Abstract

Daerah Istimewa Yogyakarta dikenal sebagai wilayah yang berbudaya dengan jargon "Jogja Kota Budaya". Budaya yang ada di Daerah Istimewa Yogyakarta hendaknya dapat pula diterapkan dalam ruang birokrasi, lebih tepatnya di diri masing-masing ASN. Terdapat kebijakan mengenai budaya pemerintahan yang mengatur tentang perilaku ASN di Daerah Istimewa Yogyakarta. Penelitian ini meneliti tentang Kebijakan di Pemerintah Provinsi Daerah Istimewa Yogyakarta tentang Budaya Pemerintahan “Satriya”, yang tertuang dalam Peraturan Gubernur Daerah Istimewa Yogyakarta Nomor 72 Tahun 2008 tentang Budaya Pemerintahan di Pemerintah Provinsi Daerah Istimewa Yogyakarta. Tujuan penelitian adalah untuk mengetahui proses implementasi serta menganalisis faktor yang mempengaruhi keberhasilan implementasi kebijakan budaya "Satriya di Pemerintah Provinsi Daerah Istimewa Yogyakarta. Teori yang digunakan adalah teori implementasi Merille. S. Grindle dengan Content of policy dan Context of policy . Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Pemilihan informan menggunakan teknik Purposive Sampling. Hasil penelitian menunjukkan bahwa implementasi kebijakan budaya Satriya belum berjalan secara optimal. Inti dari implementasi kebijakan tersebut yang menyasar ASN agar memiliki perilaku Satriya belum dapat terwujudkan secara maksimal. Faktor yang mempengaruhi keberhasilan implementasi kebijakan budaya Satriya ini adalah jenis manfaat, derajat perubahan yang dinginkan, letak, pengambilan keputusan, dan serta tingkat kepatuhan dari pelaksana kebijakan. Saran yang diberikan yaitu perlunya mengoptimalkan implementasi kebijakan agar sasaran kebijakan yakni ASN dapat memiliki budaya Satriya guna meningkatkan kinerja dan berujung pada terwujudnya Pemerintah Provinsi Daerah Istimewa Yogyakarta yang bersih dari Korupsi, Kolusi dan Nepotisme.

Abstract

The aid program poor students (BSM) supported by related to the low participation in education especially on the poor because of high cost of education either directly or indirectly. Then the government seek to students from the poor can continue to go to school without the obstacles in the fulfillment of the cost of schools by issuing a program that is help poor students (BSM) . This policy rests on a presidential regulation (Perpres) no. 15 years in 2010 on the acceleration of poverty reduction . The implementation of this research is to find out the factors influencing the implementation and to identify factors supporting and policy implementation, poor students level junior high schools in semarang city (Study in junior high school 27 Semarang). This objective can be achieved through the process of implementation and the factors affecting implementation according to george c .Edward iii namely communication , resources ,disposition , bureaucracy and structures. The results of this research show that the Policies Help poor students (BSM) at Junior High School 27 Semarang can already help students to be able to continue his education, although in practice there are still various obstacles such as the lack of socialization, the number of personnel is still limited as well as the supervision has not been optimal.

Abstract

Tourism is one of the national industry which have not thoroughly developed in Indonesia yet. In the efforts to developing Indonesia’s tourism which also related with increasing nation foreign exchange, the government establishing a tourism developing programme based on community empowerment called Kelompok Sadar Wisata (Pokdarwis). One of the oldest Pokdarwis in Semarang is Pokdarwis Pandanaran located in Kelurahan Kandri, Kecamatan Gunungpati, Kota Semarang which also the only Pokdarwis that can survive since established in 1993, so it’s interesting to see about how is the development process of the programme implementation and what is the not only motivating but also limiting factors in this implementation process. The purpose of this study is to learn about the programme implementation especially in Kelurahan Kandri including the motivating and limiting factors so the result can help to improve not only Pokdarwis Pandanaran but also other Pokdarwis. This study used a qualitative descriptive research method by using observation and interview to get the data. The result of the study itself is there are a linkage between the position, role and potency of the Kelurahan Kandri community with the improved quality of the programme implementation. The community are not an object of the implementation, but a subject, in that way, the community will feel the urge to participate to the programme because its correspond with their life, their consideration. Furthermore, the phenomenon of implementation from Van Meter and Van Horn theory, which is statutory goals and objective, programme’s environment and programme’s resources is included in the motivating and limiting factors to the implementation of Pokdarwis.

