and parliament through the mass media. However, it is formally recognized as unsubstantial or merely procedural participation. The involvement of elements of civil society in this case is solely in order to get around the procedure for drafting participatory legislation. On the other hand, the result emphasizes the participation of WALHI Bangka Belitung possibly is supported by the availability of political structure opportunities. First, the policy emergence seemingly representing the state’s interest to exploit the sea through tin mining instead of accommodating fishermen or coastal society interests. Second, the requirement of democratic policy arrangement is guaranteed by the Constitution by means of the availability of participation occasion.
