Abstract

Background: The obligation of consuming halal food for muslims as a religious requirement. Unfortunately in Indonesia not all hospital provide health service that are capable of providing halal food and offering Halal certification food. This might cause patient to feel distrust and discomfort. Therefore, all reliable stakeholder are expected to have the motivation and commitment to guarantee halal food in the hospital services. This study aimed to analyze the providers? (hospitals?) motivation to provide halal food for their Muslim patients according to Islamic rule.Methods: This study employed a systematic review to observe articles related to halal food awareness and halal food certification in Indonesia and other countries that serve Muslim consumers, which have been published online in the accredited journal, such as Scopus journals, ProQuest journals, and Google Scholar. The inclusion criteria employed in this study were halal Food, certification, academic journals, and full papers. This searching was limited to articles in the last ten years, except the articles which are not related to the theme. PRISMA method was implemented to assess the selected articles critically. The article searching was based on Halal Food keywords in ProQuest, Scopus, and Google Scholar. The full inclusion tests resulted in one thousand three hundred seventy articles; however, after conducting the inclusion and exclusion, the researcher obtained five articles.Results: The researchers found that hospitals, both in the Muslim majority and minority places, were not fully aware of halal food services. Nevertheless, few Islamic hospitals have Halal Assurance certification in providing their food due to the Sharia accreditation requirement. The low interest in obtaining the Halal Guarantee certification was due to several problems, such as lack of knowledge about halal, financial problems, and government support.Conclusions: The need of awareness of hospital as a health service provider to provide a halal food for muslim patient by participating in the implementation of Halal Food Guarantee Certification.

Abstract

Background: The implementation of the International Classification of Diseases, Tenth Edition (ICD-10 codes) in the medical records serving as the humanitarial tools for practitioners is to establish treatment procedures for re-admitted patients in a hospital. Medical records serves as a tool in determining the appropriate treatment for each patient. But in reality, has never the ICD-10 been applied to the Electronic Medical Record Management. For it to be used as a humanitarian tool, it has first to be used as legal evidence in the court as a written legal system in Indonesia. However, the implementation by the lawyers and relevant officers is under the progress. The result of the previous research showed on the Dental Professionals? Medical Record Form in 2014 at FKG Usakti [29] had determined the need for special dental case sheets as a humanitarian tool between practitioners and dentists. The Special Sheet should meet the specific requirement to be utilized in a class A hospital and it also needs to be standardized with the Indonesian National Police. Methods: In this Systematic Review, the researchers conducted a Proquest database published from January 2012 to June 2019. 10 relevant studies of the medical records were selected as a humanitarian tool in Disaster Victim Identification (DVI) done by the dentist.Results: From 10 present studies and previous studies [29] conducted by the researcher, it had succesfullyidentified the importance of medical record management as a humanitarian tool between practitioners and dentists in hospitals.Conclusion: Special Dental Case Sheet is required for the implementation of collective information which serve as a general humanitarian tool among health professionals. It is required as a comparative data in the identification process if the related patients are the disaster victims.