Abstract

Penyelenggaraan pelayanan publik merupakan salah satu fungsi negara dalam rangka menciptakan kesejahterahan rakyat. Salah satu bentuk pelayanan yang diberikan oleh aparatur pemerintahan kepada masyarakat adalah pelayanan dalam bidang kependudukan. Akta kelahiran merupakan salah satu dokumen yang harus dimiliki oleh setiap orang. Penelitian ini bertujuan untuk mengetahui mengetahui dan mendeskripsikan kualitas pelayanan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Cirebon dalam pelayanan akta kelahira.Penelitian ini menggunakan pendekatan analisis data kuantitatif. sampel yang digunakan dalam penelitian ini sebesar 44 responden yang merupakan masyarakat yang melakukan pemohon pembuatan Akta Kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Cirebon tahun 2011. Analisis data digunakan adalah Uji Korelasi dan Konkordasi Kendall.Hasil penelitian menunjukkan bahwa kualitas pelayanan Dinas Kependudukan dan Catatan Sipil Kabupaten Cirebon Tinggi yaitu sebesar 34,1%. Besarnya pengaruh prosedur pelayanan (X1) terhadap Kualitas pelayanan (Y) sebesar 10,69%, besarnya pengaruh kemampuan pegawai (X2) terhadap Kualitas pelayanan (Y) sebesar 37,45%, dan Kualitas pelayanan (Y) yang dipegaruhi Prosedur Pelayanan (X1) dan Kemampuan Pegawai (X2) secara bersamaan sebesar 42,64%. Hasil penelitian menunjukkan bahwa ada hubungan yang signifikan antara Prosedur Pelayanan dan Kemampuan Pegawai Terhadap Kualitas Pelayanan.

Abstract

This research aims is to describe the level of service satisfaction forcustomers in the State Highways Animal Sights Mangkang. The study used adescriptive quantitative research or design that is mixed between qualitative withquantitative to measure customer satisfaction in service for Marga Park AnimalSights Mangkang. The sample of this study is 150 respondents. Data analysistechnique uses the Community Satisfaction Index.The findings of the research show that the overall performance quality ofservice to customers in the State Highways Animal Sights Mangkang becategorized either. However, some aspects still need to be repaired, althoughsome other aspects have shown good performance.Some aspects of the performance are good, they are: Disclosure ofinformation about service procedures, clarity of line role in the procedure ofservice, simplicity of procedures, identity assurance, and responsibilities of careworkers, workers in providing service Honesty, Courtesy and friendliness ofservice personnel, Respect and appreciation officer with the public, details ofservice charges Clarity, Clarity service schedule.Then the other aspects that still need to be improved performance include:easy to find / contact the service personnel, certainty responsible of ministryofficials, Reliability schedule service, cleanliness and neatness of theenvironment, availability of service facilities, modern and completeness offacilities and infrastructure, security neighborhood services, security facilitiesand services are used, the security against risks resulting from the implementationof the service.

