Institutional Membership and Rural Development in Indonesia: Case Study of Three Villages in Purbalingga Sutiyo, Sutiyo; Nurdin, Ismail

Abstract

This study aims to measure community membership in rural institution and analyze its benefits in rural development after Indonesian decentralization. To do so, a case study was conducted in Serang, Kedarpan and Sumilir village of Purbalingga District, Central Java Province. Respondents of this study consist of 232 people, and data are analyzed both qualitatively and quantitatively. Findings of this study present that diverse community groups exist, and most households become active members in one to two rural institutions. Neighbourhood, religious and farmer groups are the most active institutions in term of membership and carrying periodic meeting. Membership in rural institutions improves access to financial, physical and natural capital, but less in improving human capital. While most villagers are member of neighbourhood, farmer and religious groups, the village government does not build intensive interaction with these institutions in meetings to formulate village decision. Thus, the empowerment process is not optimally delivered, and the institutions cannot optimally help their members in addressing their livelihood problems. Some initiatives are performed by the institutions, but without government support, they result only limited benefits for the members. Thus, this study recommends the government to involve more institutions in village decision making, especially by improving the participation of neighbourhood, religious and farmer groups.

Abstract

This study aims to explore the potential linkage of cohesiveness with the problems of distribution inaccuracy of social protection programs in Indonesia. It will focus on the program of subsidized rice for the poor, with a case study in Purbalingga district. Through qualitative and descriptive statistic methods, this study presents the existence of conceptual and empirical linkage of cohesiveness with distribution inaccuracy. Community cohesiveness present challenges for the top-down nature of program design and implementation. Preserving cohesiveness has been the main justification of almost al actors in doing equal distribution of the program. Solution for this problem will depend on government willingness to initiate community based targeting system, involving community and local leaders in enlistment and distribution of the program through deliberation system.

Abstract

Banyak kepemimpinan pemerintahan yang gagal, tetapi muncul beberapa pemimpin yang berlatarbelakang pengusaha (entrepreneur) dan ternyata yang bersangkutan mampu melaksanakan kepemimpinan pemerintahan secara baik. Dalam hal ini, jiwa kewirausahaan (entrepreneurial spirit) dapat diadopsi dalam melaksanakan kepemimpinan pemerintahan. Penerapan jiwa kewirausahaan dalam kepemimpinan pemerintahan selanjutnya menjadi topik penelitian yang menarik. Penelitian ini ingin mengetahui penerapan jiwa kewirausahaan Lurah Margodadi dalam kepemimpinan pemerintahan. Dalam hal ini, penelitian menggunakan pendekatan deskriptif kualitatif. Berdasarkan hasil penelitian diketahui bahwa penerapan karakter kerja keras Lurah Margodadi yaitu dalam melaksanakan tugas sebagai lurah tidak hanya terbatas pada jam/hari kerja, serta bersikap pantang menyerah dalam upaya menciptakan konsolidasi antar pegawai, penertiban administrasi kependudukan, dan peningkatan kesejahteraan warga. Penerapan karakter kreatif Lurah Margodadi yaitu dalam aspek sarana kelurahan yang menjadi lebih lengkap dan lebih baik. Adapun penerapan karakter berorientasi terhadap prestasi ditunjukkan Lurah Margodadi dengan tingginya jiwa pengorbanan serta sejumlah prestasi yang berhasil diraih Kelurahan Margodadi pada era kepemimpinannya

Abstract

ABSTRACT. Organizational structuring provides many opportunities for the organization being studied and the method to be used. Organizational structuring is tailored to the environmental needs in which the organization lives. This study aims to describe the organization arrangement of the Public Works Irrigation Office in East Lampung Regency. The study was conducted with a descriptive qualitative approach, with data collection techniques through in-depth interviews, observation and documentation studies. The results of the study concluded that the establishment of the Dinas Pengairan and Public Works was in accordance with the needs and environmental conditions of the organization. However, the existing organizational structure needs to be adjusted to the needs and environment.

