Abstract

Image processing shooter-based Information System is very useful for STTAL, which has a visionto become a center for the development of defense science and technology in the field of military,maritime and reliable seas at the regional level in realizing the independence of the main weaponssystem.STTAL has the mission of organizing higher education programs to produce human resourceswith Indonesian character and personality, based on science and technology that are of high quality andrelevant to the defense needs of the military, maritime and marine departures. In carrying out its duties asan educational institution, STTAL also carries out its obligations as the Indonesian National Army. So withthat STTAL often hold short barrel or pistol shooting exercises. In a series of short barrel or pistolshooting activities, each process of recording values is still carried out visually, that is by looking directlyat the target and counting manually, so that it takes a lot of members of the shooting committee and takesa long time in recording values. We design a application of image processing information system basedshots which can be used in shooting exercises to facilitate all members in carrying out shooting exercisesat STTAL. In this application the shooter can see firsthand the value of the shot obtained so that it canconcentrate fully in carrying out a shooting exercise. In this application also makes it easy for the head ofthe shooting committee to make a report to the commander quickly and accurately, for the commander tosee first hand the results of the shooting practice and it's easy to take a decision on shooting practice.Keywords: Value Marker, Shooting, Image Process.

Abstract

The operational equipment of the Security and Rescue Team (Matan) of the Paskhas Command Battalion called the Integrated Personal Protection (IPP Set) is currently incomplete because monitoring of the implementation of the Matan Team's activities is limited to reports through radio / HT communication tools, so that in decision making actions by the Operations Commander Puskodalops is not optimal and accurate according to the conditions in the field. Therefore we need a system that can monitor the movements of the Matan Team that can monitor the position and visual forces in real time. This monitoring system using radio telemetry can transmit data in the form of GPS coordinates displayed by Google Map as well as visual image data recorded by FPV cameras in realtime using the 3DR telemetry transmission system 433 Mhz and VTX 5.8 Ghz mounted on a tactical helmet and received by ground station receiver antennas at Puskodalops, so that the position of the matan team personnel can be monitored and conditions in the field can be monitored in realtime so that the Operations Commander can make decisions more quickly, precisely and accurately according to field conditions.Keywords : Telemetry, Security and Rescue Team (Matan)

Abstract

Kesiapan TNI AL dalam melaksanakan tugas pertahanan matra laut ditentukan oleh komponen kekuatan alat utama sistem senjata (alutsista) yaitu KRI, dimana banyak yang tidak mendukung pelaksanaan tugas tersebut, sehingga perlu adanya pengadaan alutsista KRI. Langkah-langkah untuk mengatasi permasalahan di atas dapat dilakukan dengan pembelian alutsista baru yang mengacu pada kekuatan pokok minimum (Minimum Essential Force / MEF) TNI AL. Untuk pemilihan alternatif yang benar-benar tepat memerlukan analisa terhadap informasi dan identifikasi berbagai persyaratan yang penting dan saling berkaitan mengenai data-data dari alternatif Kapal Layar Latih. Selain itu, faktor biaya perlu dipertimbangkan agar bisa mengurangi beban anggaran pertahanan Negara Kesatuan Republik Indonesia. Salah satu pendekatan dalam pengambilan keputusan adalah dengan pendekatan model Multiple Criteria Decision Making (MCDM) dengan cara kombinasi metode yaitu Life Cycle Cost (LCC) dengan Analytic Network Process (ANP) serta Benefit Cost Ratio. Hasil dari penelitian diperoleh kapal layar latih yang terpilih yaitu alternatif Friere dengan nilai manfaat tertinggi dan bobot kriteria terbesar adalah Pelatihan Keterampilan dan Platform. Selain itu juga layak secara ekonomi untuk digunakan sebagai kapal layar latih bagi Taruna AAL.

Abstract

The workload is highly related to efficient and effective human resource utilization in an organization to achieve organizational objectives, vision, and mission. Various methods are used to optimize the number of personnel in an organization so that each task can be completed quickly and precisely. Accounting Institutions are inseparable from problems regarding the lack of workload with the number of personnel working on it. The change of the Policy gives an impact on the change of Job Description and List of Personnel Arrangements of the organization. To overcome these issues, workload measurement, analysis can be used to determine the optimal amount of personnel required in their working units. This study uses a mental workload measurement so called NASA-TLX and physical workload measurement According to the applicable workload regulation that is in accordance with the Administrative Direction of Workload Analysis. Both methods are then carried out to be compared to each other. The results showed that the physical workload is required in the completion of tasks in each work unit. In addition, the determination of the optimal number of personnel using physical workload or appropriate tasks per task position based Job Description is performed. As a result, it is known that there is an excessive workload in the Sub Service Budget Cost work units with personal shortcomings. On the other hand, there is an excessive personnel number in Administrative Work, Sub Department of Finance Administration and Sub Department Financial Control. The overall conclusion of this study is a need for personnel reduction in a List of Personnel Arrangements currently known as Accounting Institutions to be 39 personnel instead of the existing 48 personnel. Abstract