Abstract

Employee performance problems can be inferred from the existence of the office at a time when employees are out of work hours with personal interests . Lack of discipline from the initial field observations suggest that in the district of Semarang Gunungpati there are still some employees who do not come right time.In addition there are also employees who can not do the work in accordance with the targets that have been seen ditentukan.Rendahnya employee discipline level of employee go to work ( at 08.00 pm ) and return home early ( before 14:15 hours GMT) from the provisions comes to work at 7:15 pm and return at 15:15 pm . Decrease in employee discipline characterized by the presence of morning and afternoon rally . these provisions are stipulated in Government Regulation No. 53 on Employee Discipline . Performance is not running optimally for pushing me to do this research .The research problem is : Why is the performance of employees in the District Gunungpati not optimal ? Factors what is the bottleneck of the performance of employees in the District Gunungpati Semarang ? To answer the problem and the research objectives using Mangkunagara , ( 2007:14 ) , employee performance is influenced by three factors , namely : individual factors , psychological factors , organizational factors , there are also factors that defined Rival Rival ( 2003:317 ) as a factor that can hinder performance , in this case Rival defines a three (3 ) main groups : legal 1.Kendala / legal.2.Bias penilai.3.Pengaruh assessment pribadi.4.Kesalahan opinion that tends terpusat.5.Gaya judgment in evaluating the performance . study was to use domain analysis techniques and technical analysis scorecard.Terdapat two sources of data used are primary data and the use of techniques sekunder.Penelitian depth interviews , observation , and documentation , as well as literature list of questions relating to the performance of employees in the district Gunungpati data.Berdasarkan collect the results showed that the performance of the mountain district employees including superior starch , can be seen from several phenomena that exhibit superior performance , namely compliance with government regulations the performance assessment , performance appraisal format Gunungpati in Semarang district , sanction violations given performance , the influence of personal opinion about the performance appraisal district Gunungpati in Semarang city , the errors tend to focus on performance in the district Gunungpati , leadership styles in evaluating the performance of employees in the city of Semarang district Gunungpati , training , feedback , performance appraisal techniques are appropriate . It is also supported by the results of the scorecard ( 3.4 ) including the superior category . However, there is also a phenomenon that has a value that is slightly less background and demographic this is because each of the employees is less ideology and understand the role of the work should be done and the circumstances surrounding that sometimes less support , but it can inadvertently affect their performance.

Abstract

Penanggulangan bencana merupakan salah satu upaya pemerintah untuk melindungi masyarakat dari bahaya bencana. Tahap tanggap darurat adalah kegiatan yang dilakukan saat bencana terjadi untuk mengurangi dampak negatifnya. Tanah longsor menjadi salah satu bencana yang paling sering terjadi di Kabupaten Semarang yang penting diatasi demi terciptanya keamanan masyarakat. Penelitian ini lebih lanjut akan membahas mengenai implementasi kebijakan penanggulangan bencana pada tahap tanggap darurat bencana tanah longsor di BPBD Kabupaten Semarang. Metode yang digunakan adalah metode kualitatif tipe deskriptif. Tujuan penelitian ini adalah untuk melihat bagaimana implementasi kebijakan penanggulangan bencana pada tahap tanggap darurat bencana tanah longsor yang berangkat dari fenomena penelitian tentang tahapan tanggap darurat, serta mendeskripsikan faktor-faktor yang dianggap mempengaruhi implementasi kebijakan menurut teori Van Meter dan Van Horn. Hasil penelitian menunjukkan bahwa dalam implementasi kebijakan yang dijalankan sudah berjalan dengan baik, walaupun masih terdapat keluhan masyarakat mengenai keterlambatan kedatangan tim tanggap darurat. Faktor pendukung dalam kebijakan ini adalah standar dan sasaran serta hubungan antar organisasi dengan lembaga terkait. Faktor yang menjadi penghambat yaitu kesalahpahaman alur pemberian bantuan dan sosialisasi, sumber daya, kondisi politik, kondisi sosial dan struktur birokrasi. Rekomendasi yang dihasilkan dari penelitian ini yaitu; Pihak Pemerintah lebih aktif mensosialisasikan kebijakan ; penambahan sumberdaya manusia dan fasilitas penunjang; memperbanyak program DESTANA ( Desa Tangguh Bencana ) dan menyarankan desa-desa untuk menyisihkan dana desa khusus untuk kegiatan kebencanaan.