Abstract

Latar Belakang: Biaya satuan merupakan dasar penentuan kebijakan tarif pada beberapa rumah sakit (RS). Dengan mengetahui besarnya biaya satuan, dapat diketahui apakah tarif yang berlaku saat ini sesungguhnya merugi atau menguntungkan. Metode: Metode yang digunakan adalah analisis deskriptif dengan menganalisa jurnal yang memuat hasil penelitian yang melaporkan hasil perhitungan biaya satuan berdasarkan metode ABC dan membandingkannya dengan tarif RS yang berlaku saat ini. Hasil Penelitian: Hasil analisis menunjukkan bahwa pada rawat inap kelas III, 19 RS (83%) memiliki tarif dibawah perhitungan biaya satuan dan 4 RS (17%) memiliki tarif diatas perhitungan biaya satuan. Kelas II, 16 RS (76%) memiliki tarif dibawah perhitungan biaya satuan dan 5 RS (24%) memiliki tarif diatas perhitungan biaya satuan. kelas I, 10 RS (45%) memiliki tarif dibawah perhitungan biaya satuan dan 12 RS (55%) memiliki tarif diatas perhitungan biaya satuan. Kelas Utama, tidak ada RS yang memiliki tarif dibawah perhitungan biaya satuan dan 5 RS (100%) memiliki tarif diatas perhitungan biaya satuan. Kelas VIP, 4 RS (20%) memiliki tarif dibawah perhitungan biaya satuan dan 16 RS (80%) memiliki tarif diatas perhitungan biaya satuan. Kelas VVIP, tidak ada RS yang memiliki tarif dibawah perhitungan biaya satuan dan 5 RS (100%) memiliki tarif diatas perhitungan biaya satuan. Kesimpulan: Tarif RS yang berlaku saat ini pada kamar rawat inap kelas III dan kelas II lebih kecil dari hasil perhitungan biaya satuan metode ABC (merugi). Sedangkan tarif RS pada kamar rawat inap kelas I, Utama, VIP dan VVIP yang berlaku saat ini lebih besar dari perhitungan biaya satuan metode ABC (menguntungkan). Comparative Analysis of Unit Cost Using Activity Based Cost System with Hospital Inpatient Rates in Indonesia Abstract Background: Unit cost is the basis for determining tariff policies at several hospitals (RS). By understanding the unit cost, it can be identified whether the current tariff is really beneficial or detrimental/disadvantage. Methods: The method used is descriptive analysis which is done by analyzing journals that contain research results reporting the results of unit cost calculations based on the ABC method and compare them with the current hospital rates. Results: The analysis showed that in 3rd class hospitalization, 19 hospitals (83%) had rates below the unit cost calculation and 4 hospitals (17%) had rates above the unit cost calculation. 2nd Class, 16 hospitals (76%) have rates below the unit cost calculation and 5 hospitals (24%) have rates above the unit cost calculation. First class, 10 hospitals (45%) have rates below the unit cost calculation and 12 hospitals (55%) have rates above the unit cost calculation. First Class, there are no hospitals that have rates below the unit cost calculation and 5 hospitals (100%) have rates above the unit cost calculation. VIP class, 4 hospitals (20%) have rates below the unit cost calculation and 16 hospitals (80%) have rates above the unit cost calculation. Class VVIP, there are no hospitals that have rates below the unit cost calculation and 5 hospitals (100%) have rates above the unit cost calculation. Conclusion: The current hospital rates in 3rd class and 2nd class inpatients are smaller than the results of the ABC unit cost calculation (loss). Whereas the current hospital tariffs for first class, Utama, VIP and VVIP inpatient rooms are greater than the ABC unit cost calculation (profit). Abstract

Abstrak Latar Belakang: Salah satu permasalahan saat ini yang dihadapi dalam pembangunan kesehatan Indonesia adalah beban ganda penyakit, dimana masih banyaknya penyakit infeksi yang harus ditangani dan semakin meningkatnya penyakit tidak menular (PTM). Untuk mengendalikan PTM, sistem pengelolaan program-program kesehatan yang ada perlu dievaluasi. Salah satu program kesehatan yang erat kaitannya dengan upaya pengendalian PTM adalah program posbindu PTM yang dikembangkan oleh Kemenkes RI. Metode: penelitian ini menggunakan metode literature review dengan menggunakan database google cendikia. Hasil: Hasil penelitian terhadap evaluasi program posbindu PTM di berbagai daerah tersebut dibagi menjadi evaluasi input, proses, dan output dan disetiap indikator evaluasinya masih ditemukan masalah dalam pelaksanaannya. Kesimpulan: hasil evaluasi ini diharapkan bisa menjadi pertimbangan untuk perencanaan program posbindu PTM yang lebih baik lagi, bisa diterapkan sesuai dengan kemampuan masyarakat serta adanya kolaborasi antar lintas sektoral. Kata Kunci: Evaluasi program, Penyakit tidak menular, Posbindu PTM Evaluation Of Posbindu PTM Abstract Background: One of the problems currently facing in Indonesia’s health development is a burden double disease where there are many infection diseases which should be handled and the increasing non-communicable disease (NCD). To control NCD, health programs management systems should be evaluated. One of the programs health that were closely related with the effort to control NCD is Posbindu PTM developed by the ministry of health of the Republic of Indonesia. Methods: The method used is literature review using google scholar database. Result: The outcome of research on evaluating the posbindu PTM in various areas were split into input , process, and output indicators and on their evaluations there were problems in its implementation. Conclusion: The evaluation was expected to be consideration for planning for posbindu PTM better, workable according to the ability of the community, and also The collaborative sectors. Abstract

