Abstract

This study focuses on the process of  policy  formulation  structuring public transport system  in the city of Bandarlampung known as the Bus Rapid  Transit  (BRT) Trans Bandarlampung. The process of policy formulation is good at least to go through four stages of  the  problem formulation,  agenda setting and  policy  formulation  and selection of  policy  alternatives  and to determine policy.  In the process of  policy making  in the City BRT Bandarlampung the parties  that make up this policy did not perform  all phases of  formulation.  It  is feared could  cause  negative impact  in the future if the policy makers no longer have a role in government. This BRT policy can be easily replaced or canceled by the next government, as policy Bandarlampung City BRT  is not housed within  the umbrella of regional regulations as the supreme law of the local government level .Keywords: Policy, Transport, BRT

Abstract

This Community Services  Activity  is being carried out  in South  Lampung District Jatiagung with  a lecture  and discussion  / FAQ. Meanwhile  evaluation design  used was  a quantitative  evaluation  through  pre test  and  post test.  Also  evaluated qualitatively  through  discussion  /  question and answer with  monitoring during  the extension / dissemination of the material presented during the process of counseling / socialization  takes place  between the  presenters  material  with participants socialization,  particularly with regard to  the aspects related to  Rural Development Planning. It can be concluded already understand the concept of Regional Planning and outline the content of their policies in the Indonesian Government regulations by members of the village in the district  secretaries  forum Jatiagung South Lampung regency. It has also been  understood mechanisms and  normative  regulations  in  Rural Development Planning  and the position of  rural   community participation  in the activities of  the Rural Development  Plan  by  the members of  the  village in the district  secretaries forum Jatiagung South Lampung regency. Keywords: Development Planning, Rural Assembly

Abstract

ABSTRACT. This study attempts to describe how have program net program in theLampung. This research supported by the natural environment erratic, the level ofeducation fishermen low, the life patterns of the fishermen, marketing are caught. Thisresearch is used Van Meter and Van Horn’s approach of implementation model whichconsist of Standard and Policy Goals, Resources, Relationship Among The Organizations,Characteristics of Implementer Agent, Condition of Social, Economic and Politic andDisposition of Implementer. The method used in this research is descriptive qualitative.Furthermore, to see the utilization of the regulation, the research applies triangulationtechnique. The result is that the net program has been quite effective though there werea little obstacles and problem in practice. Using approach van meters and van horn, it canbe analyzed that the implementation of net program has been running as determined,although there are still some indicator not based on the situation on the ground. It tookhis policy standard clearer and detailed, it needs the increase in human resources andfinancial, it needs the expansion, should be made the communication and dialoguebetween stakeholders and fishermen or community representatives community leaders todeprive isue negative about net program. Abstract

ABSTRACT. The demands of good public servicesneed quickly response from government. It caused of the perfomance of civil servants still poor. Public services become the purposes of public organization. So, make a good performance of employees in public organization become so important to keep the society trust. This research was conducted at locations Secretariat of district, Middle Lampung. The object of this research is all employees in the Regional Secretariat of district Middle Lampung. In this case the technique of collecting data from samples / sources of primary data by asking a list of written questions / questionnaire, the data analysis techniques using multiple linear regression equation. The results of this research may indicate the relationship between Leadership, Motivation, Implementation of Learning Organization with employee job performance.

Abstract

Tulisan ini bertujuan untuk mengidentifikasi gaya kepemimpinan Walikota Metro 2005-2015, Lukman Hakim. Dengan menggunakan pendekatan kualitatif deskriptif, diperoleh kesimpulan bahwa selama dua periode menjadi Walikota Metro gaya kepemimpinan yang digunakan oleh Lukman Hakim adalah gaya demokratis. Dengan gaya demokratis, kepemimpinan Lukman Hakim bisa dinilai cukup adaptif dengan dinamika tuntutan perkembangan pemerintahan di Kota Metro. Hal tersebut diwujudkan dalam kegiatan seperti bedah APBD, pelayanan satu atap atau uji kepatuhan dan kepantasan (fit and proper test) untuk pejabat birokrasi pemerintahan di Kota Metro dalam rangka merealisasikan tuntutan dinamika pemerintahan yang demokratis dan pemerintahan yang bersih.Salah satu hasil dari reformasi birokrasi yang dilakukan oleh Lukman Hakim sebagai Walikota Metro adalah naiknya Indeks Pelayanan Publik pada tahun 2012 yang disebabkan semakin membaiknya kinerja birokrasi dalam memberikan pelayanan pada mayarakat.

Abstract

Street vendors (PKL) are common phenomena in urban areas all around the world, including in Indonesia. Bandar Lampung, as one of big cities in Indonesia, also has street vendor phenomenon. Some consider PKL illegal, yet some others perceive its existence as a way to overcome unemployment and poverty. Despite the different views, PKL is often considered as a source of urban problems by some regional governments in Indonesia, including Bandar Lampung Municipal Government. The research aims to analyze PKL phenomenon in Bandar Lampung and alternative policy issued to overcome PKL problems. The research result shows that the emergence of PKL in Bandar Lampung is caused by several factors, such as survival factor, lack of capital for running formal-sector business, reason of fulfilling educational needs, lack of employment, difficult bureaucracy, temporary job, lineages, and as a true profession. Based on the arguments and facts proposed, Bandar Lampung government must design a better policy to better accommodate PKL.