Abstract

The Dengue Hemorrhagic Fever (DHF) Control is an activity that consists of prevention and handling activities to break the chain of the dengue transmission. DHF is one of the endemic diseases in the city of Semarang, and Tembalang district is a sub-district that has the highest number of DHF patients every year. Based on this phenomenon, the Semarang City Government issued a Regional Policy Numb. 5 Year 2010 concerning the Control of DHF. The purpose of this study are to describe how the implementation of Regional Policy Numb. 5 Year 2010 concerning the Control of DHF in Tembalang District, Semarang City is and to find out the inhibiting factors of Regional Policy Numb. 5 Year 2010 concerning the Control of DHF in Tembalang District, Semarang City. This research is a type of descriptive research using descriptive qualitative method. Data collection techniques that are used consist of interview and documentation. Data analysis is implemented by collecting the data, data reduction, data explanation, and conclusion. The result of the study shows that this policy has been implemented since 2010, and the number of DHF sufferers is getting decreased. However, its implementation still encounters various obstacles, such as inadequate resources, poor quality of communication, lack of compliance with the policy content, and so on. Several recommendations regarding those problems can be given by applying some solution such as adding the number of officers, improving the intensity and quality of information delivery about the Regional Policy, evaluating the standard of operating procedures (SOP), and strengthening the coordination and cooperation between the implementing parties and other parties.

Abstract

Social capital closely relates with society and so do it. Its scope is broad and it is flexible cause social capital can enter various aspects in the life of. Concepts about social capital consisting of elements that there are in it such as social participation, social network, social institution, a norm and social value. Research methodology descriptive with a qualitative approach used in this research to identify factors that influence in the formation of social capital at Rusunawa Kaligawe. The result of the research showed factors that influence in the formation of social capital related to the habit of, the status and the role of individual at Rusunawa Kaligawe, education, the social class and economic gap, and the consumption patterns of individual and values personal. The habits of inhabitant’s Rusunawa Kaligawe are throwing trash in any place and delaying the payment of the rent. The inhabitant who as a head of RT or RW so it would affect to their environment intercommunication, prestige and their rights and duties. Education is done by the inhabitant of the Rusunawa Kaligawe are formal and non formal education. The social class and economic gap able to be seen through by education and the income derived the inhabitant of the Rusunawa Kaligawe. In the consumption, the inhabitant of the Rusunawa Kaligawe often put the payment of the rent in the end of expenditure needs of their list. Based on that result, this research recommends the head of RT or RW to apply system fines for inhabitant who littering. Making all the things required are ready to the officers and proactive attitude an inhibitant in the payment of the rent. The socialization regarding Semarang mayor regulation number 7/2009 occupancy and tenancy toward rental house owned by Semarang government to the inhibitant. Wisdom the inhabitant of the Rusunawa Kaligawe in putting expenses as priority is important to the continuity of the payment of rent.

Abstract

Achievement of Organization Direction Attainment on Regional Asset and Financial Management Agency (RAFMA) of Semarang City in advertisement tax collection, become the backround of this research. Purpose of this research were giving contribution and increasing Local Revenue. The problem that happen how was work effectiveness on RAFMA in advertisement tax collection on Semarang City? Purpose of this research was to conceiving and analyzing RAFMA effectiveness in advertisement tax collection on Semarang City, based on Factors that affecting the implementation.An attempt to answer the problem and research objectives is done by using the theory of measuring the effectiveness of the Organization as well as the effectiveness of contributor criteria as factors that affect the organization. The object of research is the field of tax areas are located in Regional Asset and Financial Management Agency (RAFMA) of Semarang City.The result showed that RAFMA of Semarang City “is not effective”, in a bid to accomplishment of an objective related to tax collection ads in semarang city. It is affected by factors such as a shortage of employees and equipment, the division of work is too obvious, which has not been service system still complicated, the absence of a valid about the amount of data ads in the city of semarang, and the problem of the low public awareness to pay the tax billboard.Advised to RAFMA of Semarang City acted more innovative and active by sending through the other media, as a magazine, radio, or website belonging to the department. Centralizing budget for facilities and infrastructures are lacking. Cooperate with dinas-dinas related for collecting data reëxamined against ads spread in city semarang.Repair service system using “One Stop Service (OSS) System” system or one roof service system.