Abstract

Demokrasi dan pelaksaanaan pemilu bagaikan dua sisi mata uang yang tidak dapat dipisahkan. Pelaksaaan pemilu merupakan salah satu indikator berjalanya demokrasi di negara demokratis. Sebagai negara demokratis Indonesia melaksanakan pemilihan kepala daerah setingkat gubernur setiap lima tahun sekali. Di Provinsi Lampung telah diselenggarakan pemilihan gubernur pada tahun 2018. Namun, penyelenggaraan pemilu tersebut diwarnai dengan adanya money politic atau adanya politik uang. Money politics merupakan salah satu pelanggaran dalam pelaksanaan pemilihan umum. Tulisan ini bertujuan untuk melihat efektivitas peran bawaslu dalam mencegah money politics pada pilkada di Provinsi Lampung tahun 2018. Penelitian ini menggunakan merupakan penelitian kualitatif deskriptif, dan menggunakan jenis data sekunder yang didapatkan dari informan serta menggunakan teknik analisis data yang disarankan oleh Miles dan Hubberman (2002) yang terdiri dari reduksi data, display data dan penarikan kesimpulan. Penelitian ini menghasilkan kesimpulan bahwa Bawaslu kecamatan Terbanggi Besar telah melaksanakan tugas dengan baik namun tetep tidak maksimal karena adanya keterbatasan wewenang

Abstract

This study analyzes the implementation of the Program of Health Insurance for the Poor in Indonesia, focusing at the advantages and constraints faced by the beneficiaries, through a case study in Purbalingga District. By applying the approach of entitlement within the framework of healthcare access, it is found that the program brings positive impacts in increasing financial abilities of the beneficiaries, and creating good treatment from the medical workers. Yet, low supply side readiness of health infrastructure and service system dilutes the benefits of the program in poverty alleviation. The government of Indonesia is recommended to involve communities and local officers in the enumeration of the beneficiaries, to increase the participation of private healthcare providers in the program, and to establish clear rewards and punishment system for the health workers.

Abstract

Patient’s chief complaint: A 1-week-old female infant with bilateral cleft lip and palate was referred to the Department of Prosthodontic, Hasanuddin University Dental Hospital. Her parents provided informed consent prior to her treatment. Her nutrition was managed through a nasogastric tube (NGT). The patient was in primary need of appliance that could support her feeding. Patient’s oral status: Intraoral examination revealed bilateral complete cleft lip and palate deformity diagnosed as bilateral complete labiognatopalatoschizis. Treatment plan: Fabrication of NAM to reduce the severity of the initial cleft deformity and to achieve better and more stable results in cleft lip and palate infants, in particularly advantageous to lengthen the deficient columella prior to the primary surgical repair of the lip and nose. Details of the therapy: Preliminary impression were done at the first appointment using custom tray and elastomeric impression material. At 2 weeks after birth, a conventional molding plate was fabricated on the maxillary cast obtained by preliminary impression. After the NAM was completed, try in was performed on the patient's mouth and adjustment were made to the edges of the NAM. Summary: Nasolalveolar molding (NAM) allows an overall improvement in functional activity thus increasing infant’s weight prior to surgery, also correct the aesthetics of the nasolabial complex in bilateral cleft conditions while minimizing the extent of the surgery and the overallnumber of surgical procedures.

Abstract

Patient chief complaint: A female aged 48 years came to the Hasanuddin University Dental Hospital, Makassar. She complains difficulty of chewing and a lack of confidence. Patient status: Full edentulous maxillary and edentulous partial mandible. Diagnosis full edentulous maxillary and class 1 Kennedy mandible. Treatment plan: Fabrication of partial metal frame dentures using the altered case impression technique. Detail of therapy: Panoramic Radiological images appear to be missing all teeth in the maxilla, available teeth: 33,32, 31, 41, 42, and 43, residual the roots of teeth 15 and 28. The pre-prosthetic treatment plan was scaling and extracting the remaining roots on teeth 15 and 28. The first prosthodontic treatment is Preliminary impression was made. Subsequently, the diagnostic model is placed on top of the surveyor for inspection and design of the metal frame. Making individual impression upper and lower jaw using self-curing acrylic material, then doing border molding with greenstick. An additional laboratory procedure for altered cast technique is done by splitting the master cast with a saw. A groove or indentation is made on the cut surface of the mold to help retain the cast to be mixed. The denture metal frame is placed over the grooved mold. The final impression was then beading, and boxing made before it was cast with a cast so that an altered cast was obtained. Making bite rims of the maxilla and mandible and determining the alignment, vertical dimensions, using a bite rim made from the final impression, face-bow transfer, and installation on the articulator. Try the arrangement of teeth. Acrylic processing, selective remounting, and grinding. Denture inserted and controlled, checked for occlusion, articulation, retention, and stability. Clinical significance of therapy: Metal frame partial denture with Alter cast impression technique provides better and stable denture.
