Abstract

For the sake of reinforcing the local knowledge (that seems to be abandoned by local community of West Lampung themselves) and to make corrections against agroforestry malpractices as well as of accommodating to the poor performance of extension programs on recharge area of West Lampung (including of media lacking of extension), we have developed the entertainment media of pictorial story books of coffee agroforestry. The media were designed especially for the low literate community (Nurhaida et al., 2004) to affirm the tao of knowledge of the four tribes dwell in the recharge area: Lampungese, Semendonese, Sundanese and Sundanese of villages of Way Mengaku, Sukananti, Sidomakmur and Gunung Terang respectively (see Nurhaida et al., (2005). There are four languages edition in accordance with the locally mother tongues of the four tribes plus Indonesian to accommodate the other tribes exist in West Lampung. Desk activities were conducted at the Laboratory of Multimedia, Departmentof Communication Science, The University of Lampung Indonesia. Media pretesting were conducted twice in August-September 2005 to measure the variables of attraction, self involvement, acceptability and comprehension of the media in accordance with Bertrand’s suggestion (1978). Between the two and the second of the media pretesting, there had been conducted the media improvements. The research showed that the entertainment media have been used up to be a learning media for the propose of extension program in the recharge area successfully. This claim is supported by the high effectiveness of the five editions: (Lampungese, Semendonese, Javanese, Sundanese and Indonesian of 85, 89, 88, 89, and 86% repectively) that brookthrough aggaints the severely heavied barrier of low litteracy : 27, 44, 39, 77, dan 88 words per second respectively. It is strongly recommended that: (1) reproduce the media and disseminate into community dwell on the recharge of West Lampung to reinforce the tao of knowledge, and (2) conduct the similar research on other recharge areas.

Abstract

The Public and Police Partnership Forum (or FKPM) is a non government organization aimed to settle venial crime case often occurring in the society and it function to support and help police tasks in maintaining security, orderliness and peace in the society. The objective of this research was to find out the cooperation relationship between police and public to settle venial crime cases in forms of mediations. This was a qualitative research. Data were collected with interviews, informant determinations and documentation study. Data were analyzed with data reduction, data presentation, and drawing conclusion. The results showed that the Public and Police Partnership Forum (or FKPM) in Way Kandis Residence Village was very effective in settling venial crime cases. It was proven that each venial crime case could be resolved without proceeding to legal suit by means of mediations. The success of Public and Police Partnership Forum (FKPM) in conducting its functions was closely related to good cooperation between public and police in frequent socialization activities about task and function of Public and Police Partnership (FKPM). Public tasks in this institution were becoming an information centre, criticism and suggesting constructive recommendations to create good partnerships in maintaining security, orderliness and peace in the society.Keywords: FKPM, institution, mediation

Abstract

The results of this study indicate that the role of Central Penitentiary Class II A of Bandar Lampung in developing children that conflict with the law are: (1) Implement coaching and guidance to children in trouble with the law. Community mentors provide personal guidance and independence. Guidance personality meant that prisoners have the religious consciousness, awareness and consciousness of nation and state law. Guidance independence is so that inmates can work or create jobs after the prisoners back into society, and not to repeat criminal acts in violation of the law (2) Carry out observations of children in trouble with the law. Supervising Social implement social studies to children in conflict with the law as a report on the development of children in trouble with the law during the process of parole at the Central Penitentiary Class II A of Bandar Lampung.Keywords: Role, central penitentiary, children

Abstract

Tujuan penelitian ini adalah untuk mengukur Kualitas Pelayanan Publik Samsat Lampung dalam Perspektif Budaya Piil Pesenggiri. Pendekatan kuantitatif digunakan dalam penelitian dengan menggunakan teknik sampel semi terbuka untuk menganalisis berbagai fenomena proses penyelenggaraan otonomi daerah yang disajikan dalam bentuk deskripsi dengan menggunakan angka-angka statistik. Hasil penelitian menunjukkan, bahwa penilaian yang diberikan masyarakat terhadap pelayanan publik yang dilakukan oleh Samsat rata-rata dinilai cukup baik dan sesuai dengan aturan yang telah digariskan. Pelayanan yang diberikan Samsat baik dalam prinsip nemui nyipah (sopan santun pada pengguna jasa). Penilaian yang kurang baik, terletak pada variabel nengah nyappur, indikator toleransi ( 48,3 %), indikator memegang teguh prinsip ( 55 %), indikator bersaing dalam memberikan pelayanan terbaik (53,3 % ). Prinsip Sakai Sambayan, beberapa indikator yang dinili kurang baik dalam pelayanan publik adalah indikator kedua mampu menjadi pemersatu ketika ada masalah dalam melayani (dinilai responden kurang mampu dengan skor 40,7 %, dan tidak mampu dengan skor 53,3 %). Indikator ketiga mampu bekerjasama dengan pegawai lain dalam melayani pengguna jasa (dinilai kurang mampu dengan skor 30 %).Kata Kunci : Pelayanan Publik, Samsat , Piil Pesenggiri.
