Abstract

In the last few decades, the practice of paradiplomacy in Indonesia has increased across the country. The paradiplomacy policy was commonly conducted by local governments in Indonesia since the collapse of the centralized-New Order regime followed by political reformation in various sectors. Decentralization is the main issue that demand local government to be more active and to manage the region properly. The opportunity to boost international partners is very open under the new norm that pave the way to the practice of paradiplomacy including in the frontier areas in Indonesia. This research focuses on the thwo important areas in the frontier Indonesia namely, Riau Island, West Kalimantan and Maluku. Nevertheless, in fact, the so-called “ceremonial” paradiplomacy blatantly practiced amid of the tighten and very bureaucratic barrier including obstacles on the budget implementation. This is qualitative research with discourse analysis which so important to understand paradiplomacy practices notably in the frontier areas in Indonesia that in some extent are vulnerable to the separatism issues in the central government in Jakarta.

Abstract

Tulisan ini menganalisa tentang pengaruh gagasan dalam Democratice Peace Theory terhadap politik luar negeri Amerika Serikat dengan menggunakan metode library research. Tulisan ini menemukan bahwa democratic peace secara jelas telah menggerakkan politik luar negeri Amerika Serikat pada era Bill Clinton dan George W. Bush. Pada era Obama, sentuhan akan democratic peace juga memengaruhi politik luar negerinya. Politik luar negeri Amerika Serikat saat ini di bawah kepemimpinan Trump lebih dipengaruhi oleh gagasan nasionalisme dibandingkan dengan ide-ide demokratisasi.

Abstract

Qatar is one of the richest countries in the Middle East region. Qatar is able to supply the third largest gas to the world and become the third largest exporter of liquid natural gas. This paper is interested in analyzing the behavior of the Qatari government amid various conflicts and tensions in the Middle East region. Qatar tends to position itself as a mediator of conflict. The Qatari government believes that by being a mediator in this conflict it can be a neutral position.Qatari governance is based on the basic norm structure that is used as a policy platform, and articulates it openly, with integrity, and is measurable. This is known as clean diplomacy. Qatar manages the crisis by remaining consistent with its image as a guardian of regional peace and stability. The image of Qatar as an 'honest broker' country is able to increase Qatar's legitimacy in the international public arena. This paper builds on arguments based on secondary document data, and interprets the data with a qualitative approach to understanding Qatar's foreign policy behavior. The analysis showed that the choice of governance of Qatar's clean diplomacy proved effective in managing the foreign political pressure of neighboring countries in the form of not escalating conflict, and Qatar's political and economic stability.

Abstract

This article discusses the analysis of security governance in relation to three important laws, namely (1) Law no. 34/2004 on the Indonesian National Army (TNI), (2) Law no. 2/2002 on the Indonesian National Police (POLRI), and (3) Law. No. 7/2012 on Social Conflict Management. This discussion is imperative in order to understand the main duties, roles and functions of the TNI / POLRI as the front guard in maintaining national security. This article argues that there is a positive relationship between the ineffectiveness of regulations on Indonesia's national security and the approach that Indonesia has chosen in managing national security. In addition, the type of approach chosen in defining security issues will be directly proportional to the adopted security policy. Therefore, the discussion of this paper is divided into three sections, namely the analysis of Law no. 34/2004 on TNI, analysis of Law no. 2/2002 on POLRI, Law no. 7/2012 on handling social conflict, and conclusions.

Abstract

The charismatic power of ondoafi as a leader in customary government can determine the direction of the policy including the resolution of problems of indigenous people. In the new order Era, ondoafi was not involved further in resolving land issues, so he would not be labeled as part of the Free Papua Movement (OPM). In the Special Autonomy era, the roles of ondoafi got stronger as indicated by the privileges given by the government to indigenous people in Papua. This paper explores the roles of ondoafi in resolving the conflict over the customary land in Sentani, Jayapura, Papua, using a qualitative approach with secondary data. The result of the research shows that ondoafi could not resolve the conflict over the customary land in Sentani effectively due to the discrepancy of values between the conflicting parties. Nevertheless, ondoafi should become a mediator to resolve the conflicts between indigenous people and non-indigenous people; including privates or corporates and the central government. An ondoafi should be able to become a diplomat who can bridge the values differences between the conflicting parties and urge the conflicting parties to understand others’ interests and values so that conflicts can be resolved in a peaceful manner.

