Abstract

One of the biggest obstacles to development progress in Eastern Indonesia is the unavailability of electricity,especially on small island islands. The potential of ocean currents is one of the most renewable sources ofenergy considering that the majority of Eastern Indonesia is the ocean and has not been utilized optimally. Thepurpose of writing this paper is to reference the calculation of ocean currents for Indonesian coastal islands thathave minimal electricity. This research method uses literature studies on the morphology of the flow velocity andwind that occurs in the Capalulu Strait and the calculation of the potential of electrical energy in the CapaluluStrait so that the results of this calculation are used as one of the renewable energy methods that are able tomeet the electricity needs of island islands. which has not been electrified in Indonesia, especially in the SulaIslands, North Maluku.Keywords: Electric Energy, Ocean Flow Turbine, Renewable Energy, Strait of Capalulu

Abstract

The Unitary State of the Republic of Indonesia (NKRI) is the largest archipelagic country in the world, two thirds of which are is seas, requiring the presence of the KRI in maintaining its sovereignty. Continuity of attendance in carrying out its main duties, the Navy depends on the readiness of the KRI (Indonesian Republic Warship). The Navy's strength development program is bound to the MEF (Minimum Essencial Force), the basic development policy of TNI AL towards minimum principal strength. The main target of MEF is a limited amount but can operate optimally. So we need a program to overcome these problems by maximizing the defense system maintenance program called SPT (Planned Maintenance System). To maximize the planned maintenance system that supports the MEF program requires prioritization in selecting the KRI that will carry out Depo level improvement (Hardepo). The selection of KRI determination that will implement Hardepo has several factors that need to be considered so that it is categorized in a multi-criteria decision environment, then the proposed model becomes an appropriate methodology to accommodate the criteria with the Fuzzy MCDM (Multi Criteria Decision Maker) approach. In this study there are six alternative KRI namely KRI Keris-624, KRI Rimau Island-726, KRI Kerapu-812, KRI Badau-841, KRI Jakarta Bay-541 and KRI Arun-903 where the first priorities obtained are KRI Rimau Island- 726 with a weight value of 0.1778. After the priority is obtained then schedule the duration and availability of Docking at PT PAL Indonesia where all KRI can carry out docking every TW (Tri Wulan) except KRI Arun-903 which cannot carry out docking on TW I 2019. Abstract

Scheduling of Indonesian Warship Assignment is Operation Presence at sea by Indonesian Warship to carry out security duties at sea based on time. Security threats and violations at sea in the form of theft of fish, timber and other natural resources and violations of territorial boundaries by foreign vessels require the presence of Indonesian Warship for security.The limited number of Indonesian Warship and the budget provided by the state as well as the need for securing the vast sea area of ​​the Republic of Indonesia in the need for thought about the Indonesian warship assignment model.The purpose of this research is to get the best alternative in order to optimize the scheduling of the Indonesian Warship assignment plan in order to produce a ship movement schedule in this case made by SOPS.Indonesian Warship is used in modeling as many as 52 Indonesian Warship to 17 operating sectors .This method of scheduling research attempts to develop an optimization model by applying the Integer Linear-Zero One Programming method.by identifying decision variables, establishing objective functions and identifying constraints. The results of the assignment model simulation in the form of the composition of Indonesian Warship assignment to 17 operating sectors with a maximum coverage area reached is 65,130,362.68, scheduling Indonesian Warship assignments carried out over a period of 1 year, there is also an increase in Coverage Area of ​​12.16% from real conditions.Simulation of this assignment model can be used as a consideration in the decision making of the TNI Al Leadership about the assignment of Indonesian Warship in the operations sector, so that it can be implemented / applied in the future. Abstract