Third Fleet is the Main Command of the Indonesian Navy as Operation City which is tasked with carrying out defense and security operations of the maritime dimension by securing the territorial waters of eastern Indonesia. The operation in these waters is faced with the vulnerability of frequent violations, geological conditions consisting of thousands of islands and shallow straits, extreme weather and also with limited state defense budget conditions. Therefore, it is very necessary to have a KRI that is right and ready to face these challenges and obstacles so that the goals of the organization can be achieved. The purpose of this study was to analyze the criteria and determine the type of KRI needed in accordance with the conditions in Third Fleet. This study uses an integration between the Delphi method and the AHP method. The results of this study are expected to be input and consideration for the leadership of the Indonesian Navy. The next 299 are fast boats with a weight value of 0.149 then Amfibious ships with a weight value of 0.154 then Bantu ships with a weight value of 0.131 then Mine ships with a weight value of 0.119 and Submarines with a value of 0.114. The results of this study are expected to be input and consideration for the leadership of the Indonesian Navy. Keywords: Third Fleet, Delphi, AHP

Abstract

ABSTRACT Indonesian Navy has a strategic project of building three units of submarines in collaboration with DSME South Korea. In the development cooperation submarine contract DSME also include the implementation of Technology Transfer (TT) between South Korea DSME with PT.PAL Indonesia. Therefore necessary strategies to get success TT process submarines. The task force Navy submarine construction that has always worked between DSME and PT.PAL has helped realize the moral burden for the technology transfer program. How Submarine Task Force strategy to ensure the success of PT.PAL accept TT of DSME? SWOT analysis tries to analyze the variables that influence the strategy and product that work discipline, facilities and infrastructure, the relationship between team performance and PT.PAL DSME is a variable that must be maintained and improved. Submarine task force as a motivator can act as a driving force in improving the performance and things - other matters relating to the development of technology over the course of the submarine. Abstract

PT. X is a newspaper publishing company. In publishing newspapers, paper raw materials are needed as the main ingredient. In choosing a supplier of paper suppliers, so far the company still applies conventional methods. Improper supplier selection process will have an impact on the sales of the company because it relates to the production process and also the products to be sold later. Many things must be considered in choosing suppliers. In the decision-making process for selecting suppliers, it must be noted that the factors (criteria) that each other might be interrelated. The Analytic Network Process (ANP) method is a method of decision making with many interrelated criteria. This problem is represented in a system with dependence and feedback. The linkages found in the ANP method are linkages in a set of elements (node comparison) and linkages to different elements (cluster comparison). The use of the ANP method will produce priority value weights on all elements contained in the decision making system. From the research that has been done at PT. X there are 4 consideration criteria consisting of 12 sub-criteria, and 3 alternative choices. Based on the results of data processing, alternative suppliers of CV. A was chosen as the best alternative supplier with the highest weight value of 0.158 then CV. B with 0.145 and CV. C of 0.134. Therefore, alternative suppliers of CV. A is the best alternative supplier for the company.

Abstract

Every single country of this world wants to enlarge and optimize their territory. It causes every single country get competition to strengthen their country. In the other side they want some comfort condition, the condition is free from anxiety and the ability to predict threats, is a situation esired by all citizens. Not yet optimal in countermeasures and predicting the direction of the threat. The need for innovation in the method of determination according to the current state. Research based on the Decision Support System (DSS) trying will provide a solution in determining the predictor of the threat state. Using the Profile Matching method researchers try to map the profiles of countries located in the region. Providing problem solving by modifying the Profile Matching method is to start with delphi method in obtaining the determining criteria of research and weighting it with Borda technique. The criteria and weighting as the constituent criteria of the threat predictor country's strength profile, followed by the role so that the names of the threat predictor countries in Southeast Asia are obtained. The determination of the predictor state will facilitate in countermeasures or deal with it as well as provide actual information of where the threat comes from and the disertor criteria where the country can be weakened by Indonesia. Abstract

Navigational chart is a dynamic map that should always be updated to ensure safety in navigation at sea. Indonesia's vast territorial waters is a challenge for policy makers to be able to prioritize areas that must be mapped / updated. ELECTRE II method is widely recognized can be used to analyze a policy that involves both qualitative and quantitative criteria. This method involves the manufacture preceded by a directed graph that represents outranking relationship with Threshold determine concordance and discordance. Entropy methods are used to provide the weighting of criteria. This method was chosen because it can accommodate with some decision-makers or experts. The incorporation of multi-criteria method with GIS is very useful for solving problems related to geospatial. Sensitivity analysis is done by changing some threshold value. This research was conducted in waters ALKI I.

Abstract

For a soldier, physical abilities are needed in every task implementation, so the daytime running activities become a compulsory menu for every soldier who is carrying out education. Both the basic military education and further education. According to health experts, benefit of jogging is to lose weight so as to avoid obesity, improve the ability of the lungs, heart and various other health benefits. However, we also have to pay attention to the temperature of the air because it is at a certain temperature, it will be very risky if we carry out the afternoon run. Not a few victims affected by heat stroke due to run during the day with high air temperatures. The current mechanism, temperature measurements are carried out manually by members of the local Satkes, then the Satkes report the results of temperature measurements to Binjas and then Binjas decide whether or not to run afternoons that day. After the decision was made, the Binjas reported to the guard division and the guard to spread the news through the prayer watch. Therefore, with this android-based temperature and humidity monitoring information system, we can easily find out whether today's temperature is safe or not to carry out daytime running activities.Keywords : Afternoon Run, Heat stroke, Android.