Abstract

The Malay Moslem community is actually a minority group in Singapore, which consist 14.3%, while Chinese ethnic is a majority with 76%. The previous studies on minority in Southeast Asia such as Thailand, Philippines and Myanmar showed that mostly the Muslim minority was treated as marginal community and political pressure. This study is to seek whether the Malay Muslim in Singapore has been treated as well as it in neighbor or contrary Malay Moslem has a different position and role in Singaporean politics. Furthermore, in term of foreign policy, this study is going to find the influence of Moslem existance, whereas Singapore is well-known as a secular state. In Singaporean leader’s perspectives, Islam is a threat, as it has been shown in several communal riots during the early history of Singapore, pressure from Malaysia and Indonesia. This is a vulnerable situation for Singapore. Therefore, Singapore addressed moderate policies toward Moslem through accommodation of Islam with several Islamic friendly policies in the country, and accommodation of Malaysian and Indonesian interests. In the other hand, Singapore also anticipates the threat from neighbors through close relations with United States and its allies.

Abstract

This article examined the relevance of game simulation as a model for learning literacy for women activists in sosial and religious isues. Women was peace aktors who have a natural peace instinct compared to men, but in the context of sosial conflict, women's involvement in conflict and peace decision making tends to be minimum. The community services method was conducted by the intervention of knowledge and the value of peace by using the simulation game called “Hikayat Kerbau Air” or Water Buffalo. The “Hikayat Kerbau Air” was a game that mobilizes structured experiences that can provide deep scars so that it is expected to be a good stimulus when experiencing similar experiences in the real world. The results of the service interventions showed that the structured experience gained from the “Hikayat Kerbau Air” game simulation increased the emphatic process and sympathy for the competitors without losing the goals to be achieved. Conflict style choices become more moderate and humanist.

Abstract

Artikel ini mempunyai tujuan untuk menggerakan persyarikatan Muhammadiyah sebagai organisasi yang integratif di tengah disrupsi informasi melalui internalisasi nilai integratif Islam yang digali dari prinsip-prinsip Maqashid Shariah di Desa Palbapang Barat Kecamatan Bantul dan Kabupaten Bantul Bantul Yogyakarta. Desa Palpabang dipilih sebagai lokasi pengabdian terkait dengan posisi sosial desa Palbapang sebagai desa percontohan dalam praktik kehidupan Islami warga Muhammadiyah di kabupaten Bantul. Organisasi Muhammadiyah merupakan organisasi otonom Muhammadiyah yang memiliki kontribusi besar dalam gerak kehidupan social, ekonomi dan keagamaan di masyarakat seperti masjid, sekolah dasar dan Taman Pendidikan Bustanul Atfal. Metode pengabdian masyarakat menggunakan pendekatan literasi fiqh informasi dan diperkaya dengan diskusi terfokus terhadap pengelolaan hoax dalam masyarakat. Hasil pengabdian menunjukan bahwa terdapat hubungan yang positif antara peningkatan literasi fiqh informasi dengan komitmen untuk melakukan aktivitas komunikasi yang sehat dan menghindari penyebaran hoax

Abstract

The idea of building shariah economic investment institution was pioneered by Muhammadiyah when involved in the International Contact Group (ICG) to strengthening civil capacity of the muslim mindanao community through the transformation of social, economy, and education, as the initation of Baitul Mal Wa Tamwil establishment, as the embryo of economic shariah investment institution. This article will build a new idea which in the community who experiencing conflict still need shariah economic investment institution. Institute of shariah economic will guide the choice toward politic and military confrontation to more moderate and measureable in the community, which is in the end will contributes positively in creating peace.

Abstract

This paper aims to examine how the issue of disasters in Indonesia can be modified into a positive social capital to solve social, economic, political and social culture’s problems in disaster prone areas. Indonesia is very vulnerable to natural disasters. Some of the latest and most destructive natural disasters are the earthquake followed by tsunami that hit Aceh Indonesia on 2004, earthquake hit Yogyakarta and Central Java earthquake on 2006 and volcanic eruption of Mount Merapi Yogyakarta and Central Java 2011. Using qualitative approach, this paper found that Indonesia’s disaster managements get worldwide recognition and increases Indonesia’s competitiveness toward other countries. These recognitions become the sources of Indonesia’s soft power, and can be used as a strategic instrument to build international cooperation and collaboration.