Tujuan dari penelitian ini adalah untuk menganalisa dampak tingkat pendidikan terhadap ketahanan nasional masyarakat di Kabupaten Bangkalan, serta mendapatkan skenario kebijakan yang tepat dalam pengembangan tingkat pendidikan sehingga dapat meningkatkan dampaknya terhadap ketahanan nasional masyarakat di Kabupaten Bangkalan. Metode yang digunakan dalam penelitian ini adalah Decision Making Trial Evaluation and Laboratory (DEMATEL) untuk mendapatkan variabel kunci dari suatu sistem serta mendapatkan hubungan keterkaitannya, dan pendekatan sistem dinamik untuk menganalisa dampak tingkat pendidikan terhadap ketahanan nasional di wilayah Kabupaten Bangkalan. Terdapat tiga skenario kebijakan yang diterapkan pada penelitian ini, antara lain; skenario peningkatan prosentase dana lembaga pendidikan (skenario 1), skenario peningkatan dana beasiswa (skenario 2) dan skenario kombinasi (skenario 3). Hasil penelitian menunjukkan bahwa tingkat pendidikan berdampak positif terhadap nilai ketahanan nasional di Kabupaten Bangkalan melalui Indeks Pembangunan Manusia (IPM). Skenario kebijakan yang tepat untuk diterapkan ke dalam sistem adalah skenario 3 dan skenario 2, dengan nilai ketahanan nasional Kabupaten Bangkalan sebesar 0,77 atau tangguh pada periode tahun 2020.

Abstract

Designing a fire prevention inspection system in buildings is very necessary, to determine the level of reliability. The fire prevention management system uses the following criteria: precautionary measures and preventive supervision against fire hazards. The assessment of the system design is carried out by means of a questionnaire for respondents who understand / are experts in fire problems, and the application of the system design uses direct surveys and questionnaires to the building manager. The assessment is carried out at the smallest level. Analysis of the building reliability inspection system in fire prevention using the Analytical Hierarchy Process (AHP) method, the criteria used are: prevention, limitation and extinguishing against fire. The fire prevention management system uses the following criteria: precautionary measures and preventive supervision against fire hazards. The results of the reliability inspection of the Ki Hadjar Dewantara Mako Kodiklatal building in Surabaya with a value of 94.06% indicated that the reliability system was in the "Less Reliable" category for fire hazard prevention. Abstract

Pelayanan kepada konsumen merupakan akhir dari proses bisnis sebuah industri. Keakuratan danketepatan produk, baik dalam hal volume maupun kualitasnya sangat mempengaruhi pelayanan sebuah perusahaanatau organisasi. Bahan bakar minyak (BBM) merupakan produk yang sangat penting bagi seluruh anggota TNI ALdi wilayah Kobangdikal, yang dipergunakan untuk keperluan militer, keperluan dinas dan keseharian kegiatanseluruh anggota TNI AL di wilayah Kobangdikal. Sejak diberlakukannya AFTA (ASEAN FREE TRADE AREA) padatahun 2004, Pertamina melakukan peningkatan kualitas pelayanan dengan meluncurkan program PASTI PAS!, yangmerupakan program sertifikasi standar kualitas pelayanan, dalam hal ini SPBT Kobangdikal juga mengikutiperkembangannya yaitu dengan ikut melaksanakan peningkatan kualitas pelayanan sesuai dengan standar PTPertamina.Dalam penyusunan tugas akhir ini, peneliti menganalisa risk event yang terjadi dengan meneliti secara deskriptifyang menggunakan analisa secara kuantitatif dan dengan metode sampling sederhana yang berupa wawancara,pengamatan, dan kuisioner dari 7 orang anggota satuan perbekalan Kobangdikal.Berdasarkan hasil analisis data dan identifikasi risiko maka diperoleh 15 kejadian risiko (risk event) yang mungkinmuncul dalam proses distribusi selama proses penimbunan hingga penyaluran dari Terminal BBM Surabaya Grouphingga ke SPBT Kobangdikal. Dari penilaian Severity, Occurance, dan Detection, dilanjutkan dengan Pareto chartkemudian diketahui risiko dari yang tertinggi hingga terendah.