Background: An ambulance is a vehicle designed to be able to handle emergency patients, provide first aid and carry out intensive care while on the way to a referral hospital. Ambulance operations require a large amount of funds obtained from APBD funds through tariffs that were passed through the DKI Jakarta Governor Regulation five years ago. For this reason, a new tariff is required to adjust to current conditions. Objectives: The purpose of this study is to calculate the unit cost of ambulance services in DKI Jakarta to be a consideration in the tariff setting policy in DKI Jakarta province. Research Metodes: This study uses a quantitative descriptive approach to obtain information about the unit cost of the Jakarta ambulance production unit. The method used is the calculation of real cost using the basis of the causes of costs. This research was conducted at the DKI Jakarta Emergency Ambulance using secondary data on investment costs, operational costs and maintenance costs in 2018. Results: The total cost of emergency ambulance in 2018 is known that the proportion of three cost components, namely operational costs, is 76%, followed by investment costs of 20% and maintenance costs of 3%. The calculation of the total cost of medical evacuation using the double distribution method is Rp. 98,915,016,805.00 divided by the number of medical evacuations in 2018 of 37,564 activities, the unit cost of medical evacuation for the AGD of DKI Jakarta Health Office is Rp. 2,633,215.00 without subsidies. APBD costs, while if the subsidy component is included in the calculation, the unit cost for one trip to the AGD of the Health Office is Rp. 604,071.00. This is still far above the current tariff of Rp. 450.00, so the cost recovery rate (CRR) is still below. 100%. Conclusion: From the three cost components consisting of investment, operational and maintenance costs,the largest proportion was operational costs at 76%. The Cost Recovery Rate has not reached 100% so that the existing rates have not covered the costs incurred. Keywords: ambulance; price fixing; unit cost

Abstract

Stroke masih merupakan penyebab kecacatan terbesar di dunia. Di Indonesia, sekitar 10 permil penduduk adalah penderita stroke dengan berbagai sekuelenya. Disability adjusted life years penderita stroke yang masih tinggi juga menurunkan kualitas hidupnya. Rehabilitasi adalah upaya untuk memperbaiki masalah tersebut, dengan harapan activity daily living pasien paska stroke dapat menjadi lebih berkualitas. Fasilitas pelayanan kesehatan perlu menyikapi kondisi ini dengan mengembangkan pelayanan rehabilitasi yang memadai. Rehabilitasi untuk penderita paska stroke menjadi suatu peluang untuk dikembangkan sehingga memberikan manfaat bagi peningkatan kualitas kesehatan masyarakat. Tinjauan pustaka ini bertujuan untuk menganalisis peluang pasar rehabilitasi paska stroke yang dapat dikembangkan oleh rumah sakit.

Abstract

Para pimpinan rumah sakit menyadari berbagai kondisi yang dapat mengurangi atau meningkatkan perkembangan rumah sakit. Sedangkan para klinisi cenderung tidak melihat perkembangan rumah sakit daerah sebagai hal yang penting. Ketidaksepakatan dalam rumah sakit akhirnya mengakibatkan rumah sakit kehilangan kontrol atas perkembangannya serta penurunan daya saing. Kemudian, muncul fenomena yang disebut sebagai bulgurisasi rumah sakit pemerintah, hanya diminati oleh masyarakat miskin yang tidak mempunyai pilihan dan subsidi rumah sakit pemerintah sangat kecil sehingga tidak mampu mengikat para staf rumah sakit untuk bekerja secara penuh waktu. Utuk itulah diperlukan manajemen strategi untuk keluar dari kondisi sepeti diatas. Metode yang digunakan dalam penulisan ini adalah literatur review. Hasil dari penelitian diatas adalah manajemen strategis dapat dipergunakan untuk menghindarkan rumah sakit pemerintah dari keterpurukan sebagai lembaga jasa yang inferior. Pada intinya manajemen strategis rumah sakit ditulangpunggungi oleh suatu model perencanaan strategis rumah sakit, diikuti dengan pelaksanaan dan pengendalian yang tepat. Model perencanaan strategis menekankan persoalan visi dan analisis faktor-faktor eksternal dan internal yang dapat mempengaruhi tercapainya tujuan lembaga. Faktor-faktor internal tersebut dapat menunjukkan kekuatan dan kelemahan lembaga, sedangkan analisis faktor eksternal dapat menggambarkan hambatan dan dorongan dari luar lembaga.

Abstract

RS Pelabuhan Jakarta telah memiliki kegiatan marketing yang dipegang oleh bagian P2P (Pemasaran dan Pelayanan Pelanggan). Dengan adanya pandemi Covid19 mengubah media promosi yang selama ini digunakan oleh rumah sakit. Penelitian ini bertujuan mengetahui media promosi yang digunakan oleh RS Pelabuhan Jakarta dalam era pandemic Covid19. Penelitian ini merupakan penelitian kualitatif dengan menggunakan wawancara mendalam untuk mengetahui efektivitas, kendala serta evaluasi media promosi yang digunakan rumah sakit. Dari penelitian didapatkan RS Pelabuhan Jakarta lebih mengutamakan peggunakan media elektronik seperti televisi dan sosial sejak pandemi Covid19 untuk mengurangi tatap muka, seperti penggunaan Website, facebook dan Instagram. Evaluasi pemanfaatan media promosi dilakukan pada tiap feedback dari pasien/konsumen. Kendala juga dihadapi oleh rumah sakit dalam pelaksanaannya.
