This research was conducted to describe what the Government’s efforts of Tanjungpinang City is, especially for the Department of Marine, Fisheries, Agriculture, Forestry and Energy (KPPKE) and the Environmental Agency (BLH) of Tanjungpinang City for mangrove conservation in Tanjungpinang. Every day mangrove forests in Tanjungpinang City is hoarded by the public due to lack of supervision by Department of Marine, Fisheries, Agriculture, Forestry and Energy (KPPKE) and the Environmental Agency (BLH) of Tanjungpinang. Supposedly, Department of Marine, Fisheries, Agriculture, Forestry and Energy (KPPKE) of Tanjungpinang City is able to provide socialization and cooperation of the Environmental Agency (BLH) of Tanjungpinang which that is the task of the Environmental Agency (BLH) of Tanjungpinang City as supervisor on the environmental pollution’s activities.This research is a descriptive research that using a qualitative approach as a tool of analysis. This research was conducted in Tanjungpinang City, Riau Islands Province. This research was using of some documentation and interviews with key informants and second informants as a second information to achieve the goal in order to get the information of this research. The data that used on this research is primary data and secondary data that is obtained by interviews and documentation directly with key informants and second informants on this research.Lack of the government’s efforts of Tanjungpinang City, the Environment Agency (BLH) and Department of Marine, Fisheries, Agriculture, Forestry and Energy (KPPKE) of Tanjungpinang City for Mangrove conservation in Tanjungpinang City on this research are caused by four factors based on the theory of Edwards III include (a) Communication, both of Tanjungpinang’s government institutions lack of a good communication, so it made less of a good cooperation. (b) Disposition, between the both of Tanjungpinang’s government institutions had less respons about mangrove’s problems, so it considered less responsive. (c) Coordination, between of government’s institutions and the public did not indicate a good coordination and not efficient, so that the hoarding problems continued. (d) Infrastructure, lack of adequate infrastructure, so it made one of the obstacles of good socialization to the public.Keywords: Effort, Mangrove, Tanjungpinang.

This study seeks to analyze the implementation of the evaluation form ofPekanbaru Mayor Decree No. 07, 2004 on Implementation Guidelines forManagement of Health by the Department of Health and by the District of Bukit Rayagovernment as the authority delegated by the Mayor. Furthermore, in terms of hygienemanagement in Pekanbaru city, especially in Bukit Raya district found indications areless than the maximum hygiene management by sub-district. The lack of infrastructure,limited the ability of the District to provide good public services in waste managementand the lack of effort made to move the sub-district community worked together tocreate awareness of waste management in the district has not done well. As a referenceanalysis, the literature review of the concept of leadership, delegation of authority,policy, policy evaluation and evaluation of the implementation of policies referencedin the study analysis. Furthermore, the study was conducted with descriptive surveyapproach was conducted in Bukit Raya, Pekanbaru City.The results of this study indicate that the implementation of Mayor Decree No.07, 2004 on Implementation Guidelines for Management of Health in particular theimplementation of tasks in the district of Bukit Raya sub-district government, overallcategorized quite done, because the sub-district government had socialized MayorDecree No. 07, 2004, in coordination with relevant agencies or institutions andoversee the implementation of hygiene management, but moving the mutual aid plancleanliness and hygiene infrastructure is not running optimally. Barriers toimplementation of the Mayor's Decision No. 07 Year 2004 on ImplementationGuidelines for Management of Health in Bukit Raya district , among others, thecomplexity of tasks and responsibilities carried by government; hygiene facilities andinfrastructure available and the quantity janitor is not proportional to the population ofgarbage; most people's lack of understanding of the importance of environmentalhygiene management; and the lack of legal sanctions against violations of regulationsimposed.Keywords: Policy, Evaluation and Authority

Pekanbaru is the capital of Riau province who also have serious concerns about the derelict in this regard are street children. Figures existence of street children in the city of Pekanbaru is high enough to be one of the social problems in the community. Pekanbaru city government was not without effort to eradicate street children in the city of Pekanbaru. One way to conduct training to street children, it is the primary goal of the research conducted by the author. In this paper the authors study using qualitative analysis methods. While the data analysis technique used is descriptive analysis of spoken words and observable behavior of the people studied.Based on the results of research conducted and followed by analyzing the data obtained from the question and answer directly to the informant, resulting in that the views of the five substances of government functions: (1) Provision of Services, as a concept has been well formulated but they lack the facilities that support, because only 1 has a facility to conduct training. (2) setting, Pekanbaru City does not have specific regional regulation of street children, street children is only one study in Pekanbaru City Regulation No. 12 Year 2008 on the Social Order. (3) Coordination of the review has been going pretty well, it is seen from the joint raid Social Service and Pekanbaru City Cemetery with other institutions that together took to the streets. (4) Representatives, Parliament representatives of the people, has synergy with the Department of Social and Pekanbaru City Cemetery, special support from relevant Council special budget for development of street children. (5) Development, Social Services and Funeral Pekanbaru, only have one container that LBK, the last condition is far from manicured, and until the end of this research in the LBK has been no activity on social issues. Judging from the five substances, some shortcomings do Social Service and Funeral Pekanbaru City street children in foster such development activities, the construction of additional homes built, as well as the need for understanding and support of all components of both the public and the government to resolve at least reduce the problem of street children.Keywords: Performance of Social Service, Government Functions, Street Child Development.