Abstract

The FMEA method is a tool used to identify the consequences or consequences of a system or process failure and reduce or eliminate failure. In determining risk factors and system improvement priorities, traditional FMEA still has weaknesses, where FMEA traditionally places severity factors, occurrence, and detection at the same level of importance, even though in reality different levels of importance and the importance of FMEA assessment teams are ignored. In this study, the fuzzy method is integrated into FMEA where the severity factor, occurrence, and detection are assessed in linguistic form. In this fuzzy method, the weight of the interests of the FMEA assessment team is taken into account to do ranking and repair priorities. The application of Fuzzy methods to FMEA to determine significant risk factors and prioritizing improvements from various alternatives chosen for the process of repairing KRI in Surabaya Lantamal V, so that it is expected that the application of this method can improve the operational performance of Fasharkan to eliminate or reduce the risks that occur in the repair process ships in the eastern region of the fleet. Abstract

Uncertain global dynamics is one of the main factors influencing the successful achievement of goals and interests in the field of national defense. This reflects how important it is for stakeholders in the defense sector, to understand the dynamics of the strategic environment which presents a series of opportunities, obstacles to threats to the existence of the Republic of Indonesia, which in the end will obtain strategic steps to overcome them. The Indonesian Navy is strongly influenced by several components, such as the strength structure, the level of readiness, the level of sophistication or technological sophistication and the operational durability of its Alutsista. The synergy of the four components of strength is very much determined by the country's ability to build and maintain the ability of the defense equipment. Currently, Arsenal does not have a regional warehouse and there is only one central warehouse in Surabaya. The wide working area of ​​Koarmada II, of course, requires a large number of KRI elements. Arsenal really need regional warehouses in order to be able to increase KRI's operational support in the Koarmada II working area. This is necessary considering that the operation at sea requires a very high presence of KRI. So that if there is a need for ammunition supplies, the process of supplying them can be carried out quickly. This research uses the Fuzzy Multi Criteria Decision Making (FMCDM) method. Overall, the results obtained from this study, it can be concluded that the best location from the alternative location is in the Koarmada II area, namely Lantamal Manado with the highest value of 0. Abstract

Based on Law No. 34 of 2004, the Indonesian Navy has the main task of maintaining state sovereignty in territorial waters. Various attempts have been made to strengthen the Navy so that it can carry out these basic tasks, one of which is to add defense equipment, namely ships that have the ability to shoot missiles. This missile possession is important because in addition to being a deterence effect, modern naval battles are dominated by long-distance warfare or Over The Horizon. In missile fire, accurate intelligence is needed to determine the position of the target. So far what has been done is sending submarines or reconnaissance aircraft. This is very inefficient because in addition to requiring large resources, the risk of losing personnel and material is also very large. Based on this, the researcher makes a prototype of a vehicle that can identify and determine the position of a target. The vehicle in the form of a UAV is equipped with GPS, altimeter, compass and camera. This equipment will provide data in the form of UAV latitude and longitude position, UAV height, UAV heading and UAV camera angle. From the four data above, the ground station on themissile carrier gets the target's latitude and longitude data based on image processing. While the method used is color thresholding which can distinguish a target based on its color. After several trials, the UAV has been able to carry out the target positioning up to a height of 15.4 meters. At these heights the target latitude can be determined with a system accuracy of 3.3 meters. To be used as a reference for missile firing, it is necessary to increase the capability of the equipment specifications to reach the desired distance. Abstract

Exhaust gas from ships is a source of air pollution, which has a very detrimental impact on the environment and living things. Global warming, storms, drought, floods, melting of the north and south polar ice which causes sea levels to rise then causing tidal flooding, forest fires, and disruption of human health, are the impacts and dangers of air pollution. Exhaust gas emissions from KRI operations contribute to air pollution. Based on these conditions, the authors feel it is important to conduct research to determine the level of exhaust emissions so that they can be used as a reference for the Indonesian Navy's policy in supporting the Indonesian government's efforts to prevent air pollution. The research was conducted using a combination of quantitative and qualitative methods. The numerical analysis approach by calculating the value of KRI exhaust emissions is carried out then the results of the calculations are analyzed using a descriptive qualitative analysis approach. From the research results, it was found that 87.5% of KRI had exceeded the allowable exhaust gas emission limit, while only 12.5% ​​were still within the tolerance limit.