problems that occur on public transport or transport in the city is dumai emergence of a phenomenon occurs where motor tricycles mushroomed in the dumai city and has become one of people’s livelihood, whose whereabouts are still not getting the attention and recognition as one of the government’s official transportation. Although the application of motor tricycles in the city late dumai from other big cities and make a polemic with the paddle rickshaw due to the very tight competition, so the paddle rickshaw abandoned by users of transport services and also give rise to protests from other transportation is public transportation. While operating a motor tricyles permit has not been issued operational. But with the presence of motor tricycles become one of the excellent transport alternatives help the people in the town dumai activity with low rates and fast, so that people can reach their destination make motor tricycles have a fairly high competitiveness in providing transportation services to the community.Therefore it must needs be a clear regulation to adjust the motor tricycles, so that the problem can be minimized. Department of transportation as well as the role of government in charge of the transport sector in collaboration with the police should immediately find a solution to overcome this motor tricycles.Keyword : Department of transportation, public transport, motor tricycle

Therefore, prevention efforts should be madeand involve all members of the community , one of the ways is through thedissemination to the public about the fire because one of the causes of fire due tolack of public awareness about the dangers of fire and the lack of expertise in thefield of fire .The problems of this research is how the Implementation Task PekanbaruCity Fire Department and what are the constraints faced by the Fire Department .This study aims to determine how the execution of tasks Pekanbaru City FireDepartment and to find out what are the constraints faced Pekanbaru City FireDepartment.With the scope of research on the execution of tasks of the FireDepartment , this study tries to explain the results of the implementation of thetasks of the Fire Department . In this study , the data collection is done by takingthe existing data in the field as well as interviews conducted by authorized partiesFrom the results of this research is that the execution of tasks Pekanbaru City FireDepartment is still not running as well as possible , it can be seen from the manyconstraints faced by officers and employees in the Fire Department as well as thelack of outreach to the community and lack of infrastructure tools in PekanbaruCity Fire Department . NasDem Party is the only party that qualify as new participants in the election of 2014. NasDem That means the party is entitled to vote for the first time in 2014. Expansion is carried out by the party structure NasDem Pekanbaru regarding structuring the management of the party NasDem Pekanbaru an effort to achieve party verification politics in the city of Pekanbaru.This research is a descriptive study using a qualitative approach as a tool of analysis. This research was conducted in Ujung Batu sub-district, Rokan Hulu. This research was using interviews with key informants as information objects that aim to achieve the goal in order to get information in this research. Data used of this research is primary data and secondary data obtained through observation and interviews with key informants in this research.NasDem Party of Pekanbaru in expanding the network as attempts to institutionalize political party or effort, there are some efforts that do include: 1) Systemic Dimension: O250 is an information technology-based systems carried out by the NasDem Party of Pekanbaru in expanding his political network in this case as well as a tool recruiting members. O250 is an abbreviation of Operation 250. 2) Dimensions of Identity Value: Performance of the Governing Council of the Regional Leadership NasDem Party Pekanbaru also contribute to the expansion of the network, as well as to the candidates also sought in terms of activities, among others, by socializing NasDem Party Pekanbaru coupled with campaign himself as a political candidate. 3) Dimensions of Autonomy: wing party or organization supporting the existence of the party as a party that aims to support the dissemination of even recruiting Party members NasDem Pekanbaru. 4) Dimension Reification: The mass media as a supporting party or as a means of reinforcing NasDem identity Nasdem Party Pekanbaru. In Kampar government functions in terms of the implementation of the public service in motor vehicle feasibility test basically already done, just that in the implementation of these things – there are still things that are considered incompatible with the standard operational procedure. According to Perda Kampar in 2010 of the standard public service (SPP) and standard Operasioanal (SOP) Service UNIT for the testing of motor vehicles and the establishment and organization of the Department of arrangement of Kampar, motor vehicle testing unit established within one agency Implementing Technical Service Unit (UNIT) Testing of motor vehicles under the Department of transportation, communication and Informatics of Kampar Regency. UNIT Testing a motor vehicle (PKB) Kampar Regency, periodically testing the feasibility of public motor vehicles in Kampar.on the practice test implementation feasibility dilapangannya motorists who do UNIT Testing of motor vehicles (PKB) Kampar it was still prone to going wild (pungli) levy. A number of citizens claiming to be concerned with an action that is usually pungli often occur. Phenomenon that occurs when the real testing of motor vehicles made there is often a pungli. Pungli done ostensibly for easier management.Weak control of the Government with respect to the performance of an employee as well as the lack of a sense of responsibility to the safety of passengers on public transport, making the employees unable to provide public services.The results of this study the author gives the conclusion that the function of the Government in the public service in motor vehicle feasibility test cases covering fairness, simplicity, compassion, reliability, comfort, and trust is good enough. This is demonstrated by the responses of the respondents who are likely to declare less well, however by the presence of a pretty good response from respondents does not mean existing in the service UNIT for information and communication Department of transportation district of Kampar is already very good, but there is still need for improvement of quality of service to the community is really satisfied with the service given by the employees of theUNIT for information and communication Department of transportation district of Kampar.Keywords: Government, Public Service Function, Test Eligibility
